* Examine proposals from the State Government for changes to Coastal Regulation Zone areas or the Coastal Zone Management Plan and make recommendations to the National Coastal Zone Management Authority.
* Inquire into and review cases of non-compliance or contravention of the Act, rules, or notifications, either suo-moto or based on complaints.
* Create a dedicated website to maintain transparency, posting information such as agendas, minutes, decisions, recommendations, actions taken, and court matters.

6. प्राजधकरण गोवा राज्र् में तटीर् पर्ाावरण की गणु वत्ता की सुरक्षा और सुधार तर्ा तटीर् जवजनर्मन िोन क्षेत्रों में पर्ाावरण
प्रिर्ू ण के जनवारण, उपिमन और जनर्ंत्रण के जलए जनम्नजलजखत उपार् करेगा, अर्ाात्: -
(i) अनुमोदित तटीर् क्षेत्र प्रबंधन र्ोिना के अनुसार और भारत सरकार के पर्ाावरण, वन और िलवार् ु
पररवतान मंत्रालर् की अजधसूचना, संख्र्ा का.आ.19(अ), तारीख 6 िनवरी, 2011 (जिसे इसमें इसके
पश्चात ् उक्त अजधसूचना कहा गर्ा ह)ै की अपेक्षाओं के अनुसार पररर्ोिना प्रस्ट्ताव से पररर्ोिना प्रस्ट्ताव
की मंिूरी के जलए प्राप्त प्रस्ट्तावों की परीक्षा करना और आवेिन प्राप्त होने की तारीख से साठ दिनों की
अवजध के भीतर, उक्त अजधसूचना में जवजनर्िाष्ट संबंजधत प्राजधकारी को ऐसी पररर्ोिना के अनुमोिन के
जलए जसफाररि करना;
(ii) उक्त अजधसूचना म ें र्र्ाजवजनर्िाष्ट तटीर् जवजनर्मन िोन क्षत्रे ों में सभी जवकासात्समक गजतजवजधर्ों को
जवजनर्जमत करना;
(iii) उक्त अजधसूचना के उपबंधों के कार्ाान्द्वर्न को लाग ूकरना तर्ा जनगरानी करना;
(iv) भारत सरकार की अजधसूचना संख्र्ा का.आ. 4650(अ.), तारीख 30 जसतम्बर, 2022 में र्र्ाजवजनर्िाष्ट
अनुसार उक्त अजधजनर्म की धारा 5 के अधीन जनििे िारी करना;
(v) उक्त अजधजनर्म की धारा 10 के अधीन िजक्तर्ों का प्रर्ोग करना;
(vi) उक्त अजधजनर्म की धारा 19 के अधीन जिकार्त करना;
(vii) तटीर् जवजनर्म िोन क्षत्रे के वगीकरण और तटीर् िोन प्रबंध र्ोिना में पररवतान र्ा उपांतरण के जलए
राज्र् सरकार स े जमल े प्रस्ट्ताव की परीक्षा करना और उस अजधसूचना के अधीन राष्ट्रीर् तटीर् िोन प्रबंध
प्राजधकरण को उन पर जवजनर्िष्टा जसफाररिें करना; और
(viii) उक्त अजधजनर्म अर्वा उसके अधीन बनाए गए जनर्मों अर्वा उक्त अजधसूचना के अनुपालन म ेंजवफलता
र्ा उल्लंघन के मामलों की स्ट्वप्ररे णा स े अर्वा उसके समक्ष दकसी व्यजक्त द्वारा की गई जिकार्त के आधार

7. प्राजधकरण, अपन े कृत्सर्ों म ें पारिर्िाता बनाए रखन े के प्रर्ोिन के जलए एक समर्पात वेबसाइट तैर्ार करेगा और इसके
कृत्सर्, जिसके अधीन बैठकों म ें कार्ासूची, बैठकों का कार्ावृत्त, प्रत्सर्ेक बैठकों में दकए गए जवजनश्चर्, उक्त अजधसूचना के
अजतक्रमण तर्ा उल्लंघन के मामलों में जसफाररिें और ऐसे अजतक्रमण एव ंउल्लघं न पर की गई कारावाई और न्द्र्ार्ालर् मामल े
जिसके अधीन न्द्र्ार्ालर्ों के आिेि भी ह ैं और गोवा की राज्र् सरकार की अनुमोदित तटीर् िोन प्रबंध र्ोिना से संबंजधत
सूचना डालगे ा ।
8. प्राजधकरण छह माह में कम से कम एक बार अपनी गजतजवजधर्ों की ररपोटा राष्ट्रीर् तटीर् िोन प्रबंधन प्राजधकरण को
भेिेगा।

S.O. 1034(E).— In exercise of the powers conferred by sub section (1) and (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central Government hereby constitutes
the Goa Coastal Zone Management Authority (hereinafter referred to as the Authority) consisting of the following
members specified in column (2) of the Table below, for a period of three years with effect from the date of publication

2. The Headquarter of the Authority shall be at Panaji, Goa.
3. The quorum for the meeting of the Authority shall be one- third of the total number of its Members.
4. A Member, other than Member, ex officio, shall be paid allowances as per the terms and conditions decided by
the Central Government.
5. In order to avoid any conflict of interest, the Members shall recuse themselves from the meeting of the Authority,
in the process of appraisal of any project, for which they have rendered consultancy service.
6. The Authority shall take following measures for protecting and improving the quality of the coastal environment
and preventing, abating and controlling environmental pollution in the Coastal Regulation Zone areas in the State of
Goa, namely: -
(i) examine proposals received from the project proponent for approval of project proposal, in accordance
with the approved Coastal Zone Management Plan and within the requirements of the notification of
the Government of India in the Ministry of Environment, Forest and Climate Change, Published vide
number S.O.19(E), dated the 6th January, 2011 (hereinafter referred to as the said notification), and
make recommendation for approval of such project to the concerned authority, as specified in the said
notification, within a period of sixty days from the date of receipt of application;
(ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said
notification;
(iii) enforce and monitor the implementation of provisions of the said notification;
(iv) issue directions under section 5 of the said Act as specified in the notification of the Government of
India, number S.O. 4650(E), dated the 30th September, 2022;
(v) exercise powers under section 10 of the said act;
(vi) make a complaint under section 19 of the said Act;
(vii) examine the proposals received from the State Government for changes or modifications in the
classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan and make
specific recommendations thereon, to the National Coastal Zone Management Authority under the
said notification; and
(viii) inquire and review cases of failure of compliance or contravention of the said Act or rules made
thereunder or the said notification, suo-moto or on the basis of a complaint made by any person
before it.
7. The Authority shall, for the purposes of maintaining transparency in its functioning, create a dedicated website
and post the information relating to its functions, including the agenda in its meeting, minutes of the meeting, decision
taken in the meeting, recommendation for matters on failure of compliance or contravention of the said notification and
action taken on such failure or contravention and court matters including the orders of the court, and the approved
Coastal Zone Management Plan of the Government of Goa.
8. The Authority shall furnish report of its activities at least once in six months to the National Coastal Zone
Management Authority.
