## Report on Reconstitution of Hindi Salahkar Samiti of the Ministry of Heavy Industries
**1. Executive Summary:**
This report analyzes a government resolution regarding the reconstitution of the Hindi Salahkar Samiti (Advisory Committee) of the Ministry of Heavy Industries (MHI). This resolution, effective March 17, 2022, supersedes a previous resolution from 2015 and outlines the composition, functions, and operational aspects of the reconstituted Samiti. The core purpose is to advise on the implementation of Official Language policies related to Hindi within the Ministry and its affiliated entities. Key findings include a detailed list of the Samiti's members and a description of its functions relating to promoting the use of Hindi.
**2. Introduction:**
This report aims to provide a comprehensive overview of the resolution published in the Gazette of India on March 17, 2022, regarding the reconstitution of the Hindi Salahkar Samiti of the Ministry of Heavy Industries. The analysis is based solely on the information provided within the policy text.
**3. Policy Overview:**
* This resolution supersedes the Ministry of Heavy Industries Public Enterprises' Resolution No. E1101432014Hindi, dated 07 September, 2015. Therefore it is an amendment/reconstitution.
* **Core Objective(s):** To advise the Ministry of Heavy Industries on the implementation of official language provisions related to Hindi, as mandated by the Constitution, the Official Languages Act and Rules, and policy decisions of the Kendriya Hindi Samiti, and instructions issued by Ministry of Home Affairs Department of Official Language. Also, to promote the progressive use of Hindi in the Ministry, its CPSEs, Autonomous bodies and offices.
**4. Background and Rationale:**
The resolution explicitly states that it is issued "in pursuance of the Ministry of Home Affairs, Department of Official Language O.M. No. II200154587O.L.A2 dated 15th March, 1988 and O.M. No. II200154587O.L.A2 dated 04051989". The provided text indicates a periodic review and updating of the composition and functions of the Hindi Salahkar Samiti within the Ministry of Heavy Industries. This specific amendment is likely driven by a need to update the committee's membership to reflect current parliamentary representation, departmental leadership, and expert representation, thus ensuring the committee remains relevant and effective in advising the Ministry on matters related to the official language policy. The supersession of the 2015 resolution suggests a need for adjustments in how the committee operates or who it comprises.
**5. Key Provisions / Changes:**
This resolution primarily focuses on the *reconstitution* of the Hindi Salahkar Samiti. The changes introduced include:
* **Composition of the Samiti:** The document provides a detailed list of both official and non-official members. These include:
* The Minister of Heavy Industries (Chairman) and the Minister of State for Heavy Industries (Vice-Chairman).
* Four members of Parliament nominated by the Ministry of Parliamentary Affairs.
* Two members of Parliament from the Parliamentary Committee on Official Language.
* Representatives of All India Hindi Institute and Kendriya Sachivalay Hindi Parishad.
* Members nominated by the Ministry of Heavy Industries and the Department of Official Language, MHA.
* Several high-ranking officials from the Ministry, including the Secretary, Special Secretary, and Joint Secretaries.
* Chairpersons/Managing Directors (CMDs) of various public sector enterprises (CPSEs) under the Ministry.
* Directors of key automotive and technology research institutions.
The key change is the *specific individuals* now appointed/nominated to these roles compared to the previous (2015) Samiti composition. The resolution replaces the old members with new members that represent the bodies mentioned.
* **Functions of the Samiti:** The functions remain consistent with advising on and reviewing the implementation of official language provisions related to Hindi.
* **Tenure:** The tenure of the reconstituted Samiti is set for three years from the date of constitution.
* **Other Provisions**: The resolution also specifies the location of the headquarters, contact information for correspondences and the T.A. and other allowances applicable for the members of the Samiti.
**6. Target Audience and Stakeholders:**
Based on the provided text, the primary target audience and stakeholders include:
* Members of the newly constituted Hindi Salahkar Samiti.
* Ministry of Heavy Industries and its various departments.
* CPSEs, autonomous bodies, and offices under the Ministry of Heavy Industries.
* Department of Official Language, Ministry of Home Affairs.
* Members of Parliament and Parliamentary Committee on Official Language.
The broader audience includes entities subject to official language policies, and thus the industries regulated by the Ministry of Heavy Industries.
**7. Implementation Aspects (Inferred):**
* **Responsible Agency/Bodies:** The Ministry of Heavy Industries, specifically the Joint Secretary Incharge, Official Language, is responsible for the overall coordination and functioning of the Samiti. The Department of Official Language (Ministry of Home Affairs) also plays a key role in guiding the Samiti's activities.
* **Timelines/Procedures:** The Samiti's tenure is three years. No specific procedures or timelines for meetings or reporting are detailed in the text. However, the text mentions that the Samiti will review the performance and render advice regarding the implementation of provisions relating to the official language.
* **Changes:** The resolution is effective from March 17, 2022, implying immediate implementation of the new Samiti composition.
**8. Expected Outcomes / Impact of Changes:**
The intended outcome of this reconstitution is a more effective and relevant Hindi Salahkar Samiti that can better advise the Ministry of Heavy Industries on implementing official language policies related to Hindi. The changes in membership are expected to bring fresh perspectives and expertise to the committee, potentially leading to improved strategies for promoting the use of Hindi within the Ministry and its affiliated organizations. By updating the Samiti, the Ministry aims to ensure compliance with official language policies and promote the use of Hindi in its operations.
**9. Conclusion:**
The resolution reconstituting the Hindi Salahkar Samiti of the Ministry of Heavy Industries reflects the government's ongoing commitment to promoting the use of Hindi in official capacities. The updated composition and continued focus on advising the Ministry on official language policies underscore the importance of this committee in ensuring compliance and promoting the use of Hindi across the Ministry and its associated entities. The changes introduced by this amendment are significant as they ensure that the right people are in place to steer the use of Hindi across the Ministry of Heavy Industries.
