6. प्राजधकरण, पुडुचेरी संघ राज्र् क्षेत्र प्रिासन में तटीर् पर्ाावरण की गुणव्ा को सरं जक्षत करन े और
सुधारन े के जलए तर्ा तटीर् जवजनर्म िोन क्षेत्र म ें पर्ाावरण प्रिर्ू ण के जनवारण, उपिमन और
जनर्ंत्रण के जलए जनम् नजलजखत उपार् करेगा, अर्ाातउ :-
i. पररर्ोिना प्रस्ट्त ावक से अनमु ोिन के जलए प्रात प प्रस्ट्ताव की परीक्षा, र्र्ाजस्ट्र्जत, र्दि
अनुमोदित तटीर् िोन प्रबंधन र्ोिना के अनसु ार ा )और भारत सरकार की अजधसूचना
संख् र्ांक का.आ. 19(अ), तारीख 6 िनवरी, 2011 र्ा अजधसूचना सं. सा.का.जन.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
37(अ) तारीख 18 िनवरी, 2019 (जिन्द ा ेंइसमें इसके पश् चातउ उत अजधसूचनाए ंकाा
गर्ा ा)) के अधीन त)र्ार दकए गए अनुमोदित तटीर् िोन प्रबंधन र्ोिना के अनसु रण
में करेगा और संबद्ध प्राजधकरण को पररर्ोिना प्रस्ट्ताव के अनुमोिन के जलए, ि)सा दक
उत अजधसूचना में जवजन्िष्ा ट ा,) ऐसे आवेिन की प्राज त की तारीख से साठ दिन के
भीतर जसफाररि करेगा ;
ii. उत अजधसूचना म ें र्र्ाजवजन्िष्ा ट तटीर् जवजनर्म िोन क्षेत्र म ें सभी जवकासात् मक
दक्रर्ाकलाप को जवजनर्जमत करेगा ;
iii. भारत सरकार के पर्ाावरण वन और िलवार्ु पररवतना मंत्रालर् की अजधसूचना सं.
4650 (अ) तारीख 30 जसतबं र, 2022 में र्र्ाजवजन्िष्टा उक्त अजधजनर्म की धारा 5
के अधीन िारी जनििे ;
iv. उत अजधजनर्म की धारा 10 के अधीन िज तर् का प्रर्ोग करेगा ।
v. उत अजधजनर्म की धारा 19 के अधीन पररवाि फाइल करेगा ;
vi. तटीर् जवजनर्म िोन क्षेत्र और तटीर् िोन प्रबंध र्ोिना के वगीकरण में उपांतरण के
जलए संघ राज् र्क्षेत्र से प्रात प्रस्ट्त ाव की परीक्षा करेगा और राष्र ीर् तटीर् िोन प्रबंध
प्राजधकरण को उत अजधसूचनां के अधीन उस पर जसफाररिें िगे ा ;
vii. उत अजधजनर्म तर्ा उसके अधीन बनाए गए जनर्म के उपबंध के कजर्त उल्लंघन के
मामल की िांच तर्ा पुनर्वला ोकन करना ;
viii. उत अजधसूचना के अजतक्रमण र्ा उल् लंघन के मामल में की, स्ट्व प्रेरणा से र्ा दकसी
व्यजष्ट, जनकार् र्ा संगठन द्वारा उसके समक्ष की गई जिकार्त के आधार पर, िांच और
पुनर्वालोकन करना ।
7. उत अजधसूचना के उपबंध के दक्रर्ान्द वर्न की मननीटरी और प्रवतना के जलए प्राजधकरण उत् तरिार्ी
ाोगा ।
8. प्राजधकरण, अपने कृत् र् में पारिर्िाता बनाए रखने के प्रर्ोिन के जलए एक समर्पात वेबसाइट त)र्ार
करेगा और इसके कृत् र् , जिसके अंतगात ब)ठक में कार्ासचू ी, ब)ठक का कार्ावृत् त, प्रत् र्ेक ब)ठक में दकए गए
जवजनश् चर्, उत अजधसूचना के अनुपालन तर्ा उल् लंघन की असफलता के मामल में जसफाररिें और ऐसी
असफलता तर्ा उल् लंघन पर की गई कारावाई तर्ा न्द र्ार्ालर् मामल,े जिसके अंतगात न्द र्ार्ालर् के आििे भी
ा ैं और संघ राज् र्क्षेत्र प्रिासन, पुडुचेरी की अनुमोदित तटीर् िोन प्रबंध र्ोिना, से संबंजधत सूचना डालेगा ।
9. प्राजधकरण, कम से कम छा मास में एक बार अपने दक्रर्ाकलाप की ररपोटा केंरीर् सरकार को भेिेगा ।

NOTIFICATION
New Delhi, the 2nd July, 2025
S.O. 2960 (E).— In exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central
Government hereby constitutes the Puducherry Coastal Zone Management Authority (hereinafter referred to
as the Authority) consisting of the following persons, for a period of three years, with effect from the date of
publication of this order in the Official Gazette, namely:-

2. The Headquarter of the Authority shall be at Puducherry.
3. The quorum for the meeting of the Authority shall be one-third of the total number of its Members.
4. The member, other than Member, ex officio, shall be paid allowances as per the terms and conditions

5. In order to avoid any conflict of interest, the Members shall recuse themselves from the meeting of
the Authority, in the process of appraisal of any project, for which they have rendered consultancy
service.
6. The Authority shall take following measures for protecting and improving the quality of the coastal
environment and preventing, abating and controlling environmental pollution in the Coastal
Regulation Zone areas in the Union territory of Puducherry Administration, namely: ⸺
(i) examine proposals received from the project proponent for approval, in accordance with the
approved Coastal Zone Management Plan prepared under the notification of the Government of
India number S.O.19(E), dated the 6th January, 2011 or the notification number G.S.R. 37(E),
dated the 18th January, 2019 (hereinafter referred to as the said notifications), as the case may be,
and make recommendation for approval of project proposal to the authority concerned, as
specified in the said notifications, within a period of sixty days from the date of receipt of
application;
(ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said
notifications;
(iii) issue directions under section 5 of the said Act as specified in the notification of the Government
of India, in the Ministry of Environment, Forest and Climate Change, number S.O. 4650(E), dated
the 30th September, 2022;
(iv) exercise powers under section 10 of the said Act;
(v) file complaint under section 19 of the said Act;
(vi) examine proposals received from the Union territory for modifications in the classification of
Coastal Regulation Zone areas and in the Coastal Zone Management Plan and making
recommendations to the National Coastal Zone Management Authority under the said
notifications.
(vii) inquire and review the cases of alleged violation of the provisions of the said Act or the rules
made thereunder; and
(viii) inquire and review the cases of violation or contravention of the said notification suo-moto or on
the basis of a complaint made by any individual or body or organisation before it.
7. The Authority shall be responsible for enforcement and monitoring of the implementation of the
provision of the said notification.
8. The Authority shall, for the purposes of maintaining transparency in its functioning, create a
dedicated website and post the information relating to its functions, including the agenda in its
meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on
failure of compliance or contravention of the said notification and action taken on such failure or
contravention and court matter including the order of the court, and the approved Coastal Zone
Management Plan of the Union territory Administration of Puducherry.
9. The Authority shall furnish report of its activity at least once in six months to the Central
Government.
