(श्रीमती) वनै िैजनफर िोन वॉलंग, एसोजसएट प्रोफेसर, भूजवज्ञान सिस्ट्य ; जवभाग, सेंट एटोंजनि कॉलेि, जिलॉग-793001 9. सिस्ट्य सजचव सिस्ट्य सजचव I मेघालय राज्य प्रिषू ण जनयंत्रण बोडा, जिलांग 5.प्राजधकरण और सजमजत के अध्यक्ष और सिस्ट्य इस अजधसूचना के रािपत्र के प्रकािन की तारीख से तीन वष ा की अवजध के जलए पि धारण करेंग े। 6. प्राजधकरण और सजमजत ऐसी िजियों का प्रयोग करेगी और ऐसी प्रदक्रयाओं का पालन करेगी िो उि अजधसूचना म ें जवजनर्िाष्ट दकए िाएं । 7. जहतों के टकराव से बचन े के जलए, (i) प्राजधकरण के अध्यक्ष और सिस्ट्य तर्ा सजमजत, -[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (क) यह घोजषत करेंगे दक व ेदकस परामिा स ेसंगठन और पठरयोिना के प्रस्ट्तावकों से भी िुड ेह;ैं और (ख) ऐसी दकसी पठरयोिना के जलए कोई परामिा नहीं िगें ेया पयाावरण समाघात जनधाारण और पयाावरण प्रबंधन योिना की तैयारी से संबद्ध नहीं रहगें ेजिसका प्राजधकरण द्वारा जवजनश्चय या सजमजत द्वारा मूल्यांकन उनके कायाकाल के िौरान दकया िाना ह ै ; और (ii) पूवावती पांच वषों म,ें यदि प्राजधकरण और सजमजत के अध्यक्ष या दकसी सिस्ट्य न े दकसी पठरयोिना प्रस्ट्तावों के जलए परामिा सेवाएं प्रिान की ह ैया पयाावरण समाघात जनधाारण अध्ययन संचाजलत दकया ह,ै उस ििा में वे यर्ाजस्ट्र्जत, प्राजधकरण या सजमजत की बैठकों से ऐसे प्रस्ट्तावकों द्वारा प्रस्ट्ताजवत दकसी पठरयोिना के मल्ू यांकन की प्रदक्रया से स्ट्वयं को िरू रखेंग े। 8. सजमजत, सामुजहक उत्तरिाजयत्व के जसद्धांत पर काया करेंगी और अध्यक्ष प्रत्येक मामले में सवा सम्मजत पर पहुचुँ ने का प्रयास करेगा तर्ा यदि सवा सम्मजत पर नहीं पहुचुँ ा िा सकता ह ैतो बहुमत के जवचार अजवभावी होंगे । 9. मेघालय राज्य सरकार प्राजधकरण के सजचवालय के रूप में काया करने के जलए एक अजभकरण को जवजनर्िाष्ट करेगी तर्ा सजमजत जवत्तीय तर्ा संभारतंत्र सहायता जिसके अंतगात वास सुजवधा, पठरवहन और उि अजधसूचना के अधीन उनके कृत्यों के संबंध में ऐसी अन्द्य सुजवधाएं भी ह,ैं उपलब्ध कराएगी । 10. प्राजधकरण और सजमजत के अध्यक्ष तर्ा सिस्ट्यों को बैठक फीस यात्रा भत्तें, मंहगाई भत्तें, मेघालय राज्य सरकार के सुसंगत जनयमों के उपबंधों के अनुसार संित्त दकए िाएंगे । [फा. सं. आईए3-1/3/2021-आईए.III] तन्द्वी गगा, संयुि सजचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 29th January, 2026 S.O. 417(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India in the erstwhile Ministry of Environment and Forests, published in the Gazette of India, Extraordinary, Part II, Section 3, Sub section(ii), vide number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government hereby constitutes the State Level Environment Impact Assessment Authority, Meghalaya (hereinafter referred to as the Authority) as per the Table below, namely:— Sr. No. Name of the Officers Designation 1. The Authority shall take its decision on the recommendations of the State Level Expert Appraisal Committee constituted under paragraph 4 of this notification. 3. All decisions of the Authority shall be taken in a meeting and shall ordinarily be unanimous: Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly recorded in the minutes and a copy thereof sent to the Central Government.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] 4. The Central Government, in consultation with the State Government of Meghalaya, for the purpose of assisting the Authority, hereby constitutes the State Level Expert Appraisal Committee for the State of Meghalaya, (hereinafter referred to as the Committee) as per the Table below, namely: - Table Sr. No. Name of the Officer or person Designation 1. The Chairman and Member of the Authority and the Committee, shall hold office for a period of three years from the date of publication of this notification in the Official Gazette. 6. The Authority and the Committee shall exercise such powers and follows such procedures as specified in the said notification. 7. In order to avoid any conflict of interest,- (i) the Chairman and Members of the Authority, and the Committee shall,- (a) declare to which consulting organisation they have been associated with and also the project proponents; and (b) not undertake any consultation or associate with regard to preparation of Environment Impact Assessment and Environment Management Plan for project, which is to be decided by the Authority or to be appraised by the Committee during their tenure; and (ii) in the preceding five years, if the Chairman or any Member of the Authority, and the Committee have provided consultancy services or conducted Environment Impact Assessment studies for any project proponent, in that event they shall recuse themselves from the meetings of the Authority or the Committee as the case may be, from the process of appraisal of any project proposed by such proponents.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 8. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the views of the majority shall prevail. 9. The State Government of Meghalaya shall specify an agency to act as secretariat of the Authority and the Committee which shall provide financial and logistic support, including accommodation, transportation and such other facilities in respect of their functions under the said notification. 10. The sitting fees, traveling allowances and dearness allowances to the Chairman and Members of the Authority and the Committee shall be paid in accordance with the provisions of relevant rules of the State Government of Meghalaya.
