की उपधारा (3) द्वारा प्रित् त िजत र्ों का प्रर्ोग करत े हुए और भारत के रािपत्र, असाधारण, भाग 2 में संखर्ांक
का.आ.. 1533(अ), तारीख 14 जसतंबर, 2006 द्वारा प्रकाजित भारत सरकार के तत्कालीन पर्ाावरण और वन
मंत्रालर् की अजधसूचना (जिसे इसमें इसके पश् चात् उ त अजधसूचना कहा गर्ा ह)ै के अनुसरण में राज् र् स्ट्त र
पर्ाावरण समाघात जनधाारण प्राजधकरण, जत्रपुरा (जिसे इसमें इसके पश् चात् प्राजधकरण कहा गर्ा ह)ै का गठन
करती ह,ै जिसमें जनम् नजलजखत सिस्ट्र् होंग,े अर्ाता ्:-

3. प्राजधकरण के सभी जवजनिर् दकसी बैठक में जलए िाएंगे और साधारणतर्ा सवासम्मत से दकए िाएंगे:
परन्दतु र्दि कोई जवजनिर् बहुमत द्वारा जलर्ा गर्ा ह ैतो इसके जलए और इसके जवरुद्ध रटप्पजणर्ों के ब्र्ौरे कार्ावृत
में स्ट्पष्टतर्ा अजभलेजखत होंगे और उसकी एक प्रजत केंरीर् सरकार को भिे ी िाएगी ।
4. केन्दरीर् सरकार, जत्रपुरा राज्र् सरकार के परामिा स,े प्राजधकरण की सहार्ता के प्रर्ोिन के जलए जत्रपुरा राज्र्
के जलए राज् र् स्ट्तरीर् जविेषज्ञ अंकन सजमजत, (जिस े इसमें इसके पिात् सजमजत कहा गर्ा ह)ै का गठन करती ह ै
जिसमें जनम्नजलजखत व्यजि होंग,े अर्ाात्:-

5. प्राजधकरण के और सजमजत के अध्र्क्ष और सिस्ट्र् इस अजधसूचना के रािपत्र में प्रकािन की तारीख से तीन वष ा
की अवजध के जलए पि धारण करेंग े ।
6. प्राजधकरण और सजमजत ऐसी िजिर्ों का प्रर्ोग करेगी और ऐसी प्रदिर्ाओं का अनुसरण करेगी िो उि
अजधसूचना म ें जवजनर्िाष् ट ह ैं ।
7. जहतों के टकराव स े बचने के जलए,-
(i) प्राजधकरण और सजमजत के अध्र्क्ष और सिस्ट्र्,-
(क) र्ह घोजषत करेंग े दक वे दकस परामिा संगठन और पररर्ोिना के प्रस्ट्तावक स े भी िुड े ह;ैं और
(ख) दकसी ऐसी पररर्ोिना के जलए पर्ाावरणीर् समाघात जनधाारण और पर्ाावरण प्रबंधन र्ोिना की
तैर्ारी के संबंध में कोई परामिा र्ा सहर्ोग नहीं िेंग,े जिसका उनके कार्का ाल के िौरान प्राजधकरण
द्वारा जवजन्दित दकर्ा िाना ह ै र्ा सजमजत द्वारा अंकन दकर्ा िाना है; और
(ii) जपछले पांच वषों में र्दि प्राजधकरण और सजमजत के अध्र्क्ष और दकसी सिस्ट्र् न े दकसी पररर्ोिना
प्रस्ट्तावक के जलए परामिा संबंधी सेवाए ं प्रिान की ह ैं र्ा पर्ाावरण समाघात जनधाारण का अध्र्र्न दकर्ा
ह,ै तो उस जस्ट्र्जत में वे ऐसे समर्ाकों द्वारा प्रस्ट्ताजवत दकसी पररर्ोिना के अंकन की प्रदिर्ा में प्राजधकरण
र्ा सजमजत की बैठक से स्ट्वर्ं को जवलग रखेंगे।
8. सजमजत सामूजहक उत्तरिाजर्त्व के जसद्धांत पर कार्ा करेगी और अध्र्क्ष प्रत्र्ेक मामले में सवासम् मजत पर पहुचं न े
का प्रर्ास करेगा और र्दि सवासम् मजत पर नहीं पहुचं ा िा सकता ह ै तो बहुमत का मत अजभभावी होगा ।
9. जत्रपुरा राज्र् सरकार, प्राजधकरण और सजमजत के जलए सजचवालर् के रूप में कार्ा करने के जलए दकसी अजभकरण
को अजधसूजचत करेगी और सभी जवत्तीर् और सभं ार तत्रं संबंधी सहार्ता, जिसके अंतगात उि सूचना के अधीन
उनके सभी कृत्र्ों की बाबत वास-सुजवधा, पररवहन और अन्दर् सुजवधाएं भी ह,ैं उपलब्ध कराएगी ।
10. प्राजधकरण और सजमजतर्ों के अध्र्क्ष तर्ा सिस्ट्र्ों की बैठक की फीस, र्ात्रा भत्ता और मंहगाई भत्ता जत्रपुरा
राज्र् सरकार के सुसंगत जनर्मों के अनुसार संित्त दकर्ा िाएगा ।

NOTIFICATION
New Delhi, the 9th July, 2025
S.O. 3062(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the
Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of
India in the erstwhile Ministry of Environment and Forests, published in the Gazette of India, Extraordinary,
Part-II, vide number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said
notification), the Central Government hereby constitutes the State Level Environment Impact Assessment
Authority, Tripura (hereinafter referred to as the Authority) comprising of the following Members, namely:—
1. Dr. Sabyasachi Dasgupta, Chairman;
Professor, Department of Forestry and Biodiversity, Tripura University (A Central
University), Suryamaninagar, Agartala, Tripura-799022
2. Prof. (Dr.) Partha Pratim Sarkar, Professor, Department of Civil Engg. NIT, Agartala, Member;

3. Director, Science, Technology and Environment Department, Government of Tripura. Member
Secretary.
2. The Authority shall take its decision on the recommendations of the State Level Expert Appraisal
Committee constituted under paragraphs 4.
3. All decisions of the Authority shall be taken in a meeting and shall ordinarily be unanimous:
Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be
clearly recorded in the minutes and a copy thereof sent to the Central Government.
4. The Central Government, in consultation with the State Government of Tripura, for the purpose of
assisting the Authority, hereby constitutes following State Level Expert Appraisal Committee for the State
of Tripura, (hereinafter referred to as the Committee) comprising of the following persons, namely: ⸺
1. Sri Budhi Debbarma, Retired Indian Forest Service, Forest Department, Chairman;

2. Dr. Animesh Debnath, Associate Professor, Department of Civil Engg.. NIT Member;

5. The Chairman and Members of the Authority and the Committee, shall hold office for a period of
three years from the date of publication of this notification in the Official Gazette.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5
6. The Authority and the Committee shall exercise such powers and follow such procedures as specified in
the said notification.
7. In order to avoid any conflict of interest,⸺
(i) the Chairman and Members of the Authority, and the Committee shall,⸺
(a) declare to which consulting organisation they have been associated with and also the project
proponents; and
(b) not undertake any consultation or associate with regard to preparation of Environment Impact
Assessment and Environment Management Plan for project, which is to be decided by the Authority
or to be appraised by the Committee during their tenure; and
(ii) in the preceding five years, if the Chairman or any Member of the Authority, and the Committee have
provided consultancy services or conducted Environment Impact Assessment studies for any project
proponent, in that event they shall recuse themselves from the meetings of the Authority or the Committee
as the case may be, from the process of appraisal of any project proposed by such proponents.
8. The Committee shall function on the principle of collective responsibility and the Chairman shall
endeavour to reach a consensus in each case, and if consensus cannot be reached, the views of the majority
shall prevail.
9. The State Government of Tripura shall specify an agency to act as Secretariat of the Authority and the
Committee which shall provide financial and logistic support, including accommodation, transportation and
such other facilities in respect of their functions under the said notification.
10. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the
Authority and the Committee shall be paid in accordance with the provisions of relevant rules of the State
Government of Tripura.
