साायक आचाय,ा वनस्ट्पजत जवज्ञान, कांची मामुजनवर राजकीय स्नातक त्तर अध्ययन और अनुसंधान संस्ट्थान, पूडूचेरी -605008 11. ज्येष्ठ वैज्ञाजनक अजधकारी, जवज्ञान, प्रौद्य जगकी और पयाावरण जवभाग, पुडूचेरी सदस्ट्य-सजचव । सरकार, तीसरी मंजजल, पीएचबी जबल्ल्डग, अन्ना नगर, पूडूचेरी-605005 6. सजमजत के अध्यक्ष और सदस्ट्य इस अजधसूचना के राजपत्र म ें प्रकािन की तारीख से तीन वर्ा की अवजध के जलए पद धारण करेंग े। 7. जातक के र्कराव से बचने के जलए- (1) प्राजधकरण के अध्यक्ष और सदस्ट्य तथा सजमजत (क) या घ जर्त करेंगे दक व ेदकस परामिी सगं ठन और पररय जना के प्रस्ट्तावक से जुडे ा;ैं (ख) दकसी पररय जना के जलए पयाावरणीय समाघात जनधाारण और पयाावरण प्रबंधन य जना की तैयारी के संबंध म ें क ई परामि ा या साय ग नाीं लगें े, ज उनके कायाकाल के दौरान प्राजधकरण द्वारा जवजनजश् चत की जाए या सजमजत द्वारा मूल्यांदकत की जानी ा;ै और (2) यदद जपछल े पांच वर्ों म,ें प्राजधकरण के अध्यक्ष या दकसी सदस्ट्य या सजमजत न े दकसी पररय जना प्रस्ट्तावक के जलए परामिा सेवाएं प्रदान की ा ैं या पयाावरणीय समाघात जनधाारण अध्ययन दकया ा,ै त उस जस्ट्थजत म ें वे स्ट्वय ं क ऐसे समथाकक द्वारा प्रस्ट्ताजवत दकसी भी पररय जना के मूल्यांकन की प्रदिया म ें प्राजधकरण और सजमजत की बैठकक स े अलग रखगें े । 8. सजमजत ऐसी िजियक का प्रय ग करेगी और ऐसी प्रदियाओं का पालन करेगी ज उि अजधसूचना में जवजनदिषद‍ र् ा ैं। 9. सजमजत सामूजाक उत्तरदाजयत्व के जसद्ांत पर काम करेगी और अध्यक्ष प्रत्येक मामल े में सवासम् मजत पर पए चं न े का प्रयास करेगा और यदद सवासम् मजत पर नाीं पए चं ा जा सकता ा ैत बए मत का मत अजभभावी ा गा । 10. पडु ूचेरी संघ राज्यक्षेत्र प्रिासन, प्राजधकरण और सजमजत के जलए सजचवालय के रूप में काया करने के जलए दकसी अजभकरण क अजधसूजचत करेगा और सभी जवत्तीय और संभार तंत्र संबंधी साायता, जजसके अंतगात वास-सुजवधा, पररवान और उनके सभी कानूनी कृत्यक की बाबत अन्‍दय सुजवधाएं भी ा,ैं उपलब्ध कराएगी । 11. प्राजधकरण पुडूचरे ी के अध्यक्ष और सदस्ट्यक तथा सजमजत के अध्यक्ष और सदस्ट्यक की बैठक की फीस, यात्रा भत्ता और मंागाई भत्ता पडु ूचेरी संघ राज्यक्षेत्र प्रिासन द्वारा बनाए गए सुसंगत जनयमक के उपबंधक के अनुसार संदत्त दकया जाएगा। [फा. सं. आईए3-13/3/2022-आई.ए.III] डॉ. सुजीत कुमार बाजपेयी, संयुि सजचव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 25th July, 2023 S.O. 3319(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India of the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government, hereby constitutes the State/UT Level Environment Impact Assessment Authority for Puducherry (hereinafter referred to as the Authority) comprising of following persons, namely: - (1) Dr. M. The Chairman and Member of the Authority shall hold office for a term not exceeding three years from the date of publication of this notification in the Official Gazette. 3. The Authority, shall exercise the powers and follow the procedures specified in the said notification. 4. The Authority shall take its decision on the recommendations of the State/UT Level Expert Appraisal Committee constituted under paragraph 5. 5. For the purpose of assisting the Authority, the Central Government, in consultation with Puducherry administration, hereby constitutes the State/UT Level Expert Appraisal Committee (hereinafter referred to as the Committee), Puducherry comprising of the following persons, namely: - (1) Dr. K Srinivasamoorthy, Chairman; Professor, Department of Earth Sciences, School of Physical, Chemical and Applied Sciences, Pondicherry University, Puducherry-605014. (2) Dr. M. Velan, Member; No.3/18, Seventh Street, Dharmaraja Nagar, Porur, Chennai -600116. (3) Dr. Nehru Kumar Vaithilingam, Member; Director, Centre for Environment, Health & Safety, Annamalai University, Annamalai Nagar, Chidambaram -608002. (4) Dr. G. The Chairman and Members of the Committee, Puducherry shall hold office for a term of three years from the date of publication of this notification in the Official Gazette. 7. In order to avoid any conflict of interest,- (1) The Chairman and members of the Authority, and the Committee shall,- (a) declare to which consulting organisation they have been associated with and also the project proponents; (b) not undertake any consultation or association with regard to preparation of Environment Impact Assessment and Environment Management Plan for project, which may be decided by the Authority, or to be appraised by the Committee during their tenure; and (2) If in the preceding five years, the Chairman or any member of the Authority or the Committee has provided consultancy or conducted Environment Impact Assessment studies for any project proponent, in that situation they shall recuse themselves from the meetings of the Authority and the Committee from the process of appraisal of any project proposed by such proponents. 8. The Committee shall exercise the powers and follow the procedures specified in the said notification. 9. The Committee shall function on the principles of collective responsibility and the Chairman shall endeavour to reach consensus in each case, and if they fail to reach consensus the view of the majority shall prevail. 10. The Union territory of Puducherry administration shall specify an agency to act as Secretariat of the Authority and the Committee and the Secretariat shall provide financial and logistic support including accommodation, transportation and such other facilities in respect of its statutory functions. 11. The sitting fees, travelling allowances and dearness allowances to the Chairman and members of the Authority, Puducherry and the Chairman and members of the Committee, shall be paid in accordance with the provisions of relevant rules made by the Union territory of Puducherry administration.
