(डॉ.) आर. जवद्या, जविेर्त सदस्ट्र् ; जसजवल इंिीजनर्ररंग आिार् ाऔर जनदिे क, सवेक्षण प्रजिक्षण और अनुसंधान सस्ट्ं र्ान ररमोट ससें संग केंद्र, अन्ना जवश्वजवद्यालर्, िन्ने ई-600025 11. डॉ. एल. एलांगो, जविेर्त सदस्ट्र् ; जवजिरटंग फैकल्टी, भारतीर् प्रौद्योजगकी संस्ट्र्ान मद्रास, िन्ने ई-600036 12. डॉ. बसंत कुमार िेना, वैज्ञाजनक िी, वज्ञै ाजनक प्रभारी जविेर्त सदस्ट्र् ; तटीर् और पर्ावा रण इंिीजनर्ररंग प्रभाग, राष्ट्रीर् महासागर प्रौद्योजगकी संस्ट्र्ान, िेन्नई-600100 13. डॉ. एम.वी. रमन्ना मूर्ता जविेर्त सदस्ट्र् ; जनदेिक, राष्ट्रीर् तटीी़र् अनुसंधान केंद्र, राष्ट्रीर् महासागर प्रौद्योजगकी संस्ट्र्ान, िेन्नई-600100 14. मैससा केर्र अर्ा रस्ट्ट, सदस्ट्र्, गरै - सरकारी संगठन ; सलाहकार डॉ एस. बालािी द्वारा प्रजतजनजधत्सव दकर्ा गर्ा, स.ं 3, छठी स्ट्रीट, थिल्लै गंगा नगर िेन्नई-600061 15. जनदेिक, सदस्ट्र्-सजिव, पदेन । पर्ाावरण एवं िलवार्ु पररवतना जवभाग, पनागल जबसल्डंग, सैदापेट, िन्ने ई-600015 2. प्राजधकरण का मुख्र्ालर् िेन्नई, तजमलनाडु म ें होगा । 3. प्राजधकरण की बैठक के जलए गणपूर्ता उसके कुल सदस्ट्र् संख्र्ा के एक-जतहाई सदस्ट्र्ों से होगी । 4. दकसी पदेन सदस्ट्र् से जभन्न दकसी सदस्ट्र् को केन्द्रीर् सरकार द्वारा जवजनजश्चत दकए गए जनबंधनों और ितों के अनुसार भत्तों का संदार् दकर्ा िाएगा ।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 5. जहत के दकसी टकराव से बिने के जलए, सदस्ट्र्, दकसी ऐसी पररर्ोिना, जिसके जलए उन्होंने परामिा कार् ा संबंधी सेवा दी ह,ै के मूल्र्ाकं न की प्रदक्रर्ा में, प्राजधकरण की बैठक से स्ट्वर् ं को दरू रखेंग े । 6. प्राजधकरण, तटीर् पर्ाावरण की गुणवत्ता की संरक्षा और उसका सुधार करने के और तजमलनाडु राज्र् के तटीर् जवजनर्मन िोन क्षेत्रों में पर्ाावरणीर् प्रदर्ू ण को रोकने, उसका उपिमन करन े तर्ा जनर्ंत्रण करन े के प्रर्ोिनों के जलए जनम्न जलजखत उपार् करेगा, अर्ाात् :-- (i) पररर्ोिना प्रस्ट् ताव के अनमु ोदन के जलए पररर्ोिना प्रस्ट्तावक से प्राप्त आवेदन की परीक्षा, र्र्ाजस्ट्र्जत, भारत सरकार की अजधसूिना सं. का.आ. 19(अ) तारीख 6 िनवरी, 2011 र्ा अजधसूिना सं. सा.का.जन 37(अ) तारीख 18 िनवरी, 2019 (जिसे इसमें इसके पश्ि ात् उक्त अजधसूिना कहा गर्ा ह)ै के अधीन तैर्ार तटीर् िोन प्रबंध र्ोिना के अनुसार करेगा तर्ा आवेदन की प्राज‍ त की तारीख स े साठ ददन के भीतर, उक्त अजधसूिना म ें र्र्ाजवजनर्दाष् ट, संबद्ध प्राजधकरण को पररर्ोिना प्रस्ट्ताव के अनुमोदन के जलए जसफाररि करेगा ; (ii) उक्त अजधसूिना में र्र्ाजवजनर्दाष् ट तटीर् जवजनर्मन िोन में सभी जवकासात्स मक दक्रर्ाकलापों को जवजनर्जमत करेगा ; (iii) उक्त अजधसूिना के उपबधं ों के कार्ाान्वर्न को प्रवत्सृ त और मानीटर करेगा; (iv) उक्त अजधजनर्म की धारा 5 के अधीन भारत सरकार की अजधसूिना सं. का.आ. 4650(अ) तारीख 30 जसतंबर, 2022 में र्र्ाजवजनर्दाष्ट जनदेि िारी करेगा ; (v) उक्त अजधजनर्म की धारा 10 के अधीन िजक्तर्ों का प्रर्ोग करेगा; (vi) उक्त अजधजनर्म की धारा 19 के अधीन पररवाद फाइल करेगा; (vii) तटीर् जवजनर्मन िोन क्षेत्रों के वगीकरण में और तटीर् िोन प्रबंधन र्ोिना म ें उपातं रणों के जलए राज्र् सरकार स े प्रा‍ त प्रस्ट् तावों तर्ा उक्त अजधसूिना के अधीन राष् रीर् तटीर् िोन प्रबंध प्राजधकरण के जलए जसफाररिों की परीक्षा करेगा ; और (viii) स्ट्वत: प्रेरणा स े र्ा इसके समक्ष दकसी व्यजक्त द्वारा दकए गए पररवाद के आधार पर उक्त अजधजनर्म र्ा उसके अधीन बनाए गए जनर्मों र्ा उक्त अजधसूिना के अनुपालन में असफलता र्ा उल्लंघन के मामलों की िांि और पुनर्वालोकन करेगा । 7. प्राजधकरण, अपन े कार्ाकरण में, पारदर्िाता बनाए रखन े के प्रर्ोिन के जलए एक समर्पात वेबसाइट तर्ै ार करेगा और अपने कृत्सर्ों स े सबं ंजधत िानकारी इस पर डालेगा, जिसके अंतगात उसकी बैठक म ें कार्ासूिी, बैठक का कार्ावत्सृ त, बैठक में दकए गए जवजनश् िर्, उक्त अजधसूिना के अनुपालन में असफलता र्ा उल्ल ंघन पर मामलों के जलए जसफ़ाररिें और ऐसी अनुपालना र्ा उल्ल ंघन पर की गई कारावाई, न्र्ार्ालर् मामल,े जिनमें न्र् ार्ालर्ों के आदेि भी ह,ैं और तजमलनाडु सरकार की अनुमोददत तटीर् िोन प्रबंध र्ोिना भी ह ै । 8. प्राजधकरण, राष् रीर् तटीर् िोन प्रबंध प्राजधकरण को अपने दक्रर्ाकलापों की ररपोटें छह मास में कम से कम एक बार प्रस्ट् तुत करेगा । [फा. सं. 17011/18/1996-आईए-III(भाग)] रजत अग्रवाल, संयुक्त सथिव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE ORDER New Delhi, the 20th November, 2024. The Headquarter of the Authority shall be at Chennai, Tamil Nadu. 3. The quorum for the meeting of the Authority shall be one- third of the total number of its Members. 4. The member, other than Member, ex officio, shall be paid allowances as per the terms and conditions decided by the Central Government. 5. In order to avoid any conflict of interest, the Members shall recuse themselves from the meeting of the Authority, in the process of appraisal of any project, for which they have rendered any consultancy service. 6. The Authority shall take following measures for protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the Coastal Regulation Zone areas in the State of Tamil Nadu, namely: - (i) examine proposals received from the project proponent for approval of project proposal, in accordance with the approved Coastal Zone Management Plan prepared under the notification of the Government of India number S.O.19(E), dated the 6th January, 2011 or, the notification number G.S.R. 37(E), dated the 18th January, 2019 (hereinafter referred to as the said notification), as the case may be, and make recommendation for approval of project proposal to the authority concerned, as specified in the said notification, within a period of sixty days from the date of receipt of application; (ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said notification; (iii) enforce and monitor the implementation of provisions of the said notification; (iv) issue directions under section 5 of the said Act as specified in the notification of the Government of India number S.O. 4650(E), dated the 30th September, 2022; (v) exercise powers under section 10 of the said Act; (vi) file complaint under section 19 of the said Act; (vii) examine proposals received from the State Government for modifications in the classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan and making recommendations to the National Coastal Zone Management Authority under the said notification; and (viii) inquire and review cases of failure of compliance or contravention of the said Act or rules made thereunder or the said notification, suo-moto or on the basis of a complaint made by any person before it. 7. The Authority shall, for the purposes of maintaining transparency in its functioning, create a dedicated website and post the information relating to its functions, including the agenda in its meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on failure of compliance or contravention of the said notification and action taken on such failure or contravention court matter6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] including the order of the court, and the approved Coastal Zone Management Plan of the Government of Tamil Nadu. 8.
