अजधसूचना संखर्ांक का.आ. 1533(अ) तारीख 14 जसतंबर, 2006 (जिसे इसम ें उक्त अजधसूचना कहा गर्ा ह)ै , के अनुसरण
म,ें राष्ट्रीर् रािधानी क्षत्रे दिल्ली, संघ राज्र्क्षेत्र के जलए सघं राज्र्क्षेत्र स्ट्त रीर् पर्ाावरण समाघात जनधाारण प्राजधकरण

5. प्राजधकरण के सभी जनणार् एक बैठक म ें जलए िाएगं े और सवासम्मजत स े जलए िाएंग:े
परन्दत ु र्दि कोई जनणार् बहुमत स े जलर्ा िाता ह ै तो उसके पक्ष और जवपक्ष म ें जवचारों का ब्र्ौरा कार्ावृत्त म ें स्ट्पष्ट
रूप स ेअजभलेजखत दकर्ा िाएगा और उसकी एक प्रजत केन्दरीर् सरकार को भेिी िाएगी।

9. सजमजत सामूजहक उत्तरिाजर्त्व के जसद्ांत पर कार् ा करेगी और अध्र्क्ष प्रत्र्ेक मामल े म ें सवासम् मजत पर पहुचं न े
का प्रर्ास करेगा और र्दि सवासम् मजत पर नहीं पहुचं ा िा सकता ह ैतो बहुमत का मत अजभभावी होगा ।
10. जहतों के टकराव स े बचन ेके जलए,-
(i) प्राजधकरण के अध्र्क्ष और सिस्ट्र् तर्ा सजमजतर्ों के अध्र्क्ष और सिस्ट्र्,-
(क) र्ह घोजषत करेंग े दक वे दकस परामि ा संगठन स ेऔर पररर्ोिना के प्रस्ट्तावक स े भी िडु े ह;ैं और
(ख) दकसी ऐसी पररर्ोिना के जलए पर्ाावरणीर् समाघात जनधाारण और पर्ाावरण प्रबंधन र्ोिना की तैर्ारी
के संबंध में कोई परामि ा र्ा सहर्ोग नहीं िगें े, जिसका उनके कार्ाकाल के िौरान प्राजधकरण द्वारा
जवजन्दश्चत दकर्ा िाना ह ैर्ा सजमजत द्वारा अंकन दकर्ा िाना ह;ै
(ii) जपछल े पांच वषों म ें र्दि प्राजधकरण र्ा सजमजत के अध्र्क्ष र्ा दकसी सिस्ट्र् न े दकसी पररर्ोिना प्रस्ट्तावक के
जलए परामि ा संबंधी सेवाए ं प्रिान की ह ैं र्ा पर्ाावरण समाघात जनधाारण का अध्र्र्न दकर्ा ह,ै तो उस जस्ट्र्जत म ें वे ऐस े
प्रस्ट् तावकों द्वारा प्रस्ट्ताजवत दकसी पररर्ोिना के अंकन की प्रदक्रर्ा म ें प्राजधकरण र्ा सजमजत की बैठकों स े स्ट्वर् ं को अलग
रखेंगे।
11. राष्ट्रीर् रािधानी क्षत्रे दिल्ली, संघ राज्र् क्षत्रे का प्रिासन, प्राजधकरण और सजमजत के जलए सजचवालर् के रूप
म ें कार् ा करन े के जलए दकसी अजभकरण को अजधसूजचत करेगा और सजचवालर् उक्त अजधसूचना के अधीन उनके कृत्र्ों के
संबंध सभी जवत्तीर् तर्ा संभार तंत्र संबंधी सहार्ता, जिसके अंतगता म ें वास-सुजवधा, पररवहन और अन्दर् सुजवधाएं भी ह,ैं

12. प्राजधकरण और सजमजत के अध्र्क्ष तर्ा सिस्ट्र्ों की बैठक की फीस, र्ात्रा भत्त े और मंहगाई भत्त े संघ राज्र्क्षत्रे
प्रिासन के सुसंगत जनर्मों के उपबंधों के अनुसार संित्त दकए िाएंगे ।

NOTIFICATION
New Delhi, the 9th October, 2025
S.O. 4620(E).—In exercise of the powers conferred by sub-section (3) of section 3 of the Environment
(Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India, in the erstwhile
Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to
as the said notification), the Central Government hereby constitutes the Union territory Level Environment Impact
Assessment Authority for the Union territory, National Capital Territory of Delhi (hereinafter referred to as the
Authority) comprising of the following Members, namely:—

2. The Chairman and Members of the Authority shall hold office for a period of three years from the date of
publication of this notification in the Official Gazette.
3. The Authority shall exercise such powers and follow such procedures as specified in the said notification.
4. The Authority shall take its decision on the recommendations of the Union territory Level Expert
Appraisal Committee constituted under paragraph 6 of this notification.
5. All decisions of the Authority shall be taken in a meeting and shall be unanimous:
Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly
recorded in the minutes and a copy thereof sent to the Central Government.
6. The Central Government, in consultation with the Union territory, National Capital Territory of Delhi, for
the purpose of assisting the Authority, hereby constitutes the Union territory Level Expert Appraisal Committee for
Union territory of National Capital Territory of Delhi (hereinafter referred to as the Committee), comprising of the
following Members, namely:—

7. The Chairman and Members of the Committee, shall hold office for a period of three years from the date
of publication of this notification in the Official Gazette.
8. The Committee shall exercise such powers and follow such procedures as specified in the said
notification.
9. The Committee shall function on the principle of collective responsibility and the Chairman shall
endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall
prevail.
10. In order to avoid any conflict of interest,-
(i) the Chairman and Members of the Authority and the Chairman and Member of the Committee shall,⸺
(a) declare as to which consulting organisation they have been associated with and also the project
proponents; and
(b) not undertake any consultation or associate with regard to preparation of environment impact
assessment and environment management plan for a project, which is to be decided by the Authority
or to be appraised by the Committee during their tenure; and
(ii) if the Chairman or any Member of the Authority or the Committee has provided consultancy services or
conducted environment impact assessment studies for any project proponent during the preceding five years, in that
event they shall recuse themselves from the meetings of the Authority or the Committee in the process of appraisal of
any project proposed by such proponents.
11. The administration of Union territory of National Capital Territory of Delhi shall notify an agency to act
as Secretariat for the Authority and the Committee and the Secretariat shall provide all financial and logistic support
including accommodation, transportation and such other facilities in respect of their functions under the said

12. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the
Authority and the Committee shall be paid in accordance with the provisions of relevant rules of the Union territory
administration.
