(ii) उक्त अजधसूिना म ें जवजनर्दष्टा दकए गए के अनुसार तटीर् जवजनर्मन िोन में सभी जवकासात्समक दक्रर्ाकलापों को जवजनर्जमत करना;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (iii) उक्त अजधजनर्म की धारा 5 के अधीन जनदेि िारी करना िैसा दक भारत सरकार, पर्ाावरण, वन और िलवार् ु पररवतान मंत्रालर् की अजधसूिना का.आ. 4650(आ), तारीख 30 जसतंबर, 2022 म ेंजवजनर्दाष्ट ह;ै (iv) उक्त अजधजनर्म की धारा 10 के अधीन िजक्तर्ों का प्रर्ोग करना; (v) उक्त अजधजनर्म की धारा 19 के अधीन जिकार्त करना; (vi) तटीर् जवजनर्म िोन क्षेत्रों और तटीर् िोन प्रबंध र्ोिना के वगीकरण म ें पररवतना र्ा उपांतरणों के जलए राज्र् सरकार स ेप्राि प्रस्ट्तावों की परीक्षा करेगा और केंरीर् सरकार को जसफाररि दने ा; (vii) उक्त अजधजनर्म र्ा उसके अधीन बनाए गए जनर्मों के उपबंधों के अजभकजर्त अजतक्रमण के मामलों की िांि और उनका पनु र्वालोकन करना ; (viii) उक्त अजधसूिना के अजतक्रमण र्ा उल्लंघन के मामलों म ें स्ट्वप्रेरणा स े र्ा दकसी व्यजष्ट र्ा जनकार् र्ा संगठन द्वारा दकए गए पररवाद के आधार पर िांि र्ा पुनर्वालोकन करेगा; 7. प्राजधकरण, उक्त अजधसूिना के उपबंधों का प्रवतना और मानीटरी के जलए उत्तरदार्ी होगा; 8. प्राजधकरण, अपने कृत्सर्ों स े पारदर्िाता बनाए रखने के उद्दश्े र् के जलए एक समर्पात वेबसाइट तैर्ार करेगा और इसके कृत्सर्, जिसके अतं गता बैठकों म ें कार्ासूिी, बैठकों का कार्ावृत्त, प्रत्सर्ेक बैठकों म ें दकए गए जवजनश्चर्, उक्त अजधसूिना के अजतक्रमण तर्ा उल्लंघन के मामलों म ें जसफाररिें और ऐसे अजतक्रमण तर्ा उल्लघं न पर की गई कारावाई और न्द्र्ार्ालर् मामले जिसके अंतगात न्द्र्ार्ालर्ों के आदेि ह ैं और पजश्चमी बंगाल राज्र् की अनुमोददत तटीर् िोन प्रबंध र्ोिना स े संबंजधत सूिना डालेगा। 9. प्राजधकरण, कम स े कम छह माह म ें एक बार अपने दक्रर्ाकलापों की ररपोटा राष्ट्रीर् तटीर् िोन प्रबंध प्राजधकरण को भेिगे ा। [फा.स.ं 12-8/2005-आईए.III] वेद प्रकाि जमश्रा, संर्क्तु सजिव MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE ORDER New Delhi, the 12th November, 2025 S.O. 5164(E).— In exercise of the powers conferred by sub-sections (1) and (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) (hereinafter referred to as the said Act), the Central Government hereby constitutes the West Bengal Coastal Zone Management Authority (hereinafter referred to as the Authority) consisting of the following persons, for a period of three years, with effect from the date of publication of this order in the Official Gazette, namely:- Serial. The quorum for the meeting of the Authority shall be one- third of the total number of its Members. 4. The member, other than Member, ex officio, shall be paid allowances as per the terms and conditions decided by the Central Government. 5. In order to avoid any conflict of interest, the Members shall recuse themselves from the meeting of the Authority, in the process of appraisal of any project, for which they have rendered any consultancy service. 6. The Authority shall, for the purposes of protecting and improving the quality of the coastal environment and preventing, abating and controlling environmental pollution in the Coastal Regulation Zone areas in the State of West Bengal, take following measures namely: - (i) after receiving the application for approval of project proposals, examine proposals if they are in accordance with the approved Coastal Zone Management Plan and within the requirements of the Coastal Regulation Zone notification issued by the Government of India in the erstwhile Ministry of Environment and Forests and published vide number S.O.19(E ), dated the 6th January, 2011 (hereinafter referred to as the said notification), and make recommendations for approval of project proposal to the authority concerned, as specified in the said notification, within a period of sixty days from the date receipt of application; (ii) regulate all developmental activities in the Coastal Regulation Zone areas as specified in the said notification;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (iii) issue directions under section 5 of the said Act as specified in the notification of the Government of India, in the Ministry of Environment, Forest and Climate Change, number S.O. 4650(E), dated the 30th September, 2022; (iv) exercise powers under section 10 of the said Act; (v) make complaint under section 19 of the said Act; (vi) examine proposals received from the State Government for changes or modifications in the classification of Coastal Regulation Zone areas and in the Coastal Zone Management Plan and make recommendations, to the Central Government; (vii) inquire and review the cases of alleged violation of the provisions of the said Act or the rules made thereunder; and (viii) inquire and review the cases of violation or contravention of the said notification suo-moto or on the basis of a complaint made by any individual or body or organisation before it. 7. The Authority shall be responsible for enforcement and monitoring of the implementation of the provisions of the said notification; 8. The Authority shall, for the purposes of maintaining transparency in its functioning, create a dedicated website, and post the information relating to its functions, including the agenda in its meeting, minutes of the meeting, decision taken in the meeting, recommendation for matters on violation and contravention of the said notification, action taken on such violation and contravention, court matters including the order of the court and the approved Coastal Zone Management Plan of the State of West Bengal. 9.
