L.-33004/99 सी.जी.-डी.एल.-अ.-18032026-271053 CG-DxLx-xEG-I1D8H0x3x2x0 26-271053 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 186] नई दिल्ली, बधु वार, माच च18, 2026/फाल्ग नु 27, 1947 26/पौष 17, 1947 No. 186] NEW DELHI, WEDNESDAY, MARCH 18, 2026/PHALGUNA 27, 1947 /PAUSHA 17, 1947 स्ट्वास्ट््य एव ं पररवार कल्याण मत्रं ालय (राष्ट्रीय स्ट्वास्ट््य प्राजधकरण) अजधसचू ना नई दिल्ली, 10 माच,च 2026 सा.का.जन. 192(अ).—राष्ट्रपजत, संजवधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए, राष्ट्रीय स्ट्वास्ट््य प्राजधकरण , स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय में उप जनिेिक (स्ट्वास्ट््य), उप जनिेिक (जडजिटल स्ट्वास्ट््य), उप जनिेिक (स्ट्वास्ट््य सूचना जवज्ञान ), सहायक जनिेिक (प्रवतचन-एबीडीएम), सहायक जनिेिक (एबीडीएम -अंगीकरण), सहायक जनिेिक (क्षमता जनमाचण - एबीडीएम) और सहायक अनुभाग अजधकारी (आई टी - जडजिटल स्ट्वास्ट््य) के पिों पर भती की पद्धजत का जवजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अर्ाचत: 1. सजं क्षप्त नाम और प्रारंभ - (1) इन जनयमों का संजक्षप्त नाम स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय, राष्ट्रीय स्ट्वास्ट््य प्राजधकरण, समूह "क" तर्ा "ख" पि, भती जनयम, 2021 ह।ै 2. ये रािपत्र में उनके प्रकािन की जतजर् से प्रवृत्त होंगे। 2. लाग ूहोना- ये जनयम, इन जनयमों से संलग्न अनुसूची के स्ट्तंभ 1 में जवजनर्िचष्ट पिों पर लागू होंगे। 3. पि-सख्ं या, वगीकरण और वते न मरै रक्स म ें स्ट्तर- उि पिों की संख्या, उनका वगीकरण और उनका वेतन मैररक्स में स्ट्तर या वेतनमान वे होंगे िो िो इन जनयमों से उपाबद्ध उि अनुसूची के स्ट्तंभ (2) से (4) तक में जवजनर्िचष्ट अनुसार ह।ै 4. भती की पद्धजत, आय-ु सीमा, अहतच ाएं, आदि- उि पिों पर भती की पद्धजत, आयु-सीमा, अहतच ाए ं और उससे संबंजधत आय बातें वे होंगी िो उि अनुसूची के स्ट्तंभ (5) से (13) तक में जवजनर्िचष्ट हैं। 5. जनरहतच ा – वह व्यजि - 1930 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) जिसने ऐसे व्यजि से जिसका पजत या पत्नी िीजवत है, जववाह दकया ह,ै या जववाह की संजविा की ह;ै या (ख) जिसने अपने पजत या पत्नी के िीजवत रहते, दकसी व्यजि से जववाह दकया ह,ै या जववाह की संजविा की है, उि पिों पर जनयुजि का पात्र नहीं होगा : परंतु यदि केंद्रीय सरकार संतुष्ट हो िाती ह ै दक ऐसा जववाह उस व्यजि और जववाह के अन्य पक्षकार को लागू स्ट्वीय जवजध के अधीन अनुज्ञेय ह,ै और ऐसा करने के जलए अन्य आधार हैं, तो वह दकसी व्यजि को इस जनयम के प्रवतचन से छूट िे सकेगी। 6. जिजर्ल करने की िजि - िहा ाँ राष्ट्रीय स्ट्वास्ट््य प्राजधकरण द्वारा दकए गए जलजखत अनुरोध पर, केन्द्रीय सरकार की यह राय है दक ऐसा करना आवश्यक या समीचीन है, वहााँ वह उसके जलए िो कारण हैं, उन्ह ें लेखबद्ध करके, तर्ा संघ लोक सेवा आयोग से परामिच करके, इन जनयमों के दकसी उपबंध को दकसी वगच या प्रवगच के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी। 7. व्यावजृ त्त- इन जनयमों की कोई बात ऐसे आरक्षणों, आयु-सीमा म ें छूट और अन्य ररयायतों पर प्रभाव नहीं डालेगी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे वगों, भूतपूवच सैजनकों और अन्य जविेष प्रवगच के व्यजियों के जलए, उपबंध करना अपेजक्षत ह।ै स्ट्वास्ट््य और कल्याण मंत्रालय या उसके जवभाग म ेंउप जनििे क (एबीडीएम-प्रिासन) के जलए भती जनयम पि का नाम पिों की वगीकरण वेतन मैररक्स में वेतन स्ट्तर चयन पि सीधी भती सीधी भती संख्या है अर्वा दकए िाने वाले दकए िाने अचयन व्यजियों के वाले पि जलए आयु सीमा व्यजियों के जलए िैजक्षक और अन्य अहतच ाएं 1 2 3 4 5 6 7 उप जनिेिक 1(2022) साधारण केंद्रीय स्ट्तर-11: लागू नहीं लागू नहीं लागू नहीं (एबीडीएम * कायच भार सेवा, वेतन मैररक्स में ( रु . 67700- -प्रिासन) के आधार अनुसजचवीय 208700/-). पर रािपजत्रत पररवतचन समूह, क दकया िा सकता है सीधी भती पररवीक्षा भती की पद्धजत: प्रोन्नजत या प्रजतजनयुजि या आमेलन यदि भती करने में दकए िाने की अवजध, भती सीधे होगी द्वारा भती की ििा में व ेश्रेजणयां जवभागीय दकन वाले यदि कोई या प्रोन्नजत द्वारा जिनसे प्रोन्नजत या प्रजतजनयजु ि या प्रोन्नजत पररजस्ट्र्जतयों में व्यजियों के हो या प्रजतजनयजु ि/ आमेलन दकया िाएगा। सजमजत ह,ै संघ लोक सेवा जलए जवजहत आमेलन द्वारा तो उसकी आयोग से आयु और तर्ा जवजभत्र संरचना परामिच दकया िैजक्षक पद्धजतयों द्वारा िाएगा अहतच ाएं भरी िाने वाली प्रोन्नत ररजियों की व्यजियों की प्रजतितता ििा में लाग ू होंगी या नहीं 8 9 10 11 12 13 लागू नहीं लागू नहीं प्रजतजनयुजि केन्द्रीय सरकार/राज्य सरकारों/संघ लागू नहीं संघ लोक सेवा (अल्पकाजलक राज्य क्षेत्रों/स्ट्वायत्त जनकायों या आयोग से संजविा सजहत): सांजवजधक संगठनों/पजललक सेक्टर परामिच करना उपक्रमोंअर्वा मान्यता प्राप्त आवश्यक अनुसंधान संस्ट्र्ानों/मान्यता प्राप्त नहीं है[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 जवश्वजवद्यालयों के अधीन ऐसे अजधकारी िो : (क) (i) मूल काडर या जवभाग में जनयजमत आधार पर सििृ पि धारण दकया हुआ ह;ै या (ii) मूल काडर या जवभाग में वेतन मैररक्स म ें स्ट्तर 10 (रु. 56,1,00–1,77,500) या समकक्ष में जनयजमत आधार पर उस पि पर जनयुजि के पश्चात उस श्रेणी में पांच वष चकी सेवा की हो; और (ख) िो जनम्नजलजखत िैक्षजणक अहतच ाएं और अनुभव रखता हो :- (i) मान्यता प्राप्त जवश्वजवद्यालय या संस्ट्र्ान से इंिीजनयरी/प्रौद्योजगकी/एमबीबीएस/बीडीएस/ आयुष/बीई/बीटेक/कंप्यूटर जवज्ञान में बीएससी /बीसीए/एमसीए में जडग्री;
