1. सजं िप्त नाम और प्रारम्भ.———(1)इन जनयमों का संजिप्त नाम संसदीय कायय मंत्रालय, अनभु ाग असिकारी भती जनयम, 2026 ह।ै

(2) य ेरािपत्र में प्रकािन की तारीख को प्रिृत्त होंगे।

2. पद की सख्ं या, िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर.——— उि पद की संख्या, उसका िगीकरण और िते न मैट्ररक्स में उसका स्ट्तर िह होगा, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2)स ेस्ट्तंभ (4)में जिजनर्दयष्ट ह|ै

3. भती की पद्धजत, आय-ु सीमा और अहतय ाएं आदद.——— उि पद पर भती की पद्धजत, आयु-सीमा, अहतय ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5)से स्ट्तंभ (13)में जिजनर्दयष्ट ह|ैं 7592 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. जनरहतय ा.——िह व्यजति,——— (क) जिसन े ऐसे व्यजि से जिसका पजत या जिसकी पत्नी िीजित है,जििाह दकया ह,ै या जििाह की संजिदा ह;ै या (ख) जिसने अपन ेपजत या अपनी पत्नी के िीजित रहत ेहुए दकसी व्यजि से जििाह दकया ह,ै या जििाह की संजिदा ह,ै उि पद पर जनयुजि का पात्र नहीं होगा। परन्त ुयदद केन्रीय सरकार का यह समाधान हो िाता ह ैदक ऐसा जििाह ऐस ेव्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितयन स े छूट दे सकेगी।

5. जिजर्ल करन ेकी िजि.——— िहां केन्रीय सरकार की यह राय ह ैदक ऐसा करना आि‍यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैंउन्ह ेंलेखबद्ध करके और संघ लोक सेिा आयोग से परामिय करके, इन जनयमों के दकसी उपबंध को दकसी िगय या प्रिग यके व्यजियों की बाबत, आदिे द्वारा जिजर्ल कर सकेगी।

6. व्यािजृ त्त.——— इन जनयमों की कोई बात ऐसे आरिणों, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़े िगों, भूतपूिय सैजनकों और अन्य जििेष प्रिगय के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पद का नाम| िगीकरण| िते न मट्रै रक्स म ें पदों की सख्ं या| स्ट्तर| चयन पद ह ैया सीध ेभती दकए िान े अचयन पद| िाल ेव्यजियों के जलए आय-ु सीमा|

(10) (11) प्रोन्नजत जिसके न हो सकने की दशा म ें प्रोन्नजत: प्रजतजनयुजि द्वारा। िेतन मैट्ररक्स में स्ट्तर -7 (44900 – 142400 रू.) के ऐस े िहायक अनुभाग अजधकारी, जिन्होंने उस श्रेणी में पााँच िषय जनयजमत सेिा की है तर्ा सुसंगत िेत्र में दो से चार सप्ताह का प्रजििण सफलतापूियक पूरा दकया ह|ै ट्रटप्पण: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकय /पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा ह,ै िहां उनस े ज्येष्ठ व्यजियों के संबंध म ें भी जिचार दकया िाएगा परन्त ु यह तब िब दक उनके द्वारा की गई ऐसी अहकय या पात्रता सेिा, अपेजित अहकय /पात्रता सेिा के आधे से अजधक से या दो िषय से, इनमें स ेिो भी कम हो, कम न हो और उन्होंन ेअपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकय /पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रणे ी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूियक परू ी कर ली हो। प्रजतजनयजु ि:

केन्रीय/ राज्य/ संघ राज्य िेत्र सरकार के अधीन ऐसे अजधकारी:— (क) (i) िो मलू काडर/जिभाग म ें जनयजमत आधार पर सदिृ पद धारण दकए हुए ह;ैं या

(ii) जिन्होंन े मूल काडर/जिभाग में िेतन मैट्ररक्स के स्ट्तर - 7 (44900 – 142400 रू.) या समतुल्य म ेंजनयजमत आधार पर जनयुजि के पश्चात् उस श्रेणी म ेंपााँच िष य की सेिा की ह,ै और (ख)(i) मान्यता प्राप्त सवश्वसवद्यालय या िंस्थान िे स्नातक की सिग्री या उिके िमकक्ष योग्यता, और

(ii) प्रिासन या िंिदीय काय यसंबंधी दो िषय का अनुभि| ट्रटप्पण 1: पोषक प्रिग यके ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे| ट्रटप्पण 2: प्रजतजनयुजि की अिजध, जिसके अंतगयत केन्रीय सरकार के उसी या दकसी अन्य संगठन/जिभाग में इस जनयुजि से ठीक पहल े धाट्ररत दकसी4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अन्य काडर बाह्य पद पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िषय से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेदन प्राप्त करने की अंजतम तारीख को 56 िषय स ेअजधक नहीं होगी| यदद जिभागीय प्रोन्नजत सजमजत ह ैतो उसकी सरं चना| भती करन ेम ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स े परामि य दकया िाएगा|

(12) (13) समहू ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के सबं धं म ें जिचार करन ेके जलए) संघ लोक सेिा आयोग से परामि य जिसम े जनम्नजलजखत होंग:े करना आि‍यक नहीं ह।ै

1. सजचि, संसदीय कायय मंत्रालय - अध्यि ;

2. अपर सजचि/ संयुि सजचि/ जनदिे क (प्रिासन)/ उप सजचि (प्रिासन), संसदीय कायय मंत्रालय - सदस्ट्य ;

3. दकसी अन्य मंत्रालय या जिभाग स े नामजनदेजिती अिर सजचि या उससे ऊपर की पंजि का अजधकारी। - सदस्ट्य | ट्रटप्पण: िहा ं ऊपर क्म संख्या 1 से 3 तक के सदस्ट्यों में स े कोई भी अनुसूजचत िाजत या अनुसूजचत िनिाजत से संबंजधत नहीं ह,ै िहा ंमंत्रालय के भीतर या अन्य मंत्रालय या जिभाग से अनुसूजचत िाजत या अनुसूजचत िनिाजत से संबंजधत एक समूह-क अजधकारी को जिभागीय प्रोन्नजत सजमजत के सदस्ट्य के रूप में सहयुि दकया िाएगा। [फा. सं. 4/1/2024-प्रिासन] मुकेि कुमार, उप सजचि MINISTRY OF PARLIAMENTARY AFFAIRS

NOTIFICATION New Delhi, the 30th September, 2026 G.S.R. 857(E).— In exercise of the powers conferred by proviso to article 309 of the Constitution and in supersession of the Ministry of Parliamentary Affairs, Section Officer Recruitment Rules, 2002, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of section officer in the Ministry of Parliamentary Affairs, namely:—

1. Short title and commencement.— (1) These rules may be called the Ministry of Parliamentary Affairs, Section Officer Recruitment Rules, 2026.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Number of post, pay classification and level in pay matrix.— The number of post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

3. Method of recruitment, age-limit and qualifications, etc..—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

4. Disqualifications.— No person,—

(a) who has entered into or contracted marriage with a person having a spouse living; or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for doing so, exempt any person from the operation of this rule.

5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-Servicemen and other special categories of persons, in accordance with the orders issued by the Central Government.

Promotion failing which by Promotion: deputation. Assistant Section Officer in pay level -7 (Rs.44900-142400) in the pay matrix with five years regular service in the grade and have successfully completed two to four weeks training in relevant field.

Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered

provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors who have completed such qualifying/eligibility service.

Deputation:

Officers under the Central/ State/ Union territories Administrations:

(A) (i) holding analogous post on regular basis in the parent Cadre/ Department; or

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in pay level-7 (Rs.44900-142400) in the pay matrix or equivalent in the parent cadre/Department; and

(B)(i) possessing bachelor degree from recognised university or institute or equivalent; and

(ii) two years experience in administrative or parliamentary function.

Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: Period of deputation including period of deputation in another ex- cadre post held immediately preceding this appointment in the same or some other organization/Department of the Central/ State/ Union territories administration shall ordinarily not exceed three years.

Note 3: The maximum age limit for appointment by deputation shall be ‘not exceeding 56 years’ as on the closing date of receipt of applications.

Circumstances in which Union If a Departmental Promotion Committee exists, what is its Public Service Commission is to composition be consulted in making recruitment.

Note: Where none of the members at S. No.1 to 3 above belongs to the Scheduled Castes or Scheduled Tribes, a Group-A officer from either within the Ministry or outside belonging to the Scheduled Castes or Scheduled Tribes, shall be associated as a member of the Departmental Promotion Committee.
