हुए, परमाण ु ऊिाा जिभाग म ें अिुभाग अजध कारी, अिर सजिि, उप सजिि और जिदेिक (कार्माक और प्रि ासि) के पदों पर
भती की पद्धजत का जिजियमि करिे के जलए जिम्नजलजखत जियम बिाते ह,ैं अर्ाात:-
1. सजं िप्त िाम तर्ा प्रारंभ - (1) इि जियमों का संजिप्त िाम परमाण ु ऊिा ा जिभाग, प्रिासि काडर (सजििालय पद)
समूह ‘क’ और ‘ख’ पद, भती जियम, 2024 ह।ै
(2) य ेरािपत्र म ें उिके प्रकािि की तारीख को प्रिृत्त होंगे।
2. लाग ू होिा- ये जियम, इि जियमों स े उपाबद्ध अिुसूिी के स्ट्तंभ (1) म ेंयर्ा जिजिर्दाष्ट पदों को लाग ू होंगे।
3. पदों की सख्ं या, िगीकरण और िते ि मट्रै रक्स म ें स्ट्तर – उि पदों की संख्या, उिका िगीकरण और िेति
मैट्ररक्स में उिका स्ट्तर िह होगा, िो इि जियमों स ेउपाबद्ध उि अिुसूिी के स्ट्तंभ (2) से स्ट्तभं (4) में जिजिर्दाष्ट ह।ैं
4. भती की पद्धजत, आय-ु सीमा, अहता ाएँ, आदद - उि पदों पर भती की पद्धजत, आयु-सीमा, अहता ाएं और उिस े
संबंजधत अन्य बातें िे होंगी, िो उि अिुसूिी के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजिर्दाष्ट ह।ैं

5. जिरहता ा- िह व्यजि—
(क) जिसिे ऐसे व्यजि से, जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की संजिदा की ह;ै
या
(ख) जिसिे अपिे पजत या अपिी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया है, या जििाह की
संजिदा की ह,ै
उि पदों पर जियुजि का पात्र िहीं होगा :
परन्त ु यदद केन्द्रीय सरकार का यह समाधाि हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य
पिकार को लागू स्ट्िीय जिजध के अधीि अिज्ञु ेय ह ै और ऐसा करिे के जलए अन्य आधार ह ैं तो िह ऐस े व्यजि को इस जियम
के प्रिताि स े छूट द ेसकेगी।
6. प्रारंजभक गठि- अिुभाग अजधकारी, अिर सजिि, उप सजिि और जिदेिक (कार्माक और प्रिासि) का पद
धारण करिे िाले पदधाट्ररयों को इि जियमों के उपबंधों के अिुसार जियिु दकया मािा िाएगा और उिकी जियजमत और
जिरंतर सेिा को पट्ररिीिा, प्रोन्नजत, पुजष्ट और पिें ि के जलए अहका सेिा के प्रयोििों के जलए जगिा िाएगा।
7. जिजर्ल करि े की िजि - िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करिा आिश्यक या समीिीि ह,ै िहा ं
िह उसके जलए िो ह ैंउन्ह ेंलेखबद्ध करके, इि जियमों के दकसी उपबंध को दकसी िगा या प्रिगा के व्यजियों की बाबत, आदेि
द्वारा जिजर्ल कर सकेगी।
8. व्यािजृ त्त - इि जियमों की कोई बात, ऐसे आरिण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि िहीं
डालगे ी, जििका केन्द्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आदेिों के अिुसार अिुसूजित िाजतयों,
अिुसूजित िििाजतयों, अन् य जप छडा िगों, भतू पूिा सैजिकों और अन्य जििेष प्रिग ा के व्यजि यों के जलए उपबधं करिा
अपेजित ह।ै

(क) िेति मैट्ररक्स के स्ट्तर-8 (47600-151100 रुपए) में सहायक (प्रोन्नजत के संबंध में जििार करिे के
कार्माक अजधकारी। जलए) जिसमें जिम्नजलजखत होंगे :-
(ख) िेति मट्रै रक्स के स्ट्तर-7 (44900-142400 रुपए) में सहायक
जिन्होंिे श्रेणी में पांि िष ाकी जियजमत सेिा की हो। 1. अपर सजिि या संयुि सजिि
(ii) ज्येष्ठता-सह-उपयुिता के माध्यम से प्रोन् िजत : प्रभारी केंद्रीयकृत काडर, परमाणु
परमाणु ऊिाा जिभाग सजििालय में िेति मैट्ररक्स के स्ट्तर-7 उिाा जिभाग – अध्यि;
(44900-142400 रुपए) में सहायक जिन्होंिे श्रेणी म ें आठ िष ा की

अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जििार दकया
िा रहा हो, िहां उिके ज्येष्ठ व्यजियों के संबंध में भी जििार दकया
िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहका या
पात्रता सेिा, अपेजित अहका या पात्रता सेिा के आधे से अजधक से या
दो िष ा से, इिमें से िो भी कम हो, कम ि हो और उन्होंिे अपिे ऐस े
कजिष्ठ व्यजियों सजहत, जिन्होंिे ऐसी अहका या पात्रता सेिा पहले ही
पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी
पट्ररिीिा की अिजध सफलतापूिाक पूरी कर ली हो।
प्रजतजियजु ि :
(क) परमाणु ऊिाा जिभाग में िेति मैट्ररक्स के स्ट्तर-8 (47600-
151100 रुपए) में सहायक कार्माक अजधकारी का पद धारण करि े
िाले अजध काट्ररयों में से।
(ख) जिसके पास जिम्ि जलजख त िैजिक अहता ाएं और अिुभि हों
अर्ाात :-
(i) दकसी मान् यता प्राप्त जिश् िजिद्यालय या संस्ट् र्ाि से स्ट् िातक जडग्री;
(ii) िेति मैट्ररक्स के स्ट्तर-8 (47600-151100 रुपए) में जियजमत

सेिा सजहत।
ट्रटप्पण 1 : प्रजतजियुजि पर जिभागीय अजधकाट्ररयों का ियि, समय-
समय पर जिभाग में गट्रठत ियि सजमजत द्वारा पात्र अभ्यर्र्ायों के
सेिा अजभलेख का मूल्यांकि और पूि ा प्रदिाि का पुिर्िालोकि
अंतिाजलत करेगा।
ट्रटप्पण 2 : प्रजतजियजु ि की अिजध, जिसके अंतगात केंद्रीय सरकार के
उसी या दकसी अन्य संगठि या जिभाग में उस जियुजि स े ठीक पहले
धाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजियुजि की अिजध ह ै
साधारणतया 3 िष ासे अजधक िहीं होगी।
ट्रटप्पण 3 : प्रजतजियुजि द्वारा जियुजि के जलए अजधकतम आयु-
सीमा आिेदि प्राजप्त की अंजतम तारीख को 56 िषा से अजधक िहीं
होगी।

(i) दकसी मान् यता प्राप्त जिश् िजिद्यालय या संस्ट् र्ाि से स्ट् िातक जडग्री;
(ii) िेति मैट्ररक्स के स्ट्तर-8 (47600-151100 रुपए) में जियजमत आधार पर
प्रिासि काडर में पद पर जियुजक् त के पश्चात् सात िष ाकी सेिा सजहत।
ट्रटप्पण 1 : प्रजतजियुजि पर जिभागीय अजधकाट्ररयों का ियि, समय-समय पर
जिभाग में गट्रठत ियि सजमजत द्वारा पात्र अभ्यर्र्ायों की सेिा अजभलेख का
मूल्यांकि अंतिाजलत करेगा।
ट्रटप्पण 2 : प्रजतजियुजि की अिजध, जिसके अंतगात केंद्रीय सरकार के उसी या
दकसी अन्य संगठि या जिभाग में इस जियुजि से ठीक पहले धाट्ररत दकसी अन्य
काडर बाह्य पद पर प्रजतजियुजि की अिजध ह ैसाधारणतया 3 िषा से अजधक िहीं
होगी।

(क) जिन्होंिे मूल काडर या जिभाग में जियजमत आधार पर सदिृ पद धारण दकया हो;
और
(ख) जििके पास जिम् िजलजख त िजै िक अहता ाएं और अिुभि हों, अर्ाात :-
(i) दकसी मान् यता प्राप्त जिश् िजिद्यालय या संस्ट् र्ाि से स्ट् िातक जडग्री;
(ii) िेति मैट्ररक्स के स्ट्तर-11 (67700-208700 रूपए) में जियजमत आधार पर प्रिासि
काडर में पद पर जियुजक् त के पश्चात् पांि िष ाकी सेिा सजहत।

(प्रिासजिक प्रजििण संस्ट्र्ाि) जिन्होंिे श्रेणी में पांि िष ा की 1. सजिि, परमाणु ऊिाा जिभाग – अध्यि;
जियजमत सेिा की हो।
2. जिदेिक, भाभा परमाणु अिसु ंधाि केन्द्र
ट्रटप्पण 1 : प्रोन्नजत के जलए पात्रता की अिजध की संगणिा करिे
– सदस्ट्य;
की जिणाायक तारीख ट्ररजि िष ाकी 1 िििरी होगी।
3. अपर सजिि या संयुि सजिि, केन्द्रीकृत
ट्रटप्पण 2 : ियि में अभ्यर्र्ायों का सािात्कार अंतिाजलत होगा।

ट्रटप्पण 3 : जिभागीय प्रोन्नजत सजमजत द्वारा पैिल तैयार करते

ट्रटप्पण 5 : िहां ऐसे कजिष्ठ व्यजियों के संबंध में, जिन्होंिे
अपिी अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए
जििार दकया िा रहा हो, िहां उिके ज्येष्ठ व्यजियों के संबंध में
भी जििार दकया िाएगा परंतु यह तब िब दक उसके द्वारा की
गई ऐसी अहाक या पात्रता सेिा, अपेजित अहका या पात्रता सेिा
के आधे से अजधक से या दो िषा से, इिमें से िो भी कम हो, कम
ि हो और उन्होंिे अपि े ऐसे कजिष्ठ व्यजियों सजहत, जिन्होंि े
ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली
उच्चतर श्रेणी में प्रोन्नजत के जलए अपिी पट्ररिीिा की अिजध
सफलतापूिाक पूरी कर ली हो।
प्रजतजियजु ि:
अजखल भारतीय सेिाएं या केंद्रीय सेिाएं समूह 'क' या केंद्रीय
सरकार या राज्य सरकार या संघ राज्य िेत्रों के[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7
अजधकारी –
(क) जिन्होंिे मूल काडर या जिभाग में जियजमत आधार पर सदिृ
पद धारण दकया हो; और
(ख) जििके पास जिम् िजलजख त िैजिक अहता ाएं और अिुभि हों,
अर्ाात -
(i) दकसी मान् यता प्राप्त जिश् िजिद्यालय या संस्ट् र्ाि से स्ट् िातक
जडग्री;
(ii) िेति मैट्ररक्स के स्ट्तर-12 (78800-209200 रूपए) में
जियजमत आधार पर प्रिासि काडर में पद पर जियुजक् त के पश्चात्
पांि िषों की सेिा सजहत।
ट्रटप्पण 1 : पोषक प्रिग ा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत
की सीधी पंजि में ह,ैं प्रजतजियुजि पर जियुजि के जलए जििार
दकए िािे के पात्र िहीं होंगे। इसी प्रकार, प्रजतजियुि व्यजि
प्रोन्नजत द्वारा जियजु ि के जलए जििार के पात्र िहीं होंगे।
ट्रटप्पण 2 : प्रजतजियुजि की अिजध, जिसके अंतगात केंद्रीय
सरकार के उसी या दकसी अन्य संगठि या जिभाग में इस जियुजि
से ठीक पहल ेधाट्ररत दकसी अन्य काडर बाह्य पद पर प्रजतजियुजि
की अिजध ह ैसाधारणतया 3 िषा से अजधक िही होगी।

आयुसीमा आिेदि प्राजप्त की अंजतम तारीख को 56 िषा से अजधक

NOTIFICATION
Mumbai, the 4th September, 2024
G.S.R. 545(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the
President hereby makes the following rules regulating the method of recruitment to the posts of Section Officer, Under
Secretary, Deputy Secretary and Director (Personnel and Administration) in the Department of Atomic Energy,
namely:-
1. Short title and commencement. - (1) These rules may be called the Department of Atomic Energy,
Administration Cadre (Secretariat Posts), Group ‘A’ and ‘B’ posts, Recruitment Rules, 2024.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application. – These rules shall apply to the posts as specified in column (1) of the Schedule annexed to

3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification
and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.
4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment, age-limit, qualifications
and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
5. Disqualification. - No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal
law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt
such person from the operation of this rule.
6. Initial Constitution- The incumbents holding the posts of Section Officer, Under Secretary, Deputy
Secretary and Director (Personnel & Administration) shall be deemed to have been appointed in accordance with the
provisions of these rules and their regular and continuous service shall be counted for the purpose of probation,
qualifying service for promotion, confirmation and pension.
7. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do
so, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
8. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions
required to be provided for the Scheduled Castes, the Scheduled Tribes, the other backward classes, ex-Servicemen
and other special categories of persons in accordance with the orders issued by the Central Government from time to
time in this regard.
