1. सजं िप्त नाम और प्रारंभ: (1) इन जनयमों का संजिप्त नाम माल और सेिा कर अपीलीय अजधकरण, समूह ‘क’ और समूह ‘ख’ पि भती जनयम, 2026 ह ै ।

(2) य ेरािपत्र म ें उनके प्रकािन की तारीख को प्रिृत्त होंग े ।

2. लाग ू होना: ये जनयम, इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजिजनर्िाष्ट पिों को लागू होंग े ।

3. पिों की सख्ं या, उनका िगीकरण और िते न मट्रै रक्स म ेंस्ट्तर: उि पिों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स में उनका स्ट्तर िह होगा, िो उि अनुसूची के स्ट्तंभ (2) स े स्ट्तभं (4) में जिजनर्िाष्ट ह ैं। 7295 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)]

4. भती की पद्धजत, आय-ु सीमा, अहता ाएं आदि: भती की पद्धजत, आय-ु सीमा, अहता ाएं और उनसे संबंजधत अन्य बातें ि े होंगी, िो उपरोि अनुसूची के स्ट्तंभ (5) स े स्ट्तंभ (13) म ेंजिजनर्िाष्ट ह ैं ।

5. जनरहता ा: िह व्यजि, -- क. जिसने ऐसे व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित ह,ैं जििाह दकया ह,ै या जििाह की संजििा की ह ै; या ख. जिसने, अपने पजत या अपनी पत्नी के िीजित रहते हुए, दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजििा की ह,ै उि पिों पर जनयुजि का पात्र नहीं होगा :

परन्त ु केद्रीय सरकार, यदि उसका यह समाधान हो िाता ह ैदक ऐसा जििाह, ऐसे व्यजि और जििाह के अन्य पिकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करन े के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितान स ेछूट िे सकेगी ।

6. जिजर्ल करन े की िजि: िहां केद्रीय सरकार की यह राय ह ैंदक ऐसा करना आिय‍क या समीचीन ह,ै िहा ं िह आिेि द्वारा, और लेखबद्ध दकए िाने िाल ेकारणों से, तर्ा सघं लोक सेिा आयोग के परामिा से, इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों के संबंध में, जिजर्ल कर सकेगी ।

7. व्यािजृ त्त: इन जनयमों की कोई बात, ऐस े आरिण, आय-ु सीमा म ें छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केद्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूि ा सैजनकों और अन्य जििेष प्रिग ा के व्यजियों के जलए उपबंध करना अपेजित ह ै। अनसु चू ी पि का नाम पि की सख्ं या िगीकरण िते न मट्रै रक्स चयन पि सीध े भती दकए िान े म ेंस्ट्तर अर्िा िाल ेव्यजियों के जलए अचयन आय-ु सीमा पि

1. रजिस्ट्रार *1 (2026) साधारण केद्रीय सेिा, स्ट्तर - 13 लाग ूनहीं लाग ूनहीं होता । (123100 - होता । समूह ‘क’, रािपजत्रत, अननुसजचिीय 215900/- *कायाभार के आधार पर रुपए) पट्ररितान दकया िा सकता ह ै।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सीध े भती दकए िान ेिाल े सीध े भती दकए िान ेिाल े पट्ररिीिा की भती की पद्धजत : भती सीध े होगी या व्यजियों के जलए अपजे ित व्यजियों के जलए जिजहत आय ु अिजध, यदि प्रोन्नजत द्वारा या प्रजतजनयजु ि/आमले न िजै िक और अन्य अहता ाएं। और िजै िक अहताएा ंप्रोन्नत द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी कोई हो । व्यजियों की ििा म ेंलाग ू िान े िाली ट्ररजियों की प्रजतितता । होंगी या नहीं ।

(11) प्रजतजनयजु ि (जिसके अतं गता अल्पकाजलक सजं ििा भी ह)ै केंद्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासनों या स्ट्िायत्त जनकायों या कानूनी संगठनों या सािािजनक िेत्र उपक्रमों या न्यायालयों या अजधकरणों या उच्चतर न्याजयक सेिा या राज्य न्याजयक सेिा के ऐस ेअजधकारी :

(क) (i) जिन्होंन े मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि धारण दकया हुआ ह ै; या

(ii) जिन्होंन े मलू काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-12 (78800-209200 रुपए) म ें जनयजमत आधार पर उस पि पर जनयुजि के पश्चात ् उस श्रेणी म ेंपांच िष ा की सेिा की हो ; और (ख) जिनके पास जनम्नजलजखत िैजिक अहता ाए ं और अनुभि हों, अर्ाात ् :-- अजनिाय ा:

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक की जडग्री ;

(ii) प्रिासजनक या स्ट्र्ापन या न्यायालय के मामलों में तीन िष ा का अनुभि । िाछं नीय :

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से जिजध म ेंस्नातक की जडग्री ;

(ii) सीमा-िुल्क या केंद्रीय उत्पाि-िल्ु क या सेिा कर या मल्ू य िर्धात कर या राज्य कर या माल और सेिा कर जिभाग म ें तीन िषा का अनुभि । ट्रटप्पण 1 : प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै की अिजध, जिसके अन्तगात केद्रीय सरकार के उसी या दकसी अन्य सगं ठन या जिभाग म ेंइस जनयुजि स ेठीक पहल ेधाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि अिजध सजम्मजलत ह,ै साधारणतया पांच िषा स ेअजधक नहीं होगी । ट्रटप्पण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ुसीमा आिेिन प्राप्त करने की अजं तम तारीख को 56 िषा स े अजधक नहीं होगी ।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] यदि जिभागीय प्रोन्नजत सजमजत ह ैतो उसकी सरं चना । भती करन े म ेंदकन पट्ररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स े परामि ा दकया िाएगा ।

(11) प्रजतजनयजु ि : केंद्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासनों के ऐसे अजधकारी-- (क) (i) जिन्होंन े मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि धारण दकया हुआ ह ै; या

(ii) जिन्होंने मूल काडर या जिभाग म ेंिेतन मैट्ररक्स के स्ट्तर-12 (78800-209200 रुपए) या समतुल्य म ेंजनयजमत आधार पर उस पि पर जनयुजि के पश्चात् उस श्रणे ी म ेंपांच िष ा की सेिा की हो ; और (ख) जिनके पास जनम्नजलजखत िैजिक अहता ाए ं और अनुभि हों, अर्ाात ् :--

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से िाजणज्य या लेखा म ेंस्नातक की जडग्री ; और

(ii) सरकारी कायाालयों, स्ट्िायत्त जनकाय, कानूनी सगं ठन और सािािजनक िेत्र उपक्रमों में संपरीिा, जित्तीय या लेखा मामलों म ें तीन िष ा का अनुभि । ट्रटप्पण 1 : प्रजतजनयुजि की अिजध, जिसके अन्तगात केद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि स ेठीक पहल ेधाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि अिजध सजम्मजलत ह,ै साधारणतया पांच िष ास े अजधक नहीं होगी । ट्रटप्पण 2 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ुसीमा आिेिन प्राप्त करने की अजं तम तारीख को 56 िषा स े अजधक नहीं होगी ।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5

(7) (8) (9) (10) लाग ूनहीं लाग ूनहीं लाग ूनहीं (i) 70 प्रजतित प्रोन्नजत द्वारा, जिसके न हो सकने पर प्रजतजनयुजि द्वारा होता । होता । होता । (जिसके अंतगात अल्पकाजलक सजं ििा भी ह)ै :

(ii) 30 प्रजतित प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै /आमेलन द्वारा ।

(11) प्रोन्नजत : िेतन मैट्ररक्स के स्ट्तर-10 (56100-177500 रुपए) म ेंऐसे सहायक रजिस्ट्रार, जिन्होंन ेउस श्रणे ी म ेंपांच िष ाकी जनयजमत सेिा की ह ैऔर प्रिासजनक, जिजधक या न्याजयक, न्यायालय सबं ंधी मामलों और सूचना के अजधकार मामलों में तीन सप्ताह का प्रजििण सफलतापूिाक पूरा दकया ह ै। ट्रटप्पण 1 : िहां ऐसे कजनष्ठ व्यजियों के संबंध म,ें जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहा ंउनके ज्यष्ठे व्यजियों के संबंध म ेंभी जिचार दकया िाएगा, परंत ुयह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजित अहका या पात्रता सेिा के आधे स ेअजधक स ेया िो िषा से, इनम ेंस ेिो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक परू ी कर ली हो । प्रजतजनयजु ि (जिसके अतं गता अल्पकाजलक सजं ििा भी ह)ै /आमले न :

केंद्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासनों या स्ट्िायत्त जनकायों या कानूनी संगठनों या सािािजनक िेत्र उपक्रमों या न्यायालयों या अजधकरणों या राज्य न्याजयक सेिा के ऐसे अजधकारी-- (क) (i) जिन्होंन े मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि धारण दकया हुआ ह ै; या

(ii) जिन्होंन े मलू काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-10 (56,100-1,77,500 रुपए) या समतल्ु य म ें जनयजमत आधार पर उस पि पर जनयुजि के पश्चात ्उस श्रणे ी म ेंपांच िष ा की सेिा की हो ; और (ख) जिनके पास जनम्नजलजखत िैजिक अहता ाए ं और अनुभि हों, अर्ाात ् :--6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] अजनिाय ा:

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक की जडग्री ;

(ii) प्रिासजनक या स्ट्र्ापन या न्यायालय के मामलों में पांच िष ा का अनुभि । िाछं नीय :

(i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से जिजध म ेंस्नातक की जडग्री ;

(ii) सीमा-िुल्क, केंद्रीय उत्पाि-िुल्क, सेिा कर या मूल्य िर्धात कर या राज्य कर या माल और सेिा कर जिभाग म ेंपांच िषा का अनुभि । ट्रटप्पण 1 : पोषक प्रिग ा के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ै प्रजतजनयुजि द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे । इसी प्रकार, प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िान े के पात्र नहीं होंग े । ट्रटप्पण 2 : प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै की अिजध, जिसके अन्तगता केद्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि स े ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि अिजध सजम्मजलत ह,ै साधारणतया चार िषा स ेअजधक नहीं होगी । ट्रटप्पण 3 : प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िष ा स े अजधक नहीं होगी । ट्रटप्पण 4 : केंद्रीय सरकार या राज्य सरकारों या संघ राज्यिेत्र प्रिासनों के अजधकाट्ररयों पर आमेलन के जलए जिचार दकया िाएगा ।

(12) (13) समहू ‘क’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के सबं धं म ें जिचार करन े के जलए), जिसम ें संघ लोक सेिा आयोग स े परामिा करना आि‍यक नहीं जनम्नजलजखत होंग े:-- ह ै।

(1) अध्यि या सिस्ट्य, संघ लोक सेिा आयोग -- अध्यि ;

(2) अध्यि, माल और सेिा कर अपीलीय अजधकरण -- सिस्ट्य ;

(3) सजचि, रािस्ट्ि जिभाग, जित्त मंत्रालय का नामजनिेजिती (िो संयुि -- सिस्ट्य ; सजचि की पंजि से अजनम्न पंजि का हो)

(4) रजिस्ट्रार, माल और सेिा कर अपीलीय अजधकरण -- सिस्ट्य । समहू ‘क’ जिभागीय पजु ष्ट सजमजत (आमले न/पजु ष्ट के सबं धं म ेंजिचार करन े के जलए), जिसम ें जनम्नजलजखत होंग े:--

(1) अपील अजधकरण का एक सिस्ट्य (अध्यि, माल और सेिा कर अपील -- अध्यि ; अजधकरण द्वारा नामजनिेजित दकए िाने िाला)

(2) सजचि, रािस्ट्ि जिभाग, जित्त मंत्रालय का नामजनिेजिती (िो -- सिस्ट्य ; जनिेिक या उप सजचि की पंजि से अजनम्न पंजि का हो)

4. सहायक *32 (2026) साधारण केद्रीय स्ट्तर - 10 चयन लाग ूनहीं रजिस्ट्रार सेिा, समूह ‘क’, (56100- होता । रािपजत्रत, 177500/- *कायाभार के आधार पर अननुसजचिीय रुपए) पट्ररितान दकया िा सकता ह।ै

(7) (8) (9) (10) लाग ूनहीं लाग ूनहीं प्रोन्नत व्यजियों (i) 80 प्रजतित प्रोन्नजत द्वारा, जिसके न हो सकने पर प्रजतजनयुजि द्वारा होता । होता । के जलए 2 िषा। (जिसके अंतगात अल्पकाजलक सजं ििा भी ह)ै ;

(ii) 20 प्रजतित प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा भी ह)ै /आमेलन द्वारा ।

(11) प्रोन्नजत : िेतन मैट्ररक्स के स्ट्तर-8 (47600-151100 रुपए) म ेंऐसे न्यायालय अजधकारी, जिन्होंने उस श्रणे ी म ेंचार िष ाकी जनयजमत सेिा की ह ैऔर प्रिासजनक, जिजधक या न्याजयक, न्यायालय सबं ंधी मामलों और सूचना के अजधकार मामलों म ेंचार सप्ताह का प्रजििण सफलतापूिाक पूरा दकया ह ै। ट्रटप्पण 1 : िहां ऐसे कजनष्ठ व्यजियों के संबंध म,ें जिन्होंने अपनी अहका या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहा ंउनके ज्यष्ठे व्यजियों के संबंध म ेंभी जिचार दकया िाएगा, परंत ुयह तब िब दक उसके द्वारा की गई ऐसी अहका या पात्रता सेिा, अपेजित अहका या पात्रता सेिा के आधे स ेअजधक स ेया िो िषा से, इनम ेंस ेिो भी कम हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहका या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ेंप्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापूिाक परू ी कर ली हो । प्रजतजनयजु ि (जिसके अतं गता अल्पकाजलक सजं ििा भी ह)ै /आमले न :

केंद्रीय सरकार या राज्य सरकारों या सघं राज्यिेत्र प्रिासनों या स्ट्िायत्त जनकायों या काननू ी संगठनों या सािािजनक िेत्र उपक्रमों या न्यायालयों या अजधकरणों या राज्य न्याजयक सेिा के ऐसे अजधकारी-- (क) (i) जिन्होंन े मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि धारण दकया हुआ ह ै; या

(ii) जिन्होंने मूल काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-9 (53100-167800 रुपए) या समतुल्य म ें जनयजमत आधार पर उस पि पर जनयुजि के पश्चात् उस श्रणे ी म ेंिो िष ा की सेिा की हो ; या

(iii) जिन्होंने मूल काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-8 (47600-151100 रुपए) या समतुल्य म ें जनयजमत आधार पर उस पि पर जनयुजि के पश्चात् उस श्रणे ी म ेंचार िष ा की सेिा की हो ; और (ख) जिनके पास जनम्नजलजखत िैजिक अहता ाए ं और अनुभि हों, अर्ाात ् :-- अजनिाय ा:

NOTIFICATION New Delhi, the 23rd September, 2026 G.S.R. 838(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to posts in the Goods and Services Tax Appellate Tribunal, Department of Revenue, Ministry of Finance, namely: ----

1. Short title and commencement.—(1) These rules may be called the Goods and Services Tax Appellate Tribunal, Group ‘A’ and ‘B’ Posts Recruitment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Application: These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

3. Number of posts, classification and Level in Pay Matrix.—The number of said posts, their classification and Level in the Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

4. Method of recruitment, age-limit, qualifications, etc. .—The method of recruitment, age-limit, qualifications and other matters shall be as specified in columns (5) to (13) of the aforesaid Schedule.

5. Disqualification.—No person, ----

(a) who has entered into or contracted a marriage with a person having a spouse living, or

(b) who, having a spouse living, has entered into or contracted a marriage with any person,

shall be eligible for appointment to the said posts:
