L.-33004/99 सी.जी.-डी.एल.-अ.-21122024-259580 CG-DxLx-xEG-I2D1H1x2x2x0 24-259580 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 714] नई दिल्ली, िजनिार, दिसम्ब र 21, 2024/अग्रहायण 30, 1946 No. 714] NEW DELHI, SATURDAY, DECEMBER 21, 2024/AGRAHAYANA 30, 1946 सचू ना और प्रसारण मत्रं ालय अजधसचू ना नई दिल्ली, 16 दिसम् बर, 2024 सा.का.जन. 776(अ).—राष्ट्रपजत, संजिधान के अनच्ु छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और सूचना और प्रसारण मंत्रालय (मख्ु य सजचिालय) लेखाकार भती जनयम, 2013 को उन बातों के जसिाय अजधक्ांत करत े हुए, जिन्ह ें ऐसे अजधक्मण से पहले दकया गया ह ै या करने का लोप दकया गया है, सूचना और प्रसारण मंत्रालय के अधीन मुख्य सजचिालय में लेखाकार के पि पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते ह,ैं अर्ाात:् — 1. सजं िप्त नाम और प्रारंभ.— (1) इन जनयमों का संजिप्त नाम सूचना और प्रसारण मंत्रालय, लेखाकार (मुख्य सजचिालय) भती जनयम, 2024 ह।ै (2) य ेरािपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंगे। 2. पि-सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर.— उि पि की संख्या, उसका िगीकरण और िेतन मैट्ररक्स म ें उसका स्ट्तर िह होगा िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िाष्ट ह।ैं 8257 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 3. भती की पद्धजत, आय ु -सीमा, अहता ाएं, आदि.— उि पि पर भती की पद्धजत, आय-ु सीमा, अहता ाएं और उसस े संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्िाष्ट ह।ैं 4. जनरहता ा.— िह व्यजि - (क) जिसने ऐसे व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित है, जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दक या ह ै या जििाह की संजििा की ह ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पिकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितान स ेछूट िे सकेगी । 5. जिजर्ल करन ेकी िजि.— िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैं उन्ह ेंलेखबध्ि करके तर्ा संघ लोक सेिा आयोग स े परामि ा करके इन जनयमों के दकसी उपबंध को दकसी िगा या प्रिग ाके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािजृ त्त.— इन जनयमों की कोई बात, ऐसे आरिणों, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूि ासैजनकों और अन्य जििेष प्रिगा के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि का नाम पिों की संख्या िगीकरण िेतन मैट्ररक्स म ें चयन या सीधे भती दकए िान े िाल े स्ट्तर अचयन पि व्यजियों के जलए आय-ु सीमा (1) (2) (3) (4) (5) (6) लेखाकार 1(2024)* सामान्य िेतन मैट्ररक्स म ें लाग ूनहीं होता। 3 0 िषा स ेअजधक नहीं । केंरीय सेिा, स्ट्तर-6 * कायाभार के ट्रटप्पण 1: केन्रीय सरकार आधार पर समूह 'ख’ (रु. 35400 - द्वारा िारी दकए गए अनुिेिों पट्ररितान दकया अरािपजत्रत, 112400/-) या आििे ों के अनुसार िा सकता ह।ै अनुसजचिीय। सरकारी सेिकों के जलए 5 िषा तक जिजर्ल की िा सकती ह।ै ट्रटप्पण 2: आयुसीमा अिधाट्ररत करने के जलए जनणाायक तारीख िह होगी िो कमाचारी चयन आयोग द्वारा जिज्ञाजपत की िाए।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सीधे भती दकए िाने िाले व्यजियों के जलए अपेजित सीधे भती दकए िाने िाले पट्ररिीिा की अिजध, यदि कोई िैजिक और अन्य अहता ाएं। व्यजियों के जलए जिजहत आय ु हो। और िैजिक अहता ाएं प्रोन्नत व्यजियों की ििा म ेंलागू होगी या नहीं। (7) (8) (9) आिश्यक अहता ाएं: 1. दकसी मान्यता प्राप्त लाग ू नहीं होता सीधी भती दकए िाने िाले जिश्वजिद्यालय या संस्ट्र्ान स ेस्नातक जडग्री। व्यजियों के जलए िो िषा। 2. सरकारी कायाालय या सािािजनक िेत्र उपक्म या स्ट्िायत्तिासी जनकाय या सांजिजधक जनकाय में रोकड़, ट्रटप्पण: पट्ररिीिा की अिजध लेखा और बिट काया में िो िषा का अनुभि। सफलतापूिाक परू ा करने के जलए केंरीय सरकार द्वारा यर्ाजिजहत ट्रटप्पण 1: अहता ाएं, अन्यर्ा सुअर्हता अभ्यर्र्ायों की कम से कम िो सप्ताह की अिजध ििा म ें कारणों के जलए िो लेखबद्ध दकए िाए का प्रिेि प्रजििण अजनिाया कमाचारी चयन आयोग या सिम अजधकारी के होगा। जििेकानुसार जिजर्ल की िा सकती ह।ै ट्रटप्पण 2: अनुभि संबंधी अहता ाएं कारणों के जलए िो लेखबद्ध दकए िाए कमाचारी चयन आयोग या सिम अजधकारी के जििेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्यर्र्ायों की ििा में तब जिजर्ल की िा सकती ह ैं िब चयन के दकसी प्रक्म पर कमाचारी चयन आयोग या सिम अजधकारी की यह राय ह ै दक उनके जलए आरजित ट्ररियों को भरन े के जलए अपेजित अनुभि रखन े िाल े उन समुिायों के अभ्यर्र्ायों के पयााप्त सख्ं या म ें उपलब्ध होन े की संभािना नहीं ह।ै भती की पद्धजत: भती सीध े प्रोन्नजत या प्रजतजनयुजि या आमले न द्वारा भती की ििा म ेंिे श्रजे णयां जिनसे प्रोजन्नजत या प्रजतजनयुजि या आमले न दकया िाएगा। होगी या प्रोन्नजत द्वारा या प्रजतजनयुजि/ आमले न द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी िाने िाली ट्ररजियों की प्रजतितता। (10) (11) प्रजतजनयुजि/ आमले न प्रजतजनयजु ि/आमले न: जिसके न हो सकने पर (क) (i) केंरीय सजचिालय जलजपकीय सिे ा के ज्येष्ठ सजचिालय सहायक (उस श्रणे ी म ें सीधी भती द्वारा | आठ िष ा की जनयजमत सेिा के सार्); और (ii) सजचिालय प्रजििण और प्रबंध संस्ट्र्ान म ेंरोकड़ और लेखा म ेंप्रजििण प्राप्त दकए हुए ह ैंऔर जिसके पास रोकड़, लेखा और बिट काया का िो िषा का अनुभि हो जिसके न हो सकने पर; (ख) केंरीय सरकार के अधीन ऐसे अजधकारी:- (क) (i) िो मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि धारण दकए हुए ह;ैं4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] या (ii) जिन्होंने मूल काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर 5 (रु. 29200- 92300/-) या समतल्ु य म ें जनयजमत आधार पर जनयुजि के पश्चात् उस श्रणे ी म ें छह िष ाकी सेिा की ह;ै या (iii) जिन्होंने मूल काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर 4 (रु. 25500- 81100/-) या समतल्ु य म ें जनयजमत आधार पर जनयुजि के पश्चात उस श्रणे ी म ें आठ िष ा की सेिा की ह;ै और (ख) सजचिालय प्रजििण और प्रबंध संस्ट्र्ान म ेंरोकड़ और लखे ा म ें प्रजििण प्राप्त दकए हुए ह ैंऔर जिसके पास रोकड़, लेखा और बिट काया का िो िषा का अनुभि हो। ट्रटप्पण 1: प्रजतजनयुजि की अिजध, जिसके अतं गता केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयजु ि से ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ैसाधारणतया 3 िष ासे अजधक नहीं होगी। ट्रटप्पण 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िष ा से अजधक नहीं होगी। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना । भती करन े में दकन पट्ररजस्ट्र्जतयों में संघ लोक सेिा आयोग स े परामिा दकया िाएगा। (12) (13) जिभागीय पजु ष्ट सजमजत (पजु ष्ट के सबं धं में जिचार करन ेके जलए) जिसम ेंजनम्नजलजखत संघ लोक सेिा आयोग से परामिा करना आिश्यक नहीं ह।ै होंग े — उप सजचि या जनिेिक (प्रिासन), मुख्य सजचिालय, सूचना और प्रसारण मंत्रालय — अध्यि; Short title and commencement.—(1) These rules may be called the Ministry of Information and Broadcasting, Accountant (Main Secretariat) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix.— The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.— No person,- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax.— Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writings and in consultation with the Union Public Service Commission relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving.— Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 2: The maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the closing date of receipt of applications.
