L.-33004/99 सी.जी.-डी.एल.-अ.-27052023-246121 xxxGIDHxxx CG-DL-E-27052023-246121 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 371] नई दिल्ली, बृहस्ट्प जतिार, मई 25, 2023/ज्य ष्े ठ 4, 1945 No. 371] NEW DELHI, THURSDAY, MAY 25, 2023/JYAISHTHA 4, 1945 ग्रामीण जिकास मत्रं ालय (ग्रामीण जिकास जिभाग) अजधसचू ना नई दिल् ली, 25 मई, 2023 सा.का.जन. 391(अ).—राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परन्तुक द्वारा प्रित्त िजियों का प्रयोग करत े हुए और ग्रामीण जिकास मंत्रालय आर्थिक अजधकारी, समूह ‘ख’ पि भती जनयम, 2012 को उन बातों के जसिाय अजधक्ांत करत े हुए जिन् ह ें ऐसे अजधक्मण से पूिि दकया गया ह ै या करन े का लोप दकया गया है, ग्रामीण जिकास मंत्रालय में आर्थिक अजधकारी के पि पर भती की पद्धजत का जिजनयमन करने के जलए जनम्नजलजखत जनयम बनाते हैं, अथाित :- 1. सजं िप्त नाम और प्रारंभ - (1) इन जनयमों का संजिप्त नाम ग्रामीण जिकास मंत्रालय, आर्थिक अजधकारी, (समूह ‘ख’ पि) भती जनयम, 2023 ह।ै (2) य ेरािपत्र में प्रकािन की तारीख को प्रिृत्त होंगे। 2. पि-सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर : उक्त पिों की संख्या, उनका िगीकरण, िेतन मैट्ररक् स म ें उनका स्ट्तर या िेतनमान िे होंगे िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तभं (2 ) स ेस्ट्तंभ (4) म ेंजिजनर्ििष्ट ह।ैं 3. भती की पद्धजत, आय-ु सीमा, अहति ाए ं आदि : उक्त पि पर भती की पद्धजत, आय-ु सीमा, अहति ाएं और उससे संबंजधत अन्य बात ें िे होंगी िो पूिोि अनुसूची के स्ट्तंभ (5 ) से स्ट्तंभ (13 ) में जिजनर्ििष्ट ह।ैं 4. जनरहति ा : िह व्यजि - (क) जिसने ऐस े व्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ै या जििाह की संजििा की ह;ै या 3356 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह,ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व् यजि और जििाह के अन्य पिकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनि से छूट िे सकेगी। 5. जिजथल करन े की िजि : िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके और संघ लोक सेिा आयोग से परामिि करके इन जनयमों के दकसी उपबंध को दकसी िगि या प्रिग िके व्यजियों की बाबत, आििे द्वारा जिजथल कर सकेगी। 6. व्यािजृ त्त : इन जनयमों की कोई बात, ऐसे आरिणों, आय-ु सीमा मे छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आिेिों के अनसु ार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड े िगों, भूतपूिि सैजनकों और अन्य जििेष प्रिगि के व्यजियों के जलए उपबंध करना अपेजित ह।ै अनसु चू ी पि नाम पिों की सख्ं य ा िगीकरण िते न मट्रै रक्स म ेंस्ट्तर (1) (2) (3) (4) आर्थिक 12 *(2023) साधारण केंरीय सेिा, समूह स्ट्तर-7 (44900-142400 रु.) अजधकारी कायिभार के आधार पर ‘ख’ रािपजत्रत अननुसजचिीय पट्ररिितन दकया िा सकता ह।ै चयन अथिा अचयन पि सीध ेभती दकए िान ेिाल े व्य जियों के जलए आय-ु सीमा (5) (6) चयन पि 30 िषि से अजधक नहीं । (केन्रीय सरकार द्वारा समय-समय पर िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी सेिकों के जलए पांच िषि तक जिजथल की िा सकती ह।ै ) ट्रटप्पण : आय-ु सीमा अिधाट्ररत करन े के जलए जनणाियक तारीख िह अंजतम तारीख होगी जिसे संघ लोक सेिा आयोग अजधसूजचत करेगा। सीध े भती दकए िान े िाल े व्यजियों के जलए सीध े भती दकए िान े िाल े पट्ररिीिा की अिजध, यदि कोई हो अपजे ित िजै िक और अन्य अहति ाएं व्यजियों के जलए जिजहत आय ु और िजै िक अहति ाएं प्रोन्नत व्यजियों की ििा म ें लाग ू होंगी (7) (8) (9) आिश्य क : आयु : नहीं। सीधी भती दकए िाने िाल े व्यजियों (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय से िैजिणक अहति ाएं: लाग ू नहीं, के जलए िो िषि। अथििास्त्र या अनुप्रयिु अथिि ास्त्र या व्यिसाय ककंतु दकसी मान्यता प्राप्त ट्रटप् पण : पट्ररिीिा की अिजध अथििास्त्र या इकोनो-मेट्ररक्स में मास्ट्टर जडग्री; जिश्वजिद्यालय या संस्ट्थान स े सफलतापूििक पूरी करने के जलए और अथििास्त्र या अनुप्रयिु केंरीय सरकार द्वारा यथाजिजहत कम[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (ii) आर्थिक आंकडों के संग्रहण, संकलन जिश्लेषण अथििास्त्र या व्यिसाय से कम िो सप्ताह की अिजध का प्रिेि और जनििचन म ेंिो िष ि का अनभु ि। अथििास्त्र या इकोनोमैट्ररक्स प्रजििण अजनिायि होगा। ट्रटप्पण 1 : अहति ाए,ं अन्यथा सुअर्हति म ें कम से कम स्नातक जडग्री अभ्यर्थियों की ििा म ें संघ लोक सेिा आयोग के रखता हो। जििेकानुसार, कारणों को जलजपबद्ध करके, जिजथल की िा सकती ह।ैं ट्रटप्पण 2 : अनुभि संबंधी अहति ा (अहति ाए)ं सघं लोक सेिा आयोग के जििेकानुसार अनुसूजचत िाजतयों और अनुसूजचत िनिाजतयों के अभ्यर्थियों की ििा म,ें कारणों को जलजपबद्ध करके, तब जिजथल की िा सकती ह ैं िब चयन के दकसी प्रक्म पर संघ लोक सेिा आयोग की यह राय ह ै दक उनके जलए आरजित ट्ररियों को भरने के जलए अपेजित अनुभि रखने िाले उन समुिायों के अभ्यर्थियों के पयािप्त संख्या म ें उपलब्ध होने की सम्भािना नहीं ह।ै भती की पद्धजत : भती प्रोन्न जत या प्रजतजनयजु ि या आमले न द्वारा भती की ििा म ें ि े श्रजे णया ं जिनस े प्रोन्न जत या सीध े होगी या प्रोन्नजत द्वारा प्रजतजनयजु ि या आमले न दकया िाएगा या प्रजतजनयजु ि/आमले न द्वारा तथा जिजभन्न पद्धजतयों द्वारा भरी िान े िाली ट्ररजियों की प्रजतितता (10) (11) पचासी प्रजतित सीधी भती प्रोन्नजत : द्वारा : िेतन मैट्ररक्स म ें स्ट्तर-6 (35400-112400 रु.) में आर्थिक अन्िेषक ग्रडे -II जिसने पांच पंरह प्रजतित प्रोन्नजत द्वारा, िषि की जनयजमत सेिा की हो और अथििास्त्र या अनुप्रयिु अथििास्त्र या व्यिसाय जिसके न हो सकन े पर अथििास्त्र या इकोनोमैट्ररक्स या अथिि ास्त्र के साथ िाजणज्य के ित्रे म ें िो स े चार सप् ताह प्रजतजनयुजि के द्वारा जिसके की अिजध का प्रजििण सफलतापूििक पूरा दकया हो। अंतगति अल्पकाजलक ट्रटप्पण : िहां ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकि या पात्रता सेिा परू ी संजििा भी ह।ै कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहााँ उनके ज्यष्ठे व्यजियों के संबंध म ें भी जिचार दकया िाएगा परन्त ु यह तब िब दक उसके द्वारा की गई ऐसी अहकि या पात्रता सेिा, अपेजित अहकि या पात्रता सेिा के आधे से अजधक से या िो िषि से, इनमें से िो भी कम हो, कम न हो और उन्होंन े अपन े ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंन े ऐसी अहकि या पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रणे ी में प्रोन्नजत के जलए अपनी पट्ररिीिा की अिजध सफलतापिू िक पूरी कर ली हो। प्रजतजनयुजि (जिसके अतं गति अल्पकाजलक संजििा भी ह ै) : केन्रीय सरकार या राज्य सरकार या संघ राज्य िेत्र या पजब्लक सेक्टर उपक्मों या मान्यताप्राप्त अनुसंधान संस्ट्थानों या जिश्वजिद्यालयों या स्ट्िायत्त जनकायों या कानूनी संगठनों के अधीन ऐसे अजधकारी: (क) (i) िो मूल काडर या जिभाग में जनयजमत आधार पर सििृ पि धारण कर रह ेहैं; या4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (ii) िो मूल काडर या जिभाग में िेतन मैट्ररक् स में स्ट्तर-6, (35400-112400 रु.) या समतुल्य म ेंजनयजमत आधार पर इसमें जनयुजि के पश्चात् पांच िषि से कायिरत हों, और (ख) स्ट्तंभ (7 ) के अधीन सीधी भती के जलए जिजहत िैजिणक अहति ाएं और अनुभि रखत े हों। ट्रटप्पण 1 : पोषक प्रिगि के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें हैं, प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2 : प्रजतजनयुजि (जिसके अंतगति अल्पकाजलक संजििा भी ह ै ) की अिजध, जिसके अंतगति केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि की अिजध ह ै साधारणतया तीन िषि से अजधक नहीं होगी। ट्रटप्पण 3 : प्रजतजनयुजि (जिसके अंतगित अल्पकाजलक संजििा भी ह)ै द्वारा जनयुजि के जलए अजधकतम आय ु सीमा आिेिन प्राप्त करन े की अंजतम तारीख को 56 िष ि स े अजधक नहीं होगी। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी सरं चना भती करन े म ें दकन पट्ररजस्ट्थजतयों म ें सघं लोक सिे ा आयोग स ेपरामि िदकया िाएगा (12) (13) समूह ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध म े जिचार सीधी भती दकए िाने की ििा म ें संघ लोक सेिा करने के जलए)जिसमे जनम्नजलजखत होंग:े - आयोग से परामि िकरना आिश्यक ह।ै 1. सजचि, ग्रामीण जिकास -अध्यि ; 2. संयुि सजचि (प्रिासन) -सिस्ट्य ; 3. जनिेिक या उप सजचि, संबद्ध -सिस्ट्य और प्रभाग 4. जनिेिक या उप सजचि -सिस्ट्य (प्रिासन) समूह ‘ख’ जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध म े जिचार करन े के जलए) जिसमे जनम्नजलजखत होंगे:- 1. संयुि सजचि (प्रिासन) -अध्यि ; 2. जनिेिक या उप सजचि, संबद्ध प्रभाग -सिस्ट्य ; 3. जनिेिक या उप सजचि (प्रिासन) -सिस्ट्य और 4. अिर सजचि (प्रिासन) -सिस्ट्य [फा.स.ं ए-12018/10/2009-स्ट्था.I] कमाि जिम्पा भूट्रटया, संयुि सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF RURAL DEVELOPMENT (Department of Rural Development) NOTIFICATION New Delhi, the 25th May, 2023 G.S.R. 391(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Rural Development Economic Officer, Group ‘B’ Post Recruitment Rules, 2012, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Economic Officer in the Ministry of Rural Development, namely:- 1. Short title and commencement. – (1) These rules may be called the Ministry of Rural Development, Economic Officer, (Group ‘B’ Post) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification, Level in the pay matrix. – The number of post, its classification, level in pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. – No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. –Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing, in the case of candidates otherwise well qualified. Note 2: The qualification(s) regarding experience is/are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Union Public Service Commission, is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them. Method of recruitment: whether by direct In case of recruitment by promotion/deputation/absorption, recruitment or by promotion or by grades from which promotion/ deputation/ absorption to be deputation/absorption and percentage of the made vacancies to be filled by various methods (10) (11) Eighty-five percent by direct recruitment; Promotion: Fifteen percent by promotion failing which by Economic Investigators Grade-II with five years regular service in deputation including short-term contract Level-6 (Rs. 35400-112400) in pay matrix and have successfully completed training of two to four weeks duration in the field of Economics or Applied Economics or Business Economics or Econometrics or Commerce with Economics. Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. Deputation(including short-term contract): Officers under the Central Government or State Governments or Union territories or Public Sector Undertakings or Recognised Research Institutions or Universities or Autonomous Bodies and Statutory Organisations:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (A) (i) holding analogous post on regular basis in the parent Cadre or Department; or (ii) with five years of service in the grade after appointment thereto on a regular basis in Level-6 (Rs. 35400-112400) in pay matrix or equivalent in the parent cadre or Department and (B) possessing the educational qualifications and experience prescribed for direct recruits under column (7). Note 1: The Departmental Officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not be eligible for consideration for appointment by promotion. Note 2: Period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other Organisation or Department of the Central Government shall ordinarily not to exceed three years. Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall not be exceeding fifty-six years as on the closing date of receipt of applications.
