(ii) 75% प्रजतजनयजल तिय वारारा प्रोन् नजत या प्रजतजनयजल तिय या समेलन वारारा भती की दिा में िे ्ेजणयां जजनसे प्रोन् नजत या प्रजतजनयजल तिय या समेलन दकया जाएगा (11) (अ) प्रोन्न जत : कायडकारी सहायक तथा सिलजलजपक ग्रेड- 1, जजन् ह ने िेतन म ट्ररक् स में स्ट् तर- 6 (35,400-1,12,400 रू.) में ग्रेड में पांच िषड जनयजमत सेिा की हो, के ग्रेड में से जिभागीय अहतड ा परीक्ष ा के माध्य म से प्रोन् नजत वारारा ट्रटप्प ण- 1: इन जनयम की अजधसूचना की तारीख पर जनयजमत सधार पर कायडकारी सहायक रर सिलजलजपक ग्रेड-1 के पद को धारण करने िाले व् यदकत् य के जलए जिभागीय अहतड ा परीक्ष ा के माध्य म से प्रोन् नजत हते ल पात्रता सेिा, ग्रेड में पांच िषड की जनयजम त सेिा होगी, जजसके न हो सकने पर क्मि: कायडकारी सहायक रर कर सहायक रर सिलजलजपक ग्रेड-1 तथा सिलजलपक ग्रेड-2 के ग्रेड में पंद्रह िषड की संयोजजत जनयजमत सेिा होगी ट्रटप्प ण- 2: प्रोन् नत को नीचे जिजहत िारीट्ररक परीक्ष ा उत् तीणड करना रर िारीट्ररक मान रखना अपेजक्ष त होगा: (1) पलरुष अभ् यर्थिथय के जलए:- (क) िारीट्ररक मान (जनम नतम) (i) ऊंचाई: 157.5 से.मी. (गढ़िाली, असमी, गोरखा रर अनलसूजचत जनजाजतय के सदस्ट् य की दिा में 5 से.मी. जिजथल की जा सकती ह (ii) छाती : 81 से.मी. (पूरी तरह से फूला कर जजसमें न्यूनतम 5 से.मी. का फ लाि हो) (ख) िारीट्ररक परीक्ष ा:- प दल चलना: 1600 मीटर 15 जमनट में (2) मजहला अभ् यर्थिथय के जलए:- (क) िारीट्ररक मान (जनम नतम) (i) ऊंचाई- 152 से.मी. (ii) भार- 48 दक.ग्रा. (गढ़िाली, असमी, गोरखा रर अनलसूजचत जनजाजतय के सदस्ट् य की दिा में ऊंचाई 2.5 से.मी. से तथा भार 2 दक.ग्रा. से जिजथल दकया जा सकता ह ) (ख) िारीट्ररक परीक्ष ा:- प दल चलना: 1 दक.मी. मीटर 20 जमनट में ट्रटप्प ण- 3: जहां से कजनष्‍ट ठ व् यजतियय के संबंध में, जजन् ह ने अपनी अहकड या पात्रता सेिा पूरी कर ली ह , प्रोन् नजत के जलए जिचार दकया जा रहा हो, िहां उनके ज्य ेष्‍ट ठ व् यजतियय के संबंध में भी जिचार दकया जाएगा परंतल यह तब जब दक उसके वारारा की गई सी अहकड या पात्रता सेिा, अपेजक्ष त अहकड या पात्रता सेिा के सधे से अजधक से या दो िषड से, इनमें से जो भी कम हो, कम न हो रर उन् ह ने उपने से कजनष्‍ट ठ व् यजतियय सजहत, जजन् ह ने सी अहकड या पात्रता सेिा पहले ही पूरी कर ली ह , अगली उच् चतर ्ेणी में प्रोन् नजत के जलए अपनी पट्ररिीक्ष ा की अिजध सफलतापूिडक पूरी कर ली हो4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ट्रटप्प ण- 4: प्रोन्न जत के जलए पात्रता सूची, क्मि: ग्रेड या पद में अजधकाट्ररय वारारा जिजहत अहकड सेिा पूणड करने की तारीख के संदभड से त यार की जाएगी ट्रटप्प ण- 5: िेतन म ट्ररक् स में ददए गए स्ट्तर में पदधारी, जो पलष्‍ट ट हैं या इन जनयम के प्रारंभ की तारीख पर स्ट् थायी पदधारी ह ैंतथा से प्रारंभ से पूिड सयोजजत जिभागीय अहतड ा परीक्ष ा म ेंभाग लेने के जलए पात्र हैं, सभी जिभागीय अहतड ा परीक्ष ा में साम यापूणड सधार पर भाग लेने के जलए पात्र होना जारी रहगें े ट्रटप्प ण- 6: िेतन मट्र रक् स में ददए गए स्ट् तर में पदधारी, जो सिलजलजपक काडर में सते हैं, जजन् ह ने इन जनयम के प्रारंभ की तारीख के पश् चात् जिभाग में पद ग्रहण दकया ह , से प्रारंभ की तारीख के पश् चात् सयोजजत जिभागीय अहतड ा परीक्ष ा में भाग लेने का पात्र नहीं होगा ट्रटप्प ण- 7: अभ् यथी के जलए केंद्रीय अप्रत् यक्ष कर बोडड रर सीमािल्‍ क वारारा समय समय पर अिधाट्ररत सी जलजखत परीक्ष ाएं उत् तीण ड करना अपेजक्ष त होगा रर जलजखत परीक्ष ा अहकड प्रकृजत की होगी रर परीक्ष ा में अजभप्राप्त अंक की गणना िट्ररष्‍ट ठता अिधाट्ररत करने के जलए नहीं होगी (स) प्रजतजनयजलतिय : प्रजतजनयलजतिय पर पद, केंद्रीय माल रर सेिा कर, केंद्रीय उत् पाद िल्‍ क रर सीमािल्‍ क के क्ष ेत्र गठन में िेतन म ट्ररक् स में स्ट् तर- 7 (44,900-1,42,400 रू.) में जनरीक्ष क सीजीएसटी, जनिारक अजधकाट्ररय रर परीक्ष क में से संबद्ध जनदिे ालय वारारा भरे जाएंगे, जजनकी ग्रेड में दो िषड की जनयजमत सेिा हो ट्रटप्प ण- 1 : पोषक प्रिगड के से जिभागीय अजधकारी, जो प्रोन् नजत की सीधी पंजतिय में ह, प्रजतजनयलजतिय पर जनयलजतिय के जलए जिचार दकए जाने के पात्र नहीं ह गे इसी प्रकार प्रजतजनयलतिय व् यजतिय प्रोन् नजत वारारा जनयलजतिय के जलए जिचार दकए जाने के पात्र नहीं ह गे ट्रटप्प ण- 2 : प्रजतजनयजल तिय की अिजध, जजसके अंतगडत केंद्रीय सरकार के उसी या दकसी अन् य संगठन या जिभाग में इस जनयलजतिय से ठीक पहले धाट्ररत दकसी अन् य बा्य काडर पद पर प्रजतजनयलजतिय की अिजध ह साधारणतया 3 िषड से अजधक नहीं होगी ट्रटप्प ण- 3 : प्रजतजनयलजतिय वारारा जनयलजतिय के जलए अजधकतम सयल सीमा सिेदन प्राप्त करने की अंजतम तारीख को 56 िषड से अजधक नहीं होगी यदद जिभागीय प्रोन् नजत सजमजत ह, तो उसकी संरचना भती करने में दकन पट्ररजस्ट्थजतय में संघ लोक सेिा सयोग से परामिड दकया जाएगा (12) (13) समूह ‘ख’ जिभागीय प्रोन् नजत सजमजत (प्रोन् नजत के संबंध में जिचार करने के जलए) संघ लोक सेिा सयोग से परामिड करना जजसमें जनम नजलजखत ह गे:- सिश् यक नहीं ह 1. प्रधान या अिर महाजनदिे क, महाजनदिे ालय जनष्‍ट पादन प्रबंधन – अध्य क्ष 2. अिर या संयलक्त जनदिे क, महाजनदिे ालय राजस्ट् ि ससूचना – सदस्ट् य 3. अिर या संयलक्त जनदिे क, महाजनदिे ालय राजस्ट् ि ससूचना – सदस्ट् य 4. उपजनदिे क, भारतीय राजस्ट्ि सेिा – सदस्ट् य [फा. सं. ए- 12018/07/2016 – एडी.III.बी] राजन कलमार झा, जनदेिक (एडी.III.बी) MINISTRY OF FINANCE (Department of Revenue) (CENTRAL BOARD OF INDIRECT TAXES AND CUSTOMS) NOTIFICATION New Delhi, the 13th March, 2024 G.S.R. 184(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate General of Inspection (Customs and Central Excise) (Group ‘C’ and Group ‘D’ posts)[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 Recruitment Rules, 1988, in so far as they relate to the post of Inspector of Central Excise and the Directorate of Revenue Intelligence and the Directorate of Anti-Evasion (Group ‘C’ and Group ‘D’ post) Recruitment Rules, 1990, in so far as they relate to the post of Intelligence officer, except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Inspector/Intelligence officer (Group ‘B’, Non Gazetted, Non-Ministerial Posts) in the Directorates under the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, namely:- 1. Short title and commencement. — (i) These rules may be called the Central Indirect Taxes and Customs Directorates Inspector/Intelligence officer (Group ‘B’, Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. — The number of posts, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule. 4. Disqualification. — No person, — (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt such person from the operation of this rule. 5. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (11) (A) Promotion: By promotion through Departmental Qualifying Examination from the grades of Executive Assistant and Stenographer Grade-I in level – 6 (Rs.35,400-1,12,400) in the pay matrix with five years of regular service in the grade. Note 1: The eligibility service for promotion through Departmental Qualifying Examination for persons holding the posts of Executive Assistant and Stenographer Grade-I on regular basis on the date of notification of these rules shall be five years of regular service in the grade failing which fifteen years of combined regular service in the grades of Executive Assistant and Tax Assistant and Stenographer Grade-I and Stenographer Grade-II, respectively. Note 2: Promotees shall be required to pass physical tests and possess the physical standards prescribed below: (1) For male candidates:- (a) Physical standards (Minimum) (i) Height: 157.5 cms. (relaxable by 5 cms. in the case of Garhwalis, Assamese, Gorkhas and members of Scheduled Tribes.) (ii) Chest: 81 cms (fully expanded with minimum expansion of 5 cms) (b) Physical Test- Walking: 1600 meters in 15 minutes (2) For female candidates: (a) Physical standards (Minimum) (i) Height-152 cms (ii) Weight- 48 kgs (Height relaxable by 2.5 cms and weight relaxable by 2 kgs in the case of Garhwalis, Assamese, Gorkhas and members of Scheduled Tribes.) (b) Physical Test: - Walking: 1 km. in 20 minutes Note 3: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 7 Note 4: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post. Note 5: The officials in the given level in the pay matrix, who are confirmed or permanent officials of the Department as on the date of commencement of these rules and who are eligible to participate in the Departmental Qualifying Examination conducted prior to such commencement shall continue to be eligible to participate in all the Departmental Qualifying Examination on an equitable basis. Note 6: The officials in the given level in the pay matrix, in the stenography cadre, who, join the Department after the date of commencement of these rules shall not be eligible to participate in the Departmental Qualifying Examination conducted after the date of such commencement. Note 7: Candidates shall be required to pass such written tests as may be determined by the Central Board of Indirect Taxes and Customs from time to time and the written test shall be qualifying in nature and the marks obtained in the test shall not be counted towards determining seniority. (B) Deputation: Deputation posts shall be filled up by the Directorates concerned from amongst the Inspectors CGST, Preventive Officers and Examiners in level-7 (Rs 44,900-1,42,400) in the pay matrix in field formations of Central Goods & Services Tax, Central Excise and Customs, having two years of regular service in the grade. Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years. Note 3: The Maximum age limit for appointment by deputation shall be not exceeding fifty-six years as on the last date of receipt of applications.
