या (ख) जिसन े अपने पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि स े जििाह दकया ह ै या जििाह की संजििा की ह ै उि पि पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितनव से छूट िे सकेगी। 5. जिजर्ल करन े की िजि.- िहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए िो कारण ह,ैं उन्ह ें लेखबद्ध करके, तर्ा संघ लोक सेिा आयोग से परामि व करके, इन जनयमों के दकसी उपबंध को दकसी िगव या प्रिग वके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािृजत्त.- इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूिव सैजनकों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का पिों की संख्या। िगीकरण। िेतन मैट्ररक्स में स्ट्तर। चयन पि ह ै नाम। अर्िा अचयन पि। (1) (2) (3) (4) (5) अजधकारी 474* (2025) केंरीय जसजिल स्ट्तर-8 (47600-151100 रु.)। चयन। सिेक्षक। सेिा, समूह ‘ख’, *कायवभार के रािपजत्रत, आधार पर ट्रटप्पण.- अजधकारी सिेक्षक को उस ग्रडे में पट्ररितवन दकया अननुसजचिीय। चार िषव की जनयजमत सेिा परू ी करन े पर िा सकता ह।ै िेतन मैट्ररक्स के स्ट्तर-9 में गरै - कायावत्मक िेतन स्ट्तर (53100-167800 रुपये) स्ट्िीकायव होगा। सीधे भती सीधे भती दकए सीधे भती दकए िाने पट्ररिीक्षा की भती की पद्धजत : भती सीधे होगी या दकए िाने िाने िाल े िाले व्यजियों के जलए अिजध, यदि प्रोन्नजत द्वारा या प्रजतजनयुजि/ आमले न िाले व्यजियों व्यजियों के जलए जिजहत आय ु और कोई हो। द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी के जलए आयु- अपेजक्षत िैजक्षक अहतव ाएं प्रोन्नत िाने िाली ट्ररजियों की प्रजतितता। सीमा। िैजक्षक और अन्य व्यजियों की ििा में अहतव ाएं। लाग ूहोंगी या नहीं। (6) (7) (8) (9) (10) लागू नहीं लाग ूनहीं होता। लाग ूनहीं होता। लागू नहीं प्रोन्नजत द्वारा, जिसके न हो सकने पर होता। होता। प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै द्वारा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयुजि /आमले न द्वारा भती की ििा म ें ि े श्रेजणयां यदि जिभागीय प्रोन्नजत भती करन े म ें दकन जिनसे प्रोन्नजत या प्रजतजनयुजि / आमले न दकया िाएगा। सजमजत ह,ै तो उसकी पट्ररजस्ट्र्जतयों म ें संघ संरचना। लोक सेिा आयोग स े परामिव दकया िाएगा। (11) (12) (13) प्रोन्नजत द्वारा: समूह ‘ख’ जिभागीय संघ लोक सेिा िेतन मैट्ररक्स के स्ट्तर-6 (35400-112400 रुपये) म ें सिेक्षक, प्रोन्नजत सजमजत (प्रोन्नजत आयोग से परामि व करना आिश्यक नहीं जिन्होंने इस ग्रडे म ें छह िषव की जनयजमत सेिा की हो तर्ा सक्षम के संबंध में जिचार करन े ह।ै प्राजधकारी द्वारा यर्ाजिजहत सुसंगत क्षेत्र में िो से चार सप्ताह का के जलए) जिसमें प्रजिक्षण सफलतापूिवक परू ा दकया हो। जनम्नजलजखत होंगे:- 1. भारत के ट्रटप्पण.- िहां ऐस े कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी महासिेक्षक, अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया -अध्यक्ष; िा रहा हो, िहााँ उनके ज्यष्ठे व्यजियों के संबंध म ें भी जिचार दकया िाएगा परंत ु यह तब िब दक उसके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आध े से अजधक से 2. संबंजधत जनििे क या या िो िषव स,े इनम ें स े िो भी कम हो, कम न हो और उन्होंन े अपन े उप सजचि, जिज्ञान और ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकव या पात्रता सेिा प्रौद्योजगकी जिभाग पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी म ें प्रोन्नजत के जलए - सिस्ट्य; अपनी पट्ररिीक्षा की अिजध सफलतापूिवक परू ी कर ली हो। 3. उप महासिेक्षक, महासिेक्षक कायावलय प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै द्वारा: -सिस्ट्य; केन्रीय या राज्य सरकार या सघं राज्य क्षेत्र प्रिासन या स्ट्िायत्त या और सांजिजधक संगठन या सािविजनक क्षेत्र के उपक्रमों या जिश्वजिद्यालयों 4. भारत के महासिेक्षक या मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के ऐस ेअजधकारी जिन्होंने,- द्वारा नाजमत जनिेिक (चक्रानुक्रम से) (क)(i) मलू काडर या जिभाग म ें जनयजमत आधार पर सििृ पि -सिस्ट्य। धारण दकए हुए हों; या (ii) मूल काडर या जिभाग म ें िेतन मैट्ररक्स के स्ट्तर-7 (44900- 142400 रुपय)े या समतल्ु य में जनयजमत आधार पर पि पर जनयुजि के बाि िो िषव की सेिा की हो; और (ख) जनम्नजलजखत िैक्षजणक अहतव ा और अनुभि रखने िाल:े (i) जसजिल या भू-सूचना जिज्ञान या कंप्यूटर जिज्ञान या सूचना प्रौद्योजगकी या इलेक्रॉजनक्स म ेंइंिीजनयररंग म ेंस्नातक की जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान स े गजणत या इलेक्रॉजनक्स या कंप्यूटर जिज्ञान या सूचना प्रौद्योजगकी में स्नातक की जडग्री;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] और (ii) सिेक्षण या मानजचत्रण या भू-स्ट्र्ाजनक डोमेन के क्षेत्र म ें िो िषव का अनुभि होना चाजहए। ट्रटप्पण 1.- फीडर श्रणे ी के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि में ह,ैं प्रजतजनयुजि द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर आए व्यजि भी प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। ट्रटप्पण 2.- प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै की अिजध, जिसके अंतगवत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि स े ठीक पहल े धाट्ररत दकसी अन्य काडर बाह्य पि पर प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै की अिजध ह,ै साधारणतया तीन िषव से अजधक नहीं होगी। ट्रटप्पण 3.- प्रजतजनयुजि (जिसके अंतगवत अल्पकाजलक संजििा भी ह)ै द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िष व स ेअजधक नहीं होगी। [फा. स.ं एसएम/02/13/2018] संिय कुमार, संयुि सजचि MINISTRY OF SCIENCE AND TECHNOLOGY (Department of Science and Technology) NOTIFICATION New Delhi, the 8th December, 2025 G.S.R. 886(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Survey of India, Officer Surveyor Recruitment Rules, 2000, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the post of Officer Surveyor in Survey of India under the Department of Science and Technology, Ministry of Science and Technology, namely:- 1. Short title and commencement. – (1) These rules may be called the Survey of India, Officer Surveyor (Group ‘B’ Post) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and level in pay matrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification.– No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. (ii) with two years of service rendered after appointment to the post on a regular basis in level-7 (Rs.44900-142400) of the pay matrix or equivalent in the parent cadre or department; and (b) Possessing the following educational qualification and experience: (i) Bachelor’s degree in Engineering in Civil or Geo- Informatics or Computer Science or Information Technology or Electronics; or Bachelor’s degree in Mathematics or Electronics or Computer Science or Information Technology from a recognised university or institution; and (ii) having two years of experience in the field of Surveying or Mapping or Geospatial domains. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment by deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short term contract) including the period of deputation (including short term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government shall ordinarily not exceed three years.
