जित्त मंत्रालय (रािस्ट्ि जिभाग), आंकडा प्रबंधन जनिेिालय, समूह 'ग' और समूह 'घ' पि भती जनयम, 2004 को, िहां तक उनका संबंध ड्राइिर श्रेणी-II और ड्राइिर (साधारण श्रेणी) और केंद्रीय रािस्ट्ि अधीनस्ट्थ रासायन सेिा (समूह 'ग' और समूह 'घ' पि) भती जनयम, 2004 को, िहां तक उनका संबंध ड्राइिर के पि स े ह,ै उन बातों के जसिाय अजधक्ांत करत े हुए, जिन् ह ें ऐसे अजधक्मण से पूि व दकया गया ह,ै या करने का लोप दकया गया ह,ै जित्त मंत्रालय, रािस्ट्ि जिभाग, केंद्रीय अप्रत्यक्ष कर और सीमा िल्ु क बोडव के अधीन जनििे ालय में स्ट्टाफ कार ड्राइिर (समूह 'ग', अरािपजत्रत, अननुसजचिीय पि) के पि पर भती की पद्धजत का जिजनयमन करन े के जलए जनम्नजलजखत जनयम बनात ेह ैंअथावत्: - 1063 GI/2024 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. सजं क्षप्त नाम और प्रारंभ — (1) इन जनयमों का संजक्षप्त नाम केंद्रीय अप्रत्यक्ष कर और सीमा िल्ु क जनिेिालय स्ट्टाफ कार ड्राइिर (समूह 'ग ', अरािपजत्रत, अननुसजचिीय पि) भती जनयम, 2024 ह।ै (2) य ेरािपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. लाग ूहोना - य ेजनयम इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (1) म ेंजिजनर्िवष्ट पि पर लागू होंगे। 3. जििषे उपबधं – जनष्पािन प्रबंधन, सीमा िुल्क और केंद्रीय उत्पाि िल्ु क महाजनिेिालय दिल्ली जनम्नजलजखत जनििे ालयों के जलए स्ट्टाफ कार ड्राइिर (श्रणे ी-1), स्ट्टाफ कार ड्राईिर (श्रणे ी-II) और स्ट्टाफ कार ड्राईिर (साधारण श्रेणी) के पि हते ु काडर जनयंत्रक प्राजधकारी होगा, अथावत:् (i) जनष्पािन प्रबंधन महाजनिेिालय; (ii) रािस्ट्ि आसूचना महाजनििे ालय; (iii) माल और सेिा कर आसूचना महाजनिेिालय; (iv) संभार तंत्र जनििे ालय; (v) करिाता सेिा महाजनिेिालय; (vi) प्रणाली एिं आंकडा प्रबंधन महाजनिेिालय; (vii) केंद्रीय रािस्ट्ि जनयंत्रण प्रयोगिाला; (viii) सतकवता महाजनिेिालय; (ix) मनु ाफाखोरी रोधी महाजनिेिालय; (x) जनयावत संिधवन महाजनिेिालय; (xi) लेखापरीक्षा महाजनििे ालय; (xii) जिजध कायव जनििे ालय; (xiii) मानि संसाधन जिकास महाजनिेिालय; (xiv) सीमा िल्ु क, उत्पाि िल्ु क और सेिा कर अपील अजधकरण; (xv) जिश्लेषण और िोजखम प्रबधं न महाजनिेिालय; (xvi) मल्ू यांकन महाजनििे ालय; (xvii) अंतराष्ट्रव ीय सीमा िुल्क जनिेिालय; (xviii) माल और सेिा कर महाजनिेिालय। 4. पि-सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर — पिों की संख्या, उनका िगीकरण और िेतन मैट्ररक्स में उनका स्ट्तर या िेतनमान होंगे, िो इन जनयमों से उपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जिजनर्िवष्ट ह।ैं 5. भती की पद्धजत, आय-ु सीमा, अहतव ाएं, आदि- भती की पद्धजत, आय-ु सीमा, अहतव ाएं और उनस े संबंजधत अन्य बातें ि े होंगी िो पूिोि अनुसूची के स्ट्तभं (5) से स्ट्तंभ (13) में जिजनर्िष्टव ह।ैं 6. जनरहतव ा – िह व् यजि, - (क) जिसने ऐसे व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ै या जििाह की संजििा की ह;ै या (ख) जिसन े अपने पजत या पत्नी के िीजित रहत ेहुए दकसी व्यजि से जििाह दकया ह ै या जििाह की संजििा की ह;ै उि पिों पर जनयुजि का पात्र नहीं होगा :[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 परंतु यदि केन्द्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पक्षकार को लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितनव से छूट ि े सकेगी। 7. जिजथल करन े की िजि – िहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश् यक या समीचीन ह,ै िहां िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी िग व या प्रिग व के व्यजियों की बाबत, आिेि द्वारा जिजथल कर सकेगी। 8. व्यािजृ त्त - इन जनयमों की कोई बात, ऐस े आरक्षण/आयु-सीमा में छूट और अन्य ट्ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्द्रीय सरकार द्वारा इस संबंध में समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूि वसैजनकों और अन्य जििेष प्रिगव के व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पि का नाम पिों की सख्ं य ा िगीकरण िते न मट्रै रक्स म ें चयन पि है या सीधी भती सीधी भती दकय े स्ट्त र अचयन पि। दकए िान े िाल े िान े िाल े व्यजियों के जलए व्यजियों के जलए आय-ु सीमा। अपजे क्षत िजै क्षक और अन्य अहतव ाएं। (1) (2) (3) (4) (5) (6) (7) 1. स्ट् टाफ कार 45* (2024) सामान् य केंद्रीय िेतन मैट्ररक् स में अचयन लागू नहीं होता। लागू नहीं होता। ड्राइिर श्रेणी-I *कायवभार के सेिा, समूह ‘ग’, स्ट्तर-5 आधार पर अरािपजत्रत, (29,200- पट्ररितवन दकया अनुनुसजचिीय 92,300/रु।) िा सकता ह ै सीधी भती दकए िान े िाल े पट्ररिीक्षा की अिजध, यदि कोई भती की पिजधजत: भती सीधी प्रोन्नजत या प्रजतजनयजु ि या व्यजियों के जलए जिजहत आय ु हो। होगी या प्रोन्नजत द्वारा या आमले न द्वारा भती की ििा म ें और िजै क्षक अहतव ाएं प्रोन्नत प्रजतजनयजु ि/आमले न द्वारा तथा िे श्रजे णया ाँ जिनस े प्रोन्नजत या व्यजियों की ििा म ें लाग ू जिजभन्न पिजधतयो द्वारा भरी प्रजतजनयजु ि या आमले न दकया होंगी। िान े िाली ट्ररजियों की िाएगा। प्रजतितता। (8) (9) (10) (11) लागू नहीं होता। लागू नहीं होता। प्रोन्नजत द्वारा प्रोन्नजत: िेतन मैट्ररक् स के स्ट्तर 4 (25,500-81,100/रु॰) में ऐसे स्ट् टाफ कार ड्राइिर ग्रेड श्रेणी- II जिन्होंने उस श्रेणी में छह िषव की जनयजमत सेिा की ह ै या स्ट् टाफ कार ड्राइिर श्रेणी-II और स्ट्टाफ कार ड्राईिर (साधारण श्रेणी) म ें पंद्रह िषव की संयुि जनयजमत सेिा की है, जिजधमान्य चालन अनुज्ञजप्त रखता हो और नीचे यथाजिजनर्िवष्ट व्यिसाजयक परीक्षा उत्तीणव की हो:- (i) अंग्रेिी की संख्याओं और4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] आंकडों को पढ़ने में योग्य होना चाजहए (ii) यातायत जिजनयमों का आधारभूत ज्ञान हो। (iii) पेरोल और डीिल इंिन कायवप्रणाली का ओर चालन त्रुट्रटयों को पता लगाने और लघु खराजबयों को सुधारने का ज्ञान हो। (iv) कारबुरेटर, प् लग आदि साफ करने का आधारभूत ज्ञान हो। ट्रटप्प णी: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकव या पात्रता सेिा पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार क्या िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आधे से अजधक से या िो िषव से, इनमें से िो भी कम हो, कम न हो और उन्होने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिवक पूरी कर ली हो। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना । भती करन े म ें दकन पट्ररजस्ट्थजतया ं म ें सघं लोक सिे ा आयोग स े परामि वदकया िाएगा। (12) (13) समूह ‘ग’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार लागू नहीं होता। करने के जलए) जिनमे जनम्नजलजखत होंगे:- (i) मुख्य ालय कायावलय में ज्येष्ठतम अपर जनिेिक-अध्य क्ष; (ii) अपर जनिेिक या संयुक्त जनिेिक, मुख्य ालय-सिस्ट् य; (iii) उप जनिेिक या सहायक जनिेिक, आयकर (मोटरयान का प्रभार िेखना)-सिस्ट् य। ट्रटप्प णी: िहां ऊपर क्.सं. (i) से (iii) में कोई भी सिस्ट् य अनुसूजचत िाजत या अनुसूजचत िनिाजत का नहीं ह ैतो िहां जिभाग से बाहर के अनुसूजचत िाजत या अनुसजू चत िनिाजत के समूह ‘क’ अजधकारी को भी जिभागीय प्रोन्नजत सजमजत के सिस्ट् य के रूप में सहयुि दकया िाएगा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 पि का नाम पिों की सख्ं य ा िगीकरण िते न मट्रै रक्स म ें चयन पि ह ै या सीधी भती दकए सीधी भती दकय े स्ट्त र अचयन पि। िान े िाल े िान े िाल े व्यजियों के जलए व्यजियों के जलए आय-ु सीमा। अपजे क्षत िजै क्षक और अन्य अहतव ाएं। (1) (2) (3) (4) (5) (6) (7) 2. स्ट् टाफ कार 38* (2024) साधारण केन्द्रीय िेतन मैट्ररक् स म ें अचयन लागू नहीं होता। लागू नहीं होता। ड्राईिर श्रेणी- II * कायवभार के सेिा, समुह ‘ग’ स्ट्तर- 4 आधार पर अरािपजत्रत, (25,500- पट्ररितवन दकया अनुनुसजचिीय 81,100/रू.) िा सकता है सीधी भती दकए िान े िाल े पट्ररिीक्षा की अिजध, यदि कोई भती की पिजधजत: भती सीधी प्रोन्नजत या प्रजतजनयजु ि या व्यजियों के जलए जिजहत आय ु हो होगी या प्रोन्नजत द्वारा या आमले न द्वारा भती की ििा म ें और िजै क्षक अहतव ाएं प्रोन्नत प्रजतजनयजु ि/आमले न द्वारा तथा िे श्रजे णया ाँ जिनस े प्रोन्नजत या व्यजियों की ििा म ें लाग ू जिजभन्न पिजधतयो द्वारा भरी प्रजतजनयजु ि या आमले न दकया होंगी। िान े िाली ट्ररजियों की िाएगा। प्रजतितता। (8) (9) (10) (11) लागू नहीं होता। लागू नहीं होता। प्रोन्नजत प्रोन्नजत: िेतन में मट्रै रक् स के स्ट्तर 2 (19,900-63,200/रू.) में ऐसे स्ट्टाफ कार ड्राईिर (साधारण श्रेणी) जिन्होंने उस श्रेणी में नौ िषव की जनयजमत सेिा की ह ैिो जिजधमान्य चालन अनुज्ञजप्त रखता ह ै और जिसने नीचे जिजनर्िवष्ट मानक की व्यिसाजयक परीक्षा पास की हो:- (i) अंग्रेिी की संख्याओं और आंकडों को पढ़ने में योग्य होना चाजहए; (ii) त्रुट्रटयों का पता लगाने और लघु खराजबयों को सुधारने में योग्य होना चाजहए; (iii) यातायात जिजनयमों का ज्ञान होना चाजहए; और (iv) पजहयों को बिलने और टायरों को सही तरह से फुलाने के योग्य होना चाजहए। ट्रटप्प णी: िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकव या पात्रता सेिा6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पूरी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहां उनके ज्येष्ठ व्यजियों के संबंध में भी जिचार क्या िाएगा परंतु यह तब िब दक उसके द्वारा की गई ऐसी अहकव या पात्रता सेिा, अपेजक्षत अहकव या पात्रता सेिा के आधे से अजधक से या िो िषव से, इनमें से िो भी कम हो, कम न हो और उन्होने अपने ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकव या पात्रता सेिा पहले ही पूरी कर ली ह,ै अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा की अिजध सफलतापूिवक पूरी कर ली हो। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना। भती करन े म ें दकन पट्ररजस्ट्थजतया ं म ें सघं लोक सिे ा आयोग स े परामि व दकया िाएगा। (12) (13) समूह ‘ग’ जिभागीय प्रोन्नजत सजमजत( प्रोन्नजत के संबंध में जिचार करने के जलए) जिनमे लागू नहीं होता जनम्नजलजखत होंगे:- (i) मुख्य ालय कायावलय में ज्येष्ठतम अपर जनिेिक- अध्य क्ष; (ii) अपर जनिेिक या संयुक्त जनिेिक, मुख्य ालय- सिस्ट् य; (iii) उप जनिेिक या सहायक जनिेिक आयकर (मोटरयान का प्रभार िेखना)-सिस्ट् य। ट्रटप्प णी: िहां ऊपर क्.सं. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Method of recruitment, age-limit, qualifications, etc.— The method of recruitment, age- limit, qualifications and other matters relating thereto, shall be as specified in Columns (5) to (13) of the aforesaid Schedule. 6. Disqualification. — No person, — (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 7. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 8. Saving. — Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
