L.-33004/99 xxxGIDHxxx सी.जी.-डी.एलxx.x-GअID.-E3x0xx0 72025-265099 CG-DL-E-30072025-265099 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 454] नई दिल्ली, बृहस्ट्प जतिार, िुलाई 24, 2025/श्रािण 2, 1947 No. 454] NEW DELHI, THURSDAY, JULY 24, 2025/SHRAVANA 2, 1947 सचू ना और प्रसारण मत्रं ालय अजधसचू ना नई दिल् ली, 24 िुलाई, 2025 सा.का.जन.497(अ).––राष्ट्रपजत, संजिधान के अनुच्छेि 309 के परंतुक द्वारा प्रित्त िजियों का प्रयोग करते हुए और सूचना और प्रसारण मंत्रालय, जिभागीय कैंटीन समूह ’ग’ कममचारी भती जनयम, 2012का उन बातों के जसिाय अजधक्ांत करत े हुए जिन्ह ेंऐसे अजधक्मण से पूिम दकया गया ह ैया करने का लोप दकया गया ह,ै सूचना और प्रसारण मंत्रालय के अधीन मुख्य सजचिालय की जिभागीय आहाररका के समूह ‘ग’ के पिों पर भती की पद्धजत का जिजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ैं अर्ामत ् :- 1. संजिप्त नाम और प्रारंभ.— (1) इन जनयमों का संजिप्त नाम सूचना और प्रसारण मंत्रालय,जिभागीय आहाररका, समूह ’ग’ कममचारी भती जनयम, 2025 ह।ै (2) ये रािपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंगे। 2. पि संख्या, िगीकरण और िेतन मैररक्स में स्ट्तर.— उि पि की संख् या, उसका िगीकरण और िेतन सारणी म ें स्ट्तर िह होंग,े िो इन जनयमों से उपाबद्ध अनुसूची के स्ट् तम् भ (2) से स्ट् तम् भ (4) में जिजनर्िमष् ट ह।ै 3. भती की पद्धजत, आयु-सीमा, अहतम ाएं आदि.—उि पि पर भती की पद्धजत, आय-ु सीमा, अहतम ाएं और उससे संबंजधत अन्य बातें िे होंगी िो उि अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्िमष्ट ह ैं। 4951 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 4. जनरहतम ा.- िह व्यजि .— (क) जिसन ेऐस ेव्यजि से जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह,ै या जििाह की सजं ििा की ह,ै अर्िा (ख) जिसने अपने पजत या अपनी पत्नी के िीजित रहते हुए दकसी व्यजि से जििाह दकया ह,ै जििाह का संजििा की ह,ै उि पिों पर जनयुजि का पात्र नहीं होगा: परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐसे व्यजि और जििाह के अन्य पिकार को लाग ू स्ट्िीय जिजध के अधीन अनज्ञु ेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितनम से छूट िे सकेगी । 5. जिजर्ल करन े की िजि.- िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग से परामिम करके, इन जनयमों के दकसी उपबंध को दकसी िगम या प्रिग मके व्यजियों की बाबत, आििे द्वारा जिजर्ल कर सकेगी। 6. व्यािृजत्त. - इन जनयमों की कोई बात, ऐस ेआरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर जनकाले गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ ेिगों, भूतपूिम सैजनकों और अन्य जििषे प्रिग मके व्यजियों के जलए उपबंध करना अपेजित ह।ै अनुसूची पि का नाम पिों की संख्या िगीकरण (1) (2) (3) (1) सहायक प्रबंधक – सह – 1* (2025) साधारण केन्रीय सेिा, समहू ‘ग’, भंडारपाल *(कायमभार के आधार पर पररितमन अरािपजत्रत, अननुसजचिीय दकया िा सकता ह)ै । िेतन मैररक्स में स्ट्तर चयन पि ह ैअर्िा अचयन पि । सीधे भती दकए िाने िाले व्यजियों के जलए आयु-सीमा l (4) (5) (6) िेतन मैररक्स स्ट्तर-4 (25500- ल ाग ूनहीं होता। 18 से25िषम 81100 रुपय)े (केंरीय सरकार द्वारा िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी सेिकों के जलए चालीस िषम की आयु तक जिजर्लनीय हlै) रोिगार कायामलय के माध्यम से आन े िाले अभ्यर्र्मयों की ििा म ें आय-ु सीमा अिधाररत करन े के जलए जनणामयक तारीख िह अंजतम तारीख होगी जिस तक रोिगार कायालम य से नाम भेिन े के जलए कहा गया ह ै l रोिगार समाचार अर्िा समाचार- पत्र म ें पि के जिज्ञाजपत होनेकी जस्ट्र्जत म,ें आिेिनआमंजत्रत दकयेिाने की आजखरी तारीख ही आय-ु सीमा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 अिधाररत करने की जनणामयक तारीख होगी। सीधे भती दकए िाने िाले व्यजियों सीधे भती दकए िाने िाले व्यजियों के पररिीिा की अिजध, यदि कोई हो। के जलए अपेजित िैजिक और अन्य जलए जिजहत आय ु और िैजिक अहतम ाए ं अहतम ाएं । प्रोन्नत व्यजियों की ििा म ेंलागू होंगी। (7) (8) (9) (क) दकसी मान्यता प्राप्त नहीं सीधी भती दकए िाने िाल ेव्यजियों जिश्वजिद्यालय / संस्ट्र्ान स े के जलए िो िषम l िाजणज्य में स्नातक उपाजध, प्रोन्नतों के जलए िन्ू य अर्िा पुस्ट्तपालन अर्िा भडं ारण रखरखाि म ें एक िषीय जडप्लोमा सजहत दकसी मान्यता प्राप्त जिश्वजिद्यालय से दकसी भी जिषय म ें स्नातक (ख) अनुभि - सरकारी जिभाग अर्िा उपक्म म ें भंडार अर्िा बही खाता रिण म ें तीन िष म रटप्पण 1 : अन्यर्ा सअु र्हतम अभ्यर्र्मयों के संिभम म ें सिम प्राजधकारी द्वारा जलजखत रूप म ें कारण अजभलेजखत करत े हुए,अपन े जििेकाजधकार स,े अहतम ाओं म ें जिजर्लता प्रिान की िा सकेगी। रटप्पण 2 : अनुसूजचत िाजतयों अर्िाअनुसूजचत िनिाजतयों स े संबंजधत अभ्यर्र्मयों के संिभ म में यदि चयन प्रदक्या के दकसी भी स्ट्तर पर सिम प्राजधकारी का यह समाधान होता ह ै दक उन समुिायों के जलए आरजित ररजियों को भरने हते ु अपेजित अनुभि रखत े संबंजधत अभ्यर्र्मयों के पयामप्त संख्या म ें उपलब्ध होन े की संभािना नहीं ह,ै तो सिम प्राजधकारी द्वारा जलजखत रूप में कारण अजभलेजखत करते हुए, अपन े जििेकाजधकार स े , अनुभि संबंधी अहतम ाओं में जिजर्लता प्रिान क ी िा सकेगी भती की पद्धजत: भती सीधे होगी या प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा भरी िाने िाली4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ररजियों की प्रजतितता। (10) प्रोन्नजत द्वारा; यदि जिफल रही, तो प्रजतजनयुजि द्वारा; और यदि िोनों जिफल रह,े तो सीधी भती द्वारा। प्रोन्नजत या प्रजतजनयुजि/आमेलन द्वारा भती की ििा म ेंिे श्रेजणयां जिनसे प्रोन्नजत या प्रजतजनयुजि/आमेलन दकया िाएगा। (11) प्रोन्नजत : i. ऐसे जलजपक,जिन्होंने िेतन मैररक्स के स्ट्तर-2 (रु. 19900-63200) में न्यूनतम आठ िषम जनयजमत सेिा की हो । ii. ऐसा हलिाई – सह – रसोइया, जिसने हलिाई – सह – रसोइया जिसने िेतन मैररक्स के स्ट्तर 3 (₹ 21,700 – 69,100) म ें पााँच िष म की जनयजमत सेिा की हो, जिसमें भंडार अर्िा लेखा रिण का जद्विषीय अनुभि जनजहत ह,ै और िो सीधी भती दकये िान े िाल े जलजपक के जलए जिजहत िैजिक अहतम ा रखता हो अर्ातम ् िाजणज्य जिषय सजहत बारहिीं किा उत्तीणम हो। रटप्पण : िहा ं ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकम या पात्रता सेिा परू ी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंत ु यह तब िबदक उनके द्वारा की गई ऐसी अहकम या पात्रता सेिा, अपेजित अहकम या पात्रता सेिा के आध े स े अजधक स े या िो िष म से, इनम ें स े िो भी कम हो, कम न हो और उन्होंने अपन े ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकम या पात्रता सेिा पहले ही परू ी कर ली ह,ै अगली उच्चतर श्रणे ी म ेंप्रोन्नजत के जलए अपनी पररिीिा की अिजध सफलतापूिमक पूरी कर ली हो। प्रजतजनयुजि : केंरीय सरकार के अजधकारी,- i. िो जनयजमत आधार पर मूल सिं गम या जिभाग म ेंसििृ पि धारण कर रह ेह,ैं अर्िा ii. (जिन्होंने िेतन मैररक्स में स्ट्तर- 2 (19900-63200 रु.) में जनयजमत आधार पर आठ िषम की सेिा की हो l iii. िो स्ट्तंभ (7) के अधीन सीधी भती के जलए जिजहत अहतम ाएं और अनुभि रखत े ह।ैं (ख)सरकारी जिभाग अर्िा उपक्म में भण्डार अर्िा लेखा रिण म ें3 िष मका अनुभि l रटप्पण 1.- प्रजतजनयुजि की अिजध, जिसके अंतगमत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहले धाररत दकसी अन्य संिगम बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िष म स े अजधक नहीं होगी।प्रजतजनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िष म से अजधक नहीं होगी। रटप्पण 2.- पोषक िग म के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना। भती करने में दकन पररजस्ट्र्जतयों में संघ लोक[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 सेिा आयोग स ेपरामि मदकया िाएगा । (12) (13) जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करन े के जलए), संघ लोक सेिा आयोग से परामिम जिसमें जनम्नजलजखत होंगे :- करनाआिश्यक नहीं ह ैl 1. उप सजचि अर्िा जनिेिक (प्रिासन), मख्ु य सजचिालय, सूचना और प्रसारण मंत्रालय --- अध्यि; 2. अिर सजचि (प्रिासन), मुख्य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य; 3. अिर सजचि (जित्त), मुख्य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य; 4. उप जनिेिक (प्रिासन), पत्र सूचना कायामलय, मख्ु य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य l जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के जलए), जिसमें जनम्नजलजखत होंगे :- 1. उप सजचि अर्िा जनिेिक (प्रिासन), मख्ु य सजचिालय, सूचना और प्रसारण मंत्रालय --- अध्यि; 2. अिर सजचि (प्रिासन), मुख्य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य; 3. अिर सजचि (जित्त), मख्ु य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य; 4. उप जनििे क (प्रिासन), पत्र सूचना कायामलय, मुख्य सजचिालय, सूचना और प्रसारण मंत्रालय --- सिस्ट्य l (1) (2) (3) (2) हलिाई – सह – रसोइया 1* (2025) साधारण केन्रीय सेिा, समहू ‘ग’, अरािपजत्रत, अननुसजचिीय *(कायमभार के आधार पर पररितमन दकया िा सकता ह)ै । (4) (5) (6) िेतन मैररक्स स्ट्तर-3 (21700- अचयन 18 से 25 िष म 69100 रुपय)े (केंरीय सरकार द्वारा िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी सेिकों के जलए चालीस िषम की आयु तक जिजर्लनीय ह ैl) रोिगार कायामलय के माध्यम स ेआन े िाले अभ्यर्र्मयों की ििा में आयु- सीमा अिधाररत करने के जलए जनणामयक तारीख िह अंजतम तारीख होगी जिस तक रोिगार कायामलय से नाम भेिने के जलए कहा गया ह ै l रोिगार समाचार अर्िा समाचार-6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पत्र में पि के जिज्ञाजपत होने की जस्ट्र्जत म,ें आिेिन आमंजत्रत दकये िाने की आजखरी तारीख ही आयु- सीमा अिधाररत करने की जनणामयक तारीख होगी। (7) (8) (9) आिश्यक : नहीं सीधी भती दकए िाने िाल ेव्यजियों के जलए िो िषम l (क) दकसी मान्यता प्राप्त बोड म अर्िा संस्ट्र्ान से िसिीं प्रोन्नतों के जलए िन्ू य किा उत्तीणम होने के सार्- सार् दकसी मान्यता प्राप्त संस्ट्र्ान से खानपान जिषयक प्रमाणपत्र अर्िा जडप्लोमा धारक । (ख) अभ्यर्ी की उपयुिता का आकलन करन े हते ु भोिन जनमामण संबंधी व्यािसाजयक कौिल परीिण आयोजित दकया िाएगा। िांछनीय : सरकारी जिभाग अर्िा उपक्म में खानपान सेिा के िेत्र में िो िष मका अनुभि। रटप्पण 1 : अन्यर्ा सअु र्हतम अभ्यर्र्मयों के संिभम म ें सिम प्राजधकारी द्वारा जलजखत रूप म ें कारण अजभलेजखत करत े हुए,अपन े जििेकाजधकार स,े अहतम ाओं म ें जिजर्लता प्रिान की िा सकेगी। रटप्पण 2 : अनुसूजचत िाजतयों अर्िाअनुसूजचत िनिाजतयों स े संबंजधत अभ्यर्र्मयों के संिभ म में यदि चयन प्रदक्या के दकसी भी स्ट्तर पर सिम प्राजधकारी का यह समाधान होता ह ै दक उन समुिायों के जलए आरजित ररजियों को भरने हते ु अपेजित अनुभि रखत े संबंजधत अभ्यर्र्मयों के पयामप्त संख्या म ें उपलब्ध होन े की संभािना नहीं ह,ै तो सिम प्राजधकारी द्वारा जलजखत रूप में कारण अजभलेजखत करते हुए, अपन े जििेकाजधकार स े , अनुभि संबंधी अहतम ाओं में जिजर्लता प्रिान की िा सकेगी। (10) प्रोन्नजत द्वारा; यदि जिफल रही, तो प्रजतजनयुजि द्वारा; और यदि िोनों जिफल रह,े तो सीधी भती द्वारा।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 (11) प्रोन्नजत : ऐसे सहायक हलिाई – सह – रसोइया, जिन्होंने िेतन मैररक्स के स्ट्तर-2 (रु. 19900-63200) में न्यूनतम तीन िष म जनयजमत सेिा की हो । रटप्पण : िहा ं ऐस े कजनष्ठ व्यजियों के संबंध म,ें जिन्होंन े अपनी अहकम या पात्रता सेिा परू ी कर ली ह,ै प्रोन्नजत के जलए जिचार दकया िा रहा हो िहां उनसे ज्येष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंत ु यह तब िबदक उनके द्वारा की गई ऐसी अहकम या पात्रता सेिा, अपेजित अहकम या पात्रता सेिा के आध े स े अजधक स े या िो िष म से, इनम ें स े िो भी कम हो, कम न हो और उन्होंने अपन े ऐसे कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकम या पात्रता सेिा पहले ही परू ी कर ली ह,ै अगली उच्चतर श्रणे ी म ेंप्रोन्नजत के जलए अपनी पररिीिा की अिजध सफलतापूिमक पूरी कर ली हो। प्रजतजनयुजि : केंरीय सरकार के अजधकारी,- (क)(i) िो जनयजमत आधार पर मूल संिग मया जिभाग म ेंसििृ पि धारण कर रह ेह,ैं अर्िा (ii) जिसने सहायक हलिाई – सह – रसोइया जिसने िेतन मैररक्स में स्ट्तर- 1 (18000-56900 रु.) म ें जनयजमत आधार पर तीन िष म की सेिा की हो, और (ख) जिनके पास जनम्नजलजखत अहतम ाएं और अनुभि हो :- (क) िसिीं किा उत्तीणम होन े के सार्-सार् खानपान जिषयक प्रमाणपत्र अर्िा जडप्लोमा धारक । (ख) अनुभि - सरकारी जिभाग अर्िा सरकारी उपक्म में िो िषम का खानपान जिषयक अनुभि अजधमाजनत l रटप्पण 1.- प्रजतजनयुजि की अिजध, जिसके अंतगमत केन्रीय सरकार के उसी या दकसी अन्य संगठन या जिभाग म ें इस जनयुजि से ठीक पहले धाररत दकसी अन्य संिगम बाह्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िष म स े अजधक नहीं होगी। प्रजतजनयुजि के जलए अजधकतम आय-ु सीमा आिेिन प्राप्त करने की अंजतम तारीख को छप्पन िषम स े अजधक नहीं होगी। रटप्पण 2.- पोषक िग म के ऐस े जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पंजि म ें ह,ैं प्रजतजनयुजि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। (12) (13) जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करन े के जलए), संघ लोक सेिा आयोग स े परामि म करना जिसमें जनम्नजलजखत होंगे :- आिश्यक नहीं ह ैl 1. उप सजचि अर्िा जनिेिक (प्रिासन), मुख्य सजचिालय, सचू ना और प्रसारण मंत्रालय --- अध्यि;
