L.-33004/99 xxxGIDHxxx सी.जी.-डी.एxलxx.G-अID.E-x1x0x1 12025-267541 CG-DL-E-10112025-267541 असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (i) PART II—Section 3—Sub-section (i) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 737] नई ददल्ली, बृहस्ट्प जतवार, नवम्बर 6, 2025/कार्ततक 15, 1947 1947 No. 737] NEW DELHI, THURSDAY, NOVEMBER 6, 2025/ KARTIKA 15, 1947 1947 इलक्ट्े रॉजनकी और सचू ना प्रौद्योजगकी मत्रं ालय (मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन जनदिे ालय) अजधसचू ना नई ददल्ली, 6 नवम् बर, 2025 सा.का.जन. 823(अ).––राष्ट्रपजत, संजवधान के अनुच्छेद 309 के परंतुक द्वारा प्रदत्त िजियों का प्रयोग करत े हुए मानकीकरण, परीक्षण एव ं गुणवत्ता प्रमाणन जनदिे ालय (समूह ‘ग’ अिैक्षजणक एवं तकनीकी पद) भती जनयम, 2020 तथा इलेक्ट्रॉजनकी एवं सूचना प्रौद्योजगकी मंत्रालय, मानकीकरण, परीक्षण एवं गणु वत्ता प्रमाणन जनदेिालय, समूह ‘ग’ पद भती जनयम, 2018 को— उन बातों के जसवाय अजधक्ांत करते हुए, जजन्ह ें ऐसे अजधक्मण स े पूव व दकया गया था या करने का लोप दकया गया है, मानकीकरण, परीक्षण एव ं गणु वत्ता प्रमाणन जनदेिालय, इलेक्ट्रॉजनकी एवं सूचना प्रौद्योजगकी मंत्रालय म ें स्ट्टाफ कार चालक (ग्रडे -I), वररष्ठ सजचवालय सहायक, आिुजलजपक, स्ट्टाफ कार चालक (ग्रेड-II), कजनष्ठ सजचवालय सहायक, हहदी टंकक, स्ट्टाफ कार चालक (साधारण ग्रडे ) और मल्टी-टाहस्ट्कग स्ट्टाफ के समूह 'ग' गैर-वैज्ञाजनक और तकनीकी पदों पर भती की पध्दजत का जवजनयमन करन े के जलए जनम्नजलजखत जनयम बनात ेहैं, अथावत :- 1. संजक्षप्त नाम और प्रारंभ.- (1) इन जनयमों का संजक्षप्त नाम मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन जनदेिालय, इलेक्ट्रॉजनकी और सूचना प्रौद्योजगकी मंत्रालय (समूह 'ग', गरै -वैज्ञाजनक और तकनीकी पद) भती जनयम, 2025 ह।ै (2) ये राजपत्र म ेंप्रकािन की तारीख को प्रवृत्त होंगे। 7401 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 2. लाग ूहोना. - ये जनयम, इन जनयमों से उपाबध्द अनुसूची के स्ट्तंभ (1) म ेंजवजनर्ददष्ट पदों को लाग ूहोंगे। 3. पद-सख्ं या, वगीकरण और वते न मरै रक्ट्स म ें स्ट्तर.- उि पदों की संख्या, उनका वगीकरण और वेतन मैररक्ट्स म ें उनका स्ट्तर वे होंग ेजो इन जनयमों स ेउपाबद्ध अनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट ह।ैं 4. भती की पद्धजत, आय-ु सीमा, अहतव ाएं, आदद.- उि पदों पर भती की पद्धजत, आयु-सीमा, अहतव ाएं और उससे संबंजधत अन्य बात ें वे होंगी जो उि अनसु ूची के स्ट्तंभ (5) से स्ट्तंभ (13) में जवजनर्ददष्ट ह।ैं 5. जनरहतव ा. - वह व्यजि, - (क) जजसने ऐसे व्यजि स,े जजसका पजत या जजसकी पत्नी जीजवत ह,ै जववाह दकया ह ैया जववाह की संजवदा की है; या (ख) जजसने अपन ेपजत या पत्नी के जीजवत रहते हुए दकसी व्यजि से जववाह दकया ह ैया जववाह की संजवदा की है, उि पदों पर जनयुजि का पात्र नहीं होगा: परन्त ु यदद केन्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जववाह ऐसे व्यजि और जववाह के अन्य पक्षकार को लाग ू स्ट्वीय जवजध के अधीन अनुज्ञेय ह ै और ऐसा करने के जलए अन्य आधार ह,ैं तो वह दकसी व्यजि को इस जनयम के प्रवतवन से छूट दे सकेगी। 6. जिजथल करन े की िजि. - जहां केन्रीय सरकार की यह राय ह ै दक ऐसा करना आवश्यक या समीचीन है, वहां वह उसके जलए जो कारण ह ै उन्ह ें लेखबद्ध करके इन जनयमों के दकसी उपबंध को दकसी वग व या प्रवग व के व्यजियों की बाबत, आदिे द्वारा जिजथल कर सकेगी। 7. व्यावजृ त्त. - इन जनयमों की कोई बात, ऐस े आरक्षण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाव नहीं डालगे ी, जजनका केंरीय सरकार द्वारा इस संबंध में समय-समय पर जारी दकए गए आदेिों के अनुसार अनुसूजचत जाजतयों, अनुसूजचत जनजाजतयों, अन्य जपछडे वगों, भूतपूवव सैजनकों और अन्य जविषे प्रवग वके व्यजियों के जलए उपबंध करना अपेजक्षत ह।ै अनसु चू ी पदों का पदों की सख्ं या। वगीकरण। वते न मरै रक्ट्स म ें चयन या सीध ेभती दकए जान ेवाले व्यजियों के नाम। स्ट्तर। अचयन पद। जलए आय-ु सीमा। (1) (2) (3) (4) (5) (6) 1. 05* (2025) सामान्य केन्रीय वते न मरै रक्ट्स म ें अचयन लाग ूनहीं होता। स्ट्टाफ कार *कायभव ार के सवे ा, समहू 'ग', स्ट्तर-5. चालक आधार पर अराजपजत्रत, (रु.29,200- (श्रणे ी I) पररवतनव दकया अननसु जचवीय।। 92,300/-) जा सकता ह।ै सीध े भती दकए जान े वाल े व्यजियों के जलए सीध े भती दकए जान े वाल े पररवीक्षा की अवजध, भती की पद्धजत: भती अपजे क्षत िजै क्षक और अन्य अहतव ाएं। व्यजियों के जलए जवजहत यदद कोई हो। सीध े होगी या प्रोन्नजत आय ु और िजै क्षक अहतव ाएं द्वारा या प्रजतजनयजु ि/ प्रोन्नत व्यजियों की दिा म ें आमले न द्वारा तथा लाग ूहोगी या नहीं। जवजभन्न पद्धजतयों द्वारा भरी जान े वाली ररजियों की प्रजतितता। (7) (8) (9) (10) लाग ूनहीं होता। लाग ूनहीं होता। लाग ूनहीं होता। पदोन्नजत द्वारा उपयुवि के अभाव म,ें प्रजतजनयजु ि/आमले न। सिस्त्र बल कार्तमकों के जलए प्रजतजनयजु ि या पनु र्तनयोजन के आमेलन द्वारा।[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयजुि या आमले न द्वारा भती यदद जवभागीय प्रोन्नजत सजमजत ह,ै तो उसकी भती करन े म ें दकन की दिा म,ें व े श्रजे णया ं जजनस े प्रोन्नजत या सरं चना। पररजस्ट्थजतयों म ें सघं लोक सवे ा प्रजतजनयजु ि या आमले न दकया जाएगा। आयोग स े परामि व दकया जाएगा। (11) (12) (13) पदोन्न जत : समहू ‘ग’ जवभागीय प्रोन्नजत सजमजत प्रोन्नजत लागू नहीं होता। पर जवचार करन े के जलय े जनम्नजलजखत स्ट्टाफ कार चालक(श्रणे ी-II)लेवल-4(रु. सजम्मजलत ह ैं 25,500- 81,100/-)म ेंवते न मरै रक्ट्स म ेंग्रेड म ें 6 वष वकी जनयजमत सवे ा के साथ। 1. वैज्ञाजनक ‘ई’, मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी या और सूचना प्रौद्योजगकी मंत्रालय - अध्यक्ष; स्ट्टाफ कार ड्राइवर श्रणे ी II और स्ट्टाफ कार 2. संयुि जनदिे क / उप जनदिे क या /समतुल्य ड्राइवर साधारण श्रणे ी म ें 15 वषव की सयं िु , मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन सवे ा; और सरकार द्वारा जवजनर्ददष्ट रेड परीक्षा जनदिे ालय, इलेक्ट्रॉजनकी और सूचना उत्तीण वदकया हो। प्रौद्योजगकी मंत्रालय -सदस्ट्य; रटप्पणजहाध ऐसे कजनष्ठ व्यजियो के सम्बंध में :, 3. मानकीकरण, परीक्षण और गणु वत्ता जजन्होने अपनी अहकव या पात्रता सेवा पूरी कर प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी और सूचना ली ह,ै प्रौन्नजत के जलये जवचार दकया जा रहा प्रौद्योजगकी मंत्रालय से जभन्न दकसी मंत्रालय या हो, वहाध उनके ज्येष्ठ व्यजियो के सम्बंध में भी जवभाग से अवर सजचव/उप जनदिे क या जवचार दकया जाएगा परंतु यह तब जब दक समकक्ष स्ट्तर का अजधकारी -सदस्ट्य। उसके द्वारा की गई ऐसी अपेजक्षत अहकव या पात्रता सेवा, के आधे स ेअजधक से या दो वषव से, इनमे से जो भी कम हो, कम न हो और उन्होने समहू ग ’जवभागीय पजु ष्ट सजमजत पजु ष्ट पर अपने ऐसे कजनष्ठ व्यजियो सजहत, जजन्होने ऐसी जवचार करने के जलय े जनम्नजलजखत सजम्मजलत अहकव या पात्रता सेवा पहले ही पूरी कर ली है, है : अगली उच्चतर श्रेणी में प्रौन्नजत के जलए अपनी पररवीक्षा की अवजध सफलतापूवकव पूरी कर ली 1. वैज्ञाजनक ‘ई’, मानकीकरण, परीक्षण और हो। गणु वत्ता प्रमाणन जनदिे ालय, इलेक्ट्रॉजनक्ट्स और सूचना प्रौद्योजगकी मंत्रालय - अध्यक्ष; प्रजतजनयुजि/आमेलन : 2. संयुि जनदिे क/उप जनदिे क या समतल्ु य, (i) भारत सरकार के अन्य मंत्रालयों या स्ट्वायत्त जनकायों या साववजजनक क्षेत्र के मानकीकरण, परीक्षण और गुणवत्ता प्रमाणन उपक्मों में जनयजमत आधार पर सदिृ पद जनदिे ालय, इलेक्ट्रॉजनक्ट्स और सूचना धारण करने वालों में से; या प्रौद्योजगकी मंत्रालय -सदस्ट्य; (ii) वेतन मैररक्ट्स (रु. 25,500-81,100/-) म ें 3. मानकीकरण, परीक्षण और गणु वत्ता लेवल-4 में स्ट्टाफ कार चालक श्रेणी -II, जजसने प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी और सूचना छह वषव की जनयजमत सेवा की हो। या प्रौद्योजगकी मंत्रालय से जभन्न दकसी मंत्रालय (iii) स्ट्टाफ कार चालक श्रेणी-II और स्ट्टाफ कार या जवभाग से अवर सजचव/उप जनदिे क या चालक साधारण श्रेणी में 15 वषव की संयुि समकक्ष स्ट्तर का अजधकारी -सदस्ट्य। सेवा; और सरकार द्वारा जवजनर्ददष्ट रेड परीक्षा उत्तीणव दकया हो। सिस्त्र बल कार्तमकों के जलए प्रजतजनयजु ि या पनु र्तनयोजन: सिस्त्र बल के ऐसे कार्तमकों के संबंध में भी जवचार दकया जाएगा जो एक वषव की अवजध के भीतर सेवाजनवृत्त होने वाले ह ैं या ररजवव म ें स्ट्थानांतररत दकया जाने वाले ह ैं और जजनके पास प्रजतजनयुजि के जलए अपेजक्षत अनुभव और जवजहत अहतव ाएं ह।ैं यदद ऐसे अजधकाररयों का4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] चयन दकया जाता ह ै तो उस तारीख तक प्रजतजनयुजि के जनबंधनों पर रखा जाएगा जजस तारीख से उन्ह ें सिस्त्र बल से जनमुवि दकया जाना ह ै और तत्पश्चात उन्हें पुनर्तनयोजन जनबंधनों पर बने रहने ददया जा सकता ह।ै रटप्पण 1: पोषक प्रवगव के ऐसे जवभागीय अजधकारी, जो प्रोन्नजत की सीधी पधजि मै ह ैं प्रजतजनयुजि पर जनयुजि के जलये जवचार दकये जाने के पात्र नही होंगे । इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलये जवचार दकये जाने के पात्र नहीं होंगे । रटप्पण 2: प्रजतजनयजु ि की अवजध जजसके अंतगवत केंरीय सरकार के उसी या दकसी अन्य संगठन या जवभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्य काडर बाह्य पद पर प्रजतजनयुजि की अवजध ह ै साधारणतया 3 वषव से अजधक नही होगी । रटप्पण 3: प्रजतजनयुजि द्वारा जनयुजि के जलये अजधकतम आयु सीमा आवेदन प्राप्त करने की अंजतम तारीख को 56 वषव से अजधक नही होगी । (1) (2) (3) (4) (5) (6) 2. वररष्ठ 27* (2025) सामान्य केन्रीय वेतन मैररक्ट्स अचयन 18 से 27 वषव की आयु के बीच। सेवा, समूह 'ग', में स्ट्तर - 4 (केन्रीय सरकार द्वारा जारी अनुदिे ों सजचवालय अराजपजत्रत, (रु.25,500- या आदिे ों के अनुसार जवभागीय सहायक। *कायवभार के अनुसजचवीय। 81,100) । अभ्यर्तथयों के जलए 40 वषव तक आधार पर जिजथल की जा सकती ह)ै । पररवतवन रटप्पण: आय-ु सीमा अवधाररत करने दकया जा के जलए जनणावयक जतजथ वह होगी जो सकता ह।ै कमवचारी चयन आयोग द्वारा जवज्ञाजपत की जाए। (7) (8) (9) (10) आवश्यक: लागू नहीं होता। सीधे भती दकए जाने (i) पचास प्रजतित सीधी वाले व्यजियों के जलए भती द्वारा; (i) दकसी मान्यता प्राप्त जवश्वजवद्यालय से दो वषव। स्नातक; और (ii) पच्चीस प्रजतित रटप्पण: पररवीक्षा को सीजमत जवभागीय (ii) कम्प्यूटर पर अंग्रेजी में 35 िब्द प्रजत सफलतापूववक पूरा करने प्रजतयोगी परीक्षा द्वारा; जमनट या जहन्दी म ें 30 िब्द प्रजत जमनट की के जलए केंरीय सरकार टंकण गजत। (iii) पच्चीस प्रजतित द्वारा यथाजवजहत कम स े पदोन्नजत द्वारा । (प्रत्येक िब्द के जलए 5 की जडप्रेिन्स के कम दो सप्ताह की अवजध औसत पर 10500 की जडप्रेिन प्रजत का प्रवेि प्रजिक्षण (iv) उपयुवि (i), (ii), घंटा/9000 की जडप्रेिन प्रजत घंटा के अनुरूप अजनवायव होगा। (iii) के अभाव में 35 िब्द प्रजत जमनट और 30 िब्द प्रजत प्रजतजनयुजि द्वारा। जमनट)[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 5 रटप्पण 1: भती के समय अंग्रेजी या हहदी या दोनों का ज्ञान आवश्यक ह।ै भती के समय अभ्यर्तथयों को अंग्रेजी या हहदी का जवकल्प ददया जाता ह।ै यदद भती के समय दकसी अभ्यथी को हहदी का ज्ञान नहीं ह,ै तो उसको अपनी पररवीक्षा अवजध के दौरान उसे अर्तजत करना अपेजक्षत होगा। रटप्पण 2: अहतव ाएं, अन्यथा सुअर्तहत अभ्यर्तथयों की दिा में कारणों के जलए जो लेखबद्ध दकए जाए कमवचारी चयन आयोग के जववेकानुसार जिजथल की जा सकती ह।ै रटप्पण 3: अनुभव संबंधी अहतव ाएं कारणों के जलए जो लेखबद्ध दकए जाए कमवचारी चयन आयोग के जववेकानुसार अनुसूजचत जाजतयों और अनुसूजचत जनजाजतयों के अभ्यर्तथयों की दिा में तब जिजथल की जा सकती ह ै जब चयन के दकसी प्रक्म पर कमवचारी चयन आयोग की यह राय ह ै दक उनके जलए आरजक्षत ररजियों को भरने के जलए अपेजक्षत अनुभव रखने वाले उन समुदायों के अभ्यर्तथयों के पयावप्त संख्या में उपलब्ध होने की संभावना नहीं ह।ै (11) (12) (13) पदोन्नजत: समहू ‘ग’ जवभागीय प्रोन्नजत सजमजत प्रोन्नजत पर लागू नहीं होता। जवचार करन ेके जलय ेजनम्नजलजखत सजम्मजलत ह ैं वेतन मैररक्ट्स में स्ट्तर -2 (19900-63200 1. वैज्ञाजनक ‘ई’, मानकीकरण, परीक्षण और रुपये) में ऐसे कजनष्ठ सजचवालय सहायक और गणु वत्ता प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी हहदी टंकक जजन्होंने उस श्रेणी में आठ वषव की और सूचना प्रौद्योजगकी मंत्रालय - अध्यक्ष; जनयजमत सेवा की ह ै और समय-समय पर 2. संयुि जनदिे क / उप जनदिे क या /समतुल्य , यथाजवजनजश्चत सुसंगत कायवक्षेत्र या क्षेत्र में दो मानकीकरण, परीक्षण और गणु वत्ता प्रमाणन सप्ताह का प्रजिक्षण सफलतापूववक पूरा दकया जनदिे ालय, इलेक्ट्रॉजनकी और सूचना हो। प्रौद्योजगकी मंत्रालय -सदस्ट्य; रटप्पण : जहां ऐसे कजनष्ठ व्यजियों के संबंध में, 3. मानकीकरण, परीक्षण और गणु वत्ता जजन्होंने अपनी अहवक या पात्रता सवेा परूी कर प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी और सूचना ली ह,ै प्रोन्नजत के जलए जवचार दकया जा रहा प्रौद्योजगकी मंत्रालय से जभन्न दकसी मंत्रालय या हो, वहा ं उनके ज्येष्ठ व्यजियों के संबंध में भी जवभाग से अवर सजचव/उप जनदिे क या जवचार दकया जाएगा परंतु यह तब तक जब दक समकक्ष स्ट्तर का अजधकारी -सदस्ट्य। उसके द्वारा की गई ऐसी अहकव या पात्रता सेवा, अपेजक्षत अहकव या पात्रता सेवा के आध ेस े समहू ग ’जवभागीय पजु ष्ट सजमजत पजु ष्ट पर अजधक से या दो वषव स,े इनमें स े जो भी कम जवचार करन े के जलय े जनम्नजलजखत सजम्मजलत हो, कम न हो और उन्होंने अपने ऐसे कजनष्ठ है : व्यजियो सजहत, जजन्होंने ऐसी अहकव या 1. वैज्ञाजनक ‘ई’, मानकीकरण, परीक्षण और पात्रता सवेा पहले ही पूरी कर ली है, अगली गणु वत्ता प्रमाणन जनदिे ालय, इलेक्ट्रॉजनक्ट्स उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी और सूचना प्रौद्योजगकी मंत्रालय - अध्यक्ष; पररवीक्षा की अवजध सफलतापवूवक परूी कर ली 2. संयुि जनदिे क / जनदिे क उप / हो। यासमतुल्य, मानकीकरण, परीक्षण और सीजमत जवभागीय प्रजतयोगी परीक्षा : गणु वत्ता प्रमाणन जनदिे ालय, इलेक्ट्रॉजनक्ट्स वेतन मैररक्ट्स में लेवल-2 (19900-63200 और सूचना प्रौद्योजगकी मंत्रालय -सदस्ट्य; रुपये) में कजनष्ठ सजचवालय सहायक और हहदी टंकक, जजन्होंने पांच वषव की जनयजमत सेवा की6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] ह ैऔर अभ्यथी से आवेदन प्राजप्त की समाजप्त की 3. मानकीकरण, परीक्षण और गणु वत्ता तारीख पर समय-समय पर यथाजवजनजश्चत प्रमाणन जनदिे ालय, इलेक्ट्रॉजनकी और सूचना सुसंगत कायवक्षेत्र या क्षेत्र में दो सप्ताह का प्रौद्योजगकी मंत्रालय से जभन्न दकसी मंत्रालय प्रजिक्षण सफलतापूववक पूरा दकया हो। या जवभाग से अवर सजचव/उप जनदिे क या रटप्पण 1: सीजमत जवभागीय प्रजतयोजगता समकक्ष स्ट्तर का अजधकारी -सदस्ट्य। परीक्षा सीजमत जवभागीय प्रजतयोजगता परीक्षा जनयम, 2025 के उपबंधों के अनुसार संचाजलत होगी। रटप्पण 2: सीजमत जवभागीय प्रजतयोजगता परीक्षा के आधार पर जनयुि दकए गए व्यजियों को टंकण परीक्षा उत्तीणव करना होगी यदद पहले से टंकण उत्तीणव नहीं की हो तो जनयुजि की तारीख से एक वषव की अवजध के भीतर स्ट्तंभ (7) के खंड (ii) में यथाजवजहत टंकण परीक्षा उत्तीणव करना होगा जजसके न हो सकने पर तब तक उनकी वार्तषक वेतन वृजद्ध अनुज्ञात नहीं की जाएगी जब तक की वे उि परीक्षा में उत्तीणव नहीं हो जाते या सक्षम प्राजधकारी के अनुमोदन से सुसंगत जनयमों के अधीन छूट नहीं दी जाती। प्रजतजनयजु ि: (i) भारत सरकार के अन्य मंत्रालयों में या स्ट्विाजसत जनकायों या पजब्लक सेक्ट्टर/उपक्म में जनयजमत आधार पर(पर धारण करने) से सरिु पदों को रखने वालों में से;
