जिभाग) अजधसचू ना नई दिल्ली, 24 अप्रलै , 2026 सा.का.जन. 310(अ).— कजतपय अर्ाात प्रारूप जनयम अनुसंधान राष्‍ट रीय िोध प्रजतष्‍ट ठान, समूह ‘क’ पि (अननुसजचिीय, िैज्ञाजनक और तकनीकी) भती जनयम 2025, अनुसंधान राष्‍ट रीय िोध प्रजतष्‍ट ठान अजधजनयम, 2023 (2023 का 25) की धारा 23 की उप- धारा (1) द्वारा यर्ापेजित, तारीख 05 अगस्ट्त, 2025 को भारत के रािपत्र, असाधारण, भाग II, खंड 3, उप-खंड (i) में प्रभाजित होने िाल ेसभी व्यजियों से आपजियााँ और सुझाि आमंजत्रत करने के उद्देश्य से प्रकाजित दकए गए र्े; और उि प्रारूप जनयमों के संबंध में प्राप्त आपजियों और सुझािों पर केंद्रीय सरकार द्वारा जिचार दकया गया ह;ै अतः अब, केंद्रीय सरकार अनुसंधान राष्‍ट रीय िोध प्रजतष्‍ट ठान अजधजनयम, 2023 (2023 का 25) की धारा 23 की उप-धारा (1) और उप-धारा (2) की खंड (घ) द्वारा प्रिि िजियों का प्रयोग करते हुए जनम्नजलजखत जनयम बनाती है, अर्ाात्:— 1. सजं िप्त नाम और प्रारंभ.- (1) इन जनयमों का सजं िप्त नाम अनुसंधान राष्ट्रीय अनुसंधान प्रजतष्ठान, समूह 'क' पि (अननुसजचिीय, िैज्ञाजनक और तकनीकी) भती जनयम, 2026 है। (2) ये रािपत्र में इनके प्रकािन की तारीख से प्रिृि होंगे। 2. पररभाषा – (1) इन जनयमों में, िब तक दक संिभा से अन्यर्ा अपेजित न हो,-— 2962 GI/2026 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (a) 'अजधजनयम' से अनुसंधान राष्ट्रीय िोध प्रजतष्ठान अजधजनयम, 2023 (2023 का 25) अजभप्रेत ह;ै (b) ‘जनयंत्रण प्राजधकारी’ से प्रजतष्‍ट ठान की कायाकारी पररषि अजभप्रेत है; (c) "प्रजतष्ठान" से अजधजनयम की धारा 3 की उपधारा (1) के अंतगात स्ट्र्ाजपत अनुसंधान राष्ट्रीय िोध प्रजतष्ठान अजभप्रेत है; (d) "अनुसूची" से इन जनयमों से संलग्न अनुसूची अजभप्रेत है; (e) “स्ट्कीम” से पुनरीजित अनुकूलनीय पूरक स्ट्कीम अजभप्रेत, िो दक कमी और प्रजििण जिभाग द्वारा का.ज्ञा. संख्या एबी- 14017/41/2013-पीपी(आरआर), तारीख 13 माचा, 2024 के माध्यम से िारी की गई है; (f) “िैज्ञाजनक पि” से उस स्ट्कीम में जिजनर्िाष्ट पि अजभप्रेत ह;ै (g) “चयन सजमजत” से िह सजमजत अजभप्रेत ह ैजिसे इन जनयमों की अनुसूची I के अनुसार जनयुजि के जलए चयन पर जिचार करने के जलए गरठत दकया गया है; और (2) इसमें प्रयुि िब्ि और अजभव्यजियााँ, िो इन जनयमों में पररभाजषत नहीं ह,ैं दकन्तु अजधजनयम में पररभाजषत हैं, का िही अर्ा होगा िो अजधजनयम में ह।ै 3. पिों की संख्या, िगीकरण और िेतन मैररक्स म ें स्ट्तर - पिों के नाम, उनका िगीकरण, पिों की संख्या और उनसे संबंजधत िेतन मैररक्स में स्ट्तर ेंररजियां फीडर ग्रेड के उन िैज्ञाजनकों से पहले भरी िाएगं ी, जिन्ह ेंस्ट्कीम के अंतगात अगल े ग्रेड म ें उच्च प्रोन्नजत के जलए अनुिंजसत दकया िाएगा। यदि स्ट्कीम के अतं गता अगले ग्रडे म ें प्रोन्नजत पर जिचार हते ु अनिु ंजसत िैज्ञाजनकों की संख्या, प्रोन्नजत ग्रडे म ें उपलब्ध ररजियों की सख्ं या से अजधक है, तो पिों की संख्या उस सीमा तक प्रोन्नजत ग्रेड म ें स्ट्ितः रूप से इस ित ा पर अपग्रडे हो िाएगी, दक सभी ग्रेडों की सजममजलत स्ट्िीकृत संख्या समान रह।े नौकरी छोड़कर चल े िान े के कारण उत्पन्न होने िाली ररजियां सामान्यत: संबंजधत िैज्ञाजनक या तकनीकी श्रेणी के प्रिेि स्ट्तर के ग्रडे में प्रत्यािर्तात हो िाएंगी। तर्ाजप, प्रकायाात्मक आिश्यकताओं के आधार पर तर्ा सिम प्राजधकारी के अनुमोिन से, इनम ेंसे कुछ ररजियों को प्रिेि स्ट्तर से ऊपर के पिों के जलए, ररजि के स्ट्तर के आधार पर तर्ा समग्र स्ट्िीकृत संख्या के भीतर अलग-अलग अभ्यर्र्ायों की उच्चतर अहता ाओं और कौिल के अनरूु प, भती जनयमों में जिजहत भती पद्धजत द्वारा भरा िा सकता ह।ै 4. भती की पद्धजत – (1) िैज्ञाजनक ‘बी’ से ‘एच’ तक का पि चयन पि होगा। (2) भती के प्रयोिन के जलए इन पिों को संघ लोक सेिा आयोग के अजधकार िेत्र से मिु रखा िाएगा। (3) िैज्ञाजनक 'बी' पिों के जलए भती या तो सीधी भती या प्रजतजनयुजि (जिसमें अल्पकाजलक अनुबंध िाजमल ह)ै िैसा दक अनुसूची 2 में जिजनर्िष्टा ह,ै के माध्यम स ेकी िाएगी।[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 (4) िैज्ञाजनक 'सी', 'डी', 'ई', 'एफ' और 'िी' के पिों पर भती या तो स्ट्कीम के अंतगात पिोन्नजत/उन्नयन सीधे भती या प्रजतजनयुजि (अल्पकाजलक अनबु ंध सजहत) के माध्यम से, अनसु ूची 3, अनुसूची 5 से अनुसूची 7 म ें यर्ाजनर्िाष्ट और जनयम 3 के अतं गता प्रस्ट्तुत नोि के अनसु ार की िाएगी। (5) िैज्ञाजनक 'बी', 'सी', 'डी', 'ई', 'एफ' और 'िी' के प्रत्येक पि या प्रत्येक मामल े के जलए भती की जिजिष्ट पद्धजत समय- समय पर जनयंत्रक प्राजधकारी द्वाराजिजनश्चय दकया िाएगा। (6) िैज्ञाजनक 'एच' के पि के जलए भती जनम्नजलजखत में से दकसी भी पद्धजत द्वारा की िाएगी, अर्ाात:- (क) सीधी भती:- (ख) प्रजतजनयुजि द्वारा, जिसमें अल्पकाजलक अनुबंध िाजमल ह;ै (ग) खलु े बािार के माध्यम स ेसंजििा जनयुजि, िैसा दक अनुसूची 3, अनुसूची 5 से अनुसूची 7 म ेंजिजनर्िाष्ट ह।ै (7) िैज्ञाजनक ’बी‘, ‘सी’, ‘डी’, ‘ई’, ‘एफ’, ‘िी के पिों के जलए ’एच‘ और ’आिश्यक ििै जणक अहता ा और अनुभि के जिजिष्ट जिषय या िेत्र का जनधाारण जनयंत्रक प्राजधकारी द्वारा जिजभन्न जिषयों के िैज्ञाजनकों की उपलब्धता और दकसी जिजिष्ट जिषय में िैज्ञाजनकों की भजिष्‍टय की आिश्यकता को ध्यान में रखते हुए दकया िाएगा; तर्ा जिजिष्ट जिषय का चयन अनुसूची 5 और अनुसूची 6 म ेंउजल्लजखत जिषयों की सूची म ेंसे दकया िाएगा। 5. जनयजु ि प्राजधकारी - प्रजतष्‍टठ ान की कायाकारी पररषि िैज्ञाजनक 'बी' से लेकर िैज्ञाजनक 'एच' तक के समबन्ध म ें जनयुजि प्राजधकारी होगी। 6. सीधी भती या प्रजतजनयजु ि (अल्पकाजलक अनबु धं सजहत):- (1) स्ट्क्रीननंग और चयन प्रदक्रया िैसी होगी िैसा दक जनयंत्रक प्राजधकारी द्वारा जनर्िष्टा दकया िाएगा। (2) िैज्ञाजनक ‘बी’ से िैज्ञाजनक ‘एफ’ के पिों पर जनयुजि के जलए जसफाररिें करन े हते ु एक चयन सजमजत होगी। (3) िैज्ञाजनक ‘िी’ और िैज्ञाजनक ‘एच’ के पिों पर जनयुजि के जलए जसफाररिें करने हते ु एक खोि-सह-चयन सजमजत होगी। (4) उपरोि िोनों सजमजतयों का गठन अनुसूची 1 म ेंजनर्िाष्टानसु ार होगा और सजमजत के मनोनीत सिस्ट्य उस पि से कम से कम एक स्ट्तर ऊपर होंगे, जिसके जलए अभ्यर्ी को चयन हते ु जिचार दकया िाना ह।ै 7. प्रोन्नजत या उन्नयन – (1) िज्ञै ाजनक ‘िी’ के ग्रेड तक के िैज्ञाजनकों की प्रोन्नजत, केंद्रीय सरकार द्वारा िारी और यर्ासमय संिोजधत अनुकूलनीय परू क योिना के प्रािधानों द्वारा िाजसत होगी। (2) िैज्ञाजनक ‘सी’ से िैज्ञाजनक ‘िी’ के ग्रेड में िैज्ञाजनकों की पिोन्नजत या उन्नयन नीचे ििााई गई न्यूनतम अजनिाय ा सेिा अिजध के अनुसार होगा और योिना में जनर्िष्टा अन्य उपबंधों के अनुपालन के अधीन होगा - िेतन मेररक्स में स्ट्तर पिनाम प्रििान से िुड़ी न्यूनतम अजनिाया सेिा अिजध स्ट्तर-11 िैज्ञाजनक ‘सी’ िैज्ञाजनक ‘बी’ के रूप म ें तीन िषा स्ट्तर -12 िैज्ञाजनक ‘डी’ िैज्ञाजनक ‘सी’ के रूप म ेंचार िषा स्ट्तर -13 िैज्ञाजनक ‘ई’ िैज्ञाजनक ‘डी’ के रूप में चार िषा स्ट्तर -13ए िैज्ञाजनक ‘एफ’ िैज्ञाजनक ‘ई’ के रूप में पााँच िष ा स्ट्तर-14 िैज्ञाजनक ‘िी’ िैज्ञाजनक ‘एफ’ के रूप म ेंपााँच िषा (3) अनुसूची 7 में जिजनर्िाष्टानुसार स्ट्कीम के अंतगात मूल्यांकन के िो स्ट्तर अर्ाात् स्ट्तर-1 छानबीन (आतं ररक4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] छानबीन सजमजत) और स्ट्तर-2 छानबीन (मूल्यांकन बोडा या जिभागीय समकि व्यजि समीिा सजमजत), होंगे। (4) मूल्यांकन िषा में िो बार दकया िाएगा और उन िैज्ञाजनकों, यर्ाजस्ट्र्जत जिन्होंने मल्ू यांकन की अंजतम तारीख अर्ाात 1 िनिरी या 1 िुलाई की जस्ट्र्जत के अनुसार न्यूनतम सेिा कायाकाल अिजध पूरी कर ली ह ैया पूरी कर लगें े और जिन्होंने मूल्यांकन की अंजतम तारीख से पहले की अिजध के जलए न्यनू तम सेिा कायाकाल के िषों की संख्या के बराबर या उससे अजधक संख्या म ें िार्षाक गोपनीय ररपोिा या िार्षाक जनष्‍टपािन मल्ू यांकन ररपोिा अर्िता की ह ै या अर्िात करेंगे, के मामलों पर स्ट्कीम के अधीन मूल्यांकन के जलए जिचार दकया िाएगा। (5) िो िैज्ञाजनक स्ट्तर-I छानबीन या स्ट्तर-2 छानबीन में अर्हता नहीं होंगे, उनका पुनः मल्ू यांकन केिल एक िषा के बाि दकया िाएगा िब िे कम से कम एक और िार्षाक जनष्‍टपािन मूल्यांकन ररपोिा और िार्षाक काया ररपोिा अर्िात करेंग।े इस तरह के पनु मूाल्यांकन के जलए दफर से स्ट्तर-1 और स्ट्तर-2 छानबीन की िाएगी और यह उस चरण से िरूु नहीं होगी जिससे िैज्ञाजनक असफल हुआ र्ा। (6) स्ट्कीम के अधीन अगल े ग्रडे म ें प्रोन्नजत या उन्नयन के जलए मल्ू यांकन प्रदक्रया केिल तीन बार आयोजित की िाएगी, और उसके पश्चात, िैज्ञाजनक केंद्रीय सरकार के जसजिल कमाचाररयों के जलए यर्ा अनुमोदित सिं ोजधत सुजनजश्चत कैररयर प्रोन्नयन दििाजनिेिों के अधीन लाभाजन्ित होंगे और िैसा दक स्ट्कीम में उपबंजधत ह,ै जिस िज्ञै ाजनक को एमएसीपी के अधीन कोई ग्रडे दिया गया ह,ै उस पर अगल ेग्रडे के जलए जिचार दकया िा सकता ह।ै (7) स्ट्कीम के अधीन प्रबंधन या प्रिासजनक काया कर रह े िैज्ञाजनकों या तकनीकी जििेषज्ञों की सेिा अिजध पर प्रोन्नजत या उन्नयन हते ु जिचार नहीं दकया िाएगा और स्ट्कीम के अधीन अनन्य रूप से प्रबंधन या प्रिासजनक काया कर रह े िैज्ञाजनकों या तकनीकी जििेषज्ञों पर प्रोन्नजत या उन्नयन के जलए जिचार नही दकया िाएगा तर्ा उन्ह ें केिल एमएसीपी के अधीन उन्नयन का लाभ दिया िाएगा। (8) स्ट्कीम के अधीन अगल े उच्चतर ग्रेड में प्रोन्नजत या उन्नयन के जलए अनुिंजसत िैज्ञाजनकों की प्रोन्नजत या उन्नयन की तारीख िह होगी जिस तारीख को सिम प्राजधकारी ने प्रोन्नजत या उन्नयन को अनुमोदित दकया र्ा। अिकािकालीन अजधकारी या संगठन से बाहर प्रजतजनयुि अजधकारी को केिल उस तारीख से प्रोन्नजत या उन्नयन दिया िाएगा जिस तारीख से िे मलू कैडर में पुनः काया ग्रहण करत े ह ैंया लौित ेह।ैं (9) कोई भी पूिाव्यापी पिोन्नजत या उन्नयन नहीं होगा। (10) िैज्ञाजनक ‘एफ’ के पि पर पिोन्नजत या उन्नयन के जलए अनुसंधान और जिकास में कम से कम िो िष ा का फील्ड अनुभि या िैज्ञाजनक पररयोिनाओं के कायाान्ियन का अनुभि, तर्ा िैज्ञाजनक ‘िी’ के जलए पााँच िषा का ऐसा अनुभि अजनिाया होगा। (11) न्यूनतम सेिा अिजध की गणना के जलए अिकाि की अिजध, प्रजतजनयुजि या जििेि सेिा, आदि पर जबताई गई अिजध का जनधाारण योिना में जिजनर्िाष्टानुसार दकया िाएगा। (12) इन जनयमों में जिस दकसी बात का उल्लेख नहीं दकया गया ह,ै िह योिना के प्रािधानों द्वारा िाजसत होगी। 8. िार्षका जनष्‍टपािन मल्ू याकं न ररपोिा और िार्षका काय ा ररपोिा – िैज्ञाजनक अजनिाया रूप से िार्षाक आधार पर, स्ट्कीम में दिए गए प्रारूप म,ें िार्षाक काया ररपोिा और िार्षाक जनष्‍टपािन मल्ू यांकन ररपोिा भरेंगे। 9. पररिीिा– (1) सीधी भती द्वारा िैज्ञाजनक ‘बी’ और ‘सी’ के ग्रेड में जनयुि िैज्ञाजनकों के जलए पररिीिा अिजध िो िषा होगी और सीधी भती द्वारा िैज्ञाजनक ‘डी’, ‘ई’, ‘एफ’, ‘िी’ और ‘एच’ के ग्रेड में जनयुि िैज्ञाजनकों के जलए पररिीिा अिजध एक िषा होगी: परंत ु जनयंत्रक प्राजधकारी इस संबंध म ें केंद्रीय सरकार द्वारा यर्ासमय िारी जनिेिों के अनसु ार पररिीिा की अिजध को बढा सकता ह:ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 परंत ु यह और दक, पररिीिा अिजध को बढान े का कोई भी जिजनश्चय साधारणतया: जपछली पररिीिा अिजध की समाजप्त के आठ सप्ताह के भीतर जलया िाएगा और उि अिजध के भीतर ही संबंजधत अजधकारी को ऐसा करन े के कारणों के सार् जलजखत रूप म ेंसूजचत दकया िाएगा। (2) पररिीिा की अिजध या उसके दकसी जिस्ट्तारण पर, यदि िैज्ञाजनकों को स्ट्र्ायी जनयुजि के जलए उपयुि माना िाता ह,ै तो उन्ह ें जनयजमत आधार पर उनकी जनयुजियों में बनाए रखा िाएगा और उपलब्ध मलू ररजियों के जिरुद्ध स्ट्र्ायी दकया िाएगा। (3) यदि पररिीिा की अिजध या उसके दकसी जिस्ट्तारण के िौरान, िैसी भी जस्ट्र्जत हो, प्रजतष्ठान की यह राय ह ै दक दकसी भी िैज्ञाजनक की सेिा और आचरण संतोषिनक नहीं ह,ै तो उसकी सेिाएाँ समाप्त की िा सकती ह।ैं (4) पररिीिा की अिजध या उसके दकसी जिस्ट्तारण के िौरान, प्रजतष्ठान िैज्ञाजनकों से ऐसे प्रजििण पाठ्यक्रम और जिजनिेि का पालन करन े तर्ा परीिाओं और परीिणों (नहिं ी परीिा सजहत) म ें उिीणा होने की अपिे ा कर सकता है, जिन्ह ेंप्रजतष्ठान उजचत समझे; जिससे पररिीिा के संतोषिनक रूप से पूर्त ा की िता पणू ा हो सके। (5) पररिीिा से संबंजधत अन्य मामलों के संबंध में, िैज्ञाजनक इस जिषय में केंद्रीय सरकार द्वारा समय-समय पर िारी जनिेिों द्वारा िाजसत होंगे। 10. पजु ष्टकरण– सीधी भती के माध्यम से जनयिु िैज्ञाजनकों का पुजष्टकरण, जिभागीय पुजष्टकरण सजमजत की जसफाररिों पर जनयंत्रक प्राजधकारी द्वारा दकया िाएगा और जिभागीय पुजष्टकरण सजमजत की संरचना जनम्नानुसार होगी: - (1) िैज्ञाजनक ‘बी’, ‘सी’, ‘डी’, ‘ई’ और ‘एफ’ के जलए’: 1. मुख्य कायाकारी अजधकारी अध्यि; 2. संयुि सजचि, प्रजतष्ठान या जिज्ञान और प्रौद्योजगकी जिभाग सिस्ट्य; 3. िैज्ञाजनक ‘िी’, प्रजतष्ठान सिस्ट्य। (1) िैज्ञाजनक 'िी' और एच' के जलए: 1. अध्यि, प्रजतष्ठान, कायाकारी पररषि अध्यि 2. सजचि, जिज्ञान और प्रौद्योजगकी जिभाग सिस्ट्य; 3. मुख्य कायाकारी अजधकारी, प्रजतष्ठान सिस्ट्य। 11. जनहरा ता - कोई भी व्यजि,- (क) जिसन े दकसी ऐसे व्यजि स ेजििाह दकया ह ैजिसका पजत/पत्नी िीजित है; या (ख) जिसन े अपने पजत/पत्नी के िीजित रहते हुए दकसी अन्य व्यजि, स ेजििाह या जििाह का अनुबंध दकया ह,ै उि पि पर जनयुजि का पात्र नहीं होगा: परंतु यदि केन्द्रीय सरकार संतुष्‍टि हो िाए दक ऐसा जििाह ऐसे व्यजि और जििाह के िसू रे पिकार पर लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितना से पृर्क कर सकती ह।ै 12. जचदकत्सा सजु िधा– प्रजतष्ठान के अजधकारी अनुसूची 4 म ेंजिजनर्िाष्ट जचदकत्सा सुजिधाओं के हकिार होंगे। 13. सिे ाजनिजृ ि लाभ - नई पिें न स्ट्कीम या एकीकृत पेंिन स्ट्कीम के उपबधं , िो समान िेतन स्ट्तर िाल े केंद्र सरकार के अजधकाररयों पर लागू होत े ह,ैं प्रजतष्ठान के अजधकाररयों पर भी लागू होंगे।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 14. जिजर्ल करन े की िजि:- िहााँ केन्द्रीय सरकार की यह राय हो दक ऐसा करना आिश्यक अर्िा समीचीन है, तो िह उसके जलए िो कारण ह ैंउन्ह ेंजलजखत में िि ाकरके, आििे द्वारा, दकसी िगा या प्रिगा के व्यजियों के संबंध में इन जनयमों के दकसी उपबंध को जिजर्ल कर सकती ह।ै 15. प्रारंजभक गठन.- (1) इन जनयमों के प्रारंभ होन े की तारीख को इन पिों पर जनयजमत आधार पर जनयिु सभी अजधकारी को इन जनयमों के अधीन उि पि पर जनयिु मान े िाएंगे और इस प्रारंभ से पहले उि पिों पर उनके द्वारा की गई जनयजमत सेिा की गणना िररष्ठता, पिोन्नजत, स्ट्र्ायीकरण आदि के प्रयोिनों के जलए की िाएगी; (2) इन जनयमों के प्रारंभ होन े से ठीक पहल े सेिा म ें रह े प्रजतष्ठान के अजधकाररयों की सेिा के जनयम और ित ें इन जनयमों के उपबंधों के अनुसार होंगी। 16. व्य ािजृ ि:- इन जनयमों की कोई बात, ऐसे आरिण और अन् य ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन् द्रीय सरकार द्वारा इस संबंध में समय-समय पर जनकाले गए आिेिों के अनुसार, अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछड़ ेिगों और अन् य जििेष प्रिगा के व् यजियों के जलए उपबंध दकया िाना अपेजित ह।ै अनुसूची – I पिनाम चयन सजमजत की संरचना िैज्ञाजनक ‘बी’ (1) मुख्य कायाकारी अजधकारी (सीईओ), अनुसंधान राष्ट्रीय िोध प्रजतष्‍टठ ान (एएनआरएफ) - िैज्ञाजनक ‘सी’ अध्यि िैज्ञाजनक ‘डी’ (2) संयिु सजचि, प्रजतष्ठान (एएनआरएफ) या जिज्ञान और प्रौद्योजगकी जिभाग - सिस्ट्य; िैज्ञाजनक ‘ई’ (3) एएनआरएफ के बाहर से तीन जििेषज्ञ। िैज्ञाजनक ‘एफ’ पिनाम खोि-सह-चयन सजमजत की संरचना (1) सजचि, जिज्ञान और प्रौद्योजगकी जिभाग- अध्यि; िैज्ञाजनक ‘िी’ (2) मख्ु य कायाकारी अजधकारी (सीईओ), प्रजतष्ठान (एएनआरएफ) - अध्यि िैज्ञाजनक ‘एच’ (3) एएनआरएफ के बाहर से तीन जििेषज्ञ। अनुसूची –2 िैज्ञाजनक ‘बी’ के पिों के जलए भती क. सीधी भती - (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहता ाए ं (क) आिश्यक: अनुसूची 5 म ेंजनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 अनुसूची 6 म ेंजनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक जडग्री (न्यूनतम चार िषीय जडग्री पाठ्यक्रम)। (ख) िाछं नीय: (i) दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 5 में जिजनर्िाष्ट दकसी भी जिषय म ेंडॉक्िरेि जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 5 में जिजनर्िाष्ट दकसी भी जिषय म ेंस्नातकोिर जडग्री। (ii) उद्योग या िैिजणक संस्ट् र्ान या जिज्ञान और प्रौद्योजगकी संगठन में अनुसंधान और जिकास में एक िषा का अनुभि। रिप्प ण.- न्यूनतम अजनिाया िजै िक अहता ाएं अर्िात करन े पर व्यतीत अिजध अनुभि में नहीं िोड़ी िाएगी। दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से डॉक्िरेि जडग्री (आिश्यक अहता ा के िेत्र में) प्राप्त करने म ें व्यतीत अिजध, िो दक उस जिश्वजिद्यालय या संस्ट्र्ान के प्रमाणन से सत्याजपत हो, डॉक्िरेि की जडग्री पूरी होने पर और अजधकतम िो िषा की अिजध बीतने पर, अनुभि में िोडी िाएगी। यदि डॉक्िरेि जडग्री प्रिान नहीं की गई ह ै तो डॉक्िरेि जडग्री प्राप्त करन े पर व्यतीत अिजध दकसी भी उद्देश्य के जलए अनुभि में नहीं िोड़ी िाएगी। तर्ाजप, डॉक्िरेि जडग्री (प्रिान की गई जडग्री) प्राप्त करने पर व्यतीत अिजध की समान िषा अिजध के िौरान िो िषा से अजधक के पूणाकाजलक जनयोिन (जनयजमत या संजििात्मक) के मामलों में प्राप्त अनुभि, केिल जनयोिन अिजध का, न दक डॉक्िरेि जडग्री का, िोड़ा िाएगा। (2) सीधी भती के जलए आयु-सीमा: सीधी भती के जलए, ऊपरी आय-ु सीमा पैंतीस िषा स ेअजधक नहीं होगी। (केन् द्रीय सरकार द्वारा िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी कमाचाररयों के जलए 5 िषा तक जिजर्ल की िा सकती ह)ै रिप्पण.– आय-ु सीमा अिधाररत करन े की जनणाायक तारीख अभ् यर्र्ायों से आिेिन प्राप्त करने की अंजतम तारीख होगी, न दक असम, मघे ालय, अरुणाचल प्रिेि, जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसदिम, जहमाचल प्रिेि आिश्यक समझे, तो स्ट्क्रीननंग प्रदक्रया में एक जलजखत परीिा िाजमल की िाएगी, िो प्रजतष्‍टठ ान द्वारा सीधे या िेत्र म ेंअनुभि और जििेषज्ञता रखन े िाली दकसी अजभकरण या सगं ठन के माध्यम स ेआयोजित की िाएगी। ख. प्रजतजनयुजि (अल्पकाजलक संजििा सजहत):प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा भती की जस्ट्र्जत में, ि े ग्रेड जिनसे प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की िाएगी - (क) केन्द्रीय सरकार, राज्य सरकारों, संघ राज्य िेत्रों, सांजिजधक या स्ट्िायि सगं ठनों, जिश्वजिद्यालयों या भारत या जििेि में मान्यता प्राप्त अनुसधं ान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि,् - (i) ितामान संिग ाया जिभाग में जनयजमत आधार पर समरूप पि धारक; या - (ii) मूल संिगा या जिभाग में स्ट्तर-9 (रु. 53100- 167800) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात िो िषा की सेिा प्रिान करन े िाले; या (iii) मूल संिगा या जिभाग म ें स्ट्तर-8 (रु. 47600- 151100) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात चार िषा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा 1(क) में सीधी भती के जलए जिजहत अहता ाएं और अनुभि धारक ।8 THE ठीक पहल े धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अिजध (जिसम ें अल्पकाजलक संजििा िाजमल ह)ै िाजमल ह,ै तीन िष ा से साधारणतया अजधक नहीं होगी। रिप्प ण 2: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो स्ट्कीम के अधीन प्रोन्नजत/उन्नयन की सीधी पंजि म ें है, ऐसे काडर बाह्य पिों के अलािा जिसके जलए िे पोषक श्रेणी अजधकारी नहीं हैं, प्रजतनजयुजि (अल्पकाजलक संजििा सजहत) पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि (अल्पकाजलक संजििा पर जनयुि व्यजि भी ह)ै स्ट्कीम के अधीन प्रोन्नजत के जलए जिचार दकए िाने के पात्र नहीं होंगे। रिप्प ण 3: प्रजतजनयुजि (जिसम ें अल्पकाजलक संजििा ह)ै द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को 56 िष ा से अजधक नहीं होगी। अनुसूची 3 िैज्ञाजनक ‘सी’ से िैज्ञाजनक ‘एच’ तक के पिों के जलए भती I. िैज्ञाजनक ‘सी’ पिों के जलए: क. सीधी भती - (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहता ाएं, - (क) आिश् यक: (i) अनसु चू ी 5 म ें जिजनर्िष्टा दकसी भी जिषय म ेंमान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान स ेस्नातकोिर प्रौद्योजगकी संगठन में अनुसंधान और जिकास में चार िष ा का अनुभि। (ख) िांछनीय: दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 5 में जिजनर्िाष्ट दकसी भी जिषय म ेंडॉक्िरेि जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 6 में जिजनर्िाष्ट दकसी भी जिषय म ेंस्नातकोिर जडग्री। रिप्प ण.- न्यूनतम अजनिाया िैजिक अहता ाए ं अर्िात करन े पर व्यतीत अिजध अनुभि में नहीं िोड़ी संगठनों, जिश्वजिद्यालयों या भारत या जििेि में मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि ्होंगे, (क) (i) ितामान संिगा या जिभाग म ेंजनयजमत आधार पर समरूप पि धारक; या (ii) ितामान संिगा या जिभाग में स्ट् तर-10 (रु. 56100- 177500/-) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात तीन िष ा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा (1)(क) के अधीन सीधी भती के जलए जिजहत अहता ाए ंऔर अनुभि धारक। रिप्प ण 1: प्रजतजनयुजि की अिजध (जिसमें अल्पकाजलक संजििा िाजमल ह)ै , जिसमें केन् द्रीय सरकार के उसी या दकसी अन् य संगठन या जिभाग म ें इस जनयजु ि स े ठीक पहल े धाररत दकसी अन् य काडर ह)ै द्वारा जनयुजि के जलए अभ् यर्र्ायों की अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को छप् पन िषा स ेअजधक नहीं होगी। II. िैज्ञाजनक ‘डी’ पिों के जलए: A. सीधी भती:- (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहता ाएं,- (क) आिश् यक: (i) अनुसूची 5 म ेंजनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। या अनुसूची 6 म ेंजनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक जडग्री (न्यूनतम चार िषीय जडग्री पाठ्यक्रम)। (ii) उद्योग या िैिजणक संस्ट् र्ान या जिज्ञान और प्रौद्योजगकी संगठन में अनुसंधान और जिकास में आठ िष ा का अनुभि। दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से डॉक्िरेि जडग्री (आिश् यक अहता ा के िेत्र में) प्राप्त करने म ें व्यतीत अिजध, िो दक उस जिश्वजिद्यालय या संस्ट्र्ान के प्रमाणन से सत्याजपत हो, िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी कमाचाररयों के जलए 5 िषा तक जिजर्ल की िा सकती ह)ै रिप्प ण: आय-ु सीमा अिधाररत करने की जनणाायक तारीख भारत म ें गैर िरू स्ट्र् िेत्रों के अभ् यर्र्ायों से आिेिन प्राप् त करन े की अंजतम तारीख होगी, न दक िरू स्ट्र् िेत्रों अर्ाात असम, मेघालय, अरूणाचल प्रििे , जमिोरम, मजणपुर, नागालडैं , जत्रपुरा, जसदिम, लद्दाख के संघ राज्य िेत्रों, जहमाचल प्रििे के लाहौल और स्ट् पीजत जिल े तर्ा चम बा-जिल े के पांगी उप- मंडल, अंिमान और जनकोबार द्वीप और लिद्वीप के अभ् यर्र्ायों के जलए जिजहत अंजतम तारीख होगी। ख. प्रजतजनयुजि (अल्पकाजलक संजििा सजहत):– प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा भती के मामले में ि े ग्रेड जिनसे प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की िाएगी, केन् द्रीय सरकार, राज्य सरकारों, केंद्र िाजसत प्रिेिों, सांजिजधक या स्ट्िायि संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ें मान्यता प्राप्त अनुसंधान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि ्होंगे, (क) (i) ितामान संिगा या जिभाग म ेंजनयजमत आधार पर समरूप पि धारक; या (ii) ितामान संिग ा या जिभाग में स्ट् तर-11 (रु. 67700- 208700) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात चार िषा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा (1)(क) के अधीन सीधी भती के जलए जिजहत अहता ाए ाँऔर अनुभि रखने िाले। रिप्प ण 1: प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत), जिसमें केन् द्रीय सरकार के उसी या दकसी अन् य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत) िाजमल ह,ै चार िष ा से साधारणतया अजधक नहीं होगी। रिप्प ण 2: पोषक प्रिग ा के ऐस े जिभागीय अजधकारी, िो स्ट् कीम के अधीन प्रोन्नजत या उन्नयन की सीधी पंजि में ह,ै ऐस े काडर बाह्य पिों के जसिाय जिसके जलए ि े पोषक श्रणे ी अजधकारी नहीं हैं, प्रजतनजयुजि (अल्पकाजलक संजििा सजहत) पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि (अल्पकाजलक संजििा अपेजित िैजिक और अन् य अहता ाएं,- (क) आिश् यक: (i) अनुसूची 5 म ेंजनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। या अनुसूची 6 में जनर्िाष्ट दकसी भी जिषय में मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातक जडग्री (न्यूनतम चार िषीय जडग्री पाठ्यक्रम)। (ii) उद्योग या िैिजणक संस्ट्र्ान या जिज्ञान और प्रौद्योजगकी संगठन में अनुसंधान और जिकास में बारह िषा िैजिक अहता ा ह ै िहााँ दकसी मान्यताप्राप्त विश्िजिद्यालय या संस्ट्र्ान स े डॉक्िरेि जडग्री (आज्ञापक अहता ा के िेत्र म)ें प्राप्त करने में व्यतीत अिजध, िो दक उस जिश्वजिद्यालय या संस्ट्र्ान के प्रमाणन से सत्याजपत हो, डॉक्िरेि की जडग्री पूरी होन े पर और अजधकतम िो िषा की अिजध बीतन े पर, अनुभि में िोडी िाएगी। यदि डॉक्िरेि जडग्री प्रिान नहीं की गई ह ैतो डॉक्िरेि जडग्री प्राप्त करन े पर व्यतीत अिजध दकसी भी उद्दश्े य के जलए अनुभि म ें नहीं िोड़ी िाएगी, तर्ाजप, डॉक्िरेि जडग्री (प्रिान की गई जडग्री) प्राप्त करने पर व्यतीत अिजध की समान अिजध के िौरान िो साल से अजधक के पूणाकाजलक जनयोिन (जनयजमत या संजििात्मक) के मामलों में प्राप्त अनुभि, केिल जनयोिन अिजध का, न दक डॉक्िरेि जडग्री का, िोड़ा िाएगा। (2) सीधी भती के जलए आय-ु सीमा: - सीधी भती के जलए, ऊपरी आय-ु सीमा पैंताजलस िष ा से अजधक नहीं होगी। (केन् द्रीय सरकार द्वारा िारी दकए गए अनुिेिों या आिेिों के अनुसार सरकारी कमाचाररयों के जलए 5 िषा तक जिजर्ल की िा सकती ह)ै रिप्प ण: आय-ु सीमा अिधाररत करने की जनणाायक तारीख अभ्य र्र्ायों से आिेिन प्राप् त करने की अंजतम तारीख होगी, न दक असम, मेघालय, अरूणाचल प्रिेि, जमिोरम, मजणपरु , नागालडैं , जत्रपुरा, , लद्दाख संघ राज्य िेत्र, जहमाचल सिक्किम प्रिेि के लाहौल और स्ट् पीजत जिले तर्ा चम बा-जिल े के पागं ी उप-मडं ल , अंिमान और जनकोबार द्वीप और लिद्वीप के अभ् यर्र्ायों के जलए जिजहत अंजतम तारीख होगी। ख. प्रजतजनयजु ि (अल्पकाजलक सजं ििा सजहत):– प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा भती के मामल े में, ि े ग्रेड जिनसे प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की िाएगी, केन् द्रीय सरकार, राज्य सरकारों, केंद्र िाजसत प्रिेिों,12 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सांजिजधक या स्ट्िायि संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ें मान्यता प्राप्त अनुसधं ान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि ्होंगे, (क) (i) ितामान संिग ाया जिभाग म ेंजनयजमत आधार पर समरूप पि धारक; या (ii) ितामान संिगा या जिभाग में स्ट् तर-12 (रु. 78800 - 209200) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात चार िषा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा (1)(क) के अधीन सीधी भती के जलए जिजहत अहता ाए ाँऔर अनुभि रखने िाले। रिप्प ण 1: प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत), जिसमें केन् द्रीय सरकार के उसी या दकसी अन् य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत) िाजमल ह,ै चार िष ा से साधारणतया अजधक नहीं होगी। रिप्प ण 2: पोषक प्रिग ा के ऐस े जिभागीय अजधकारी, िो स्ट् कीम के अधीन प्रोन्नजत या उन्नयन की सीधी पंजि में ह,ै ऐस े काडर बाह्य पिों के जसिाय जिसके जलए ि े पोषक श्रणे ी अजधकारी नहीं हैं, प्रजतनजयुजि (अल्पकाजलक संजििा सजहत) पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि (अल्पकाजलक संजििा सजहत) स्ट् कीम के अधीन प्रोन्नजत या उन्नयन के जलए जिचार दकए िाने के पात्र नहीं होंगे। रिप्प ण 3: प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा जनयुजि के जलए अभ् यर्र्ायों की अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को 56 िषा से अजधक नहीं होगी। IV. िैज्ञाजनक ‘एफ’ के पिों के जलए: क. सीधी भती: - (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहता ाएं: - (क) आिश् यक: (i) अनुसूची-5 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से डॉक्िरेि की जडग्री।; या अनुसूची-6 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। (ii) उद्योग या ििै जणक संस्ट्र्ान या जिज्ञान और प्रौद्योजगकी संगठन म ें अनुसंधान और जिकास में सोलह िष ा का अनुभि। (ख) िांछनीय: अनुसूची-5 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से पोस्ट्ि डॉक्िरेि अनुभि; या अनुसूची-6 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से डॉक्िरेि जडग्री। रिप्प ण.- न्यनू तम अजनिाया िैजिक अहता ाएं प्राप्त करने म ें व्यतीत अिजध को अनुभि के रूप म ें नहीं जगना िाएगा। केिल उन मामलों म ें िहााँ स्नातकोिर की उपाजध न्यनू तम अजनिाय ा िैिजणक अहता ा ह ै - दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान स े (आज्ञापक अहता ा के ित्रे म)ें डॉक्िरेि की उपाजध प्राप्त करने म ें व्यतीत की गई अिजध, िैसा दक संबंजधत जिश्वजिद्यालय या संस्ट्र्ान के प्रमाणन द्वारा प्रमाजणत हो, डॉक्िरेि की जडग्री पणू ा होन े की ित ा के अधीन और अजधकतम िो िषा की सीमा तक, अनुभि के रूप म ें जगनी िाएगी। यदि डॉक्िरेि की जडग्री प्रिान नहीं की गई ह,ै तो डॉक्िरेि की जडग्री[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 13 प्राप्त करन े के जलए व्यतीत की गई अिजध को दकसी भी उद्देश्य के जलए अनुभि के रूप म ें नहीं जगना िाएगा। हालांदक, डॉक्िरेि की जडग्री प्राप्त करन े (जडग्री प्रिान दकए िाने की जस्ट्र्जत म)ें की समान अिजध के िौरान िो िषा स े अजधक के पूणाकाजलक जनयोिन (जनयजमत या संजििात्मक) के मामलों म,ें अनुभि की गणना केिल जनयोिन की अिजध के जलए की िाएगी न दक डॉक्िरेि की जडग्री का, िोड़ा िाएगा। ।" (2) सीधी भती के जलए आय-ु सीमा: - सीधी भती के जलए, ऊपरी आय-ु सीमा 50 िष ा से अजधक नहीं होगी। (जनयंत्रण प्राजधकरण द्वारा िारी दकए गए अनिु ेिों या आििे ों के अनुसार सरकारी कमाचाररयों के जलए 5 िषा तक जिजर्ल राज्य सरकारों, केंद्र िाजसत प्रिेिों, सांजिजधक या स्ट्िायि संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ेंमान्यता प्राप्त अनुसंधान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि ्होंगे,- (क)(i) ितामान संिगा या जिभाग म ेंजनयजमत आधार पर समरूप पि धारक; या (ii) ितामान संिगा या जिभाग में लेिल-13 (रू.123100- 215900) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात पााँच िषा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा (1)(क) के अतं गात सीधी भती के जलए जनधााररत िैिजणक अहता ाएं और अनभु ि धाररत करना। रिप्पण 1.- प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की अिजध, जिसके अतं गता उसी या दकसी अन्य सगं ठन या केन् द्रीय सरकार के जिभाग में इस जनयुजि स े ठीक पहले धाररत दकसी अन्य संिगा-बाह्य पि पर प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की अिजध भी िाजमल ह,ै साधारणतया पांच िष ा से अजधक नहीं होगी।" रिप्पण 2.- पोषक िगा (फीडर ग्रेड) के िे जिभागीय अभ्यर्ी, िो पिोन्नजत या स्ट् कीम के अधीन उन्नयन की सीधी कतार में ह,ैं प्रजतजनयुजि (अल्पकाजलक सजं ििा सजहत) पर जनयुजि के जलए जिचार दकए िाने हते ु पात्र नहीं होंगे, जसिाय उन संिग-ा बाह्य पिों के जिनके जलए िे पोषक ग्रडे अजधकारी नहीं ह।ैं इसी प्रकार, प्रजतजनयुजि पर आए व्यजि (अल्पकाजलक संजििा सजहत) स्ट् कीम के अधीन पिोन्नजत या उन्नयन के जलए जिचार दकए िाने हते ु पात्र नहीं होंगे। रिप्पण 3.- प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा जनयुजि के जलए अजधकतम आयु-सीमा, आिेिन प्राप्त करने की अंजतम तारीख़ को छप्पन िष ा स ेअजधक नहीं होगी। V. िैज्ञाजनक ‘िी’ पिों के जलए: क. सीधी भती: - यर्र्ायों की अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को अट्ठािन िषा से अजधक नहीं होगी। VI. िैज्ञाजनक ‘एच’ के पिों के जलए: क. सीधी भती: - (1) सीधी भती के जलए अपेजित िैजिक और अन् य अहता ाएं: - (क) आिश् यक: (i) अनुसूची-5 में जिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से डॉक्िरेि की जडग्री; या अनुसूची-6 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। (ii) उद्योग या िैिजणक संस्ट्र्ान या जिज्ञान और प्रौद्योजगकी संगठन में अनुसंधान और जिकास का िषा का इकिीि अनुभि, जिसमें से कम से कम िस िषा िररष्ठ स्ट्तर (िेतन मैररक्स में स्ट्तर 13 और उससे ऊपर) पर जिज्ञान और प्रौद्योजगकी कायाक्रमों के जनयोिन, प्रिासन और संगठन के जिकास तर्ा समन्िय का होना चाजहए। (iii) जिज्ञान और प्रौद्योजगकी कायाक्रम के जिकसन, प्रबंधन और जनििे न का अनुभि, और (iv) स्ट्तर के प्रकाजित िोध काया। उच्च (ख) िांछनीय: दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 5 में जिजनर्िाष्ट दकसी भी जिषय म ेंपोस्ट्ि डॉक्िरेि जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 6 में जिजनर्िाष्ट दकसी भी जिषय म ेंडॉक्िरेि जडग्री; रिप्प ण: न्यूनतम अजनिाय ा िैजिक अहता ाएं प्राप्त करन े में व्यतीत अिजध को अनुभि के रूप सजं ििा सजहत):– प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) द्वारा भती के मामल े में, ि े ग्रेड जिनसे प्रजतजनयुजि (अल्पकाजलक संजििा सजहत) की िाएगी, केन् द्रीय सरकार, राज्य सरकारों, केंद्र िाजसत प्रिेिों, सांजिजधक या स्ट्िायि संगठनों, जिश्वजिद्यालयों या भारत या जििेि म ें मान्यता प्राप्त अनुसधं ान संस्ट्र्ानों के िैज्ञाजनक या प्रौद्योजगकीजिि ्होंगे,- (क) (i) ितामान संिग ाया जिभाग म ेंजनयजमत आधार पर समरूप पि धारक; या (ii) ितामान संिग ा या जिभाग में स्ट् तर-14 (रू.144200- 218200/-) या समकि पि पर जनयजमत आधार पर जनयुजि के पश्चात तीन िष ा की सेिा प्रिान करन े िाले; और (ख) उपरोि पैरा (1)(क) के अतं गात सीधी भती के जलए जनधााररत िैिजणक अहता ाएं और अनभु ि धाररत करना। रिप्प ण 1: प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत), जिसमें केन् द्रीय सरकार के उसी या दकसी अन् य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन् य काडर बाह्य पि पर प्रजतजनयुजि की अिजध (अल्पकाजलक संजििा सजहत) िाजमल ह,ै पांच िष ा से साधारणतया अजधक नहीं होगी। रिप्प ण 2: पोषक प्रिगा के ऐसे जिभागीय अजधकारी, िो स्ट् कीम के तहत प्रोन्नजत/उन्नयन की सीधी पंजि में है, ऐसे काडर बाह्य पिों के जसिाय जिसके जलए िे पोषक श्रेणी अजधकारी नहीं हैं, प्रजतनजयुजि (अल्पकाजलक संजििा सजहत) पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि (अल्पकाजलक संजििा सजहत) स्ट् कीम के अधीन प्रोन्नजत/उन्नयन के जलए जिचार दकए िाने के पात्र नहीं होंगे। रिप्प ण 3: प्रजतजनयुजि (जिसके अंतगात अल्पकाजलक संजििा ह)ै द्वारा जनयुजि के जलए अभ् यर्र्ायों की अजधकतम आय ु सीमा आिेिन प्राजप्त की अंजतम तारीख को 58 िष ा से अजधक नहीं होगी। ग. बाह्य स्रोत के माध्यम से संजििात्मक जनयुजि:- उपरोि उप-जनयम 6 बी के अतं गात िाजमल नहीं होन े िाले व्यजियों के जलए बाह्य स्रोत के माध्यम से संजििात्मक जनयुजि द्वारा भती के मानिंड जनम्नजलजखत होंग;े (1) िैजिक और अन् य अहता ाएं:- (क) आिश् यक: (i) अनुसूची-5 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से डॉक्िरेि की जडग्री; या (ii) अनुसूची-6 म ेंजिजनर्िाष्ट दकसी भी जिषय में, दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से स्नातकोिर जडग्री। (iii) उद्योग या जनिी िेत्र या जििेिी संस्ट्र्ानों या गरै -सरकारी संगठनों में अनुसंधान और जिकास का इिीस िषा का अनुभि, जिसमें से कम से कम िस िषा िररष्ठ स्ट्तर पर जिज्ञान और प्रौद्योजगकी कायाक्रमों के जनयोिन, प्रिासन और सगं ठन के जिकास तर्ा समन्िय का होना चाजहए। (iv) जिज्ञान और प्रौद्योजगकी कायाक्रम के जिकसन, प्रबंधन और जनिेिन का अनुभि, और (v) स्ट्तर के प्रकाजित िोध काया। उच्च[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 17 (ख) िाछं नीय: दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 5 में जिजनर्िाष्ट दकसी भी जिषय म ेंपोस्ट्ि डॉक्िरेि जडग्री; या दकसी मान्यता प्राप्त जिश्वजिद्यालय या सस्ट्ं र्ान से अनुसूची 6 में जिजनर्िाष्ट दकसी भी जिषय म ेंडॉक्िरेि जडग्री; रिप्प ण: न्यूनतम अजनिाया िैजिक अहता ाएं प्राप्त करन े में व्यतीत अिजध को अनुभि के रूप म ें नहीं जगना िाएगा। केिल उन मामलों म ें िहााँ स्नातकोिर की उपाजध न्यनू तम अजनिाया िैिजणक अहता ा ह ै - दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्र्ान से (अजनिाया अहता ा के िेत्र में) डॉक्िरेि की उपाजध प्राप्त करने म ें व्यतीत की गई अिजध, िैसा दक संबंजधत जिश्वजिद्यालय या संस्ट्र्ान के प्रमाणन द्वारा प्रमाजणत हो, डॉक्िरेि की जडग्री पणू ा होन े की ित ा के अधीन और अजधकतम िो िषा की सीमा तक, अनुभि के रूप म ें जगनी िाएगी। यदि डॉक्िरेि की जडग्री प्रिान नहीं की गई है, तो डॉक्िरेि की जडग्री प्राप्त करन े के जलए व्यतीत की गई अिजध को दकसी भी उद्देश्य के जलए अनुभि के रूप म ें नहीं जगना िाएगा। हालांदक, डॉक्िरेि की जडग्री प्राप्त करन े (जडग्री प्रिान दकए िाने की जस्ट्र्जत में) की समान अिजध के िौरान िो िषा से अजधक के पूणाकाजलक जनयोिन (जनयजमत या संजििात्मक) के मामलों में, अनुभि की गणना केिल जनयोिन की अिजध के जलए की िाएगी न दक डॉक्िरेि की जडग्री का, िोड़ा िाएगा। ।" (2) पि की अिजध कायाभार ग्रहण करन े की तारीख से तीन िषा की अिजध के जलए होगी, और ऐसी ितों और जनबंधनों पर पनु र्नायुजि के जलए पात्र होंगे िो समय-समय पर जनधााररत दकए िा सकते ह।ैं (3) िैज्ञाजनक 'एच' के रूप में जनयुि उद्योग या जनिी िेत्र या जििेिी संस्ट्र्ानों या गैर-सरकारी संगठनों के व्यजि, या कोई अन्य व्यजि िो उपरोि उप-जनयम 6 ए और 6 बी के अतं गात िाजमल नहीं है, ऐसे िते न और भिों के हकिार होंगे, िो िेतन मैररक्स के स्ट्तर-15 पर लाग ूहो सकते ह।ैं " (4) बाह्य स्रोत के माध्यम से सजं ििात्मक जनयुजि के जलए अजधकतम आयु-सीमा, आिेिन प्राप्त करन े की अंजतम जतजर् को अट्ठािन िषा स ेअजधक नहीं होगी। अनुसूची 4 1. बाह्य जचदकत्सा उपचार - (1) अजधकारी स्ट्ियं और कुिुंब के घोजषत सिस्ट्यों के जलए जचदकत्सा प्रजतपूर्ता पान े के पात्र होंगे। स्ट्पष्टीकरण: इस जनयम के प्रयोिनों के जलए, "कुिुंब" िब्ि का िही अर्ा होगा िो केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 में इस ेदिया गया ह।ै (2) िष ा के िौरान बाह्य जचदकत्सा व्यय की प्रजतपूर्त ा िास्ट्तजिक व्यय या िष ा की पहली िनिरी को एक माह के िेतन (मलू िेतन + महगं ाई भिा) िो भी कम हो, तक सीजमत होगी: परंत ु िषा के िौरान दकसी िेतन िृजद्ध या पिोन्नजत का प्रभाि 1 िनिरी को जनधााररत सीमा पर नहीं पड़ेगा। (3) जचदकत्सा िािे के समर्ना में जचदकत्सा अजधकारी का पचाा और जचदकत्सा अजधकारी के हस्ट्तािर और मुहर से जिजधित हस्ट्तािररत और प्रमाजणत उपचार और ििाओं की खरीि के मलू कैि मेमो या जबल लग ेहोने चाजहए। (4) 1 िनिरी के बाि िषा के िौरान कायाभार ग्रहण करन े िाले अजधकाररयों के जलए, िार्षाक हक़िारी आनपु ाजतक आधार पर प्रजतबंजधत होगी। (5) बजहरंग उपचार केिल प्रजतष्‍टठ ान द्वारा जिजधित रूप से सूचीबद्ध अजधकृत जचदकत्सा पररचारकों से ही प्राप्त दकया िा सकेगा। (6) गंभीर बीमाररयों की जस्ट्र्जत में, ििाओं और परीिणों, यदि कोई हो, की लागत की प्रजतपूर्ता के प्रयोिनार्ा, केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 या केंद्रीय सरकार स्ट्िास्ट््य स्ट् कीम के अंतगात मान्यता प्राप्त या किर दकए गए अस्ट्पतालों का पचा ास्ट्िीकाया होगा।18 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (7) अत्यजधक लागत िाले उपचार के प्रयोिनार्ा, प्रजतपूर्ता, केन् द्रीय सरकार स्ट्िास्ट््य स्ट् कीम या केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के उपबंधों के अनुसार, अलग-अलग मामल े के आधार पर प्रजतष्‍टठ ान के अनुमोिन से, जिजनर्िाष्ट िरों पर स्ट्िीकाया होगी। (8) आपातकाल की जस्ट्र्जत में कमचा ारी जनकितम अस्ट्पताल में इलाि करा सकता ह ै और व्यय की प्रजतपूर्ता केंद्रीय सरकार स्ट्िास्ट््य योिना के लाभार्र्ायों के जलए जनधााररत िरों के अनुसार की िाएगी, यह जचदकत् सा अजधकारी या अस्ट्पताल प्राजधकाररयों के आपातकालीन प्रमाण पत्र प्रस्ट्ततु करने के अध्यधीन ह।ै 2. आंतररक जचदकत्सा उपचार- (1) आतं ररक जचदकत्सा उपचार के प्रयोिनों के जलए, अजधकारी इस संबंध में प्रजतष्‍टठ ान द्वारा अजधकृत अस्ट्पतालों में उपचार प्राप्त करने के जलए पात्र होगा और इस प्रयोिन के जलए अस्ट्पताल आिास, नर्सिंग होम सुजिधा सजहत उपचार की लागत केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के प्रािधानों के अनुसार होगी, िो िेतन मैररक्स म ेंसमतुल्य िते न पाने िाल ेकेंद्रीय सरकार के अजधकाररयों पर लागू होती ह।ै (2) उप-जनयम (1) म ेंजनर्िाष्ट प्राजधकृत अस्ट्पताल में उपचार िही होगा िो केंद्रीय सेिा (जचदकत्सा पररचारक) जनयम, 1944 के अनुसार जचदकत्सा प्राप्त करन े िाले केन्द्रीय सरकारी अजधकाररयों के जलए अनुमेय ह।ै 3. आपातकालीन जस्ट्र्जत को छोड़कर, उप-जनयम (1) म ें जिजनर्िाष्ट G.S.R. 310(E).— Whereas certain draft rules, namely, the Anusandhan National Research Foundation Group ‘A’ Posts (Non-ministerial, Scientific and Technical) Recruitment Rules, 2025, were published, as required by sub-section (1) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), in the Gazette th of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 5 August, 2025 for inviting objections and suggestions from all persons likely to be affected thereby; And Whereas, objections and suggestions received in respect of the said draft rules have been considered by the Central Government; Now, therefore, in exercise of the powers conferred by sub-section (1) and clause (d) of sub-section (2) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), the Central Government hereby makes the following rules, namely: — 1.Short title and commencement. – (1) These rules may be called the Anusandhan National Research Foundation, Group ‘A’ Posts (Non-ministerial, Scientific and Technical) Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions. – (1) In these rules, unless the context otherwise requires, “Act” means the Anusandhan National Research Foundation Act, 2023 (25 of 2023); “controlling authority” means the Executive Council of the Foundation; (a) “Foundation” means the Anusandhan National Research Foundation established under sub-section (1) of section 3 of the Act;[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 25 (b) “Schedule” means the Schedule appended to these rules; (c) “Scheme” means the Revised Flexible Complementing Scheme as issued by the Department of Personnel and Training vide O.M. No. AB- 14017/41/2013-PP(RR), dated the 13th March, 2024; (d) “Scientific Post” means the posts specified in the Scheme; (e) “Selection Committee” means the Committee constituted to consider selection for appointment in accordance with Schedule I to these rules; and (2) Words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning respectively assigned to them in the Act. 3. Number of posts, classification and level in pay matrix. - The name of posts, their classification, number of posts and level in the pay matrix attached thereto shall be as specified under: - Sl. Note.- The vacancies in each grade up to Scientist ‘G’ shall be first filled from the Scientists in the feeder grade who are recommended for promotion to the next higher grade under the Scheme. If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same. Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category. However, based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in these rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength. 4. Method of recruitment. – (1) The posts of Scientists ‘B’ to ‘H’ shall be selection posts. (2) The posts shall be exempted from the purview of the Union Public Service Commission for the purpose of recruitment. (3) Recruitment for the posts of Scientist ‘B’ shall be made either by direct recruitment or deputation (including short-term contract) as specified in Schedule II. (4) Recruitment for the posts of Scientists ‘C’, ‘D’, ‘E’, ‘F’ and ‘G’ shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short-term contract) as specified in Schedule III, Schedule V to Schedule VII and as per Note under rule 3.26 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (5) Particular method of recruitment for each post or each case of Scientist ‘B’, ‘C’, ‘D’, ‘E’, ‘F’ and ‘G’ shall be decided by the controlling authority from time to time. (6) Recruitment for the post of Scientist ‘H’ shall be made by any of the following method, namely: - (a) Direct recruitment; (b) By deputation, including short-term contract; (c) Contractual appointment through open market, as specified in Schedule III, Schedule V to Schedule VII. (7) Particular discipline or field of essential educational qualification and experience for the posts of Scientist ‘B’, ‘C’, ‘D’, ‘E’, ‘F’, ‘G’ and ‘H’ shall be decided by the controlling authority, keeping in view the availability of Scientists of different disciplines and further requirement of Scientist in a particular discipline and the particular discipline shall be chosen from a list of disciplines mentioned in Schedule V and Schedule VI. 5. Appointing Authority. - The Executive Council of the Foundation shall be the appointing authority in respect of Scientist ‘B’ to Scientist ‘H’. 6. Direct recruitment or deputation (including short-term contract).- (1) The screening and selection process shall be as specified by the controlling authority. (2) There shall be a Selection Committee for making recommendations for appointment in respect of Scientist ‘B’ to Scientist ‘F’. (3) There shall be a Search-cum-Selection Committee for making recommendations for appointment in respect of Scientist ‘G’ and Scientist ‘H’. (4) The constitution of both the above Committees shall be as specified in Schedule I and the nominated members of the committee shall be at least one level above the post for which the candidate is to be considered for selection. 7. Promotion or upgradation. – (1) Promotions of the Scientists up to the grade of Scientist ‘G’, shall be governed by the provisions of the Revised Flexible Complementing Scheme issued and as amended from time to time by the Central Government. Promotion or upgradation of Scientists to the grade of Scientist ‘C’ to Scientist ‘G’ shall be as per the minimum residency period indicated below and subject to compliance with other provisions specified in the Scheme – Level in the pay matrix Designation Minimum Residency Period linked to Performance Level-11 Scientist ‘C’ Three years as Scientist- ‘B’ Level-12 Scientist ‘D’ Four years as Scientist – ‘C’ Level-13 Scientist ‘E’ Four years as Scientist – ‘D’ Level-13A Scientist ‘F’ Five years as Scientist – ‘E’ Level-14 Scientist ‘G’ Five years as Scientist – ‘F’ (2) There shall be two level of assessment under the Scheme, namely, level-1 Screening (Internal Screening Committee) and level-2 Screening (Assessment Board or Departmental Peer Review Committee), as specified in Schedule VII. (3) The assessment shall be done twice in a year and cases of those Scientists who have completed or will complete the minimum residency period as on the cut- off dates of assessment , that is, 1st January or 1st July, as the case may be, and have earned or will earn number of Annual Confidential Reports or Annual Performance Appraisal Reports equal to or more than the number of years of minimum residency period for the period preceding the cut off dates of assessment, shall be considered for assessment under the Scheme. (4) Scientist who does not qualify either in level-1 Screening or level-2 Screening shall be re-assessed only after one year when they earn at least one more Annual Performance Appraisal Report and Annual Work Report and such re- assessment would again entail level-1 and level-2 Screening and not commence from the stage where the Scientist failed to qualify.[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 27 (5) The assessment process under the Scheme for promotion or upgradation to the next grade shall be conducted only thrice, and thereafter, the scientist shall be covered under Modified Assured Career Progress guidelines as approved for Central Government civilian employees and the scientist who has been granted any grade under Modified Assured Career Progress may be considered for next grade as provided for in the Scheme. (6) The period of service of Scientists or Technical experts doing management or administrative work shall not be counted for promotion or upgradation under the Scheme and Scientists or Technical experts doing exclusively management or administrative work shall not be considered for promotion or upgradation under the Scheme and they shall only be given benefit of upgradation under Modified Assured Career Progress. (7) The date of promotion or upgradation of Scientists recommended for promotion or upgradation to the next higher grade under the Scheme shall be the date on which the competent authority approved the promotion or upgradation and officers on leave or deputation outside the organisation shall be given promotion or upgradation only with effect from the date they rejoin or return to the parent cadre. (8) There shall be no retrospective promotion or upgradation. (9) The field experience, in research and development or experience in implementation of scientific projects, of at least two years for promotion or upgradation to Scientist ‘F’ and five years for promotion or upgradation to Scientist ‘G’ shall be essential. (10) Treatment of period of leave, period spent on deputation or foreign service, etc., towards counting of minimum residency period shall be as specified in the Scheme. (11) Anything not mentioned in these rules shall be governed by provisions of the Scheme. 8. Annual Performance Appraisal Reports and Annual Work Reports. – The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided for in the Scheme, mandatorily on an annual basis. 9. Probation. – (1) The period of probation shall be two years for Scientists appointed to the grade of Scientist ‘B’ and ‘C’ by direct recruitment and one year for Scientists appointed to the grade of Scientist ‘D’, ‘E’, ‘F’, ‘G’ and ‘H’ by direct recruitment: Provided that the controlling authority may extend the period of probation in accordance with the instructions issued by the Central Government from time to time in this regard: Provided further that any decision for extension of a probation period shall be taken ordinarily within eight weeks after the expiry of the previous probationary period and communicated in writing to the concerned officer together with the reasons for so doing within the said period. (2) On completion of the period of probation or any extension thereof, Scientists shall, if considered fit for permanent appointment, be retained in their appointments on regular basis and be confirmed against the available substantive vacancies. (3) If, during the period of probation or any extension thereof, as the case may be, the Foundation is of the opinion that the service and conduct of any Scientist is not satisfactory, his services may be terminated. (4) During the period of probation, or any extension thereof, Scientists may be required by Foundation to undergo such courses of training and instructions and to pass examinations and tests (including examination in Hindi) as Foundation may deem fit, as a condition to satisfactory completion of the probation. (5) As regards other matters relating to probation, Scientists shall be governed by the instructions issued by the Central Government in this regard from time to time. 10. Confirmation. – Confirmation of Scientists appointed through direct recruitment shall be done by the controlling authority on the recommendations of Departmental Confirmation Committee and the composition of Departmental Confirmation Committee shall be as follows: - (1) For Scientist ‘B’, ‘C’, ‘D’, ‘E’ and ‘F’:28 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] 1. Chief Executive Officer Chairperson; 2. Joint Secretary from the Foundation or Department of Science and Technology Member; 3. Scientist ‘G’ from the Foundation Member. (2) For Scientist ‘G’ and ‘H’: 1. Chairperson of the Executive Council of the Foundation Chairperson; 2. Secretary, Department of Science and Technology Member; 3. Chief Executive Officer of the Foundation Member. 11. Disqualification. - No person, - (a) who has entered into, or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 12. Medical facility.- The officers of the Foundation shall be entitled to medical facilities as specified in Schedule IV. 13. Retirement benefits. – The provisions of New Pension Scheme or Unified Pension Scheme as applicable to the Central Government Officers of corresponding pay levels, shall be applicable to the officers of the Foundation. 14. Power to relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 15. Initial Constitution .- (1) All officers appointed on a regular basis to these posts on the date of commencement of these rules shall be deemed to have been appointed to the said post under these rules and the regular service rendered by them in the said post before such commencement shall be taken into account for the purposes of seniority, promotion, confirmation, etc. (2) The terms and conditions of service of the officers of the Foundation in service immediately before the commencement of these rules shall be in accordance with the provisions of these rules. 16. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concession required to be provided for the Scheduled Castes, the Scheduled Tribes, the ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Direct Recruitment: - (1) Educational and other qualifications required for direct recruits: - (a) Essential: Master’s degree from a recognized University or institute in any of the disciplines specified in Schedule V. or Bachelor’s degree (minimum four-year degree course) from a recognized University or institute in any of the disciplines specified in Schedule VI. (b) Desirable: (i) Doctorate degree from a recognized University or institute in any of the disciplines specified in Schedule V; or Master’s degree from a recognized University or institute in any of the disciplines specified in Schedule V. (ii) One year experience in Research and Development in Industry or Academic Institution or Science and Technology Organisation. Note. - The period spent on obtaining minimum essential educational qualification shall not count towards experience. Period spent on obtaining doctorate degree (in the field of Essential Qualification) from a recognised University or institute, as evidenced by certification by such University or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. The period spent on pursuing doctorate degree shall not count towards experience for any purpose, if the doctorate degree has not been awarded. However, in cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining doctorate degree (degree awarded), experience shall be counted only for the employment period and not for the doctorate degree. (2) Age-limit for direct recruits.- The upper age-limit for direct recruitment shall not exceed thirty-five years. (Relaxable for Government servants up to five years in accordance with the instructions or orders issued by the Central Government.) Note.- The crucial date for determining the age-limit shall be the closing date for receipt of application from candidates and not the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Union territories of Ladakh, Andaman and Nicobar Islands and Lakshadweep. (3) If the Foundation considers it necessary, a written test will be included in the screening process, which will be conducted by the Foundation directly or through any agency or organisation having experience and expertise in the area. A. Deputation (including short-term contract).- In case of recruitment by deputation (including short-term contract), grades from which the deputation (including short- term contract) to be made: - (a) Scientists or Technologists of the Central Government, State Governments, Union territories, statutory or autonomous organisations, universities or recognised research institutions in India or abroad, - (i) holding analogous post on a regular basis in the present cadre or department; or (ii) with two years’ service rendered after appointment to the post on a regular basis in the level-9 (Rs. 53100- 167800) or equivalent in the parent cadre or department; or (iii) with four years’ service rendered after appointment to the post on a regular basis in the level-8 (Rs. 47600- 151100) or equivalent in the parent cadre or department; and (b) Possessing the qualifications and experience prescribed for direct recruit in paragraph 1(a) above. Note 1.- The period of deputation (including short-term contract), including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organisation or Department of the Central Government shall not ordinarily exceed three years.30 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Note 2.- The departmental officers in the feeder category, who are in the direct line of promotion, shall not be eligible for consideration for appointment on deputation (including short-term contract) except for the ex-cadre post for which they are not the feeder grade officers. (iv) Experience in evolving, managing and directing science and technology program; and (v) published research work of high standard. (b) Desirable: Post Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule V; or Doctorate degree from a recognised University or institute in any of the disciplines specified in Schedule VI. Note.- The period spent on obtaining minimum essential educational qualification shall not count towards experience. Only in cases where Master’s degree is the minimum essential educational qualification – Period spent on obtaining doctorate degree (in the field of essential qualification) from a recognised university or institute, as evidenced by certification by such university or institute, subject to completion of the doctorate degree and subject to a maximum of two years shall count towards experience. (2) The term of office shall be for a period of three years form the date of assumption of charge, and shall be eligible for reappointment on such terms and conditions which may be determined from time to time. (3) Person from Industry or private sector or overseas institutions or Non-Government Organisation, or any other person not covered under sub-rule VI A and VI B above, appointed as Scientist ‘H’ shall be drawing a salary and allowances of such amount, as may be applicable to level-15 of the pay matrix. (4) The maximum age-limit for appointment by contractual appointment through open market shall not exceed fifty- eight years as on the closing date of receipt of application. Schedule IV 1. Outdoor medical treatment.– (1) The officers shall be eligible to get medical reimbursement for self and declared members of family. Explanation.- For the purposes of this rule, the expression “family” shall have the meaning assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one st month’s pay on the 1 day of January of the year (basic pay plus dearness allowance) whichever is less: st Provided that release of increment or promotion during the year shall not affect the limit as on the 1 day of January. (3) The medical claim shall be supported by medical officer’s prescription and the original cash memos or bills for treatment and purchase of medicines duly signed and authenticated with the signature and seal of the medical officer.38 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] st (4) For officers joining the duty during the year after the 1 day of January, the annual entitlement shall be restricted on pro-rata basis. (5) The outdoor treatment shall be availed only from the Authorised Medical Attendants duly empanelled by the Foundation. (6) In case of chronic ailments, prescription from the hospitals recognised or covered under the Central Service (Medical Attendance) Rules, 1944 or the Central Government Health Scheme shall be admissible for the purposes of reimbursement of the cost of medicines and tests, if any. (7) For the purposes of cost intensive treatment, the reimbursement shall be admissible at the rates specified in accordance with the provisions of the Central Government Health Scheme or the Central Services (Medical Attendants) Rules, 1944 with the approval of the Foundation on a case to case basis. (8) In case of emergency, the officer may avail treatment at the nearest hospital and expenditure shall be reimbursed as per the rates specified under the Central Government Health Scheme subject to production of emergency certificate from the medical officer or the hospital authorities. 2. Indoor medical treatment.- (1) For the purposes of indoor medical treatment, the officer shall be eligible to avail treatment in hospitals authorised by the Foundation in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government officers drawing equivalent salary in pay matrix. (2) The treatment in authorized hospitals referred to in sub-rule (1) shall be the same as may be admissible to the Central Government officers availing the treatment in accordance with the Central Services (Medical Attendants) Rules, 1944. (3) The treatment at authorized hospitals referred to in sub-rule (1) shall be availed only on the advice of the Authorised Medical Attendant, except in emergency cases. Level-1 Screening: Composition of Internal Screening Committee shall be as under:- 1. A Senior Scientist from the Foundation or from any Scientific Chairperson Department or Scientific organisation under Government of India. 2. A Scientist from Department of Atomic Energy, Space or Defence Research and Development Member. Organisation. Note 1.- Chairperson and members at serial numbers 1 and 2 above shall be as nominated by the Chief Executive Officer. Note 2.- Generally, the Chairperson would be at least two levels above the post to which the promotion or upgradation is to be done and members at serial numbers 2 above would be at least one level above the post to which the promotion or upgradation is to be done. Note 3.- Absence of any member from the proceedings of the Internal Screening Committee shall not invalidate the recommendations of the said Committee. Note 4.- The quorum for any meeting of the Internal Screening Committee shall be three, including the Chairperson. Note 5.- The recommendations of Internal Screening Committee shall be subject to acceptance of the Chief Executive Officer (CEO) of Anusandhan National Research Foundation (ANRF). 2. Level-2 Screening: 2.1 Composition of Assessment Board (for consideration of promotion or upgradation under the Scheme to the post of Scientist ‘C’ up to Scientist ‘E’ otherwise than under Exceptionally Meritorious Category): 1. An eminent Scientist of repute from outside the Foundation Chairperson (whether in service or retired) 2. Two or three external experts Members 3. One or two Scientists of the Foundation Members 2.2 Composition of Departmental Peer Review Committee (for consideration of promotion or upgradation under the Scheme to the post of Scientist ‘F’ or ‘G’): 1. Secretary, Department of Science and Technology Chairperson 2. Chief Executive Officer of the Foundation Member 3. Two Secretaries of other Scientific Ministries/ Departments or their representatives who are Members at least one level above the post to which promotion is to be made 4. Two to Three eminent Scientists or Experts in the relevant field, not Members below the rank of Additional Secretary or equivalent 5.
