मेगािाट हाइजिड जिद्युत पररयोिना के जलए मेससस एएमपीआईएन एनिी ग्रीन प्राइिेट जलजमटेड की कनेजक्टजिटी प्रणाली”
के अंतगसत ओिरहडे रांसजमिन लाइन हते ु पूि सस्ट्िीकृजत प्रदान की िी।
मेससस एएमपीआईएन एनिी ग्रीन प्राइिेट जलजमटेड ने स्ट्िानीय समाचार पत्रों द न्यू इंजडयन एक्सप्रेस (अग्रं ेिी में),
ईनाडु (तेलगु ु म)ें ददनांक 07.08.2024, डेली हहदं ी जमलाप (हहदं ी म)ें ददनांक 26.11.2024 एिं भारत के साप्ताजहक
रािपत्र ददनांक 14.12.2024 में रांसजमिन योिना के जलए प्रस्ट्ताजित रांसजमिन मागस पर प्रकािन की तारीख से दो
महीने के भीतर आम िनता की रटप्पजणयों/ अभ्यािेदन देने हते ु नोरटस प्रकाजित दकया िा। तत्पश्चात, मेसस स
एएमपीआईएन एनिी ग्रीन प्राइिेट जलजमटेड न े ददनांक 28.04.2025 को एक हलफनामा प्रस्ट्तुत दकया िा, जिसमें घोषणा
की गई ह ै दक समाचार पत्र/ भारत सरकार के आजधकाररक रािपत्र म ें प्रकािन की तारीख स े दो महीन े के भीतर िून्य
रटप्पजणया/ं अभ्यािेदन प्राप्त हुए ह।ैं

और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगतस “आंध्र प्रदेि के नांदयाल जिले म ें
प्रस्ट्ताजित 350 मगे ािाट हाइजिड जिद्युत पररयोिना के जलए मेससस एएमपीआईएन एनिी ग्रीन प्राइिेट जलजमटेड की
कनेजक्टजिटी प्रणाली” पारेषण योिना के तहत रांसजमिन लाइन जबछाने के जलए उसे िे सभी िजियां प्रदान करने का
अनुरोध दकया ह,ै िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत या
अनुरजित दकए गए टेलीग्राफ लाइन एिं खंभे या इस प्रकार की स्ट्िापना और अनरु िण दकए िाने हते ु, टेलीग्राफ प्राजधकरण
को प्राप्त ह।ैं इस योिना के अतं गसत जनम्नजलजखत ओिरहडे लाइनें िाजमल हैं :
1. एएमपी एनिी हिंड पीएसएस (ग्राम कोट्टापल्ल,े बेिमचेरला मंडल, नंद्याल जिला, आंध्र प्रदिे म ें जस्ट्ित िनरेिन
जस्ट्िचयाडस) - मेससस एएमपी एनिी ग्रीन प्राइिेट जलजमटेड का िनरेिन पूहलगं स्ट्टेिन (ग्राम उप्पलापाडु, ओउक
मंडल, नंद्याल जिला, आंध्र प्रदिे ) 220 केिी एस/सी लाइन डी/सी टािरों पर (माग स की लंबाई लगभग 35 दकमी
ह)ै
2. मेससस एएमपी एनिी ग्रीन प्राइिेट जलजमटेड का िनरेिन पूहलंग स्ट्टेिन (ग्राम उप्पलापाडु, ओउक मंडल, नंद्याल
जिला, आंध्र प्रदेि) - कुरनलू -III पीएस (आईएसटीएस एस/एस) 220 केिी एस/सी लाइन डी/सी टािरों पर (माग स
की लंबाई लगभग 29.5 दकमी ह)ै ।
उपरोि योिना के अतं गतस किर की गई रांसजमिन लाइन ें आंध्र प्रदेि राज्य के जनम्नजलजखत गांिों, कस्ट्बों और िहरों स े
होकर, ऊपर, आसपास और बीच से गुिरेंगी:

अब, सािधानीपूिसक जिचार करने के बाद, जिद्युत मंत्रालय, भारत सरकार, जिद्युत अजधजनयम, 2003 की धारा 164 के
अंतगतस मेससस एएमपीआईएन एनिी ग्रीन प्राइिटे जलजमटेड को उपयुसि ओिरहडे लाइन जबछान े के जलए ि े सभी िजिया ं
जनम्नजलजखत जनबंधन और ितों के साि प्रदान करता है, िो भारतीय टेलीग्राफ अजधजनयम, 1885 के तहत टेलीग्राफ के
प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत अििा अनरु जित दकए गए टेलीग्राफ लाइन एि ं खंभों या इस प्रकार की स्ट्िापना
और अनरु िण दकए िान े हते ु टेलीग्राफ प्राजधकरण को प्राप्त ह ैं :
i. यह अनुमोदन 25 िषों के जलए ददया िाता ह।ै
ii. आिेदक को प्रस्ट्ताजित लाइन के जनमासण स ेपूिस संबंजधत प्राजधकरणों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय
रािमागों, राज्य रािमागों आदद की सहमजत लेनी होगी।
iii. आिेदक को जिद्युत अजधजनयम, 2003 के अतं गतस समुजचत आयोग द्वारा बनाए गए पारेषण, ओ एंड एम, ओपेन
एक्सैस आदद के जिजनयमों/संजहताओं का पालन करना होगा।
iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक / मख्ु य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइन का संचालन
करेगा।
v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके तहत बनाए गए जनयमों की
अपेिाओं के अनुपालन के अध्यधीन ह।ै
vi. मेससस एएमपीआईएन एनिी ग्रीन प्राइिटे जलजमटेड को नागर जिमानन एिं रिा प्राजधकरणों इत्यादद, से अपेजित
अनुमजत प्राप्त करने के बाद, इस ेकेन्द्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्ततु करना होगा।[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3
vii. यदद उपरोि, ओिरहडे लाइनों का माग स (या उपरोि ओिरहडे लाइन के मागस का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टडस
(िीआईबी) िेत्र में आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टड स (िीआईबी) मामल े के संबंध में 2019 की याजचका
संख्या 838 पर माननीय उच्चतम न्यायालय के आदेिों का और माननीय उच्चतम न्यायालय द्वारा गरित
तकनीकी/जििेषज्ञ सजमजत के जनदेिों का पालन करना होगा।

New Delhi,the 14th July, 2025
S.O. No. 3213(E).— Whereas M/s AMPIN Energy Green Private Limited having its registered address
at 309, 3rd Floor, Rectangle One, Behind Sheraton Saket, New Delhi, 110017 has applied for authorization under
Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the Transmission Scheme
“installation of the dedicated overhead transmission lines included in the Transmission System for providing
connectivity to M/s AMP Energy Green Pvt. Ltd. for its 350 MW Hybrid Power Project in Nandyala Dist., Andhra
Pradesh”.
And whereas, Ministry of Power, Government of India vide its File No. 25-17/63/2024-PG, dated 20.06.2024
had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the
transmission scheme “installation of the dedicated overhead transmission lines included in the Transmission System
for providing connectivity to M/s AMP Energy Green Pvt. Ltd. for its 350 MW Hybrid Power Project in Nandyala
Dist., Andhra Pradesh”.
M/s AMPIN Energy Green Private Limited had published notice for transmission scheme in local
newspapers The New Indian Express (in English) dated 07.08.2024, Daily Hindi Milap (in Hindi) dated 26.11.2024,
Eenadu (in Telugu) dated 07.08.2024 and in Weekly Gazette of India dated 14.12.2024 for the public to make
observations/representations on the proposed transmission route within two months from the date of publication.
Subsequently, M/s AMPIN Energy Green Private Limited has submitted an affidavit dated 28.04.2025 declaring that
no observations/representations were received within two months from the date of publication in the Newspaper /
official gazette of Government of India.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so
established or maintained for laying of electric lines under the transmission scheme “installation of the dedicated
overhead transmission lines included in the Transmission System for providing connectivity to M/s AMP Energy
Green Pvt. Ltd. for its 350 MW Hybrid Power Project in Nandyala Dist., Andhra Pradesh”.
1. AMP Energy Wind PSS (Generation switchyard located in Village Kottapalle, Bethamcherla Mandal,
Nandyala District, Andhra Pradesh) – Generation Pooling station of M/s AMP Energy Green Pvt. Ltd
(Village Uppalapadu, Owk Mandal, Nandyala District, Andhra Pradesh) 220 kV S/c line on D/c towers
(Route length is approximately 35 km)
2. Generation Pooling station of M/s AMP Energy Green Pvt. Ltd (Village Uppalapadu, Owk Mandal,
Nandyala District, Andhra Pradesh) – Kurnool-III PS (ISTS S/s) 220 kV S/c line on D/c towers (Route length
is approximately 29.5 km).
The transmission lines covered under the above scheme will pass through, over, around and between the following
villages, towns and cities of Andhra Pradesh States:

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s AMPIN Energy Green Private Limited for laying above overhead line,
which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines
and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained
subject to following terms and conditions for installing the above mentioned line, namely:
i. The approval is granted for 25 years.
ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways,
National Highways, State Highways etc. before erection of proposed line.
iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of
Central Government.
v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and
the rules made there under by the applicant.
vi. M/s AMPIN Energy Green Private Limited shall have to submit the requisite clearances to Central
Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at
the time of Electrical Inspection.
vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court
in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the
technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
