L.-33004/99 सी.जी.-डी.एल.-अ.-17072025-264749 CG-DxLx-xEG-I1D7H0x7x2x0 25-264749 xxxGIDExxx असाधारण EXTRAORDINARY भाग II—खण् ड 3—उप-खण्ड (ii) PART II—Section 3—Sub-section (ii) प्राजधकार स ेप्रकाजित PUBLISHED BY AUTHORITY स.ं 3144] नई ददल्ली, मगं लिार, िुलाई 15, 2025/आषाढ़ 24, 1947 No. 3144] NEW DELHI, TUESDAY, JULY 15, 2025/ASHADHA 24, 1947 जिद्यतु मत्रं ालय आदेि नई ददल्ली, 14 िुलाई, 2025 का.आ. 3214(अ).—िबदक मसे सस तुमकुर – II आरईिडे पािर रांसजमिन जलजमटेड, आिेदक ने जिसका रजिस्ट्टड स ऑदिस फ्लैट नंबर 1097, सक्े टर ए, पॉकेट ए, िसंत कुंि, नई ददल्ली, भारत, 110070 पर जस्ट्ित ह,ै न े कनासटक म ें तुमकुर-II आरईिडे के एकीकरण के जलए रांसजमिन योिना में िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 164 के अतं गतस प्राजधकृत करने हते ु आिेदन दकया ह।ै और िबदक, केंद्रीय जिद्युत प्राजधकरण (CEA) जिद्युत मंत्रालय, भारत सरकार ने अपन े फाइल न.ं 25-17/50/2024-पीिी ददनांदकत 24.05.2024 के अतं गतस , कनासटक में तुमकुर-II आरईिेड के एकीकरण के जलए रांसजमिन योिना में िाजमल ओिरहडे रांसजमिन लाइन जबछाने के जलए जिद्युत अजधजनयम, 2003 की धारा 68(1) के अंतगतस पूिस अनुमोदन प्रदान दकया िा। मेससस तुमकुर – II आरईिडे पािर रांसजमिन जलजमटेड ने प्रस्ट्ताजित रांसजमिन माग स के बारे में स्ट्िानीय अखबारों, द न्य ू इंजडयन एक्सप्रेस (अग्रं ेिी में) ददनांक 03.02.2025, दजिण भारत राष्ट्रमत (हहदं ी म)ें ददनांक 07.02.2025, जिियिाणी (कन्नड़ म)ें ददनांक 03.02.2025, सािी (तले ुग ु में) ददनांक 03.02.2025, तिा भारत के साप्ताजहक रािपत्र ददनांक 01.03.2025 म ें प्रकािन की तारीख से दो महीनों के भीतर आम िनता से अिलोकन/ अभ्यािेदन की मांग करत े हुए नोटटस प्रकाजित दकया िा। इसके पश् चात, मेससस तुमकुर – II आरईिडे पािर रांसजमिन 4709 GI/2025 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] जलजमटेड, ने ददनांदकत 19.06.2025 को एक हलफनामा प्रस्ट्तुत दकया, जिसमें घोषणा की गई ह ै दक भारत के िासकीय रािपत्र में सािसिजनक सूचना के प्रकािन के दो महीनों के भीतर िनता स ेकोई टटप्पणी / अभ्यािेदन प्राप्त नहीं हुआ िा। और अब आिेदक ने जिद्युत अजधजनयम, 2003 की धारा 164 के अंतगसत तुमकुर – II आरईिडे पािर रांसजमिन जलजमटेड के जलए ओिरहडे रासं जमिन लाइन जबछान े के जलए उन्ह ें ि े सभी िजियां प्रदान करने का अनरु ोध दकया है, िो टेलीग्राफ लाइन्स के प्रयोिन के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइन्स और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम 1885 के अतं गतस टेजलग्राफ प्राजधकरण के पास ह।ै इस स्ट्कीम के अंतगसत जनम्नजलजखत ओिरहडे लाइन्स िाजमल ह:ैं- • तुमकुर-II - तुमकुर (पािगड़ा) लाइन 400 केिी (क्वाड एसीएसआर मूस) डी/सी लाइन। इस योिना के अंतगसत ओिरहडे पारेषण लाइन ें राज्य के जनम्नांदकत गााँिों, कस्ट्बों और िहरों से होकर, उन पर से, उनके आसपास से और बीच से होकर गुज़रेगी। गािाँ ों तहसील जिला राज्य कोट्टागेरी, दब्ु बारापल्ली, कोट्टापल्ली, कुरुगुंटा, पेरुरु, मदिनािटरपल्ली, एडुगुरापल्ली, रामजगरी अनंतपरु आंध्र जचन्ना कोंडापुरम, रेड्डीिरीपल्ली, कोट्टाकुराकुलापल्ली, जतम्मापुरम, मोटारुहचंतरलापल्ली प्रदेि एगुिापल्ली, िेंकटम्मनहल्ली, क्याटागनचेरलु, पड्डे ा कोंडापुरम, िडारेिु, मदालेनाहल्ली, पािगड़ा तुमकुरु कनासटक दलिजयहल्ली, क्याटागनकेरे, जतम्मम्मनहल्ली, कंबालाहल्ली, नागलामाददके, टोप्पगनाडोडी, उप्परहल्ली, श्रीरंगपरु , क्यादीगुंटे, श्रीरंगपुर टांडा, टटम्मापुरा, कदमलकुंटे अब, सािधानीपूिसक जिचार करने के पश्चात, जिद्युत मंत्रालय, भारत सरकार, जिद य ुत अजधजनयम, 2003 की धारा 164 के अंतगसत मेससस तमु कुर – II आरईिेड पािर रांसजमिन जलजमटेड को उपरोि ओिरहडे रांसजमिन लाइन को लगान े के जलए िे सभी िजियां जनम्नजलजखत जनबंधनों एि ं ितों के साि प्रदान करता है, िो टेलीग्राफ के उद्देश्य के जलए सरकार द्वारा स्ट्िाजपत टेलीग्राफ लाइनों और खंबों या उनके रख-रखाि के जलए भारतीय टेलीग्राफ अजधजनयम, 1885 के अंतगतस टेलीग्राफ प्राजधकरण के पास ह:ै - i. यह अनुमोदन 25 िषों के जलए प्रदान दकया िाता ह।ै ii. आिेदक को प्रस्ट्ताजित लाइनों की स्ट्िापना स े पूिस संबंजधत प्राजधकाटरयों अिासत स्ट्िानीय जनकायों, रेलिे, राष्ट्रीय रािमागस, राज्य रािमागस आदद की सहमजत प्राप्त करनी होगी। iii. आिेदक को जिद्युत अजधजनयम, 2003 के अंतगसत समुजचत आयोग के द्वारा तैयार दकए गए पारेषण, ओ एडं एम, ओपन एक्सेस आदद के जिजनयमों/संजहताओं का पालन करना होगा। iv. आिेदक केंद्र सरकार के जिद्युत जनरीिक/मख्ु य जिद्युत जनरीिक के अनुमोदन के पश्चात ही लाइनों का प्रचालन करेगा। v. यह अनुमोदन आिेदक द्वारा जिद्युत अजधजनयम, 2003 के प्रािधानों और उसके अंतगसत बनाए गए जनयमों की अपेिाओं का अनुपालन दकए िाने के अध्यधीन ह।ै vi. मेससस तुमकुर – II आरईिडे पािर रांसजमिन जलजमटेड को जिद्युत जनरीिण के समय जिमानन एि ं रिा प्राजधकरणों इत्यादद, से अपेजित अनुमजत को प्राप्त करने के बाद, इसे केंद्रीय जिद्युत प्राजधकरण को जिद्युत जनरीिण के समय प्रस्ट्ततु करना होगा। vii. अगर उपरोि ओिरहडे लाइनों का मागस (या उपरोि ओिरहडे लाइन के माग स का कुछ जहस्ट्सा) ग्रेट इंजडयन बस्ट्टड स (िीआईबी) िेत्र म ें आता ह,ै तो आिेदक को ग्रेट इंजडयन बस्ट्टडस (िीआईबी) के मामले म ें याजचका सं. 2019 के न.ं 838 में माननीय सिोच्च न्यायालय द्वारा ददए गए आदेिों तिा माननीय सिोच्च न्यायालय द्वारा इस बारे में गटित टेदिकल/एक्सपटस कमेटी के जनदिे ों का पालन करना पड़ेगा. [फा. सं. 25-16/44/2025-पीिी] एम.िी.एन. िरा प्रसाद, अिर सजचि (पीिी)[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 MINISTRY OF POWER ORDER New Delhi, 14th July, 2025 S.O. 3214(E).— Whereas M/s Tumkur-II REZ Power Transmission Limited, the applicant with its registered office at Flat No. 1097, Sector A, Pocket A, Vasant Kunj, New Delhi, India- 110070, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission Scheme for Integration of Tumkur-II REZ in Karnataka”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its File No. 25-17/50/2024-PG dated 24.05.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission Scheme for Integration of Tumkur-II REZ in Karnataka”. M/s Tumkur-II REZ Power Transmission Limited had published notice for transmission scheme in local newspapers The New Indian Express (in English) dated 03.02.2025, Dakshin Bharat Rashtramat (in Hindi) dated 07.02.2025, Vijayavani (in Kannada) dated 03.02.2025, Sakshi (in Telugu) dated 03.02.2025 and in Weekly Gazette of India dated 01.03.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Tumkur-II REZ Power Transmission Limited has submitted an affidavit dated 19.06.2025 declaring that no observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for Tumkur-II REZ Power Transmission Limited. The following overhead transmission line is covered under this scheme: Tumkur-II – Tumkur (Pavagada) line 400 kV (Quad ACSR moose) D/C line The overhead transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Karnataka & Andhra Pradesh: Villages Tehsil District State Kottageri, Dubbarapalli, Kottapalli, Kurugunta, Peruru, Makkinavaripalli, Ramagiri Anantapur Andhra Edugurallapalli, Chinna Kondapuram, Reddivaripalli, Kottakurakulapalli, Pradesh Timmapuram, Motaruchintarlapalli Eguvapalli, Venkatammanahalli, Kyataganacherlu, Pedda kondapuram, Vadarevu, Pavagada Tumkuru Karnataka Maddalenahalli, Dalavayihalli, Dalavayihalli, Kyataganakere, Timmammanahalli, Kambalahalli, Nagalamadike, Toppaganadoddi, Upparahalli, Srirangapur, Kyadigunte, Srirangapur Tanda, Timmapura, Kadamalakunte Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s Tumkur-II REZ Power Transmission Limited for laying above overhead transmission line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Tumkur-II REZ Power Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
