SHRI N. K. PREMACHANDRAN: Madam, I have a point of order
under Rule 206 relating to Demands for Grants.
The House is going to take up the matter of Demands for
Grants, but it is quite unfortunate to note that the detailed Demands
for Grants have not been submitted to the House. Yesterday itself,
the agenda, the List of Business, was circulated, in which the
Demands for the Railways have already been incorporated.
Without submitting the detailed Demands for Grants before the
House, how can this item be included in the List of Business and
thereby be taken up for discussion? It is an accepted rule and
convention of this House that the Bill and the detailed Demands for
Grants should be circulated among the Members at least two days
before the date of discussion. This is the accepted convention.
There is also a specific direction of the hon. Speaker to this effect.
Unfortunately, the detailed Demands for Grants have not been
circulated. Only today, as an additional submission of documents,
they are being circulated. Therefore, I would like to seek a
clarification, as well as a ruling from the Chair, regarding the
non-submission of the detailed Demands for Grants and the
inclusion of this item in the List of Business without circulating the
detailed Demands for Grants before the House. This is my
submission. I am seeking a ruling from the Chair.

THE MINISTER OF PARLIAMENTARY AFFAIRS; AND MINISTER OF MINORITY AFFAIRS (SHRI KIREN RIJIJU):
is very well aware of what transpired in this House during the last
three days. We were discussing the Resolution brought by the
Opposition. The hon. Speaker was not chairing any Business
Advisory Committee meeting since the notice was received. In the
process, I had personally consulted other parties also to suggest
the names of the Ministries to be discussed in the second part of
the Budget Session, that we should take up the Demands for
Grants of certain Ministries. They have given their suggestions,
and we have listed Railways as number one. There are four otherMinistries also. In the meantime, we lost three days, and during

that period it was decided that since today is already the 12 of
March, we have to take up and pass the Supplementary Demands
for Grants.

It is because this is for till end of 31 March, 2026, the money
that the Government has to spend. So, this Business is listed
because of the urgency. If there are any gaps in communication,
you know the situation.
Today, the House is stabilized and we are taking up the
Business. As the Chair has decided, with the consensus of the
House, four hours we have devoted for this discussion, and if
required, we can extend for some time.
