(1) इन जनयमों का संजिप्त नाम डाक जिभाग (बहुकायय कमयचाररिृंद) भती (संिोधन) जनयम, 2023 ह।ै (2) य ेराजपत्र में उनके प्रकािन की तारीख को प्रिृत्त होंगे। 2. डाक जिभाग (बहुकायय कमयचाररिृंद) भती जनयम, 2018 की अनुसूची में :- (क) भाग – I और उससे सम्बंजधत प्रजिजियां हटा दी जाएंगी; (ख) भाग – II म,ें - (i) िीर्यक, अथायत “भाग - II अधीनस्ट्थ कायायलयों के पद” को हटा ददया जाएगा; (ii) स्ट्तंभ (7) के अधीन, मद संख्या (ii) और उससे सम्बंजधत प्रजिजस्ट्टयां हटा ददए जाएंगे; (iii) स्ट्तंभ (10) के अधीन, - 5560 GI/2023 (1)2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (क) मद संख्या (i), (ii) और (iii) और उससे सम्बंजधत प्रजिजस्ट्टयों के स्ट्थान पर जनम्नजलजखत मदें प्रजतस्ट्थाजपत की जाएगी, अथात:य - “(i) (क) 100 प्रजतित ज्यष्ठताे ता के ाधार पर, भती करन े िाले प्रभाग या इकाई के अस्ट्थायी प्राजस्ट्थजत प्रदत्त नैजमजत्तक श्रजमकों में से, जजसके न हो सकन े पर; (ख) ज्येष्ठताता के ाधार पर, भती करने िाले प्रभाग या इकाई के 1 जसतम्बर, 1993 को या उससे पूिय भती नैजमजत्तक श्रजमक, जो ददन में ाठ घंटे के जलए काययरत ह,ैं की जनयुजि स,े जजसके न हो सकन े पर; (ग) ज्येष्ठताता के ाधार पर, भती करन े िाला प्रभाग या इकाई के 1 जसतम्बर, 1993 को या उससे पूिय भती अंिकाजलक नैजमजत्तक श्रजमकों से, जजसके न हो सकने पर; (घ) ज्यष्ठताे ता के ाधार पर, सकयल के सभी अन्य प्रभागों या इकाइयों के अस्ट्थायी प्राजस्ट्थजत प्रदत्त नैजमजत्तक श्रजमकों की जनयुजि द्वारा, जजसके न हो सकन े पर; (ड.) ज्यष्ठताे ता के ाधार पर, 1 जसतम्बर, 1993 को या उससे पूिय लगे हुए सकयल के सभी अन्य प्रभागों या इकाइयों के नैजमजत्तक श्रजमक, जो ददन म ें ाठ घंटे के जलए काययरत ह,ैं की जनयुजि के द्वारा, जजसके न हो सकने पर; (च) ज्येष्ठताता के ाधार पर 1 जसतम्बर, 1993 को या उसस े पूिय लग े हुए सकयल के सभी अन्य प्रभागों या इकाइयों के अंिकाजलक नैजमजत्तक श्रजमकों की जनयुजि द्वारा, जजसके न हो सकन े पर भरी न गई ररजियों को जनम्नजलजखत जबन्द ु(ii) के अनुसार भरा जाएगा; (ii) (क) 50 प्रजतित ज्येष्ठताता के ाधार पर, भती करने िाले प्रभाग या इकाई के इच्छुक ग्रामीण डाक सेिकों में से, जजन्होंने ररजि िर्य की पहली जनिरी को या भारत सरकार द्वारा समय-समय पर जारी मागयदियक जसद्ांतों के अनुसार, उस िमता में पांच िर्य तक जनयजमत रूप से कायय दकया हो, जजसके न हो सकने पर भरी न गई ररजियों को जनम्नजलजखत (ii) (ख) के अनुसार भरी जाने िाली ररजियों की संख्या म ें जोड़ ददया जाएगा; (ख) 50 प्रजतित भती करन े िाले डाक सकयल के केिल उन ग्रामीण डाक सेिकों के जलए ायोजजत प्रजतयोगी परीिा के ाधार पर, जजन्होंने ररजि िर् य की पहली जनिरी को या भारत सरकार द्वारा समय समय पर जारी मागयदियक जसद्ांतों के अनुसार, उस िमता में तीन िर् य तक जनयजमत रूप से कायय दकया हो, जजसके न हो सकने पर भरी न गई ररजियों को जनम्नजलजखत (iii) के अनुसार भरा जाएगा; (iii) डाक जिभाग द्वारा समय-समय पर पररचाजलत स्ट्कीम के अनुसार खलु ी प्रजतयोजगता के माध्यम से, सीधी भती द्वारा;”; (ख) रटप्पण के अंत में जनम्नजलजखत अतं :स्ट्थाजपत दकया जाएगा, अथायत :- “3. डाक जिभाग, प्रिासजनक अनुदेिों के माध्यम से एक या अजधक डाक सकयलों के उन ग्रामीण डाक सेिकों को ददल्ली डाक सकयल म ें जनयजु ि के जलए अनुमजत द े सकता है, जो अन्यथा, इन जनयमों के उपबंधों के अनुसार पात्र ह ैं और ऐसी जनयुजि, डाक जिभाग द्वारा समय-समय पर यथा जनधायररत जनयमों और ितों के अध्यधीन होगी।”; (iv) स्ट्तंभ (12) के अधीन, जिद्यमान प्रजिजियों के स्ट्थान पर जनम्नजलजखत प्रजिजियां रखी जाएगं ी, अथातय :-[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 “समूह ‘ग’ जिभागीय पुजि सजमजत (पुजि के संबंध म ें जिचार करन े के जलए) जनम्नजलजखत से जमलकर बनेगी: - (1.) सहायक महा डाकपाल या ज्येष्ठता डाकघर अधीिक या रेल मेल सेिा के ज्येष्ठता अधीिक या सहायक जनदेिक या डाकघर अधीिक या रेल मले सेिा के अधीिक – अध्यि; (2.) दो समूह ‘ख’ (राजपजत्रत) अजधकारी – सदस्ट्य।”। [फा. सं. 37-33/2009-एसपीएन-I] जगदीप गुप्त ा, उप महाजनदेिक रटप्पण : मलू जनयम भारत के राजपत्र असाधारण, भाग-II, खण्ड 3, उप-खण्ड (i) म ें 16 अगस्ट्त, 2018 म ें सा.का.जन. 781(अ) द्वारा प्रकाजित दकए गए थे और तत्पश्चात 15 निम्बर, 2019 में सा.का.जन. 850(अ) द्वारा संिोजधत दकए गए थे। MINISTRY OF COMMUNICATIONS (Department of Posts) NOTIFICATION New Delhi, the 30th August, 2023 G.S.R. 639(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules further to amend the Department of Posts (Multi Tasking Staff) Recruitment Rules, 2018, namely:- 1. (1) These rules may be called the Department of Posts (Multi Tasking Staff) Recruitment (Amendment) Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. In the Department of Posts (Multi Tasking Staff) Recruitment Rules, 2018, in the Schedule,– (a) PART-I and the entries relating thereto shall be omitted; (b) In PART II,- (i) the Heading, namely, ―PART II - Posts of Subordinate Office‖ shall be omitted; (ii) under column (7), item number (ii) and the entries relating thereto shall be omitted; (iii) under column (10), – (A) for item numbers (i), (ii) and (iii) and the entries relating thereto, the following items shall be substituted, namely:- ―(i) (a) 100 per cent by appointment of casual labourers of the recruiting Division or Unit, conferred with temporary status, on the basis of seniority-cum-fitness, failing which; (b) by appointment of casual labourers of the recruiting Division or Unit, engaged on or before 1st September, 1993, working for eight hours in a day, on the basis of seniority-cum-fitness, failing which; (c) by appointment of part-time casual labourers of the recruiting Division or Unit, engaged on or before 1st September, 1993, on the basis of seniority-cum-fitness, failing which; (d) by appointment of casual labourers of all the other Divisions or Units of the Circle, conferred with temporary status, on the basis of seniority-cum-fitness, failing which; (e) by appointment of casual labourers of all the other Divisions or Units of the Circle, engaged on or before 1st September, 1993, working for eight hours in a day, on the basis of seniority- cum-fitness, failing which;4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (f) by appointment of part-time casual labourers of all the other Divisions or Units of the Circle, engaged on or before 1st September, 1993, on the basis of seniority-cum-fitness, failing which, unfilled vacancies shall be filled as per (ii) below; (ii) (a) 50 per cent on the basis of seniority-cum-fitness from amongst willing Gramin Dak Sevaks of the recruiting Division or Unit, who have worked regularly for five years in that capacity, as on 1st day of January of the year to which the vacancy belong to or as per the guidelines issued by the Central Government from time to time, failing which, unfilled vacancies shall be added to the number of vacancies to be filled as per (ii)(b) below; (b) 50 per cent on the basis of competitive examination restricted to Gramin Dak Sevaks of the recruiting Postal Circle, who have worked regularly for three years in that capacity, as on 1st day of January of the year to which the vacancy belong to or as per the guidelines issued by the Central Government from time to time, failing which, unfilled vacancies shall be filled as per (iii) below; (iii) by direct recruitment from open market as per the scheme circulated by the Department of Posts from time to time;‖; (B) in the Note, after item number 2 and the entries relating thereto, the following item shall be inserted, namely:- ―3. Department of Posts, through administrative instructions, may allow Gramin Dak Sevaks of one or more Postal Circles, who are otherwise eligible as per the provisions of these rules, for appointment in Delhi Postal Circle and such appointment shall be subject to such terms and conditions as may be decided by the Department of Posts from time to time.‖; (iv) under column (12), for the existing entries, the following entries shall be substituted, namely:- ―Group ‗C‘ Departmental Confirmation Committee (for considering confirmation) consisting of:- (1.) Assistant Postmaster General or Senior Superintendent of Post Offices or Senior Superintendent of Railway Mail Service or Assistant Director or Superintendent of Post Offices or Superintendent of Railway Mail Service – Chairman; (2.)
