Regarding Need for comprehensive measures to control
production and distribution of narcotic and psychotropic
substances in Kerala and other parts of the country-Laid
DR. SHASHI THAROOR (THIRUVANANTHAPURAM): I wish to
draw the attention of the Hon?ble Minister of Home Affairs to the
growing menace of illegal production, inter-State trafficking, and
organised distribution of psychotropic substances in Kerala,
particularly, increasing spread of synthetic drugs. There is a
discernible shift in narcotics markets, with manufactured
psychotropic substances like MDMA enjoying accessibility
previously held by ?gateway? drugs such as cannabis. Official data
points to a sharp rise in narcotics and related cases across Kerala
over the past five years, with cases peaking in 2025 across
multiple hotspots in the State. As per State Crime Records Bureau
figures till October 2025, NDPS cases in Thiruvananthapuram rose
to 3,882. Recently, in Thiruvananthapuram, seven persons,
including a medical graduate and a dental student, were arrested
with MDMA and Ganja during a joint operation by District
Anti-Narcotics Special Action Force. Investigations revealed that
contraband was moved through organised inter-State distribution
networks, led by habitual offenders of narcotics trafficking cases.
The accused reportedly adopted evasive distribution methods,
including in-person transactions and avoidance of digital payment
trails. I, therefore, urge the Hon?ble Home Minister to take
stringent and coordinated measures to dismantle illegal production
units and inter-state distribution networks of narcotic and
psychotropic substances under the NDPS framework.
