Regarding need to conduct a survey to find genuine beggars and bring a policy to address the problems being faced by them in the country-Laid SHRIMATI KAMALJEET SEHRAWAT (WEST DELHI): I would like to bring the attention of the Government towards an urgent matter regarding the increasing number of beggars across cities, religious places, and public spaces. Begging is a social and humanitarian issue, not merely a law-and-order problem. Many beggars are elderly, women, children, persons with disabilities, and migrants, often pushed into this situation due to poverty and lack of livelihood. It is the right time to device a comprehensive National Policy to cater this social problem in an effective manner. Organised begging rackets continue to exploit the vulnerable and more and more individuals are pushed to this menace. Proper identification of antecedents of the beggars must also be carried out and rehabilitation must be ensured for safety and security purpose. I urge the Government to formulate a humane, rehabilitation-based national policy, conduct a nationwide survey, protect children from begging, and strengthen schemes focused on skill development, shelters, and dignified employment.
