Regarding need to review the decision to cancel all the
diversion certificates for construction on Private and
Pandaram lands in Lakshadweep.-laid
SHRI HAMDULLAH SAYEED (LAKSHADWEEP): I would like to
draw the attention of the Government to the grave difficulties
confronting Lakshadweep residents due to the Lakshadweep
Administration's order of 14th March 2026, which cancels all
diversion certificates for construction on private and Pandaram
lands across the islands. Sir, these certificates, issued after due
verification by competent authorities, enabled families to build
homes on their land. Many have invested life savings in good faith,
constructing or expanding houses over the years. This abrupt
cancellation has sown widespread uncertainty and distress.
Ongoing constructions face stop memos, stranding households
mid-project. Families who borrowed or pooled resources now
endure severe financial and social hardships. Lakshadweep's
scarce land and traditional holdings?private plots and
community-used Pandaram lands?make such decisions especially
harsh. Without prior consultation or transition measures, ordinary
islanders suffer disproportionately. I urge the Government to
urgently intervene, review the order, regularize bona fide
constructions, and devise a practical, resident-friendly mechanism
to shield those who acted in good faith from penalties. The Union
Government must provide immediate relief to affected households
in Lakshadweep.
