Regarding need to take steps to resolve the long pending Inter-State dispute over fishing in Pulicat Lake region in Tirupati district, Andhra Pradesh-Laid SHRI MADDILA GURUMOORTHY (TIRUPATI): I wish to draw the attention of the Government to the long-pending and grave inter-State fishermen dispute in the Pulicat Lake region of Tirupati district in Andhra Pradesh. Pulicat Lake is the primary source of livelihood for nearly 24 villages, with about 70 per cent of the local population dependent on fishing in the lake. Clear GPS-based evidence establishes that areas such as Panamgadu fall well within the territorial jurisdiction of Andhra Pradesh. Despite this, repeated intrusions by fishermen from the neighbouring State continue to be reported. These intrusions have led to frequent conflicts, intimidation of local fishermen, disruption of fishing activities, and severe livelihood losses. Apart from the inter-State boundary dispute, the issue of unauthorized entry and illicit fishing by heavy mechanized boats in Andhra Pradesh?s reserved fishing zones was earlier raised under Rule 377. However, the problem persists on the ground. Further, in-principal approval for opening the Pulicat Lake mouth was granted under the Sagarmala Scheme, but the proposal remains pending. I therefore urge the Government to strictly enforce territorial boundaries, strengthen patrolling and geo-fencing, expedite the opening of the Pulicat Lake mouth project, enhance inter-State coordination, and ensure immediate protection and livelihood security for the affected fishermen.
