Regarding surge in imports of finished UPVC profiles and its adverse impact on domestic manufacturers-Laid SHRI K. E. PRAKASH (ERODE): I draw urgent attention of Government to the surge in imports of finished UPVC profiles into India and its adverse impact on domestic manufacturers, particularly MSMEs. As per representations received from the AIUPMA, supported by industry import data, India imported approximately 286,398 metric tonnes of finished UPVC profiles (cid:110) between December 2022 and November 2025, valued at 2,724.2 crore. Import volumes have increased sharply from 76,075 MT in 2023 to 105,926 MT in January?November 2025 alone. It is further submitted that a substantial portion of these imports originates from (cid:110) China, with an average landed price of around 92 per kilogram. This situation is concerning because the estimated domestic cost (cid:110) (cid:110) of production ranges between 135 and 160 per kilogram, whereas finished products are reportedly entering the Indian (cid:110) market at 85?100 per kilogram. Such a wide price differential raises serious apprehensions of dumping, under-invoicing, and possible circumvention of existing trade remedies. While raw materials are subject to Anti-Dumping Duty, finished profiles appear to attract only Basic Customs Duty, thereby creating a structural loophole. This trend threatens the viability of domestic units, employment generation, and the broader objectives of self-reliance. I urge the Government to immediately initiate appropriate safeguard measures.
