इन जनयमों म,ें िब तक दक संिभथ से अन्यथा अपेजित न हो,- (क) 'अजधजनयम' से अनुसधं ान राष्ट्रीय िोध प्रजतष्ठान अजधजनयम, 2023 )2023 का 25( अजभप्रेत ह;ै (ख) ‘जनयंत्रण प्राजधकारी’ से प्रजतष्‍टठ ान की कायथकारी पररषि अजभप्रेत ह;ै (ग) "प्रजतष्ठान" स े अजधजनयम की धारा 3 की उपधारा )1( के अधीन स्ट्थाजपत अनुसंधान राष्ट्रीय िोध प्रजतष्ठान अजभप्रते ह;ै (घ) "अनुसूची" से इन जनयमों से संलग्न अनुसूची अजभप्रेत ह,ै और (ङ) इसमें प्रयुि िब्िों और अजभव्यजियों का, िो इन जनयमों में पररभाजषत नहीं हैं, दकन्त ु अजधजनयम में पररभाजषत ह,ैं िही अथ थ होगा िो अजधजनयम में क्रमिः उन् ह ेंदिया गया ह।ै 3. पिों की संख्या, िगीकरण और िेतन मैररक्स में स्ट्तर- उि पिों की संख्या, उनका िगीकरण और िेतन मैररक्स में स्ट्तर उि अनुसूची के कॉलम )2( स े)4( म ेंजिजनर्िथष्ट अनुसार होंगे। 4. भती की पद्धजत, आयु सीमा, अहतथ ाय,ें आदि - उि पिों स ेसंबंजधत भती की पद्धजत, आय ुसीमा, अहतथ ायें और अन्य मामल े पूिोि अनुसूची के कॉलम )5( से )13( में जिजनर्िथष्ट अनुसार होंगी। 5. जनयुजि प्राजधकारी – प्रजतष्‍टठ ान की कायथकारी पररषि पूिोक्त अनुसूची के कॉलम )1( में जिजनर्िथष्ट पिों के जलए जनयुजि प्राजधकारी होगा। 6. बाह्य जचदकत्सा उपचार - )1( अजधकारी स्ट्ियं और पररिार के घोजषत सिस्ट्यों के जलए जचदकत्सा प्रजतपूर्तथ पाने के पात्र होंगे। स्ट्पष्टीकरण: इस जनयम के प्रयोिनों के जलए, "पररिार" िब्ि का िही अथथ होगा िो केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 में इसे दिया गया ह।ै )2( िषथ के िौरान बाह्य जचदकत्सा व्यय की प्रजतपूर्तथ िास्ट्तजिक व्यय या िषथ की पहली िनिरी को एक माह के िेतन )मूल िेतन + महगं ाई भत्ता( िो भी कम हो, तक सीजमत होगी: बिते दक िषथ के िौरान दकसी िेतन िृजद्ध या पिोन्नजत का प्रभाि 1 िनिरी को जनधाथररत सीमा पर नहीं पडगे ा। )3( जचदकत्सा िािे के समथथन में जचदकत्सा अजधकारी का पचाथ और जचदकत्सा अजधकारी के हस्ट्तािर और मुहर स े जिजधित हस्ट्तािररत और प्रमाजणत उपचार और ििाओं की खरीि के मूल कैि मेमो या जबल होने चाजहए। )4( 1 िनिरी के बाि िष थ के िौरान कायथभार ग्रहण करन े िाल े अजधकारी के जलए, िार्षथक हक़िारी आनुपाजतक आधार पर प्रजतबंजधत होगी। )5( बजहरंग उपचार केिल प्रजतष्‍टठ ान द्वारा जिजधित रूप से सूचीबद्ध अजधकृत जचदकत्सा पररचारकों से ही प्राप्त दकया िा सकेगा। )6( गंभीर बीमाररयों की जस्ट्थजत में, ििाओं और परीिणों, यदि कोई हो, की लागत की प्रजतपर्ू तथ के प्रयोिनाथथ, केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 या केंद्रीय सरकार स्ट्िास्ट््य योिना के अंतगथत मान्यता प्राप्त या किर दकए गए अस्ट्पतालों का पचाथ स्ट्िीकायथ होगा। )7( अत्यजधक लागत िाल ेउपचार के प्रयोिनाथथ, प्रजतपूर्तथ, केंद्र सरकार स्ट्िास्ट््य योिना या केंद्रीय सेिा )जचदकत्सा पररचयाथ( जनयम, 1944 के प्रािधानों के अनुसार, अलग-अलग मामले के आधार पर प्रजतष्‍टठ ान के अनुमोिन से, जिजनर्िथष्ट िरों पर स्ट्िीकायथ होगी। )8( आपातकाल की जस्ट्थजत म ें कमथचारी जनकटतम अस्ट्पताल में इलाि करा सकता ह ै और व्यय की प्रजतपूर्त थ केंद्रीय सरकार स्ट्िास्ट््य योिना के लाभार्थथयों के जलए जनधाथररत िरों की िाएगी, यह जचदकत् सा अजधकारी या अस्ट्पताल प्राजधकाररयो के आपातकालीन प्रमाण पत्र प्रस्ट्ततु करने के अध्यधीन ह।ै 7. आंतररक जचदकत्सा उपचार- )1( आंतररक जचदकत्सा उपचार के प्रयोिनों के जलए, अजधकारी इस संबंध म ें प्रजतष्‍टठ ान द्वारा अजधकृत अस्ट्पतालों में उपचार प्राप्त करने के जलए पात्र होगा और इस प्रयोिन के जलए अस्ट्पताल आिास, नर्सिंग होम सुजिधा सजहत उपचार की लागत केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 के प्रािधानों के अनसु ार होगी, िो िेतन मैररक्स में समतुल्य िेतन पाने िाले केंद्रीय सरकार के अजधकाररयों पर लागू होती ह।ै[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 )2( उप-जनयम )1( म ेंजनर्िथष्ट प्राजधकृत अस्ट्पताल में उपचार िही होगा िो केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 के अनुसार जचदकत्सा प्राप्त करन े िाले केन्द्रीय सरकारी अजधकाररयों के जलए अनुमेय ह।ै )3( आपातकालीन जस्ट्थजत को छोडकर, उप-जनयम )1( में जिजनर्िथष्ट प्राजधकृत अस्ट्पतालों में प्राजधकृत जचदकत्सा पररचारक की सलाह पर ही उपचार जलया िा सकता ह।ै 8. सेिाजनिृजत्त लाभ- प्रजतष्‍टठ ान के अजधकाररयों पर केन् द्रीय सरकार के समकि िेतन स्ट् तर के अजधकाररयों के जलए लागू नई पेंिन योिना, एकीकृत पेंिन योिना या ग्रेच् युइटी आदि की व् यिस्ट् था लाग ूहोगी। 9. अनहतथ ा - कोई भी व्यजि,- )क( जिसने दकसी ऐसे व्यजि से जििाह दकया ह ैजिसका पजत/पत्नी िीजित ह,ै या )ख( जिसने अपने पजत/पत्नी िीजित रहते हुए दकसी अन्य व्यजि स ेजििाह दकया ह,ै उि पि पर जनयुजि के जलए पात्र नहीं होगा: बित े दक यदि केन्द्रीय सरकार संतुष्‍टट हो िाए दक ऐसा जििाह ऐसे व्यजि और जििाह के िसू रे पिकार पर लाग ू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करन े के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितथन स े पथृ क कर सकती ह।ै 10. अिजिष्ट उपबंध- पूिोक्त अनुसूची के कॉलम )1( में जिजनर्िथष्ट पिों को धारण करने िाले अजधकारी की सेिा की ितें, जिनके जलए इन जनयमों म ेंकोई स्ट्पष्ट उपबंध जिजनर्िथष्ट नहीं ह,ै िेतन मैररक्स में समतल्ु य िेतन प्राप्त करने िाल ेकेंद्रीय सरकार के अजधकाररयों पर तत्समय लागू जनयमों और आििे ों द्वारा जनधाथररत की िाएंगी। 11. व्यािृजत्त-इन जनयमों की कोई बात अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन् य जपछड े िग,थ भूतपूिथ सैजनकों और अन्य जििेष प्रिगों के व्यजियों के जलए इस संबंध में केन्द्रीय सरकार द्वारा िारी आिेिों के अनुसार दिए िान े िाले आरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी। 12. जिजथलन की िजि- िहााँ केन्द्रीय सरकार की यह राय हो दक ऐसा करना आिश्यक अथिा समीचीन है, तो िह उसके जलए िो कारण ह ैं उन्ह ें जलजखत में िि थ करके, आिेि द्वारा, दकसी िगथ या प्रिगथ के व्यजियों के संबंध में इन जनयमों के दकसी उपबंध को जिजथल कर सकती ह।ै अनसु चू ी पि का नाम पिों की संख्य ा िगीकरण िेतन मैररक् स चयन पि है या सीधी भती के जलए स्ट् तर गैर-चयन पि आयु सीमा (1) (2) (3) (4) (5) (6) 1.लेखा 1* ग्रुप ‘बी’ पि के स्ट्तर-9 लागू नहीं लागू नहीं अजधकारी (2026) समकि (रु. 53100- *कायथभार के आधार पर 167800) पररितथन के अधीन सीधी भती के जलए क्या सीधी भती के जलए पररिीिा अिजध, भती की जिजध, चाह े िह प्रत्यि भती आिश्यक िैिजणक एि ं जनधाथररत आय ु एि ं िैिजणक यदि कोई हो द्वारा हो या पिोन्नजत द्वारा या अन्य योग्यताएाँ। योग्यताए ाँ पिोन्नत होने पर प्रजतजनयुजि द्वारा और जिजभन्न लाग ू होंगी। जिजधयों स े भरी िान े िाली ररजियों का प्रजतित। (7) (8) (9) (10) लाग ू नहीं लाग ू नहीं लाग ू नहीं पिोन् नजत्त द्वारा और ऐसा न होने की जस्ट्थजत म ें प्रजतजनयुजि (अल् पकालीन संजििा सजहत)4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] पिोन्नजत या प्रजतजनयुजि के माध्यम से भती के मामल े में, िे ग्रडे जिनसे पिोन्नजत या प्रजतजनयुजि की िाएगी। (11) (क) पिोन् नजत्त: (i) िेतन मैररक्स )47600 - 151100रु.) के स्ट् तर-8 या समकि में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में िो िषथ की जनयजमत सेिा पूण थ कर चुके अनुभाग अजधकारी; या (ii) िेतन मैररक्स )44900-142400रु.) के स्ट् तर-7 या समकि में जनयजमत आधार पर जनयुजि के बाि उस ग्रडे में तीन िष थ की जनयजमत सेिा पणू थ कर चुके अनुभाग अजधकारी; रटप्‍प्‍ ण ी- िहााँ ऐसे कजनष्ठ अजधकाररयों/कमथचाररयों की पिोन्नजत पर जिचार दकया िा रहा हो, जिन्होंने जनधाथररत अहकथ अथिा पात्रता सेिा पूणथ कर ली है, िहााँ उनके िररष्ठ अजधकाररयों/कमथचाररयों को भी पिोन्नजत पर जिचार दकया िाएगा, बित े दक िे जनधाथररत अहकथ अथिा पात्रता सेिा से उस सेिा की आधी अिजध अथिा िो िषथ, िो भी कम हो, से अजधक कम न हों, तथा उन्होंने अपने कजनष्ठ अजधकाररयों/कमथचाररयों के साथ, जिन्होंने उि अहकथ अथिा पात्रता सेिा पहले ही पूण थ कर ली है, अगल े उच्चतर ग्रडे में पिोन्नजत हते ु जनधाथररत पररिीिा अिजध सफलतापूिथक पूणथ कर ली हो। (ख) प्रजतजनयजु ि: केंद्रीय सरकार, राज्य सरकार, संघ राज्य िेत्र प्रिासन, सािथिजनक िेत्र के उपक्रम, मान्यता प्राप्त अनुसंधान संस्ट्थान या जिश्वजिद्यालय या अधथ-सरकारी या सांजिजधक या स्ट्िायत्त संगठन के अजधकारी, - (क)(i) मलू संिगथ या जिभाग म ेंजनयजमत आधार पर समकि पि धारण दकए हुए; या )ii( मलू संिगथ जिभाग या उसके समकि में जनयजमत आधार पर जनयुजि के बाि िते न मैररक्स (47,600–1,51,100₹) में लेिल-8 में िो िषथ की जनयजमत सेिा पूण थ की हो; या (iii) मूल संिग थ जिभाग या उसके समकि म ें जनयजमत आधार पर जनयुजि के बाि िेतन मैररक्स (44,900– 1,42,400₹) के लेिल-7 म ेंउस ग्रेड म ेंतीन िष थ की जनयजमत सेिा पूणथ की हो; और )ख( जनम्न जलजखत अहतथ ाओं का धारक हो:- )i( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से जडग्री; अथिा )ii( उपयुथि िर्णथत केंद्रीय अथिा राज्य सरकार के कायाथलयों म ें नकि, लेखा एि ं बिट काय थ का न्यूनतम तीन िषथ का अनुभि हो। रटप्‍पणी 1- फीडर श्रणे ी में कायरथ त ि ेजिभागीय अजधकारी, िो पिोन्नजत की प्रत्यि पंजि म ेंआते ह,ैं प्रजतजनयुजि के आधार पर जनयुजि के जलए जिचार योग् य नहीं होंगे। इसी प्रकार, प्रजतजनयुजि पर कायरथ त अजधकारी पिोन्नजत द्वारा जनयुजि के जलए पात्र नहीं होंगे। रटप्‍पणी 2- प्रजतजनयुजि की अिजध )अल्पकाजलक अनुबंध सजहत(, जिसम ें इस जनयुजि स े ठीक पूि थ केंद्र सरकार या राज्य सरकार के उसी या दकसी अन्य संगठन या जिभाग में धाररत दकसी अन्य बाह्य संिगथ पि पर प्रजतजनयुजि की अिजध )अल्पकाजलक अनुबंध सजहत( भी सजम्मजलत है, सामान्यतः तीन िषथ से अजधक नहीं होगी। रटप्‍पणी 3.— प्रजतजनयुजि )अल्पकाजलक अनुबंध सजहत( के आधार पर जनयुजि के जलए अजधकतम आय-ु सीमा आिेिन प्राप्त होने की अंजतम तारीख को छप्‍पन िष थ से अजधक नहीं होगी। यदि कोई जिभागीय पिोन्नजत सजमजत जिद्यमान ह ैतो उसकी संरचना क्या ह ै िे पररजस्ट्थजतयां िब भती करते समय संघ लोक सेिा आयोग से परामिथ दकया िाना ह।ै (12) (13) जिभागीय पिोन्नजत सजमजत )पिोन्नजत पर जिचार करने हते ु( की संरचना इस प्रकार ह:ै लागू नहीं (1) संयुि सजचि, प्रजतष्ठान या जिज्ञान और प्रौद्योजगकी जिभाग - अध्यि, (2) जनिेिक, प्रजतष्‍ट ठान - सिस्ट्य (3) िैज्ञाजनक ई, प्रजतष्‍ट ठान - सिस्ट्य [फा. स.ं आरआर/एएनआरएफ/सीएफओ,सीओओएंडएओ/2025] ए. धनलक्ष्मी, संयुि सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 MINISTRY OF SCIENCE AND TECHNOLOGY (Department of Science And Technology) NOTIFICATION New Delhi, the 12th February, 2026 G.S.R. 126(E).— Whereas certain draft rules, namely, the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Account Officer Rules, 2025 were published, as required by sub-section (1) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 12th September, 2025 for inviting objections and suggestions from all persons likely to be affected thereby; And Whereas, no objection or suggestion was received in respect of the said draft rules for the consideration of the Central Government; Now, therefore, in exercise of the powers conferred by clause (d) of sub-section (2) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023) the Central Government hereby makes the following rules, namely: — 1. Short title and commencement. — (1) These rules may be called the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Accounts Officer Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) “Act” means the Anusandhan National Research Foundation Act, 2023 (25 of 2023); (b) “Controlling authority” means the Executive Council of the Foundation; (c) “Foundation” means the Anusandhan National Research Foundation established under sub-section (1) of section 3 of the Act; (d) “Schedule” means Schedule appended to these rules, and (e) words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning respectively assigned to them in the Act. 3. Number of post, classification and level in pay matrix.- The number of said post, classification and level in pay matrix shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the aforesaid Schedule. 5. Appointing authority. - The Executive Council of the Foundation shall be the appointing authority for the post specified in column (1) of the Schedule. 6. Outdoor medical treatment. – (1) The officer shall be eligible to get medical reimbursement for self and declared members of family. Explanation. - For the purposes of this rule, the expression “family” shall have the meaning assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month's pay on the 1st day of January of the year (basic pay plus dearness allowance) whichever is less: Provided that release of increment or promotion during the year shall not affect the limit as on the 1st day of January. (3) The medical claim shall be supported by medical officer’s prescription and the original cash memos or bills for treatment and purchase of medicines duly signed and authenticated with the signature and seal of the medical officer. (4) For officer joining the duty during the year after the 1st day of January, the annual entitlement shall be restricted on pro-rata basis. (5) The outdoor treatment shall be availed only from the Authorised Medical Attendants duly empanelled by the Foundation. (6) In case of chronic ailments, prescription from the hospitals recognised or covered under the Central Service (Medical Attendance) Rules, 1944 or the Central Government Health Scheme shall be admissible for the purposes of reimbursement of the cost of medicines and tests, if any.6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (7) For the purposes of cost intensive treatment, the reimbursement shall be admissible at the rates specified in accordance with the provisions of the Central Government Health Scheme or the Central Services (Medical Attendance) Rules, 1944 with the approval of the Foundation on a case-to-case basis. (8) In case of emergency, the officer may avail treatment at the nearest hospital and expenditure shall be reimbursed as per the rates specified under the Central Government Health Scheme subject to production of emergency certificate from the medical officer or the hospital authorities. 7. Indoor medical treatment. - (1) For the purposes of indoor medical treatment, the officer shall be eligible to avail treatment in hospitals authorised by the Foundation in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government officers drawing equivalent salary in pay matrix. (2) The treatment in authorised hospitals referred to in sub-rule (1) shall be the same as may be admissible to the Central Government officers availing the treatment in accordance with the Central Services (Medical Attendance) Rules, 1944. (3) The treatment at authorised hospitals referred to in sub-rule (1) shall be availed only on the advice of the Authorised Medical Attendant, except in emergency cases. 8. Retirement Benefits. - The provision of the New Pension Scheme or Unified Pension Scheme or gratuity, etc. as applicable to Central Government officers of corresponding pay levels shall be applicable to the officers of the foundation. 9. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Residuary provision. - The conditions of service of the officer holding post specified in column (1) of the Schedule for which no express provision is specified in these rules shall be determined by the rules and orders for the time being applicable to officers of the Central Government drawing equivalent salary in pay matrix. 11. Note 1.- The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion. Note 2.- The period of deputation (including short-term contract) including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government or State Government shall ordinarily not to exceed three years.
