इन जनयमों म,ें िब तक दक संिभथ से अन्यथा अपेजित न हो,- (क) 'अजधजनयम' से अनुसधं ान राष्ट्रीय िोध प्रजतष्ठान अजधजनयम, 2023 )2023 का 25( अजभप्रेत ह;ै (ख) ‘जनयंत्रण प्राजधकारी’ से प्रजतष्‍टठ ान की कायथकारी पररषि अजभप्रेत ह;ै (ग) "प्रजतष्ठान" स े अजधजनयम की धारा 3 की उपधारा )1( के अधीन स्ट्थाजपत अनुसंधान राष्ट्रीय िोध प्रजतष्ठान अजभप्रते ह;ै (घ) "अनुसूची" से इन जनयमों से संलग्न अनुसूची अजभप्रेत ह,ै और (ङ) इसमें प्रयुि िब्िों और अजभव्यजियों का, िो इन जनयमों में पररभाजषत नहीं हैं, दकन्त ु अजधजनयम में पररभाजषत ह,ैं िही अथ थ होगा िो अजधजनयम में क्रमिः उन् ह ेंदिया गया ह।ै 3. आिेिन - ये जनयम इन जनयमों से संलग्न अनुसूची के कॉलम )1( में जिजनर्िथष्ट पिों पर लागू होंगे। 4. पिों की संख्या, िगीकरण और िेतन मैररक्स में स्ट्तर- उि पिों की संख्या, उनका िगीकरण और िेतन मैररक्स में स्ट्तर उि अनुसूची के कॉलम )2( स े)4( म ेंजिजनर्िथष्ट अनुसार होंगे। 5. भती की पद्धजत, आयु सीमा, अहतथ ाय,ें आदि - उि पिों स ेसंबंजधत भती की पद्धजत, आय ुसीमा, अहतथ ाय ें और अन्य मामल े पूिोि अनुसूची के कॉलम )5( से )13( में जिजनर्िथष्ट अनुसार होंगे। 6. जनयुजि प्राजधकारी – प्रजतष्‍टठ ान की कायथकारी पररषि पूिोक्त अनुसूची के कॉलम )1( में जिजनर्िथष्ट पिों के जलए जनयुजि प्राजधकारी होगी। 7. बाह्य जचदकत्सा उपचार - )1( अजधकारी स्ट्ियं और पररिार के घोजषत सिस्ट्यों के जलए जचदकत्सा प्रजतपूर्तथ पाने के पात्र होंगे। स्ट्पष्टीकरण: इस जनयम के प्रयोिनों के जलए, "पररिार" िब्ि का िही अथथ होगा िो केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 में इसे दिया गया ह।ै )2( िषथ के िौरान बाह्य जचदकत्सा व्यय की प्रजतपूर्तथ िास्ट्तजिक व्यय या िषथ की पहली िनिरी को एक माह के िेतन )मूल िेतन + महगं ाई भत्ता( िो भी कम हो, तक सीजमत होगी: बित ेदक िषथ के िौरान दकसी िेतन िृजद्ध या पिोन्नजत का प्रभाि 1 िनिरी को जनधाथररत सीमा पर नहीं पडगे ा। )3( जचदकत्सा िािे के समथथन में जचदकत्सा अजधकारी का पचाथ और जचदकत्सा अजधकारी के हस्ट्तािर और मुहर स े जिजधित हस्ट्तािररत और प्रमाजणत उपचार और ििाओं की खरीि के मूल कैि मेमो या जबल लगे होने चाजहए। )4( 1 िनिरी के बाि िषथ के िौरान कायथभार ग्रहण करने िाल ेअजधकाररयों के जलए, िार्षथक हक़िारी आनुपाजतक आधार पर प्रजतबंजधत होगी। )5( बजहरंग उपचार केिल प्रजतष्‍टठ ान द्वारा जिजधित रूप से सूचीबद्ध अजधकृत जचदकत्सा पररचारकों से ही प्राप्त दकया िा सकेगा। )6( गंभीर बीमाररयों की जस्ट्थजत में, ििाओं और परीिणों, यदि कोई हो, की लागत की प्रजतपर्ू तथ के प्रयोिनाथथ, केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 या केंद्रीय सरकार स्ट्िास्ट््य योिना के अंतगथत मान्यता प्राप्त या किर दकए गए अस्ट्पतालों का पचाथ स्ट्िीकायथ होगा। )7( अत्यजधक लागत िाले उपचार के प्रयोिनाथथ, प्रजतपूर्तथ, केंद्र सरकार स्ट्िास्ट््य योिना या केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 के प्रािधानों के अनुसार, अलग-अलग मामले के आधार पर प्रजतष्‍टठ ान के अनुमोिन से, जिजनर्िथष्ट िरों पर स्ट्िीकायथ होगी। )8( आपातकाल की जस्ट्थजत म ें कमथचारी जनकटतम अस्ट्पताल में इलाि करा सकता ह ै और व्यय की प्रजतपूर्त थ केंद्रीय सरकार स्ट्िास्ट््य योिना के लाभार्थथयों के जलए जनधाथररत िरों के अनुसार की िाएगी, यह जचदकत् सा अजधकारी या अस्ट्पताल प्राजधकाररयों के आपातकालीन प्रमाण पत्र प्रस्ट्ततु करने के अध्यधीन ह।ै 8. आंतररक जचदकत्सा उपचार- )1( आंतररक जचदकत्सा उपचार के प्रयोिनों के जलए, अजधकारी इस संबंध म ें प्रजतष्‍टठ ान द्वारा अजधकृत अस्ट्पतालों में उपचार प्राप्त करने के जलए पात्र होगा और इस प्रयोिन के जलए अस्ट्पताल आिास, नर्सिंग होम सुजिधा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 सजहत उपचार की लागत केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 के प्रािधानों के अनसु ार होगी, िो िेतन मैररक्स में समतुल्य िेतन पाने िाले केंद्रीय सरकार के अजधकाररयों पर लागू होती ह।ै )2( उप-जनयम )1( म ेंजनर्िथष्ट प्राजधकृत अस्ट्पताल में उपचार िही होगा िो केंद्रीय सेिा )जचदकत्सा पररचारक( जनयम, 1944 के अनुसार जचदकत्सा प्राप्त करन े िाले केन्द्रीय सरकारी अजधकाररयों के जलए अनुमेय ह।ै )3( आपातकालीन जस्ट्थजत को छोडकर, उप-जनयम )1( में जिजनर्िथष्ट प्राजधकृत अस्ट्पतालों में प्राजधकृत जचदकत्सा पररचारक की सलाह पर ही उपचार जलया िा सकता ह।ै 9. अनहतथ ा - कोई भी व्यजि,- )क( जिसने दकसी ऐसे व्यजि से जििाह दकया ह ैजिसका पजत/पत्नी िीजित ह,ै या )ख( जिसने अपन ेपजत/पत्नी िीजित रहते हुए दकसी अन्य व्यजि स ेजििाह दकया ह,ै उि पि पर जनयुजि के जलए पात्र नहीं होगा: बिते दक यदि केन्द्रीय सरकार संतुष्‍टट हो िाए दक ऐसा जििाह ऐसे व्यजि और जििाह के िसू रे पिकार पर लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ैऔर ऐसा करने के जलए अन्य आधार ह ैंतो िह दकसी व्यजि को इस जनयम के प्रितथन से पृथक कर सकती ह।ै 10. आिेिनों पर कारथिाई- मुख्य कायथकारी अजधकारी द्वारा जिजधित गरठत िांच सजमजत, प्रजतष्‍टठ ान द्वारा प्राप्त आिेिनों का मूल्यांकन करेगी और आगे की कारथिाई के जलए उम्मीििारों की पि और िीिनिृत् त की आिश्यकताओं के आधार पर उम्मीििारों का चयन करेगी। 11. चयन सजमजत- अनुसूची के कॉलम )1( में जिजनर्िथष्ट मुख्य संचालन अजधकारी और मुख्य जित्तीय अजधकारी के पिों पर भती या चयन हते ु जनयुजि प्राजधकारी को संस्ट् तुजत करने हते ु चयन सजमजत, पूिोक्त अनुसूची के कॉलम )12( में जिजनर्िथष्ट अनुसार होगी। 12. अिजिष्ट उपबंध- पूिोक्त अनुसूची के कॉलम )1( में जिजनर्िथष्ट पिों को धारण करने िाले अजधकारी की सेिा की ितें, जिनके जलए इन जनयमों म ेंकोई स्ट्पष्ट उपबंध जिजनर्िथष्ट नहीं ह,ै िेतन मैररक्स में समतल्ु य िेतन प्राप्त करने िाल ेकेंद्रीय सरकार के अजधकाररयों पर तत्समय लागू जनयमों और आििे ों द्वारा जनधाथररत की िाएंगी। 13. व्यािृजत्त-इन जनयमों की कोई बात अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, भूतपूिथ सजै नकों और अन्य जििेष प्रिगों के व्यजियों के जलए इस संबंध में केन्द्रीय सरकार द्वारा िारी आिेिों के अनुसार दिए िाने िाले आरिण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालेगी। 14. जिजथलन की िजि: िहााँ केन्द्रीय सरकार की यह राय हो दक ऐसा करना आिश्यक अथिा समीचीन है, तो िह उसके जलए िो कारण ह ैं उन्ह ें जलजखत में िि थ करके, आिेि द्वारा, दकसी िगथ या प्रिगथ के व्यजियों के संबंध में इन जनयमों के दकसी उपबंध को जिजथल कर सकती ह।ै अनसु चू ी पि का नाम पिों की संख् या िगीकरण िेतन मैररक् स चयन पि ह ैया सीधी भती के जलए स्ट् तर गैर-चयन पि आयु सीमा (1) (2) (3) (4) (5) (6) 1.मुख्य 1* लाग ूनहीं स्ट्तर-15 लाग ूनहीं लाग ूनहीं सचं ालन (2026) (रु. 182200 - अजधकारी 224100) *कायथभार के आधार पर पररितथन के अधीन4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] सीधी भती के जलए आिश्यक क्या सीधी भती के जलए जनधाथररत पररिीिा अिजध, यदि भती की पद्धजत िैिजणक एिं अन्य योग्यताएाँ। आयु एिं िैिजणक योग्यताएाँ पिोन्नत कोई हो होने पर लागू होंगी। (7) (8) (9) (10) लागू नहीं लागू नहीं लागू नहीं प्रजतजनयुजि जिसमें अल्पकालीन अनुबंध या मुक् त बािार के माध्यम से संजििात्मक जनयुजि िाजमल ह।ै यदि जनयुजि प्रजतजनयजु ि या खुले बािार के माध्यम से संजििात्मक जनयुजि के द्वारा की िाती है, तो भती के जलए मानिंड। (11) 1. प्रजतजनयुजि: केंद्रीय सरकार, राज्य सरकार, संघ राज्य िेत्र प्रिासन, सािथिजनक िेत्र के उपक्रम, मान्यता प्राप्त अनुसंधान संस्ट्थान या जिश्वजिद्यालय या अध-थ सरकारी या सांजिजधक या स्ट्िायत्त संगठन के अजधकारी, - िेतन मैररक्स में स्ट्तर-14 (1,44,200 - 2,18,200 रुपये( या समकि में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में कम से कम तीन िषथ की जनयजमत सेिा की हो। )1( अजनिायथ योग्यताएाँ: )क( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से इंिीजनयररंग, जिज्ञान, प्रौद्योजगकी या संबद्ध जिषयों में स्नातकोत्तर उपाजध; और )ख( उपयुथि खंड )क( में जिजनर्िथष्ट योग्यताएाँ धारक, अनुसंधान प्रिासन, सरकारी कायथक्रमों, निाचार प्रबंधन, सािथिजनक िेत्र के संचालन या जमिन-संचाजलत पहलों से संबंजधत भूजमकाओं में पंद्रह िषथ का अनुभि, जिसमें जनम्नजलजखत में से एक या अजधक िेत्रों में जिजिष्ट अनुभि िाजमल हो, अथाथत्:- )i) जिज्ञान, प्रौद्योजगकी या सािथिजनक सेिा में बडे पैमाने के कायथक्रमों का प्रबंधन, )ii) अनुसंधान, निाचार या प्रौद्योजगकी-संचाजलत पहल का समथथन, और )iii) अंतर-एिेंसी समन्िय या सहयोगी सािथिजनक-जनिी पररयोिनाओं को सुकर बनाना; )ग( सुिढ़ृ संप्रेषण और समन्िय कौिल, सरकार, जििा और उद्योग में जिजिध जहतधारकों के साथ कायथ करने की िमता। )2( िांछनीय योग्यताएं: )घ( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से व्यिसाय प्रिासन में स्नातकोत्तर उपाजध। रटप्पणी 1.- प्रजतजनयजु ि की अिजध, जिसमें इस जनयुजि से ठीक पहले केंद्र सरकार या राज्य सरकार के उसी या दकसी अन्य संगठन या जिभाग में धाररत दकसी अन्य बाह्य संिगथ पि पर प्रजतजनयुजि की अिजध भी िाजमल है, सामान्यतः तीन िषथ से अजधक नहीं होगी। रटप्पणी 2.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राजप्त की अंजतम तारीख को 56 िषथ से अजधक नहीं होगी। 2. मुक् त बािार के माध्यम से संजििात्मक जनयुजि: उपरोि कॉलम के बबंि ु1 के अंतगथत न आने िाले व्यजियों के जलए मुक् त बािार के माध्यम से संजििात्मक जनयुजि द्वारा भती के मानिंड जनम्नजलजखत होंगे— (1) अजनिायथ अहतथ ायें:[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 (क) मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से इंिीजनयररंग, जिज्ञान, प्रौद्योजगकी या संबद्ध जिषयों में स्नातकोत्तर उपाजध; और (ख) उपयुथि खंड )क( में जिजनर्िथष्‍ट ट अहतथ ायें प्राप्त करने के पश् चात्, अनुसधं ान प्रिासन, सरकारी कायथक्रम, निाचार प्रबंधन, सािथिजनक िेत्र की गजतजिजधयााँ या जमिन-सचं ाजलत पहल, उद्योग या जनिी ित्रे , जििेिी संस्ट्थान या गैर-सरकारी संगठन में पंद्रह िषथ का अनुभि, जिसमें जनम्नजलजखत में से एक या अजधक िेत्रों में जििेष अनुभि िाजमल हो अथाथत्:— )i) जिज्ञान, प्रौद्योजगकी या सािथिजनक सेिा में बडे पैमाने के कायथक्रमों का प्रबंधन, )ii) अनुसंधान, निाचार या प्रौद्योजगकी-संचाजलत पहल का समथथन, और )iii) अंतर-एिेंसी समन्िय या सहयोगी सािथिजनक-जनिी पररयोिनाओं को सुकर बनाना; )ग( सुिढ़ृ संप्रेषण और समन्िय कौिल, सरकार, जििा और उद्योग में जिजिध जहतधारकों के साथ कायथ करने की िमता। )2( िांछनीय अहतथ ायें: )घ( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से व्यिसाय प्रिासन में स्नातकोत्तर उपाजध। (3) कायाथलय का कायथकाल कायथभार संभालने की तारीख से तीन िषथ का होगा, और समय-समय पर जनधाथररत दकए िाने िाले जनबंधनों एिं ितों के अनुसार पुनर्नथयुजि के जलए पात्र होगा। (4) उद्योग, जनिी िेत्र, जििेिी संस्ट्थान या गैर-सरकारी संगठन से व्यजि, अथिा कोई अन्य व्यजि िो अल्पकाजलक सजहत प्रजतजनयुजि के अंतगथत नहीं आता, यदि मुख्य संचालन अजधकारी के रूप में जनयुि दकया िाता है, तो उसे िेतन एिं भत्ते उस राजि के अनुसार प्राप्त होंगे, िो िेतन मैररक्स के स्ट्तर-15 पर लागू होती है। )5( मुक् त बािार के माध्यम से संजििात्मक जनयुजि के जलए अजधकतम आयु सीमा आिेिन प्राप्त करने की अंजतम तारीख के अनुसार अठािन )58) िषथ से अजधक नहीं होगी। खोि-सह-चयन सजमजत और उसकी संरचना। िे पररजस्ट्थजतयां िब भती करते समय संघ लोक सेिा आयोग से परामिथ दकया िाना ह।ै (12) (13) खोि-सह-चयन सजमजत में जनम्नजलजखत िाजमल होंगे:- लागू नहीं (1) सजचि, जिज्ञान और प्रौद्योजगकी जिभाग - अध्यि, (2) मुख्य कायथकारी अजधकारी, प्रजतष्‍ट ठान - सिस्ट्य )अनुसंधान राष्‍ट रीय िोध प्रजतष्‍ट ठान( - (3) अनुसंधान राष्‍ट रीय िोध प्रजतष्‍टठ ान से बाहर के तीन जििेषज्ञ, िो उस पि से कम से कम एक स्ट्तर उच्च हों जिस पर भती की िा रही है — सिस्ट्य। (1) (2) (3) (4) (5) (6) 2. मुख्य जित्तीय 1* समूह 'क', पि स्ट्तर-14 लागू नहीं लागू नहीं अजधकारी (2026) )रु. 1,44,200 - (क( )i) मूल संिगथ या जिभाग में जनयजमत आधार पर सििृ पि धारण करते हों; या (ii) िेतन मैररक्स में लेिल-13ए )1,31,100 - 2,16,600 रुपये( या समकि में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में िो िषथ की जनयजमत सेिा की हो; या (iii) िेतन मैररक्स में लेिल-13 (1,23,100 - 2,15,900 रुपये( या समकि में जनयजमत आधार पर जनयुजि के बाि उस ग्रेड में तीन िषथ की जनयजमत सेिा की हो; और अजनिायथ अहतथ ायें:- (ख( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से िाजणज्य या जित्त में स्नातक की जडग्री; और (ग) उपरोि खंड )ख( में जिजनर्िथष्‍ट ट अहतथ ायें प्राप्त करने के पश् चात्, जित्त, लेखा एिं प्रिासन में बारह िषथ का अनुभि, जिसमें जित्तीय कानून, कराधान, लेखांकन मानक और जनयामक ढांचे का ज्ञान एिं अनुभि िाजमल हो। िांछनीय अहतथ ायें:- (ग( दकसी मान्यता प्राप्त जिश्वजिद्यालय या संस्ट्थान से जित्त, लेखा, सािथिजनक जित्तीय प्रबंधन या संबद्ध जिषयों में स्नातकोत्तर की उपाजध; और रटप्पणी 1.- प्रजतजनयुजि की अिजध, जिसके अंतगथत इस जनयुजि से ठीक पहले केन्द्रीय सरकार या राज्य सरकार के उसी या दकसी अन्य संगठन या जिभाग में धाररत दकसी अन्य बाह्य संिगथ पि पर प्रजतजनयुजि की अिजध भी िाजमल है, सामान्यतः तीन िषथ से अजधक नहीं होगी। रटप्पणी 2.- प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राजप्त की अंजतम तारीख को 56 िषथ से अजधक नहीं होगी। (12) (13) खोि-सह-चयन सजमजत में जनम्नजलजखत िाजमल होंगे:- लागू नहीं (1) सजचि, जिज्ञान और प्रौद्योजगकी जिभाग - अध्यि, (2) मुख्य कायथकारी अजधकारी, प्रजतष्‍ट ठान - सिस्ट्य )अनुसंधान राष्‍ट रीय िोध प्रजतष्‍ट ठान( - (3) अनुसंधान राष्‍ट रीय िोध प्रजतष्‍टठ ान के बाहर के तीन जििेषज्ञ, िो उस पि से कम से कम एक स्ट्तर उच्च हों जिस पर भती की िा रही है — सिस्ट्य। [फा. स.ं आरआर/एएनआरएफ/सीएफओ,सीओओएंडएओ/2025] ए. धनलक्ष्मी, संयुि सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 MINISTRY OF SCIENCE AND TECHNOLOGY (Department of Science And Technology) NOTIFICATION New Delhi, the 12th February, 2026 G.S.R. 127(E).— Whereas certain draft rules, namely, the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Chief Operating Officer and Chief Financial Officer Rules, 2025 were published, as required by sub-section (1) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023), in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), dated the 12th September, 2025 for inviting objections and suggestions from all persons likely to be affected thereby; And Whereas, no objection or suggestion was received in respect of the said draft rules for the consideration of the Central Government; Now, therefore, in exercise of the powers conferred by clause (d) of sub-section (2) of section 23 of the Anusandhan National Research Foundation Act, 2023 (25 of 2023) the Central Government hereby makes the following rules, namely: — 1. Short title and commencement. — (1) These rules may be called the Anusandhan National Research Foundation, Method of Recruitment, Salary and Allowances and other Terms and Conditions of Service of Chief Operating Officer and Chief Financial Officer Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions.- In these rules, unless the context otherwise requires,- (a) “Act” means the Anusandhan National Research Foundation Act, 2023 (25 of 2023); (b) “Controlling authority” means the Executive Council of the Foundation; (c) “Foundation” means the Anusandhan National Research Foundation established under sub-section (1) of section 3 of the Act; (d) “Schedule” means Schedule appended to these rules, and (e) words and expressions used herein and not defined in these rules but defined in the Act shall have the meaning respectively assigned to them in the Act. 3. Application.- These rules shall apply to posts specified in column (1) of the Schedule annexed to these rules. 4. Number of post, classification and level in pay matrix.- The number of said posts, classification and level in pay matrix shall be as specified in columns (2) to (4) of the said Schedule. 5. Method of recruitment, age-limit, qualifications, etc.- The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule. 6. Appointing authority.- The Executive Council of the Foundation shall be the appointing authority for the posts specified in column (1) of the aforesaid Schedule. 7. Outdoor medical treatment.– (1) The officers shall be eligible to get medical reimbursement for self and declared members of family. Explanation. - For the purposes of this rule, the expression “family” shall have the meaning assigned to it in the Central Services (Medical Attendants) Rules, 1944. (2) The reimbursement of outdoor medical expenses during the year shall be limited to the actual expenses or one month's pay on the 1st day of January of the year (basic pay plus dearness allowance) whichever is less: Provided that release of increment or promotion during the year shall not affect the limit as on the 1st day of January. (3) The medical claim shall be supported by medical officer’s prescription and the original cash memos or bills for treatment and purchase of medicines duly signed and authenticated with the signature and seal of the medical officer. (4) For officers joining the duty during the year after the 1st day of January, the annual entitlement shall be restricted on pro-rata basis. (5) The outdoor treatment shall be availed only from the Authorised Medical Attendants duly empanelled by the Foundation.8 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (6) In case of chronic ailments, prescription from the hospitals recognised or covered under the Central Service (Medical Attendance) Rules, 1944 or the Central Government Health Scheme shall be admissible for the purposes of reimbursement of the cost of medicines and tests, if any. (7) For the purposes of cost intensive treatment, the reimbursement shall be admissible at the rates specified in accordance with the provisions of the Central Government Health Scheme or the Central Services (Medical Attendance) Rules, 1944 with the approval of the Foundation on a case to case basis. (8) In case of emergency, the officer may avail treatment at the nearest hospital and expenditure shall be reimbursed as per the rates specified under the Central Government Health Scheme subject to production of emergency certificate from the medical officer or the hospital authorities. 8. Indoor medical treatment.- (1) For the purposes of indoor medical treatment, the officer shall be eligible to avail treatment in hospitals authorised by the Foundation in this behalf and for this purpose cost of treatment including hospital accommodation, nursing home facility shall be as per the provisions of the Central Services (Medical Attendants) Rules, 1944 as applicable to the Central Government officers drawing equivalent salary in pay matrix. (2) The treatment in authorised hospitals referred to in sub-rule (1) shall be the same as may be admissible to the Central Government officers availing the treatment in accordance with the Central Services (Medical Attendants) Rules, 1944. (3) The treatment at authorised hospitals referred to in sub-rule (1) shall be availed only on the advice of the Authorised Medical Attendant, except in emergency cases. 9. Disqualification.- No person,- (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Processing of applications. -A duly constituted Screening Committee by the Chief Executive Officer shall evaluate the applications received by the Foundation and may shortlist candidates based on the requirements of the post and curriculum vitae of the candidates for further processing. 11. Selection Committee.- The Selection Committee for making recommendations to the Appointing Authority for recruitment or selection to the posts of Chief Operating Officer and Chief Financial Officer specified in column (1) of the Schedule shall be as specified in column (12) of the aforesaid Schedule. 12. Residuary provision. - The conditions of service of the officer holding posts specified in column (1) of the aforesaid Schedule for which no express provision is specified in these rules shall be determined by the rules and orders for the time being applicable to officers of the Central Government drawing equivalent salary in pay matrix. 13. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government in this regard. 14. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. (1) Essential qualifications: (a) possessing Master’s degree in engineering, science, technology or allied disciplines from a recognised university or institution; and (b) possessing fifteen years experience after obtaining the qualifications referred to in clause (a) above, in roles involving research administration, Government programmes, innovation management, public sector operations or mission-driven initiatives with specific experience in one or more of the following fields, namely:- (i) managing large-scale programs in science, technology, or public service, (ii) supporting research, innovation, or technology-driven initiative, and (iii) facilitating inter-agency co-ordination or collaborative public-private projects; (c) strong communication and co-ordination skill, ability to work with diverse stakeholders across Government, academia and industry. (2) Desirable qualifications: (d) possessing Master’s degree in Business Administration from a recognised university or institution. Note 1.- The period of deputation, including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government or State Government shall ordinarily not to exceed three years. Note 2.- The maximum age-limit for appointment by deputation including short-term contract shall not exceed fifty-six years as on the closing date of receipt of application. 2. Contractual appointment through open market : The criteria for recruitment by contractual appointment through open market for the person not covered under point 1 of this column above shall be as following,- (1) Essential qualifications: (a) possessing Master’s degree in engineering, science, technology or allied disciplines from a recognised university or institution; and (b) possessing fifteen years experience after obtaining the qualifications referred to in clause (a) above, in roles involving research administration, Government programmes, innovation management, public sector operations or mission-driven initiatives in industry or private sector or overseas institutions or Non-Government Organisation with specific experience in one or more of the following fields, namely:- (i) managing large-scale programmes in science, technology, or public service, (ii) supporting research, innovation, or technology-driven initiative, and (iii) facilitating inter-agency co-ordination or collaborative public-private projects; (c) strong communication and co-ordination skill, ability to work with diverse stakeholders across Government, academia and industry. (2) Desirable qualifications: (d) possessing Master’s degree in Business Administration from a recognised university or institution. (3) The term of office shall be for a period of three years form the date of assumption of charge, and shall be eligible for reappointment on such terms and conditions which may be determined from time to time. (4) Person from industry or private sector or overseas institutions or Non-Government Organisation, or any other person not covered under deputation including short-term, appointed as Chief Operating Officer shall be drawing a salary and allowances of such amount, as may be applicable to level-15 of the pay matrix.
