(1) उक्त स्ट्कीम के अधीन उक्त लाभ प्राप्त करन ेके जलए िीबी–िी राम िी (जिकजसत भारत – िी राम िी) स्ट्कीम के अंतगति पंिीकृत या पंिीकरण चाहने िाल े दकसी व्यजक्त के जलए प्रमाणीकरण स े गुजरना या आधार संखया होन े का प्रमाण प्रस्ट्तुत करना अपेजक्षत होगा। (2) उक्त स्ट्कीम के अधीन पंिीकृत या पंिीकरण चाहने िाले ऐसे दकसी व्यजक्त के मामले में, जिसे आधार संखया आिंरटत नहीं की गई ह,ै उसके जलए नामांकन के जलए आिेिन करना अपेजक्षत होगा। (3) आधार (नामांकन और अद्यतन) जिजनयम, 2016 के जिजनयम 12 के उपबंधों के अनुसार, ग्रामीण जिकास जिभाग या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन द्वारा नाजमत ऐसा जिभाग, उपयुक्त उपायों के माध्यम से ऐसे लाभार्थियों का नामांकन सुजनजश्चत करेगा जिनका अभी नामांकन होना बाकी है, या उनके आधार जििरण को अद्यतन करेगा, जिसमें पंिीयकों के साथ समन्िय करना और सुजिधािनक स्ट्थानों पर नामांकन केंर स्ट्थाजपत करना या स्ट्ियं पंिीयक बनकर नामांकन सुजिधाएँ प्रिान करना िाजमल ह:ै परंत ु यह दक िब तक ऐस ेलाभाथी को आधार संखया आिंरटत नहीं हो िाती, तब तक िह उक्त लाभ प्राप्त करन े के जलए अपनी पहचान जनम्नजलजखत िस्ट्तािेजों को प्रस्ट्तुत करके साजबत कर सकता है, जिनका िह हकिार ह ैऔर िो प्रस्ट्ततु ीकरण के समय िैध हों; अथिा, यदि ग्रामीण जिकास जिभाग या राज्य सरकार या संघ राज्य क्षेत्र प्रिासन द्वारा इस प्रकार की पहचान के जलए प्रिान दकया गया या प्राजधकृत सॉफ्टिेयर ऐसे िस्ट्तािेजों को तैयार करन े या उनके रखरखाि करने िाले प्राजधकाररयों के डेटाबेस से उनकी अंतििस्ट्तु के सायय संबंधी िानकारी इलेक्ट्रॉजनक रूप से प्राप्त करने में सहायता करता है, तो ऐसी िानकारी प्राप्त करन े के जलए अपनी सहमजत िेकर पहचान साजबत कर सकता है, अथाित्:- अठारह िर् िया उससे अजधक आयु के ऐसे लाभार्थियों के जलए जिन्ह ेंआधार संखया आिंरटत नहीं की गई ह:ै (क) नामांकन केंर पर ऑपरेटर द्वारा प्रिान की गई लाभाथी के नामांकन की प्रदिया से गुजरन े की पािती, जिसम ें नामांकन पहचान संखया (ईआईडी) िाजमल हो; और (ख) जनम्नजलजखत में स ेकोई भी एक िस्ट्तािेज, जिसमें लाभाथी की फोटो हो, अथाित्:- (i) भारत जनिािचन आयोग द्वारा िारी मतिाता फोटो पहचान पत्र; (ii) रािन काड;ि (iii) दकसी रािपजत्रत अजधकारी िो दक रािपजत्रत अजधकारी िो एक कायिपालक मजिस्ट्रेट या राज्य सरकार का रािस्ट्ि अजधकारी हो, तहसीलिार के पि से नीच ेका न हो द्वारा िारी िाजत प्रमाण पत्र या मलू जनिास प्रमाण पत्र; (iv) दकसी सरकारी संस्ट्था अथिा सािििजनक क्षेत्र के उपिम द्वारा सेिाजनिृत्त अथिा सेिारत लोक सेिक अथिा उसके पररिार के सिस्ट्य को िारी जचदकत्सा अथिा बीमा पहचान पत्र; (v) भारतीय पासपोटि; (vi) दकसी मान्यता प्राप्त स्ट्कूल जिक्षा बोडि द्वारा िारी मैररक अथिा 10िीं कक्षा अथिा उच्चतर माध्यजमक अथिा 12िीं कक्षा का प्रमाण पत्र अथिा अंक ताजलका; (vii) दकसी सरकारी संस्ट्था अथिा सािििजनक क्षेत्र के उपिम द्वारा सेिारत अथिा सेिाजनिृत्त लोक सेिक को िारी पहचान पत्र अथिा अन्य पहचान िस्ट्तािेि;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 3 (viii) दिव्यांगिन अजधकार जनयम, 2017 के अधीन अजधसूजचत जचदकत्सा प्राजधकरण द्वारा िारी दिव्यांगता प्रमाण पत्र, अथिा भारत सरकार के दिव्यांगिन सिक्तीकरण जिभाग द्वारा िारी जिजिष्ट दिव्यांगता पहचान (यूडीआईडी) पत्र; (ix) भारत म ेंिारी चालक अनज्ञु जप्त; (x) कोई अन्य िस्ट्तािेि जिस ेग्रामीण जिकास जिभाग अथिा राज्य सरकार अथिा संघ राज्य क्षेत्र प्रिासन द्वारा नाजमत ऐसा जिभाग जनर्ििष्ट करे: (4) ग्रामीण जिकास जिभाग द्वारा नाजमत अथिा इस संबंध म ें राज्य सरकार अथिा संघ राज्य क्षेत्र प्रिासन द्वारा नाजमत जिभाग का कोई अजधकारी, खंड (3) के अधीन प्रस्ट्तुत िस्ट्तािेिों अथिा उसमें जनजहत सामग्री को प्रमाजणत करन ेिाली सूचना के संबंध में जनम्नजलजखत की िाचं करेगा, (क) मरे ा आधार पोटिल (https://myaadhaar.uidai.gov.in/portal) पर नामांकन पहचान संखया (ईआईडी) िि ि करके नामांकन अनरु ोध की जस्ट्थजत (स्ट्टेटस) की िांच करना, जिससे यह पुजष्ट की िा सके दक नामांकन पहचान संखया (ईआईडी) िैध ह ैऔर नामांकन अनरु ोध को अस्ट्िीकार नहीं दकया गया ह;ै और (ख) अन्य िस्ट्तािेिों की िांच करना, और इस प्रयोिन के जलए, िह दकसी भी सरकारी संस्ट्था अथिा ऐसे िस्ट्तािेिों म ें िाजमल िानकारी को तैयार करन े अथिा उसका रखरखाि करन े िाल े प्राजधकरण की सहायता ल े सकता ह ैऔर उसके साथ प्रस्ट्तुत िानकारी साझा कर सकता ह।ै 2. लाभार्थियों को उक्त लाभ आसानी से प्राप्त करने म ें सक्षम बनाने के जलए, मंत्रालय यह सुजनजश्चत करने के जलए सभी आिश्यक किम उठाएगा दक मीजडया के माध्यम से इसका व्यापक प्रचार-प्रसार हो तादक लाभार्थियों को उक्त स्ट्कीम के अधीन आधार संखया की अपेक्षा के बारे में िागरूक दकया िा सके। 3. िहां दकसी लाभाथी के आधार संखया का प्रमाणीकरण बायोमेररक-आधाररत प्रमाणीकरण के दकसी भी माध्यम (अथाति चेहरे की छजि, उंगजलयों के जनिान अथिा आंख की पुतली के स्ट्कैन आधाररत प्रमाणीकरण) से खराब बायोमेररक िानकारी अथिा दकसी अन्य कारण से जिफल हो िाता है, िहां जनम्नजलजखत उपचारात्मक तंत्र अपनाए िाएंगे, अथाित:— (क) यदि कोई जिजिष्ट बायोमेररक-आधाररत प्रमाणीकरण माध्यम सफल नहीं होता ह,ै तो िहां भी व्यािहाररक और स्ट्िीकायि हो, कोई अन्य बायोमेररक-आधाररत प्रमाणीकरण माध्यम अथिा िन-टाइम जपन (ओटीपी) आधाररत प्रमाणीकरण का जिकल्प प्रिान दकया िाएगा; (ख) ऐसे मामलों में िहां बायोमेररक-आधाररत अथिा ओटीपी-आधाररत प्रमाणीकरण माध्यम संभि नहीं हैं, िहा ं आधार संखया की िास्ट्तजिकता स्ट्थाजपत करन ेके बाि उक्त स्ट्कीम के अधीन लाभ दिए िा सकत ेह।ैं इसके जलए आधार जसक्ट्योर दिक ररस्ट्पॉन्स (क्ट्यूआर) कोड अथिा आधार पेपरलेस ऑफलाइन ई-केिाईसी िस्ट्तािेि, िो भी जस्ट्थजत हो, पर भारतीय जिजिष्ट पहचान प्राजधकरण के जडजिटल हस्ट्ताक्षर प्रमाण पत्र का ऑफलाइन सत्यापन करके जनम्नजलजखत म ेंसे दकसी के आधार पर लाभ दिया िा सकता ह:ै (i) एक आधार जसक्ट्योर दिक ररस्ट्पॉन्स (क्ट्यूआर) कोड जिसमें आधार काडि, आधार पत्र (अथाति आधार संखया धारक को उसकी आधार संखया िनरेट होने पर िारी दकया गया पत्र) अथिा ई-आधार (अथाित आधार पत्र की पासिडि-सरु जक्षत इलेक्ट्रॉजनक प्रजत जिसे भारतीय जिजिष्ट पहचान प्राजधकरण की िेबसाइट से डाउनलोड दकया िा सकता ह ैअथिा इसके एम- आधार ऐप का उपयोग करके प्राप्त दकया िा सकता ह)ै िाजमल हो; आधार क्ट्यआू र स्ट्कैनर अथिा एम-आधार ऐप का उपयोग करके क्ट्यूआर कोड को स्ट्कैन करके ऑफलाइन सत्यापन के माध्यम से इसकी िास्ट्तजिकता स्ट्थाजपत की गई हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (ii) आधार पेपरलेस ऑफलाइन ई-केिाईसी िस्ट्तािेि (जिसे भारतीय जिजिष्ट पहचान प्राजधकरण की िेबसाइट से डाउनलोड दकया िा सकता ह ै अथिा इसके एम-आधार ऐप का उपयोग करके प्राप्त दकया िा सकता ह)ै ; भारतीय जिजिष्ट पहचान प्राजधकरण की िेबसाइट पर इस संबंध म ें दिए गए जििरण के अनुसार, इस उद्देश्य के जलए संबंजधत मंत्रालय अथिा जिभाग अथिा योिना कायािन्ियन एिेंसी द्वारा जिकजसत एजललकेिन के माध्यम से िस्ट्तािेि पर यूआईडीएआई के जडजिटल हस्ट्ताक्षर प्रमाण पत्र का ऑफलाइन सत्यापन करके इसकी िास्ट्तजिकता स्ट्थाजपत की गई हो। 4. यह सुजनजश्चत करने के जलए दक अट्ठारह िर् िअथिा उससे अजधक आय ुके िास्ट्तजिक लाभाथी उक्त स्ट्कीम के अधीन जमलन े िाले लाभ स ेिंजचत न हों, ग्रामीण जिकास जिभाग भारत सरकार के मंजत्रमंडल सजचिालय के प्रत्यक्ष लाभ अंतरण (डीबीटी) जमिन के तारीख 19 दिसंबर, 2017 के कायािलय ज्ञापन (ओ.एम.) संखया डी-26011/04/2017-डीबीटी में जनर्िष्टि अपिाि प्रबंधन तंत्र का पालन करेगा (िो https://dbtbharat.gov.in पर उपलब्ध ह)ै । 5. यह अजधसूचना रािपत्र म ेंइसके प्रकािन की तारीख स ेप्रित्त होगी। [फा. सं. ि-े 11060/18/2026/आरई-VI] रोजहणी रा. भािीभाकरे, संयुक्त सजचि MINISTRY OF RURAL DEVELOPMENT (Department of Rural Development) NOTIFICATION New Delhi, the 7th August, 2026 S.O. 4393(E).— Whereas the use of Aadhaar number to establish identity enables individuals to receive subsidies, benefits and services in a convenient and seamless manner, obviates the need for multiplicity of documents to establish identity, simplifies processes and promotes transparency and efficiency; And whereas, the Ministry of Rural Development (hereinafter referred to as the said Ministry) in the Government of India (hereinafter referred to as the Government) is administering the Viksit Bharat— Guarantee for Rozgar and Ajeevika Mission (Gramin): VB–G RAM G (विकवित भारत—जी राम जी) Scheme (hereinafter referred to as the said Scheme) under the Viksit Bharat—Guarantee for Rozgar and Ajeevika Mission (Gramin): VB–G RAM G (विकवित भारत—जी राम जी) Act, 2025 (Act No. 36 of 2025); And whereas, a statutory guarantee of one hundred and twenty-five days of wage employment in every financial year (hereinafter referred to as the said benefit) is given to the every rural household whose adult members volunteer to undertake unskilled manual work, to promote empowerment, growth, convergence and saturation for a prosperous and resilient rural Bharat and for matters connected therewith or incidental thereto (hereinafter referred to as the beneficiaries) under the said scheme and the instructions and guidelines issued in respect thereof; And whereas, expenditure for the said Scheme is incurred from the Consolidated Fund of India; And whereas, the Department of Rural Development is desirous that the Government, for the purpose of establishing identity of a beneficiary as a condition for the receipt of the said benefit, requires that such beneficiary undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, make an application for enrolment; Now, therefore, in pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act 2016, (18 of 2016) (hereinafter referred to as the said Act), the Central Government hereby notifies the following, namely: - 1. (1) An individual registered or seeking registration under the VB–G RAM G (विकवित भारत – जी राम जी) Scheme for availing of the said benefit under the said Scheme shall be required to undergo authentication or furnish proof of possession of Aadhaar number.[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5 (2) In case such an individual registered or seeking registration under the said scheme who has not been assigned an Aadhaar number, he shall be required to make an application for enrolment. (3) In accordance with the provisions of regulation 12 of the Aadhaar (Enrolment and Update) Regulations, 2016, the Department of Rural Development or such department designated by the State Government or Union territory Administration shall ensure enrolment of such beneficiaries who are yet to be enrolled, or update their Aadhaar details through appropriate measures, including coordination with Registrars and setting up enrolment centers at convenient locations or providing enrolment facilities by becoming a Registrar itself: Provided that till such time an Aadhaar number is assigned to such beneficiary, he may establish his identity to avail of the said benefit, by presenting the following documents to which he is entitled and which are valid at the time of presentation, or, in case the software provided or authorized by the said Department of Rural Development or such department designated by the State Government or Union territory Administration for such identification supports electronic obtaining of information evidencing the contents of such documents from the database of the authorities dealing with the preparation or maintenance thereof, by giving his consent for so obtaining, namely:- For beneficiaries aged eighteen years or more to whom an Aadhaar number has not been assigned: (a) The acknowledgement of the beneficiary having undergone the process of enrolment, provided by the operator at the enrolment centre, containing the Enrolment Identification Number (EID); and (b) Any one of the following documents, having the beneficiary’s photograph, namely: - (i) Elector’s Photo Identity Card issued by the Election Commission of India; (ii) ration card; (iii) caste certificate or domicile certificate, issued by a Gazetted officer who is an Executive Magistrate or a revenue officer of the State Government, not below the rank of Tahsildar; (iv) medical or insurance identity card issued by a government entity or public sector enterprise to a retired or serving public servant or his family member; (v) Indian passport; (vi) certificate or statement of marks of matriculation or 10th class or Higher Secondary or 12th class, issued by a recognised Board of school education; (vii) identity card or other identity document issued to serving or retired public servant by a government entity or a public sector enterprise; (viii) disability certificate issued by notified medical authority under the Rights of Persons with Disabilities Rules, 2017, or Unique Disability Identification (UDID) issued by the Department of Empowerment of Persons with Disabilities (Divyangjan), Government of India; (ix) driving license issued in India; (x) any other document as the Department of Rural Development or such department designated by the State Government or Union territory Administration may specify: (4) An officer designated by the Department of Rural Development or such department designated by the State Government or Union territory Administration in this behalf shall check in respect of the documents presented or the information evidencing the contents thereof under clause (3), (a) the status of the enrolment request by submitting the Enrolment Identification Number (EID), on my Aadhaar portal (https://myaadhaar.uidai.gov.in/portal) to confirm that the Enrolment Identification Number (EID), is valid and that the enrolment request does not stand rejected; and6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] (b) the other documents, and for this purpose, may take the assistance of and share the information presented with any government entity or an authority that deals with the preparation or maintenance of the information contained in such documents. 2. In order to enable beneficiaries to avail of the said benefits conveniently, the Ministry shall make all necessary steps to ensure wide publicity through media to make the beneficiaries aware of the requirement of Aadhaar number under the said scheme. 3. Where the authentication of the Aadhaar number of a beneficiary done through any of the biometric- based modes of authentication (namely,facial image, fingerprints or iris scan based authentication) fails due to any reason, such as poor quality of biometric information, the following remedial mechanisms shall be adopted, namely:— (a) in case any particular biometric-based mode of authentication is not successful, any other mode of biometric-based authentication or one-time pin (OTP) based authentication shall, wherever feasible and admissible, be offered; (b) in cases where biometric-based or OTP-based modes of authentication are not possible, benefits under the said scheme may, after establishing the genuineness of the Aadhaar number by doing offline verification of the digital signature certificate of the Unique Identification Authority of India on the Aadhaar Secure Quick Response (QR) Code or the Aadhaar Paperless Offline e-KYC document, as the case may be, be given on the basis of any of the following: (i) An Aadhaar Secure Quick Response (QR) Code containing Aadhaar card, Aadhaar letter (i.e., the letter issued to an Aadhaar number holder on generation of his Aadhaar number) or e-Aadhaar (i.e., the password- protected electronic copy of Aadhaar letter downloadable from the website of the Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification by scanning the QR code using the Aadhaar QR Scanner or mAadhaar apps. (ii) Aadhaar Paperless Offline e-KYC document (downloadable from the website of the Unique Identification Authority of India or accessible using its mAadhaar app), after its genuineness is established through offline verification of the digital signature certificate of UIDAI on the document through the application developed by the Ministry or Department or scheme implementing agency concerned for this purpose, in accordance with the details given in this regard on the website of the Unique Identification Authority of India. 4. In order to ensure that bona fide beneficiaries who are aged eighteen years or more are not deprived of the benefit due to them under the said scheme, the Department of Rural Development shall follow the exception handling mechanism specified in the Office Memorandum no, D-26011/04/2017-DBT, dated the 19" December, 2017 of the Direct Benefit Transfer Mission, Cabinet Secretariat, Government of India (available on https://dbtbharat.gov.in). 5.
