1. सजं क्षप्त नाम और प्रारंभ–
(1) आस अदेि का नाम जर्जिष्ट खाद्य पदाथों पर लाआसेंसी ऄपक्षे ाएँ, स्ट्टॉक सीमाएं और संचलन प्रजतबंध
हटाना (संिोधन) अदेि, 2021 ह।ै
(2) यह तत्काल प्रभार् से लागू होगा।
2. जर्जिष्ट खाद्य पदाथों पर लाआसेंसी ऄपेक्षाएँ, स्ट्टॉक सीमाएं और संचलन प्रजतबंध हटाना अदेि, 2016 में खंड 3
म,ें ईप-खंड (2) म ेंमद (iii) में जनम्नजलजखत ऄतं ःस्ट्थाजपत दकया जाएगा, ऄथावत-्
“(iii) 31 माच,व 2022 तक की ऄर्जध के जलए सभी खाद्य तले ों और जतलहन को एक साथ रखा जाएगा। स्ट्टॉक
सीमा का जनधावरण संबंजधत राज्यों/संघ राज्य क्षेत्रों द्वारा जनम्नजलजखत ऄपर्ादों सजहत राज्य/संघ राज्य क्षेत्र के
ईपलब्ध स्ट्टॉक और ईपभोग के तरीके के अधार पर दकया जाएगा:
(क) कोइ जनयावतक, जो ररफाआनर, जमलर, एक्सरैक्टर, थोक व्यापारी या खुदरा जर्क्रेता या डीलर ह,ै जजसके पास
जर्देि व्यापार महाजनदेिालय द्वारा जारी अयातक-जनयावतक कोड संख्या ह,ै यदद ऐसा जनयातव क यह दिावने म ें सक्षम ह ै दक
खाद्य तले और खाद्य जतलहन के संबंध में ईसका परू ा स्ट्टॉक या ईसका कुछ जहस्ट्सा जनयावत के अिय स ेस्ट्टॉक की सीमा में ह।ै

(ख) कोइ अयातक, जो ररफाआनर, जमलर, एक्सरैक्टर, थोक व्यापारी या खुदरा जर्क्रेता या डीलर ह,ै यदद ऐसा

3. यदद संबंजधत जर्जधक आकाआयों द्वारा धाररत स्ट्टॉक जनधावररत सीमा से ऄजधक हैं, तो ईनके द्वारा आसकी घोषणा
खाद्य और सार्वजजनक जर्तरण जर्भाग के पोटवल (https://evegoils.nic.in) पर की जाएगी और ऐसी ऄजधसूचना के जारी
होने की तारीख से 30 ददनों के भीतर ईस राज्य/संघ राज्य-क्षेत्र प्रिासन, जहां र्ह ऄपना कारोबार संचाजलत कर रहा ह,ै के
जनणवयानुसार ईक्त प्राजधकाररयों द्वारा जनधावररत स्ट्टॉक सीमा तक लाइ जाएगी।
4. यह सुजनजित दकया जाएगा दक खाद्य तेल और खाद्य जतलहन के स्ट्टॉक की घोषणा जनयजमत रूप से की जाए और
आसे आस जर्भाग के पोटलव ऄथातव खाद्य और सार्वजजनक जर्तरण जर्भाग (https://evegoils.nic.in) के पोटलव पर ऄद्यजतत
दकया जाए।

ORDER
New Delhi, the 8th October 2021
S.O. 4146(E).—In exercise of the powers conferred by Section 3 of the Essential Commodities
Act, 1955 (10 of 1955), the Central Government hereby makes the following order further to amend the
Removal of Licensing Requirements, Stock Limits and Movement Restrictions on Specified Foodstuffs
Order 2016, namely :-
1. Short Title and Commencement –
(1) This order may be called the Removal of Licensing Requirements, Stock Limits and
Movement Restrictions on Specified Foodstuffs (Amendment) Order, 2021.
(2) It shall come into force with immediate effect.
2. In the Removal of Licensing Requirements, Stock Limits and Movement Restrictions on Specified
Foodstuffs Order, 2016, in clause 3, in sub-clause(2), item (iii) shall be inserted namely:-
“(iii) All Edible Oils and oilseeds put together for a period upto 31st March, 2022. The stock limit
will be decided by the respective States/Union Territories on the basis of available stock and consumption
pattern of the State/Union Territory with the following exceptions:
(a) an exporter, being a refiner, miller, extractor, wholesaler or retailer or dealer, having Importer-
Exporter Code Number issued by the Director General of Foreign Trade, if such exporter is able to
demonstrate that the whole or part of his stock in respect of edible oils and edible oilseeds are meant for
exports, to the extent of the stock meant for export.[भाग II—खण् ड 3(ii)] भारत का राजपत्र : ऄसाधारण 3
(b) an importer, being a refiner, miller, extractor, wholesaler or retailer or dealer, if such importer is able
to demonstrate that part of his stock in respect of edible oils and edible oilseeds are sourced from imports.
3. In case, the stocks held by respective legal entities are higher than the prescribed limits then they
shall declare the same on the portal (https://evegoils.nic.in) of Department of Food & Public Distribution
and bring it to the prescribed stock limits as decided by the State/UT administration where it is conducting
its business within 30 days of the issue of such notification by the said authorities.
4. It shall be ensured that Edible Oils and Edible Oilseeds stock is regularly declared and updated on
the portal of this Department i.e. Department of Food & Public Distribution (https://evegoils.nic.in).
