का.आ. 863(अ).—रेलर् े अजधजनयम, 1989 (89 का 24) (इसके बाद उक्त अजधजनयम के रूप म ें संदर्भवत) की
धारा बीसए की उप-धारा (1) द्वारा प्रदत्त िजक्तयों का प्रयोग करते हुए, केंद्र सरकार, इस बात स े संतष्टु होन े के बाद कक
सार्विजनक उद्देश्य के जलए, भूजम , जिसका संजिप्त जर्र्रण इसके साथ संलग्न अनुसूची म ें कदया गया ह,ै ओजडिा राज्य म ें
अंगलु जिल े म ें जर्िेष रेलर् े पररयोिना, अथावत, “ओजडिा राज्य म ें पूर्व तट रेलर् े के खदु ाव रोड जडर्ीज़न के अंतगवत तालचरे
जबमलागढ़ नई ब्रॉड गेि रेल पथ प्रकल्प” का जनमावण के जलए आर्श्यक ह।ै एतद्वारा ऐसी भूजम का अजधग्रहण करन े के अपन े
इराद े की घोषणा करता ह;ै
उक्त भूजम म ें रुजच रखन े र्ाला कोई भी व्यजक्त कर सकता ह।ै आजधकाररक रािपत्र म ें इस अजधसूचना के प्रकािन
की तारीख स े तीस कदनों की अर्जध के भीतर, उक्त अजधजनयम की धारा बीसडी की उप-धारा (एक) के तहत उक्त उद्देश्य के
जलए ऐसी भूजम के अजधग्रहण पर आपजत्त उठाए;ं
प्रत्येक आपजत्त सिम प्राजधकारी, अथावत, स्ट्र्तंत्र भूजम अजधग्रहण अजधकारी , तालचेर जबमलागढ़ नई ब्रॉड गेि रेल
पथ प्रकल्प, तालचरे , जिला – अंगलु , राज्य – ओड़ीिा को जलजखत रूप म ें की िाएगी, और उसके आधार जनधावररत करेगा

और सिम प्राजधकारी आपजत्तकताव को व्यजक्तगत रूप स े या ककसी कानूनी व्यर्सायी के माध्यम स े सुनर्ाई का अर्सर दगे ा,
और उसके बाद, ऐसी सभी आपजत्तयों को सुनकर और ऐसी आग े की िांच करने के बाद, यकद कोई हो, िैसा कक सिम
प्राजधकारी आर्श्यक समझे, आदेि द्वारा, या तो आपजत्तयों को अनुमजत या अस्ट्र्ीकार कर दते ा ह;ै
उक्त अजधजनयम की धारा बीस डी की उप-धारा (दो) के तहत सिम प्राजधकारी द्वारा ककया गया कोई भी आदेि
अंजतम होगा। इस अजधसूचना के अतं गतव आन े र्ाली भूजम की योिना एर् ं अन्य जर्र्रण उपलब्ध ह ैतथा सिम प्राजधकारी के
उक्त कायावलय म ेंइच्छुक व्यजक्त द्वारा जनरीिण ककया िा सकता ह।ै

NOTIFICATION
Bhubaneswar, the 10th February, 2025
Notice under Section 20A of the Railways Act-,1989
S.O. 863(E).—In exercise of powers conferred by sub-section (1) of section 20A of the Railways
(Amendment) Act, 1989 (24/89) (here in after referred as the said Act.), the Central Government, after being satisfied
that for the public purpose, the Land, brief description of which is given in the schedule annexed here to, is required
for the execution of the Special Railway Project, namely, “Talcher-Bimalagarh New B.G. Rail Link Project”
under Khurda Road Division of East Coast Railway in the State of Odisha, hereby declares its intention to acquire
such land.
Any person interested in the said land may within a period of thirty days from the date of publication of the
notification in the Official Gazette, raise objection to the acquisition of such land for the aforesaid purpose under sub-
section (1) of section 20D of the said Act.
Every objection shall be made to the competent authority, namely Special Land Acquisition Officer,
Talcher-Bimalagarh New B.G. Rail Link, Talcher, Dist.:-Angul, Odisha in writing, and shall set out grounds
thereof and competent authority shall give the objector an opportunity of being heard, either in person or through a
legal practitioner, and may, after hearing all such objections and after making such further enquiry, if any, as the
competent authority thinks necessary, by order, either allow or disallow the objections.
Any order made by the competent authority under sub-section (2) of section 20D of the said Act shall be
final. The land plans and other details of the land covered under this notification are available and can be inspected by
the interested person at the aforesaid office of the Competent Authority.

Special Railway Project, namely, “Talcher-Bimalagarh New B.G. Rail Link Project” under Khurda Road
