गया ह)ै की धारा 20 ए की उपधारा (1) के अधीि िारी, भारत के रािपत्र, असाधारण भाग II, खंड 3, उपखंड (ii) तारीख
25th िर्ंबर 2025, म ें प्रकाजित भारत सरकार के रेल मंत्रालय (पूर्व तट रेलर्)े की अजधसूचिा संख्या का.आ. 5381 (अ)
25th िर्ंबर 2025 द्वारा उक्त अजधजियम स े उपाबद्ध अिसु ूची म ें जर्जिर्दवष्ट को ओड़ीिा राज्य के अगं ुल जिल े म ें जर्िेष
रेलर् े पररयोििा, अर्ावत, “ओजडिा राज्य म ें पूर् व तट रेलर् े के खुदा व रोड जडर्ीज़ि के अंतगवत तालचेर जबमलागढ़ िई ब्रॉड
गेि रेल पर् प्रकल्प” का जिमावण के जलए आर्श्यक ह।ै एतद्वारा ऐसी भूजम का अजधग्रहण करिे के अपिे आिय की घोषणा
की र्ी ।
और, उक्त अजधसूचिा का सार, उक्त अजधजियम की धारा 20 ए की अधीि दैजिक स्ट्र्ािीय समाचार पत्रों अर्ावत
“संबाद” (ओड़ीआ- भुर्िेश्वर सस्ट्ं करण) और “द टाइम्स ऑफ़ इजण्डया” (अगं ेिी – भूबिस्ट्े र्र सस्ट्ं करण) तारीख 4th ििर्री
2026, को प्रकाजित ककया गया र्ा ।
और, सक्षम प्राजधकारी को आक्षेप प्रप्त हुए र्,े सक्षम अजधकारी द्वारा उि आक्षेपों की सुिर्ाई की गयी एंर् उक्त
अजधजियम की धारा 20डी के अिुसरण म ेंआदिे पाररत कर कदय े गाए ह ें।

और, सक्षम प्राजधकारी ि े उक्त अजधजियम धारा 20 ई की उपधारा (1) के अिुसरण म ेंअपिी ररपोटव सौंप दी ह।ै
अतः अब केंरीय सरकार, सक्षम प्राजधकारी स े ररपोटव प्राप्त होिे पर और उक्त अजधजियम की धारा 20 ई की
उपधारा (1) द्वारा प्रदत्त िजक्तयों क प्रयोग करत े हुए, यह घोषणा की ह ै की उपाबद्ध अिुसूची भूजम जर्जिर्दवष्ट भूजम पूर्ोक्त
प्रयोिि के जलए अर्िवत की िाएगी ।
अतः यह कक केन्द्रीय सरकार उक्त अजधजियम की धारा 20 ई की उपधारा (2) के अिुसरण म,ें यह घोषणा करती
ह ै कक इस अजधसूचिा म ें रािपत्र म ें प्रकाजित होिे पर एससे उपाबद्ध अिुसूची म ें जर्जिर्दवष्ट भूजम सभी जर्ल्लग्नों स े मक्तु
होकर केन्द्रीय सरकार म ेंआत्यंजतक रूप स े जिजहत हो िायेगी ।

NOTIFICATION
Bhubaneswar, the 18th May, 2026
Declaration under Section 20E of the Railway Act, 198
S.O. 2540(E).—Whereas, by the notification of the Government of India, in the Ministry of Railway (East
Coast Railway, Construction Organization), Notification number S.O.5381(E), dated 25th Nov, 2025 published in
Gazette of India, Extraordinary, Part-II section 3, Sub-section (ii), dated 25th Nov, 2025 (here in after referred to as
the said notification) and issued under section (1) of section 20A of the Railway Act, 1989 (24 of 1989) (hereafter
referred to as the said Act), the Central Government declares its intention to acquire the land specified in the schedule
annexed to the said notification for the purpose of execution, maintenance, measurement and operation of Special
Railway Project, namely, “Talcher-Bimalagarh New B.G. Rail Link Project” under Khurda Road Division of East
Coast Railway in the State of Odisha.
And whereas, the substance of the said notification was published in 02 daily local newspapers namely
“SAMBAD” in Odia (Bhubaneswar Edition), and “THE TIMES OF INDIA‟ in English (Bhubaneswar Edition) Dated
4th January, 2026 under sub section (4) of section 20A of the said Act;
And whereas, objections were received; Competent Authority has heard the objections and orders have been
passed in terms of section 20 D of the said Act.
And whereas, in pursuance of sub-section (1) of section 20E of the said Act, the Competent Authority has
submitted its report to the Central Government.
Now therefore, upon receipt of the report of the Competent Authority, and in exercise of the powers
conferred by sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the lands
specified in the schedule annexed here to shall be acquired for the aforesaid purpose;[भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 5
And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby
declares that on publication of the notification in the official Gazette, the land specified in the schedule annexed here
to shall vest absolutely in the Central Government free from all encumbrances.

Brief description of the land to be acquired, with or without structures, falling within the Special Railway
Project, namely “Talcher-Bimalagarh New B.G. Rail Link Project” under Khurda Road Division
of East Coast Railway in the State of Odisha, 2 villages are in Koira, Tahasil of Sundargarh
