1. सजं क्षप्त िीषकण एव ंप्रारंभ : i. इस योिना को "पुरातत्व म ेंिोध अध् यते ावृजि" कहा िाएगा। ii. यह योिना आजधकाररक रािपत्र में प्रकािन की जतजि से लाग ूहोगी। 7946 DG/2026 (1)2 DELHI GAZETTE : EXTRAORDINARY PART IV]

2. योिना का कायक्षण त्रे : i. पुरातत्व जवभाग न े दिल्ली को सांस्ट्कृजतक और जवरासत की रािधानी एवं जवरासत प्रेजमयों के जलए एक िीवंत केंद्र म ें पररवर्तणत करन े के अपन े िजृिकोण को साकार करने की दििा म ें एक यात्रा िुरू की ह।ै राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार समाि के जनमाणण म ें जवरासत के महत्व को समझती ह ै और इस े समाि की सीमाओं स े जनकालकर आम िनता तक पहचं ान े का प्रयास करती ह।ै सवोत्कृष्ट प्रयासों के बाविूि, जवभाग म ें मानव संसाधनों की कमी बनी रहती ह,ै जिसस ेिोध, जनरंतर चचंतन, योिनाओं का त्वररत दियान्वयन, प्रलेखन और सामुिाजयक सहभाजगता के जलए टीम की क्षमता सीजमत हो िाती ह।ै इस अंतर को पाटने के जलए, ii. राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार के पुरातत्व जवभाग ने परु ातत्व एवं संरक्षण के क्षेत्र म ेंअनुसंधान एवं जवकास के जलए एक अनुसंधान िोध अध्य ते ावृजि कायणिम िुरू दकया ह।ै इस अध् यते ावृजि का उद्द‍े य परु ातत्व, सरं क्षण और अन्य जवजभन्न क्षेत्रों म ें िोध को समिणन िने ा ह,ै जिसका एकमात्र लक्ष्य दिल्ली की ऐजतहाजसक रािधानी की सांस्ट्कृजतक जवरासत को संरजक्षत करना ह।ै

3. लक्ष्य एव ं उद्दे‍य: i. इस अध् यते ावृजि में पुरातत्व और दिल्ली के कम ज्ञात स्ट्मारकों के संरक्षण के क्षत्रे म ें िोध एवं जवकास िैसी कई गजतजवजधयााँ िाजमल ह,ैं जिसका उद्दे‍य इन स्ट्मारकों स े िडु े ऐजतहाजसक पहलुओं का पता लगाना, उन पर िोध करना और उनका िस्ट्तावेिीकरण करना आदि ह।ै यह प्रोत्साजहत दकया िाता ह ैदक अध् यते ा रािधानी िहर दिल् ली के इजतहास को जविेष रूप स े ध्य ान म ें रखत े हए पुरातत्व के उस क्षत्रे म ें िोध करन े पर ध्यान केंदद्रत करत े ह,ैं िो अभी तक िोधाधीन ह।ै हालांदक, इसम ेंवे पररयोिनाएं या गजतजवजधयााँ िाजमल नहीं होंगी िो पहले से ही हो चुकी ह ैंऔर परु ातत्व के क्षत्रे म ें कोई योगिान नहीं िेती ह ैंया उससे आग ेकोई लाभ नहीं होता ह।ै ii. प्रस्ट्ताजवत अध् यते ावृजि का उद्दे‍य दिल्ली के प्रजतभािाली युवा पुरुषों और मजहलाओं को आकर्षणत करना ह,ै तादक व ेदिल्ली परु ातत्व जवभाग के साि जमलकर काम कर सकें। इस अध् यते ावृजि की अवजध एक वषण होगी, जिसे अजधकतम एक और वष ण के जलए बढाया िा सकता ह।ै यह अध् यते ावृजि पुरातत्व जवभाग का एक सतत कायणिम होगा (उम्मीिवार अध् यते ावृजि के जलए केवल एक बार ही इसके जलए आवेिन कर सकता ह)ै । iii. जवभाग दिल्ली के उन युवा और प्रजतभािाली व्यजियों के साि िुडने के जलए प्रजतबद्ध ह ै िो समाि से संबंजधत अजभलेखीय जवरासत के उद्दे‍य के प्रजत उत्साही और समर्पणत ह।ैं एक ओर जवभाग का उद्द‍े य जवरासत के क्षत्रे म ेंयुवा नेतृत्वकताणओं की जवजवध प्रजतभाओं का लाभ उठाना ह,ै वहीं िसू री ओर उन्ह ें सरकार के कामकाि को समझने और रािधानी िहर दिल्ली म ें जवरासत के जवकास के जलए चल रह े प्रयासों म ें भागीिार बनन े का अवसर प्रिान करना ह।ै

4. अध्य ते ावजृ ि की सख्ं या, पात्रता आय ुऔर जनधारण रत योग्यता: इस योिना के अतं गतण परु ातत्व और संरक्षण के क्षत्रे म ें िमिः 6 वररष्ठ अनुसंधान अध् येतावृजि (एसआरएफ) और 6 कजनष्ठ अनुसंधान अध् यते ावृजि (िेआरएफ) प्रिान की िाएंगी, जिनका जववरण नीच े दिया गया ह:ै[PART IV DELHI GAZETTE : EXTRAORDINARY 3 ि0 िोध का अध्य ते ावजृ ि की सख्ं या जनधारण रत योग्यताए ाँ स0ं . कायक्षण त्रे /क्षत्रे एसआरएफ िआे रएफ

1. पुरातत्त्व 03 03 एसआरएफ-प्राचीन भारतीय इजतहास, संस्ट्कृजत और पुरातत्व/इजतहास म ेंपीएचडी। वाछं न ीय: दकसी भी मान्यता प्राप्त संस्ट्िान या जवश्वजवद्यालय स े पुरातत्व म ेंस्नातकोिर जडप्लोमा। िआे रएफ-प्राचीन/मध्यकालीन भारतीय इजतहास म ें मास्ट् टर जडग्री या पुरातत्व म ें मास्ट् टर जडग्री ।

2. संरक्षण 03 03 एसआरएफ-संरक्षण, परररक्षण या जवरासत प्रबंधन म ें पीएचडी । वाछं न ीय: दकसी भी मान्यता प्राप्त सस्ट्ं िान या जवश्वजवद्यालय स े सरं क्षण म ेंस्नातकोिर जडप्लोमा। िआे रएफ-संरक्षण, परररक्षण और जवरासत प्रबंधन म ेंमास्ट्टर जडग्री या सरं क्षण म ें मास्ट्टर जडग्रीा कुल 06 06

5. चयन के मानिंड: i. इस योिना का जवज्ञापन समाचार पत्रों, सोिल मीजडया प्लटे फॉम ण और पुरातत्व जवभाग, राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार की आजधकाररक वेबसाइट के माध्यम स े दकया िाएगा। ii. आवेिन पत्रों की िांच, िांच सजमजत द्वारा की िाएगी। iii. िांच-पडताल के बाि, योग्य उम्मीिवारों का चयन सजमजत द्वारा साक्षात्कार जलया िाएगा। iv. साक्षात्कार के बाि उम्मीिवारों का चयन योग्यता और साक्षात्कार म ें उनके जनष्प ािन के आधार पर दकया िाएगा। v. चयजनत उम्मीिवारों को केवल ऑनलाइन माध्यम (ईमले के माध्यम स)े स े सूजचत दकया िाएगा और उन्ह ें जवभाग म ें कायणभार ग्रहण करने के जलए 15 दिन का समय दिया िाएगा। vi. अध् यते ा के जनष्प ािन की समीक्षा जनगरानी सजमजत द्वारा की िाएगी, अध् येता को मूल्यांकन और अध् यते ावृजि की आग े की मंिूरी के जलए हर तीन महीने म ेंअपनी ररपोटण प्रस्ट्ततु करनी होगी। vii. चयन मानिंड नीच े जवस्ट्तार स ेदिए गए ह:ैं िमाकं िोध का जडग्री/जडप्लोमा अकं ों का महत्त्व कायक्षण त्रे /क्षत्रे i) पुरातत्व पीएच.डी. पुरस्ट्कार 25 (एसआरएफ) पुरातत्व म ेंस्नातकोिर 50 से 59.99% 15 जडप्लोमा 60% और उससे अजधक 204 DELHI GAZETTE : EXTRAORDINARY PART IV] प्रकािन पीयर-ररव्यडू या यूिीसी केयर जलस्ट्टेड िनलण म ें 15 प्रकाजित 5 सवणश्रष्ठे िोध पत्र (3x5) साक्षात्कार 25 कुल 100 ii) पुरातत्व स्नातकोिर 55 से 59.99% 15 (िेआरएफ) 60% और उससे अजधक 20 स्नातकोिर जडप्लोमा 25 प्रकािन पीयर-ररव्यडू या यूिीसी केयर जलस्ट्टेड िनलण म ें 15 प्रकाजित 5 सवणश्रष्ठे िोध पत्र (3x5) साक्षात्कार 25 कुल 100 iii) संरक्षण पीएच.डी. पुरस्ट्कार 25 (एसआरएफ) संरक्षण म ेंस्नातकोिर 55 स े 59.99% 15 60% और उससे अजधक 20 प्रकािन पीयर-ररव्यडू या यूिीसी केयर जलस्ट्टेड िनलण म ें 15 प्रकाजित 5 सवणश्रष्ठे िोध पत्र (3x5) साक्षात्कार 25 कुल 100 iv) संरक्षण स्नातकोिर 55 से 59.99% 15 (िेआरएफ) 60% और उससे अजधक 20 स्नातकोिर जडप्लोमा 25 प्रकािन पीयर-ररव्यडू या यूिीसी केयर जलस्ट्टेड िनलण म ें 15 प्रकाजित 5 सवणश्रष्ठे िोध पत्र (3x5) साक्षात्कार 25 कुल 100

6. अध्य ते ावजृ ि राजि:

I. एसआरएफ: 50,000 रुपय े प्रजत माह II. िेआरएफ: 25,000 रुपय ेप्रजत माह[PART IV DELHI GAZETTE : EXTRAORDINARY 5

7. पात्रता ित:ें I. यह अध् यते ावृजि पुरातत्व एव ं संरक्षण के क्षत्रे म ें िी िाएगी। जवभाग द्वारा नई पररयोिनाओं/कायणिमों की िुरुआत के समय इन क्षेत्रों म ेंबिलाव या जवस्ट्तार दकया िा सकता ह।ै अध् येताओं को आव‍यकतानुसार आकलन और जनधाणरण के आधार पर इन सांकेजतक अध् ययन क्षेत्र जवषय संकायों में बांटा िाएगा। II. इस अध् यते ावृजि कायणिम म ें 06 एसआरएफ और 06 िआे रएफ (िमिः पुरातत्व और संरक्षण) िाजमल होंगे। प्रत्येक श्रेणी में अध् यते ाओं की संख्या को तात्काजलक आव‍यकताओं को ध्यान म ेंरखत ेहए समय-समय पर प्रधान सजचव/सजचव (कला, संस्ट् कृजत एवं भाषा) के अनुमोिन से बिला भी िा सकता ह।ै III. पुरातत्व म ेंएसआरएफ के जलए योग्यता प्राचीन भारतीय इजतहास, संस्ट्कृजत और परु ातत्व/इजतहास में पीएचडी होगी। वांछनीय योग्यता: दकसी मान्यता प्राप्त संस्ट्िान या जवश्वजवद्यालय स े पुरातत्व म ें स्नातकोिर जडप्लोमा और िेआरएफ के जलए प्राचीन/मध्यकालीन भारतीय इजतहास म ें मास्ट्टर् जडग्री या परु ातत्व म ेंमास्ट्टर् जडग्री । IV. संरक्षण म ें एसआरएफ के जलए योग्यता संरक्षण, परररक्षण या जवरासत प्रबंधन म ें पीएचडी होगी। वांछनीय:

दकसी मान्यता प्राप्त संस्ट्िान या जवश्वजवद्यालय स े संरक्षण म ें स्नातकोिर जडप्लोमा और िआे रएफ के जलए संरक्षण, परररक्षण और जवरासत प्रबंधन म ें मास्ट्टर जडग्री या सरं क्षण म ें मास्ट्टर जडग्री। V. आवेिन (प्रस्ट्तुत दकए िाने वाले प्रमाण) िमा करन े की अंजतम जतजि को एसआरएफ एवं िआे रएफ िोनों के जलए ऊपरी आय ु सीमा 40 वषण तक ह ै । VI. इस अध् यते ावृजि का कायणकाल अजधकतम एक वषण होगी तादक प्रजतभािाली और अनुभवी पेिेवर जडिाइन स े लेकर कायाणन्वयन तक म ें सािकण योगिान िे सकें। प्रत्येक अध् यते ा को पुरातत्व जवभाग को स्ट् वयं द्वारा दकए गए काय ण की प्रगजत ररपोटण माजसक आधार पर प्रस्ट्ततु करना अपेजक्षत होगा। प्रत्येक 3 माह के अंत म ें जनष्प ािन की समीक्षा की िाएगी। यदि अध् यते ा द्वारा दकए गए काय ण की प्रगजत ररपोटण संतोषिनक नहीं पाई िाती ह,ै तो अध् यते ावृजि रोकी िा सकती ह ै या समाप्त भी की िा सकती है। सजमजत की जसफाररि और सक्षम प्राजधकारी के अनुमोिन से उत्कृि अध् यते ाओं के जलए अध् यते ावृजि को एक वषण के जलए और बढाया िा सकता ह।ै VII. प्रत्येक एसआरएफ को 50,000/- रुपय े (पचास हिार रुपय े मात्र) प्रजत माह और प्रत्येक िआे रएफ को 25,000/- रुपय े (पच्चीस हिार रुपय े मात्र) प्रजत माह के विीफा का भुगतान दकया िाएगा। विीफे के रूप म ें प्राप्त इस प्रकार की राजि आयकर अजधजनयम के अनुसार टीडीएस के अधीन होगी।

8. वाजं छत कौिल:

I. उम्मीिवारों के पास उत्कृि संप्रषे ण कौिल, उच्च स्ट्तर की संविे ना, बारीदकयों पर ध्यान िेन े की क्षमता और चुनौतीपूणण वातावरण म ेंप्रभावी ढंग स े काम करने की क्षमता होनी चाजहए। II. उम्मीिवारों को चहिं ी और अग्रं िे ी या संबंजधत क्षत्रे की आव‍यकता के अनुसार दकसी जवजिि भाषा पर अच्छी पकड होनी चाजहए।6 DELHI GAZETTE : EXTRAORDINARY PART IV] III. उम्मीिवारों को एमएस ऑदफस, एक्सेल और पावर प्वाइंट िैसे बुजनयािी वडण प्रोसेचसंग, डटे ा प्रोसेचसंग और प्रेिेंटेिन टूल्स म ें जनपणु होना चाजहए। उन्ह ें इंटरनेट के माध् यम से सचण इंिनों पर ऑनलाइन माध्यमों के द्वारा संप्रेषण करने और िोध करन े म ेंसक्षम होना चाजहए। IV. उम्मीिवारों को उद्दे‍य की अखडं ता, करठन पररश्रम के प्रजत प्रजतबद्धता लाने के जलए इच्छुक होना चाजहए और अपने काम के घंटों में लचीलापन होना चाजहए (क्योंदक आयोिन और कायणिम प्राय: सप्ताहांत और अवकाि पर होत े ह)ैं साि ही संपूण ण िहर म ें व्यापक यात्रा के साि सहि होना चाजहए। उम्मीिवारों को अपन े स्ट्वयं के या सावणिजनक पररवहन का उपयोग करके दिल्ली के भीतर व्यापक रूप से यात्रा करने और कई जहतधारकों के साि िुडन े के जलए इच्छुक होना चाजहए।

9. सामान्य जनयम एव ं ित:ें I. अध्येतावृजत का कायणकाल कायणभार ग्रहण करन े की जतजि से एक वषण की अवजध के जलए माना िायेगा, जिसे जनगरानी सजमजत की जसफाररि के बाि एक और अजधक वषण के जलए बढाया िा सकता ह।ै उम्मीिवार अध्येतावृजत के जलए पुनः आवेिन करने हते ु पात्र नहीं होगा। II. एक व्यजि द्वारा दकसी एक क्षेत्र में केवल एक ही आवेिन पर जवचार दकया िाएगा। यदि कोई उम्मीिवार एक से अजधक आवेिन िमा करता ह,ै तो वह जवचारण हते ु पात्र नहीं होगा। अपणू ण आवेिन प्रपत्रों को जबना समीक्षा के अस्ट्वीकार कर दिया िाएगा। III. यदि िोध काय ण प्रकाजित होता है, तो पुरातत्व जवभाग के पास उपयुणि प्रकाजित सामग्री पर कॉपीराइट होगा। IV. सरकार जबना कोई कारण बताए अध्येतावृजत की अवजध के िौरान दकसी भी समय िोध अध्यते ा की सेवा समाप्त कर सकती ह।ै V. िोध अध्यते ा भजवष्य जनजध, पिें न, ग्रेच्युटी, जचदकत्सा िेखभाल तिा उपचार या सरकारी कमणचाररयों और जनयजमत आधार पर जनयिु व्यजियों को स्ट्वीकायण दकसी भी अन्य लाभ तिा ररयायतों के हकिार नहीं होगा। VI. िोध अध्यते ा, सरकारी ररहायिी आवास या उसके बिले में मकान दकराया भिा (एचआरए) के जलए हकिार नहीं होगा। VII. इस चयन से इस जवभाग या राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार के दकसी अन्य जवभाग में वररष्ठता या जनयजमत जनयुजि का िावा करने का कोई अजधकार प्राप्त नहीं होगा। VIII. िोध अध्येता, सक्षम प्राजधकारी, उप जनििे क (पुरातत्व ), कायालण य प्रमुख (पुरातत्व ) और संबंजधत प्रभारी द्वारा समय-समय पर स्ट् वयं सौंपे गए सभी कतणव्यों का जनवणहन करेगा। IX. िोध अध्यते ा का चयन जवभाग के पणू णकाजलक कमणचारी के रूप में होगा तिा वह अध्येतावृजत की अवजध के िौरान कोई अन्य कायणभार/अध्येतावृजत स्ट्वीकार नहीं करेगा। X. िोध अध्यते ा को एक वषण की पूणण अवजध के जलए िोध कायण करना होगा। यदि कोई िोध अध्येता अपनी अध्येतावृजत छोडना चाहता ह,ै तो उसे उस अवजध तक प्राप्त अध्येतावृजत राजि 12% प्रजत वषण की ब्याि िर सजहत वापस करनी होगी। XI. यदि अध्येतावृजत प्राप्त करन े की अवजध के िौरान, िोध अध्येता द्वारा प्रस्ट्ततु की गई कोई भी िानकारी गलत पायी िाती ह,ै तो अध्येतावृजत को तत्काल समाप्त कर दिया िाएगा और िोध अध्येता को अध्येतावृजत राजि 12% प्रजत वषण की िर से िडं ात्मक ब्याि सजहत वापस करनी होगी। XII. िोध अध्येता का कायण अध्येतावृजत योिना के मानिंडों और उद्दे‍यों के आधार पर प्रत्येक जतमाही म ें मूल्यांकन दकया िाएगा। इसके अलावा, जवभाग समय-समय पर आंकलन भी जनधाणररत कर सकता ह।ै[PART IV DELHI GAZETTE : EXTRAORDINARY 7 यदि प्रगजत संतोषिनक नहीं पाई िाती ह,ै तो अध्यते ावृजत स्ट्िजगत दकया िा सकता ह ैया उसे समाप्त भी दकया िा सकता ह।ै XIII. िोध अध्येता को परु ात् तव जवभाग या राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार के दकसी अन्य जवभाग द्वारा समय-समय पर उपजस्ट्ित रहन े के जलए जनिेजित दकए िान े पर कायणिालाओं/सेजमनारों/संगोजष्ठयों और कायणिमों में उपजस्ट्ित रहना होगा। XIV. यदि अधणवार्षणक जनष्पािन समीक्षाओं के िौरान अध्येतावृजत जनरस्ट्त की िाती ह,ै तो अध्येता इस अध्येतावृजत के जलए िोबारा आवेिन करन े के पात्र नहीं होंगे, िब तक दक चयन सजमजत द्वारा अन्यिा जनधाणररत न दकया िाए। XV. अध्येता को सक्षम प्राजधकारी के पूवण अनुमोिन के अधीन 8 आकजस्ट्मक अवकाि, 2 प्रजतबंजधत अवकाि तिा सामान्य रािपजत्रत अवकाि प्राप्त करन े का अजधकार होगा। XVI. दकए गए िोध की प्रगजत ररपोटण सफलतापूवणक प्रस्ट्ततु होन े तिा जनगरानी सजमजत के अनमु ोिन पर भुगतान त्रैमाजसक आधार पर िारी दकया िाएगा। XVII. दकया गया िोध काय णमौजलक होना चाजहए तिा यह केवल 10% तक ही साजहजत्यक पाठ की कॉपी करन े के अधीन होगा। यदि कोई भी अध्येता साजहजत्यक पाठ की कॉपी करने के परीक्षण को उिीणण करने म ें असफल रहता ह,ै तो जनगरानी सजमजत के अनुमोिन से उसकी अध्यते ावृजत तत्काल समाप्त कर िी िाएगी। XVIII. उपयुणि में उजल्लजखत मुद्दों के अलावा दकसी अन्य मुद्द ेपर राष्ट्रीय रािधानी क्षेत्र दिल्ली सरकार का जनणणय अंजतम होगा। XIX. यह अध् यते ावृजि पूणणकाजलक नौकरी के रूप म ें प्रिान की िाती ह ै और अध् यते ावृजिकी अवजध के िौरान दकसी अन्य काय ण की अनुमजत नहीं ह।ै XX. अन् य जपछडा वगण/अनुसूजचत िाजत/अनुसूजचत िनिाजत/आर्िणक रूप से कमिोर वग/णदिव यांिन के चयन म ें मानिंडों और जनयमों के अनसु ार वरीयता िी िाएगी। XXI. अध् यते ा को परु ातत्व जवभाग, राष्ट्रीय रािधानी दिल्ली क्षेत्र सरकार द्वारा िारी दकए गए जनिेिों का समय-समय पर पालन करना होगा। XXII. िोध पररयोिना ररपोटण परु ातत्व जवभाग, राष्ट्रीय रािधानी दिल्ली क्षेत्र सरकार की संपजि होगी। XXIII. जनयुजि की ितों स े संबंजधत कोई भी जववाि सजचव (कला, संस्ट्कृजत एव ं भाषा) द्वारा जनपटाया िाएगा। XXIV. जनगरानी सजमजत म ें िाजमल जविेषज्ञ िो दिल्ली जवश्वजवद्यालय या दकसी अन्य मान्यता प्राप्त संस्ट्िान के सेवाजनवृि प्रोफेसर ह,ैं अध् यते ा को प्रजिक्षण और मागणििणन प्रिान करेंगे और अध् यते ावृजि के कायणकाल के िौरान उनके द्वारा जनगरानी भी की िाएगी।

10. अध्य ते ावजृ ि के जलए आविे न और आव‍यक िस्ट्ताविे :

11. अध्य ते ावजृ ि िारी करन े की प्रदिया:

I. प्रत्येक अध् यते ा को स्ट् वयं द्वारा दकए गए काय ण की प्रगजत ररपोटण पुरातत्व जवभाग को माजसक आधार पर प्रस्ट्तुत करना अपेजक्षत होगा। जनगरानी सजमजत द्वारा प्रत्येक तीन माह के अंत म ें जनष्प ािन समीक्षा की िाएगी। यदि अध् यते ा द्वारा दकए गए काय ण की प्रगजत ररपोटण संतोषिनक नहीं पाई िाती ह,ै तो अध् यते ावृजि स्ट् िजगत की िा सकती ह ै या समाप्त भी की िा सकती ह।ै हालांदक, काय ण पूणण होने के चरण पर, प्रत्येक अध् यते ा को िोध काय ण पूणण होने की जनयत जतजि स े पवू ण अपनी पणू णता ररपोटण को प्रस्ट्तुत करना अपेजक्षत होगा। अध्य ते ा द्वारा प्रस्ट्ततु अंजतम ररपोटण को स्ट्वीकृजत संबंधी जनणणय के जलए जनगरानी सजमजत के समक्ष रखा िाएगा, जिसे वे पुरातत्व जवभाग, राष्ट्रीय रािधानी दिल्ली क्षेत्र सरकार को प्रस्ट्ततु करेंगे। II. सजमजत की अनुिांसा और सक्षम प्राजधकारी के अनुमोिन से अध् यते ावृजि को उत्कृि अध् यते ाओं के जलए बढाया िा सकता ह।ै[PART IV DELHI GAZETTE : EXTRAORDINARY 9

NOTIFICATION Delhi, the 15th October, 2026 F. No. Archy/2/2025-DY.Dir(Archy)-Arch.Deptt./1025.—In pursuance of the Cabinet Decision No. 3348 dated 29.06.2026 approved by the council of Ministers, the Lt. Governor of National Capital Territory of Delhi is pleased to approve the implementation of scheme of “Research Fellowship in Archaeology”, in Department of Archaeology, GNCTD.

1. Short title and Commencement: i) The scheme will be called as “Research Fellowship in Archaeology”. ii) The scheme shall come into force from date of publication in the Official Gazette.

2. Scope of the Scheme: i) Department of Archaeology has embarked on a journey to realize the vision of transforming Delhi into cultural and heritage capital and a vibrant Centre for heritage lovers. The Government of NCT of Delhi understands the importance of heritage in shaping a society and strives towards taking the heritage from its confines to the general public. Despite best efforts, the department experiences an under supply of human resources which limits the bandwidth of the team for research, continuous thinking, prompt execution of the schemes, documentation and community engagement. In order to bridge this gap, ii) Department of Archaeology, GNCTD has instituted a Research Fellowship programme in the field of Archaeology & Conservation for research and development. Fellowship aims to support research in the field of Archaeology, Conservation and other various fields with the sole aim to preserve the cultural heritage of the historic capital city of Delhi.

3. Aims and Objectives: i) Fellowship includes range of activities like Research and Development in the field of Archaeology & Conservation of lesser known monuments of Delhi with a focus to explore the element of history associated with it, doing research on same & documenting it thereof, etc. It is to be encouraged that fellows focused on undertaking research in Archaeology field which is underdeveloped with special focus on the history of capital city of Delhi. It will however not include projects or activities that have already taken place, which do not involve or benefit any further in the field of Archaeology.10 DELHI GAZETTE : EXTRAORDINARY PART IV] ii) The proposed Fellowship aims to attract outstanding young men and women from Delhi, to work in tandem with Department of Delhi Archaeology. While the term of a fellowship would be one year, extendable by one more year maximum, the fellowship will be an on-going programme of Department of Archaeology (the candidate can only apply once for the fellowship).

iii) The Department is determined to engage with young and brilliant minds of Delhi, which are passionate and dedicated towards the cause of archival heritage in its relation to the society. On one hand the Department’s intent is to benefit from the diverse talent pool of young leaders in the field of heritage while giving an opportunity to them to understand the functioning of the Government and become a part in the on-going endeavours towards the growth of heritage in capital city of Delhi.

4. Number of Fellowships, eligible age and prescribed qualification:

The scheme shall provide for award of 06 Senior Research Fellowships (SRF) and 06 Junior Research Fellowships (JRF) in Archaeology and Conservation respectively detailed below:

5. Criteria for Selection: i) The Scheme will be advertise through Newspaper, Social media handles and official website of Department of Archaeology, GNCTD. ii) Applications will be Scrutinized through the Scrutiny Committee iii) After the scrutiny eligible candidates will be interviewed by Selection Committee iv) After the interview the candidates will be selected through merit and their performance in the interview v) The selected candidates will be informed through online mode only (via email) and will be given 15 days to join the department vi) The performance review of the Fellows will be done by Monitoring Committee, the fellows will have to submit their report every three months for evaluation and further release of Fellowship.[PART IV DELHI GAZETTE : EXTRAORDINARY 11 vii) Selection criteria detailed below:

7. Eligibility Conditions: i) The fellowship will be given in the field of Archaeology and Conservation. The streams may be altered or expanded as and when the Department launches new projects/programmes. The fellows shall be distributed amongst these indicative streams as per need assessed and determined.

ii) There would be 06 SRF and 06 JRF (Archaeology and Conservation respectively) in the fellowship programme. The number of fellows in each category may also be changed from time to time with the approval of Pr. Secretary/ Secretary (ACL) keeping in view of emergent requirements.

iii) The qualification for SRF in Archaeology will be PHD in Ancient Indian History, Culture and Archaeology/History, Desirable: Post Graduate Diploma in Archaeology from any recognized institute or university and for JRF Masters in Ancient/ Medieval Indian History or Masters in Archaeology.

iv) The qualification for SRF in Conservation will be PHD in Conservation, Preservation or Heritage Management, Desirable: Post Graduate Diploma in Conservation from any recognized Institute or University and for JRF Master in Conservation, Preservation and Heritage Management or Master in Conservation.

v) The Upper age limit is up to 40 Years for both SRF & JRF as on the last date for submission of application (proof to be submitted). vi) The tenure of the Fellowship shall be of maximum one year duration to allow talented, experienced professionals to contribute meaningfully from design to execution. Each fellow will be required to submit the progress report of the work done by him/her on monthly basis to the Department of Archaeology. A performance review will be conducted at the end of every 3 month. If the progress report of the work done by the fellow is not found satisfactory the fellowship may be withheld or even terminated. Fellowship can be extended for one more year for outstanding fellows on the recommendation of Committee and with approval of Competent Authority.

vii) A stipend of Rs. 50,000/- (Rupees Fifty Thousand only) per month shall be paid to each SRF and Rs.

25,000/- (Rupees Twenty Five Thousand only) per month shall be paid to each JRF. The amount so received as stipend shall be subject to TDS as per Income Tax Act.

8. Desired Skill: i) Candidates should have excellent communicating skills, a high degree of empathy, an ability to pay attention to details and the ability to work effectively in challenging environments.[PART IV DELHI GAZETTE : EXTRAORDINARY 13 ii) Candidates should have command in Hindi and English or Specific Language as per the requirement of the field.

iii) Candidates must be proficient in basic word-processing, data-processing and presentation tools like MS Office, Excel and Power Point. They must be adept at communicating through online mediums and conduct research on the search engines through internet.

iv) Candidates need to be willing to bring integrity of purpose, a commitment to hard work and must be flexible in their working hours (as events and programmes often take place over the weekends and on holidays) as well should be comfortable with extensive travelling across the city. Candidates must be willing to travel extensively within Delhi using their own or public transport and engage with multiple stakeholders

9. General Terms and Conditions: i) The Fellowship tenure will be considered for the period of One Year from the date of joining which is extendable for one more year after the recommendation of Monitoring Committee, the candidate will not be eligible to re-apply for the fellowship.

ii) Only one application in any one field from one individual will be considered. In case a candidate submits more than one application, he/she will not be eligible for consideration.

Incomplete application forms will be rejected without review. iii) In case research work is published, the Department of Archaeology will have copy right on the aforesaid published material. iv) The Government can terminate Research Fellow at any time during the period of Fellowship without assigning any reason.

v) The Research Fellow shall not be entitled to any benefits of Provident Fund, Pension, Gratuity, Medical Attendance and treatment or any other benefits and concessions admissible to Government servants and appointment on regular basis.

vi) The Research Fellow will not be entitled to Government residential accommodations or HRA in lieu of thereof. vii) The selection shall not confer any right to claim seniority or regular appointment in this Department or any other department of Government of National Capital Territory of Delhi.

viii) The Research Fellow shall perform all duties assigned to him/her time to time by the Competent Authority, Deputy Director (Archaeology), Head of Office (Archaeology) and concerned In-Charge. ix) The selection of the Research Fellow shall be as a full-time employee of the Department and shall not accept any other assignment/fellowship during the period of Fellowship.

x) The Research Fellow has to take the research for the complete period of One year. In case Research Fellow wants to discontinue, then he/ she has to refund the Fellowship amount received till that period with interest of 12% p.a.

xi) If during course of receiving the Fellowship, any information submitted by Research Fellow is found incorrect, then Fellowship will be immediately terminated and Research Fellow has to14 DELHI GAZETTE : EXTRAORDINARY PART IV] refund the Fellowship amount along with the interest penalty @12% p.a.

xii) The work of the Research Fellow will be evaluated every quarter based on the criteria and objectives of the Fellowship Scheme. Apart from this, the Department may also set assessments from time to time. If the progress is not found satisfactory, the Fellowship may be withheld or even terminated.

xiii) The Research Fellow have to be present for Workshops/Seminars/Symposia and events that will be conducted by Department of Archaeology OR any other Department of Government of NCT of Delhi, when directed to attend from time to time.

xiv) In the event, the Fellowship is cancelled during half yearly performance reviews, the Fellow will not be eligible to re-apply for this Fellowship unless otherwise determined by the Selection Committee.

xv) The Fellow will be entitled for 8 Casual Leaves, 2 Restricted Holidays and usual Gazetted Holidays subject to prior approval of the Competent Authority. xvi) Payment shall be released on quarterly basis upon the successful submission of the progress report of research undertaken and on the approval of the Monitoring Committee.

xvii) Research work undertaken shall be original and subject to plagiarism text up to 10% only. If any fellow fails to pass the plagiarism test, his/her fellowship shall be terminated immediately with the approval of the Monitoring Committee.

xviii) Decision of the Government of NCT of Delhi on any other issue not mentioned above shall be final. xix) Fellowship is awarded as full time job and no other work is allowed during the fellowship period.

xx) Preference shall be given amongst the selections of OBC/SC/ST/EWS/PwD as per norms and rules. xxi) The fellow shall have to abide by the instructions as and when issued by the Department of Archaeology, GNCTD.

xxii) The Research Project Report shall be the property of the Department of Archaeology, GNCTD. xxiii) Any dispute arises out of the term of engagement shall be addressed by the Secretary (ACL). xxiv) Experts in the Monitoring Committee who are retired professors of Delhi University or any other recognized institute will provide training and mentorship to the fellows and also monitored by them during the fellowship tenure.

10. Application for Fellowship and required documents: i) Application Form in prescribed format (Hard Copy Only). ii) A synopsis brief that should include title, summary, brief literature review, scope and methodology for research to explore the element of history associated with the lesser known monuments in Delhi and as to why the applicant wishes to undertake this research.

iii) The brief should not exceed three A4 pages in font size 12. iv) A bank draft for Rs. 500/- drawn in favour of the “DDO, Department of Archaeology, GNCTD”.

However, OBC/SC/ST/EWS/PwD/Women candidates may submit bank draft for Rs. 250/-only. v) Letters of recommendation - Individuals can write letters in support of the candidate and his/her area of research. A recommendation letter should explain how the research will benefit the candidate and can[PART IV DELHI GAZETTE : EXTRAORDINARY 15 contribute in the relevant field. Maximum two letters of recommendation is allowed, with each letter not exceeding one A4 Page.

vi) Not more than 1000 words synopsis on the proposed topic of research and why the applicant is undertaking the research and how he/she expects it to impact his/her career in the relevant field. This may be written in Hindi or English only.

vii) Proof of residence in Delhi (since 01.01.2022 or before). viii) Copy of PAN Card. ix) Copy of Aadhar Card. x) Undertaking that candidate is not in Government service and not receiving any grant/fellowship/scholarship/stipend or any other financial help from the Central Government/State Government/PSU/Corporation etc.

xi) Application form and all supporting documents must be duly signed by the candidate.

Unsigned/incomplete application form will not be accepted and placed before the Scrutiny Committee.

11. Procedure for release of the Fellowship: i) Each fellow will be required to submit the progress report of the work done by him/her on monthly basis to the Department of Archaeology. A performance review will be conducted at the end of every three months by the Monitoring Committee. If the progress report of the work done by the fellow is not found satisfactory, the fellowship may be withheld or even terminated. However, at the stage of completion of work, each Fellow shall be required to submit its completion report before due date of completion of research work.

Final Reports submitted by Fellows will be placed before the Monitoring Committee for decision as regards acceptance of same, which they will submit to the Department of Archaeology, GNCTD. ii) Fellowship can be extended to Outstanding Fellows on the recommendation of Committee and with approval of Competent Authority.

12. Appellate Authority:

In case of Grievances, the applicant may appeal to the Secretary, Art, Culture & language Department, Government of NCT of Delhi for redressal of grievance in this regard and the decision of the Secretary shall be final.
