## Report on the Reconstitution of the Hindi Advisory Committee of the Ministry of Mines
**1. Executive Summary:**
This report analyzes a government resolution from the Ministry of Mines, dated April 13, 2022, which reconstitutes the Hindi Advisory Committee of the Ministry. This resolution supersedes a previous resolution from 2016. The core purpose is to advise the Ministry of Mines and its organizations on the implementation of official language provisions related to Hindi. The key changes detailed in this report involve the new composition, functions, tenure, and operational guidelines for the reconstituted committee.
**2. Introduction:**
This report aims to provide a comprehensive overview of the Ministry of Mines' resolution regarding the reconstitution of the Hindi Advisory Committee, based solely on the information provided within the official government document.
**3. Policy Overview:**
* **Amendment:** This resolution is an amendment, superseding resolution No.E1201112014Hindi dated 19th September, 2016 of Ministry of Mines.
* **Core Objective(s):** The core objective, as inferred from the text, is to ensure the effective implementation of official language provisions relating to Hindi within the Ministry of Mines and its associated organizations. Specifically, the committee is tasked with rendering advice on matters related to the Constitution, Official Languages Act, Rules, decisions of the Kendriya Hindi Samiti, and instructions issued by the Ministry of Home Affairs' Department of Official Language.
**4. Background and Rationale:**
Since this is an amendment, the likely rationale is to update the composition of the Hindi Advisory Committee to reflect current parliamentary and organizational structures. The explicit superseding of the 2016 resolution suggests a periodic review and adjustment of the committee's membership and operational guidelines is normal procedure. The necessity of updating the composition to include current Members of Parliament and representatives from relevant organizations drives the amendment.
**5. Key Provisions / Changes:**
This section focuses specifically on the changes introduced by the amendment, the key change is the updated Composition of the Committee.
* **What specific part of the original policy is being changed:** The composition of the Hindi Advisory Committee.
* **What the *new* rule/provision *is*:**
* The committee now includes a specific list of members, including the Minister of Mines (Chairman), Minister of State for Mines (Vice Chairman), Members of Parliament (Lok Sabha and Rajya Sabha) nominated by various bodies, representatives from Hindi organizations, officials from the Ministry of Mines and other government departments, and heads of organizations under the Ministry of Mines. A detailed list of all members is present in the provided text.
* **Explain the *difference* or the *effect* of this specific change:**
* The new composition ensures representation from current Members of Parliament, relevant Hindi organizations, and key officials within the Ministry of Mines and related organizations. This likely aims to improve the relevance, effectiveness, and practicality of the committee's advice by incorporating a broader range of perspectives and expertise.
**6. Target Audience and Stakeholders:**
Based on the text, the target audience and stakeholders include:
* The Ministry of Mines and its various departments (including the Department of Official Language).
* Organizations and undertakings under the Ministry of Mines, such as the Geological Survey of India, the Indian Bureau of Mines, and various mining companies (e.g., National Aluminum Company Ltd., Hindustan Copper Ltd.).
* Members of the Hindi Advisory Committee.
* State Governments and Union Territory Administrations.
* Other Ministries and Departments of the Government of India.
* Akhil Bhartiya Hindi Sanstha Sangh Rashtrabhasha Prachar Samiti, Wardha
**7. Implementation Aspects (Inferred):**
* **Responsible agency/bodies mentioned:** The Ministry of Mines is the primary responsible agency. The Department of Official Language within the Ministry of Home Affairs also plays a role.
* **Any timelines or procedures specified in the text:** The term of the committee is normally three years from the date of its reconstitution.
* **Implementation aspects related specifically to the changes:** The implementation will involve notifying all relevant stakeholders of the new committee composition. Payment of travel allowances and daily allowances to members will be governed by existing regulations and guidelines.
**8. Expected Outcomes / Impact of Changes:**
The likely intended outcome of these specific changes (updated committee composition) is:
* Enhanced implementation of official language (Hindi) policies within the Ministry of Mines and its organizations, due to the inclusion of relevant stakeholders and experts.
* More effective advice from the committee, reflecting current needs and priorities.
* Improved compliance with constitutional and legal provisions related to the official language.
**9. Conclusion:**
The reconstitution of the Hindi Advisory Committee of the Ministry of Mines, as detailed in the resolution dated April 13, 2022, represents an important update to the structure and composition of this advisory body. By updating the committee's membership and clarifying its functions, the Ministry of Mines aims to enhance the implementation of official language policies and promote the use of Hindi within the mining sector.
