सजमजत के काय ि
इस सजमजत का काय ि रािभाषा संबंधी संिैधाजनक प्रािधानों, रािभाषा अजधजनयम ि जनयमों, केन्दर ीय जहन्दिी सजमजत
के जनणियों तथा रािभाषा जिभाग द्वारा िारी जनिेिों/अनुििे ों के कायािन्दियन और मंत्रालय/जिभाग के कामकाि में हहिं ी के
प्रगामी प्रयोग को बढाने के बारे में सलाह िेना होगा।
कायकि ाल
सजमजत का कायिकाल इसके गठन की तारीख से, तीन िषि का होगा, परंत-ु
(i) िो संसि-सिस्ट्य सजमजत के सिस्ट्य नाजमत दकए गए हैं, िे संसि-सिस्ट्य न रहन े पर इस सजमजत के सिस्ट्य नहीं
रहगें े।
(ii) सजमजत के पिेन सिस्ट्य तब तक सिस्ट्य बने रहगें े, िब तक दक िे उन पिों पर बने रहगें े जिन पर होने के कारण ि े
सजमजत के सिस्ट्य ह।ैं
(iii) यदि कायिकाल के बीच में स्ट्थान ररक्त होता ह ैतो उस स्ट्थान पर जनयुक्त सिस्ट्य सजमजत के कायिकाल की िेष अिजध
के जलए ही सिस्ट्य होगा।
सामान्दय
सजमजत का मुख्यालय नई दिल्ली म ें होगा और रािभाषा जिभाग, गतह मंत्रालय के दिनांक 02.11.2023 के का.ज्ञा.
सं. 14013/01/2019-रा.भा. (नीजत) के अनुसार सजमजत की सभी बैठकें नई दिल्ली में ही आयोजित दकया िाना अपेजक्षत ह।ै
यात्रा भत्ता और अन्दय भत्त े
सजमजत की बैठकों म ें भाग लने े के जलए सजमजत के गरै -सरकारी सिस्ट्यों को रािभाषा जिभाग, गतह मंत्रालय के दिनांक
3 फरिरी, 2006 के का.ज्ञा. स.ं -II/20034/04/2005-रा.भा.(नीजत-2) के अनुसार जनम्नजलजखत यात्रा और िैजनक भत्ता दिया
िाएगाेः
(i) सजमजत में नाजमत सांसिों को “संसि सिस्ट्य (िेतन, भत्ता एि ं पेंिन) अजधजनयम, 1954” में जनजहत और समय-
समय पर यथासंिोजधत प्रािधानों तथा उनके अधीन बनाए गए जनयमों के अनुसार यात्रा भत्ता तथा िैजनक भत्ता

(ii) सजमजत के अन्दय गैर-सरकारी सिस्ट्यों को रािभाषा जिभाग के दिनांक 22 िनिरी, 1987 के कायािलय ज्ञापन सं.
II/22034/04/86-रा.भा. (क-2) और व्यय जिभाग के दिनांक 14.09.2017 के का.ज्ञा. सं. 19047/।/2016-IV
में जनजहत दििा-जनिेिों तथा भारत सरकार द्वारा, समय-समय पर जनधािररत िरों एिं जनयमों के अनुसार यात्रा
भत्ता तथा िैजनक भत्ता दिया िाएगा।

Functions of the Committee
The functions of this Committee will be to render advise on implementation of constitutional provisions
regarding Official language, Official Language Act and Rules, decisions of Kendriya Hindi Samiti and
directions/instructions of Department of Official Language and progressive use of Hindi for official purpose of the
Ministry/Department.
Tenure
The tenure of the Committee will be three years from the date of its constitution, provided that:
(i) A Member of Parliament nominated to the Committee shall cease to be a member of the Committee as soon
as he ceases to be a Member of Parliament;
(ii) The ex-officio members of the Committee shall continue to be members so long as they hold office by virtue

(iii) Member appointed against mid-term vacancy shall be a member for the remaining tenure of the committee.
General
The Headquarters of the Committee will be at New Delhi and as per Department of Official Language
O.M. no. 14013/01/2019-OL (Policy) dated 02-11-2023, all the meetings of the Committee are required to be organized
in New Delhi only.
Traveling and other allowances
The non-official members of the Committee will be paid travelling and daily allowances for attending the
meetings of the Committee in terms of the provisions contained in the Department of Official Language, Ministry of
Home Affairs Office Memorandum No. II/20034/04/2005-OL (Policy-2) dated 3rd February, 2006 in the following
manner.
(i) The Members of Parliament nominated in the Committee will be paid travelling allowances and daily allowances
as per the provisions contained in the “Members of Parliament (Salary, Allowances and Pension) Act, 1954”, as
amended from time to time and rules framed thereunder, and
(ii) Travelling allowances and daily allowances to other non-official members of the Committee will be paid as per
the provisions contained in the Department of Official Language O.M. No. II/22034/04/86-OL(A-2) dated 22nd
January, 1987 and O.M. No. 19047/1/2016-IV dated 14-09-2017 of Department of Expenditure and in accordance
with the rates and rules prescribed from time to time by the Government of India.
ORDER
Ordered that a copy of this Resolution be communicated to President’s Secretariat, Vice-President’s
Secretariat, Prime Minister’s Office, Cabinet Secretariat, Ministry of Parliamentary Affairs, Committee of Parliament
on official language, Department of official language, Lok Sabha Secretariat, Rajya Sabha Secretariat, NITI Ayog,
UPSC, Controller General of Accounts, Pay and accounts office, Comptroller and Auditor General of India, all
members of the Committee, All State Governments and Union Territory Administrations and all Ministries and
Departments of the Government of India.
It is also Ordered that the Resolution be published in the Gazette of India for general information.
