RESOLUTION
New Delhi, the 10th October, 2014
No.16/5/1992-Infra-I (Vol-II).—The Government of India has decided to make the following
amendments further to amend the Resolution No.16/5/1992.Infra.I, dated 20-03-1992, namely:—
In the said Resolution,—
(a) in the preamble, for the words “Inland Container Depots and Container Freight Stations (ICDs/CFSs)”;
the words, “Inland Container Depots (ICDs), Container Freight Stations (CFSs) and Air Freight Stations
(AFSs)” shall be substituted;
(b) in para 1, after serial number (v) and the entries relating thereto, the following serial number and
entries shall be inserted, namely :—
“v (a) Representative of Ministry of Civil Aviation — Member”;
(c ) in para 2, -
(i) for sub-para (1), the following shall be substituted, namely :—
“(1) To consider all applications for grant of approval for setting up, operation and management of
ICD, CFS and AFS.”;
(ii) for sub-para (3), the following shall be substituted, namely :—
“ (3) To spell out the parameters and guidelines for the approval of all new ICDs, CFSs and AFSs, and
ancillary services and for the establishment of credentials/ financial strength of the entrepreneurs in erecting,
operating and managing the ICDs, CFSs or AFSs on an efficient basis.”;
(iii) for sub-para (4), the following shall be substituted, namely :—
“ (4) To review periodically the progress in creation of ICDs, CFSs and AFSs, and take corrective

(d) in para 3,—
(i) for sub-para (i), the following shall be substituted, namely :—
“ (i) to consider and approve or refuse to grant an approval for setting up of ICDs, CFSs and AFSs;”;
(ii) in sub-para (iii), for items (b) and (c), the following shall be substituted, namely :—
“ (b) if it is satisfied that the continuance of the ICD, CFS or AFS would be prejudicial to public
interest; or
(c) if the ICD, CFS or AFS enterprise is convicted of an offence under the provisions of any Act in
force.”.
