Enterprises (STEs) for FTP purpose and eligible STEs for
allocation of quota for import under the Tariff Rate Quota (TRQ)
**Summary:**
Public Notice No. 40 (2015-2020), dated December 8, 2022, issued by the Directorate General of Foreign Trade (DGFT), Ministry of Commerce and Industry, Government of India, announces a revision and update to Appendix 2J, which lists State Trading Enterprises (STEs) for Foreign Trade Policy (FTP) purposes and identifies eligible STEs for quota allocation under the Tariff Rate Quota (TRQ). This update, enacted under the authority of paragraphs 1.03 and 2.04 of the FTP 2015-2020, includes the de-listing of some existing entities and the addition of new entities to the list of STEs. The updated Appendix 2J provides a comprehensive list of STEs, including but not limited to: Food Corporation of India (FCI), Indian Oil Corporation Limited (IOCL), Oil and Natural Gas Corporation Ltd. (ONGC), Indian Potash Limited (IPL) (till 31.03.2023 only), Rashtriya Chemicals & Fertilizers (RCF), National Fertilizers Limited (NFL), Indian Rare Earth Ltd. (IREL), Kudremukh Iron Ore Company Limited (KIOCL), Manganese Ore India Limited (MOIL), National Dairy Development Board (NDDB), National Cooperative Dairy Federation (NCDF), National Agricultural Cooperative Marketing Federation of India Ltd. (NAFED), State Cooperative Marketing Federation (SCMF), Central Warehousing Corporation (CWC), and State Cooperative Civil Supplies Corporation. The Director General of Foreign Trade, Santosh Kumar Sarangi (dgft@nic.in), issued the notice from File No. 01/89/180/Misc.37/AM07/PC.2[A]/Part-V/E-25648. Notification No. 65/2015-2020 dated 01.04.2022 is also relevant.

Subject: Revision / updation of Appendix -2J - List of State Trading Enterprises
(STEs) for FTP purpose and eligible STEs for allocation of quota for import
under the Tariff Rate Quota (TRQ).
S.O. (E): In exercise of powers conferred under paragraph 1.03 and 2.04 of the Foreign
Trade Policy (FTP), 2015-2020, the Director General of Foreign Trade hereby
notifies revised/ updated Appendix-2J - List of State Trading Enterprises (STEs) for FTP
purpose and eligible STEs for allocation of quota for import under the Tariff Rate Quota
(TRQ), as Annexed.
2. Effect of this Public Notice:
Revised / updated Appendix — 2J - List of State Trading Enterprises (STEs) for FTP
purpose and eligible STEs for allocation of quota for import under the Tariff Rate Quota
(TRQ), is notified. Through this Public Notice, some of the existing entities have been de-
listed as STE and some new entities have been included as STE for FTP purpose.
