The head office of the Board shall be in the National Capital Region referred to in clause (f) of section 2 of the National Capital Region Planning Board Act, 1985 (2 of 1985), and the Board may establish offices at other places in India. 3. The Board shall consist of: a. the Chairman and not less than three but not exceeding seven Members to be appointed by the Central Government from amongst the persons who fulfil the criteria specified in the rules, made under the aforesaid Act: Provided that a person shall not be appointed as – i. Chairman, unless he has attained fifty five years of age coupled with a minimum experience of thirty years in any of the fields mentioned in the rules made under the said Act; ii. a Member, unless he has attained forty five years of age coupled with a minimum experience of twenty years in any of the fields mentioned in the rules. b. a representative of the Government of India, Ministry of Road Transport and Highways, not below the rank of Deputy Secretary, shall be an ex-officio Member. c. members from the States, not below the rank of Deputy Secretary in Government of India, shall be nominated as ex-officio Members, as per requirement.
