जजन्द्ह ें ऐसे अजधक्मण से पूिड दकया गया ह ै या करन े का लोप दकया गया है, जित्त मंत्रालय, राजस्ट्ि जिभाग, केन्द्रीय अप्रत्यक्ष कर और सीमा िल्ु क बोडड के जिभागीय कैन्द्टीन म ें प्रबंधक-सह-लेखाकार और प्रबंधक के पदक पर भती की पदधजत का जिजनयमन करन े के जलए जनम्नजलजखत जनयम बनाती ह,ें अथाडत् :- 1. संजक्षप्त नाम और प्रारंभ – (1) इन जनयमक का संजक्षप्त नाम केन्द्रीय अप्रत्यक्ष कर और सीमा िल्ु क बोडड, अकानूनी जिभागीय कैन्द्टीन (समूह ‘ख’ अराजपजत्रत पद) भती जनयम, 2023 ह।ैं (2) ये राजपत्र म ेंप्रकािन की तारीख को प्रिृत्त हकग े। 2. लाग ूहोना : य ेजनयम इससे उपाबद्ध अनुसूची के स्ट्तम्भ (1) म ेंजिजनर्ददष्ट पदक को लाग ूहकग े। 3. पदक की सख्ं या, िगीकरण और िते न मट्रै रक्स म ें स्ट्तर : उो पदक की संख्या, उनका िगीकरण और इससे संलग्न िेतन मैट्ररक्स में स्ट्तर िे हकग,े जो इन जनयमक से उपाबद्ध अनसु पद्धजत, आय-ु सीमा, अहतड ाएं और उनसे संबंजधत अन्द्य बातें िे हकगी जो उो अनुसूची के स्ट्तंभ (5) से स्ट्तंभ (13) म ेंजिजनर्ददष्ट हैं। 5. जनरहतड ा : िह व्यजो – (क) जजसने ऐसे व्यजो स,े जजसका पजत या जजसकी पत्नी जीजित ह,ै जििाह दकया ह ै या जििाह की संजिदा की ह;ै या (ख) जजसने अपन े पजत या अपनी पत्नी के जीजित रहत े एए दकसी व्यजो से जििाह दकया ह ै या जििाह की संजिदा की ह;ै उो पद पर जनयुजो का पात्र नहीं होगा : परन्द्त ु यदद केन्द्रीय सरकार का यह समाधान हो जाता ह ै दक ऐसा जििाह ऐसे व्यजो और जििाह के अन्द्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुञेयेय ह ै और ऐसा करन े के जलए अन्द्य आधार ह ैं तो िह दकसी व्यजो को इस जनयम के प्रितडन से छूट दे सकेगी। 6. जिजथल करन े की िजो : जहां केन्द्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन है, िहां िह उसके जलए जो कारण ह ैं उन्द्ह ें लेखबद्ध करके इन जनयमक के दकसी उपबंध को दकसी िग ड या प्रिग ड के व्यजोयक की बाबत, आदेि वारारा जिजथल कर सकेगी । 7. व्यािजृ त्त : इन जनयमक की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्द्य ट्ररयायतक पर प्रभाि नहीं डालगे ी, जजनका केन्द्रीय सरकार वारारा इस संबंध में समय-समय पर जारी दकए गए आदिे क के अनुसार अनुसूजचत जाजतयक, अनुसूजचत जनजाजतयक, अन्द्य जपछडे िगों, भूतपूिड सैजनकक और अन्द्य जििेष प्रिग ड के व्यजोयक के के (केन्द्रीय सरकार (i) दकसी मान्द्यताप्राप्त आधार पर अराजपजत्रत, (35,400- वारारा जारी दकए जिश्वजिद्यालय या पट्ररितडन अननुसजचिीय 1,12,400 गए अनुदिे क या संस्ट्थान से िाजणज्य या आदिे क के अनुसार दकया जा कारबार अध्ययन या रुपए) सरकारी सेिकक के सकता ह।ै अथडिास्त्र या लोक जलए 5 िषड तक प्रिासन में बैचलर की जिजथल की जा जडग्री । सकती ह)ै (ii) दकसी सरकारी ट्रटप्पण : आय-ु कायाडलय या पजललक सीमा अिधाट्ररत सैक्टर उपक्म या करने के जलए स्ट्िायत्त या कानूनी जनणाडयक तारीख संगठन में लेखा कायड का कमडचारी चयन दो िषड का अनुभि । आयोग वारारा यथा जिञेयाजपत होगी । ट्रटप्पण 1 : िैजक्षक अहतड ा, अन्द्यथा सुआर्हहत अभ्यार्हथयक की दिा म ें उन कारणक के जलए, जो लेखबद्ध दकए जाए,[भाग II—खण् ड 3(i)] भारत का राजपत्र : असाधारण 3 कमडचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार जिजथल की जा सकती है। ट्रटप्पण 2 : अनुभि संबंधी अहतड ा उन कारणक के जलए, जो लेखबद्ध दकए जाए, कमडचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार अनुसूजचत जाजतयक या अनुसजू चत जनजाजतयक के अभ्यार्हथयक की दिा में, तब जिजथल की जा सकती ह ै जब चयन के दकसी प्रक्म पर कमडचारी चयन आयोग या सक्षम प्राजधकारी की यह राय है दक उनके जलए आरजक्षत ट्ररजोयक को भरने के जलए अपेजक्षत अनुभाि रखने िाले उन समुदायक के अभ्यार्हथयक के पयाडप्त संख्या में उपललध होने की संभािना नहीं ह ै। सीध े भती दकए जान े िाल े व्यजोयक के पट्ररिीक्षा की अिजध, यदद कोई भती की पद्धजत : भती सीध े होगी या प्रोन्नजत वारारा – जलए जिजहत आय ु और िजै क्षक अहताएड ँ प्रजतजनयजु ो/ आमेलन वारारा तथा जिजभन्न पद्धजतयक हो । प्रोन्नत व्यजोयक की दिा म ें लाग ू हकगी या वारारा भरी जान ेिाली ट्ररजोयक की प्रजतितता । नहीं। (1) (2) (3) लागू नहीं होता । सीधे भती और प्रोन्नत दकए जाने प्रोन्नजत वारारा, जजसके न हो सकने पर प्रजतजनयुजो िाले व्यजोयां के जलए दो िषड । वारारा, दोनक के न हो सकने पर सीधी भती वारारा । प्रोन्नजत या प्रजतजनयजु ो/आमले न वारारा भती की दिा म ेंिे श्रजे णया ँजजनस ेप्रोन्नजत या प्रजतजनयजु ो/आमले न दकया जाएगा । (8) प्रोन्नजत : िेतन मैट्ररक्स में स्ट्तर – 4 (25500-81100 रुपए) में ऐसे सहायक प्रबंधक-सह-भंडारी जजनहोने जनयुजो के पश्चात् कम स े कम दस िषड जनयजमत सेिा की हो तथा सक्षम प्राजधकारी वारारा यथाजिजनर्ददष्ट दो-चार सप्ताह का प्रजिक्षण सफलतापूिडक पूणड दकया हो। ट्रटप्पण 1 : प्रबंधक- सह-लेखाकार के पद पर प्रोन्नजत के जलए पात्रता सेिा इन जनयमो की अजधसूचना की तारीख को जनयजमत आधार पर सहायक प्रबंधक-सह-भंडारी पद धारण करने िाले व्यजोयक के जलए आठ िषड होगी । ट्रटप्पण 2 : जहां ऐसे कजनष्ठ व्यजोयक के संबंध में, जजन्द्हकने अपनी अहकड / पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया जा रहा हो, िहाँ उनसे जयेष्ठ व्यजोयक के संबंध में भी जिचार दकया जाएगा परंतु यह तब जब दक उनके वारारा की गई ऐसी अहडक/पात्रता सेिा, अपेजक्षत अहकड /पात्रता सेिा के आधे से अजधक से या दो िष ड स,े इनमें से जो भी कम हो, कम न हो और उन्द्हकने अपने ऐस े कजनष्ठ व्यजोयक सजहत, जजन्द्हकने ऐसी अहकड /पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पट्ररिीक्षा दक अिजध सफलतापूिडक पूरी कर ली हो।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रजतजनयजु ो : केंरीय सरकार के ऐसे अजधकारी :- (क) (i) जो मूल काडर या जिभाग में जनयजमत आधार पर सदिृ पद धारण दकए एये हैं; या (ii) जजन्द्हकने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर – 5 (29,200-92,300 रुपए) में पदक पर जनयजमत आधार पर जनयुजो के पश्चात उस श्रेणी मे छह िषड जनयजमत सेिा की हो; या (iii) जजन्द्हकने मूल काडर या जिभाग में िेतन मैट्ररक्स के स्ट्तर 4 (25,500-81,100 रुपए) में पदो पर जनयजमत आधार पर जनयुजो के पश्चात उस श्रेणी में दस िषड जनयजमत सेिा की हो; और (ख) स्ट्तम्भ (7) के अधीन सीधी भती के जलए जिजनर्ददष्ट िैक्षजणक आहताड और अनुभि हो। ट्रटप्पण 1 : पोषक प्रिगड के ऐसे जिभागीय अजधकारी, जो प्रोन्नजत की सीधी पजं ो में हैं, प्रजतजनयजु ो पर जनयुजो के जलए जिचार दकए जाने के पात्र नहीं हकगे। इसी प्रकार प्रजतजनयुो व्यजो प्रोन्नजत वारारा जनयुजो के जलए जिचार दकए जाने के पात्र नहीं हकगे। ट्रटप्पण 2: प्रजतजनयुजो की अिजध, जजसके अंतगडत केंरीय सरकार के उसी या दकसी अन्द्य संगठन या जिभाग में इस जनयुजो से ठीक पहले धाट्ररत दकसी अन्द्य काडर बाह्र्य पद पर प्रजतजनयुजो की अिजध ह ैसाधारणतया तीन िषड से अजधक नहीं होगी। ट्रटप्पण 3: प्रजतजनयुजो वारारा जनयुजो के जलए अजधकतम आयु-सीमा आिेदन प्राप्त करने की अंजतम तारीख को छप्पन िषड से अजधक नहीं होगी। यदद जिभागीय प्रोन्नजत सजमजत है, तो उसकी संरचना । भती करन े म ें दकन पट्ररजस्ट्थजतयक म ें सघं लोक सिे ा आयोग स ेपरामि डदकया जाएगा । (9) (10) समूह ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के संबंध में जिचार करने के जलए) संघ लोक सेिा आयोग से परामिड करना जजसमें जनम्नजलजखत हकगे:- आिश्यक नहीं है। 1. काडर जनयंत्रक आयुो – अध्यक्ष 2. अपर या संयुो जनदिे क, (कार्हमक और सतडकता) – सदस्ट्य 3. उप या सहायक आयुो, काडर जनयंत्रण प्राजधकरण – सदस्ट्य समूह (ख) जिभागीय पुजष्ट सजमजत (पुजष्ट के संबंध में जिचार करने के जलए) जजसमें जनम्नजलजखत हकगे :- 1. काडर जनयंत्रक आयुो – अध्यक्ष 2. अपर या संयुो जनदिे क, (कार्हमक और सतडकता) – सदस्ट्य 3. उप या सहायक आयुो, काडर जनयंत्रण प्राजधकरण – सदस्ट्य (1) (2) (3) (4) (5) (6) (7) 2. 12* (2023) साधारण केंरीय िेतन मैट्ररक्स चयन 30 िषड आिश्यक: प्रबंधक सेिा समूह ‘ख’, में स्ट्तर–6 *कायडभार के (केन्द्रीय सरकार वारारा जारी दकसी मान्द्यताप्राप्त अराजपजत्रत, (35400- आधार पर दकए गए अनुदिे क या आदिे क जिश्वजिद्यालय या अननुसजचिीय। 112400 पट्ररितडन के अनुसार III बी] मोहम्मद आजिफ, अिर सजचि MINISTRY OF FINANCE (Department of Revenue) (CENTRAL BOARD OF INDIRECT TAXES AND CUSTOMS) NOTIFICATION New Delhi, the 11th September, 2023 G.S.R. 658(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Excise and Customs Department non-statutory Departmental Canteens Recruitment Rules, 2009, in so far as they relate to the posts of Manager-cum-Accountant and Manager-cum- Accountant/Manager Gr.-II except as respect things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Manager-cum-Accountant and Manager in the Departmental Canteens in the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, namely: 1. Short title and commencement. — (1) These rules may be called the Central Board of Indirect Taxes and Customs Department, Non-statutory Departmental Canteens (Group ‘B’ Non-Gazetted posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. —These rules shall apply to the posts specified in Column (1) of the Scheduled annexed to these rules. 3. Number of posts, classification and level in pay matrix —The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, other qualification etc.—The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 5. Disqualification. — No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. — Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Deputation: Officers of the Central Government,- (a) (i) holding analogous posts on regular basis in the parent cadre or department; or (ii) with six years’ regular service in the grade rendered after appointment thereto on a regular basis in posts in level - 5 (Rs.29200-92300/-) in the pay matrix in the parent cadre or department; or (iii) with ten years’ service in the grade rendered after appointment thereto on a regular basis in level – 4 (Rs.25500-81100/-) in the pay matrix in the parent cadre or department; and (b) possessing the educational qualifications and experience specified for direct recruitment under Column (7). Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation.
