और सीमािुल्क बोडड के संघटकों और जनििे ालयों के क्षत्रे म ें ज्यष्ठे अनुिाि अजधकारी और कजनष्ठ अनुिाि अजधकारी (समूह ‘ख’ अरिपजत्रत, अननुसजचिीय पि) के पि पर भती पद्धजत का जिजनयमय करने के जलए जनम्नजलजखत जनयम बनाती ह ैंअर्ाडत :- 1. सजं क्षप्त नाम और प्रारंभ – (1) इन जनयमों का संजक्षप्त नाम जित्त मंत्रालय, रािस्ट्ि जिभाग, केन्रीय अप्रत्यक्ष कर और सीमािुल्क बोडड, ज्येष्ठ अनुिाि अजधकारी और कजनष्ठ अनुिाि अजधकारी (समूह ‘ख’ अरािपजत्रत अननुसजचिीय पि) भती जनयम, 2023 ह।ै (2) ये रािपत्र म ेंप्रकािन की तारीख को प्रिृत्त होंग े । 2. लाग ू होना : य ेजनयम इन जनयमों स े उपाबद्ध अनुसूची के स्ट्तम्भ (1) म ें सीमा, अहतड ाएं और उससे संबंजधत अन्य बातें ि े होंगी िो पूिोि अनुसूची के स्ट्तभं (5) स े स्ट्तंभ (13) म ें जिजनर्िष्टड ह।ैं 5. जनरहतड ा : िह व्यजि – (क) जिसने ऐस े व्यजि स,े जिसका पजत या जिसकी पत्नी िीजित ह,ै जििाह दकया ह ैया जििाह की संजििा की ह;ै या (ख) जिसने अपन े पजत या अपनी पत्नी के िीजित रहत े हुए दकसी व्यजि स े जििाह दकया ह ैया जििाह की संजििा की ह;ै उि पि पर जनयुजि का पात्र नहीं होगा : परन्त ु यदि केन्रीय सरकार का यह समाधान हो िाता ह ै दक ऐसा जििाह ऐस े व्यजि और जििाह के अन्य पक्षकार को लागू स्ट्िीय जिजध के अधीन अनुज्ञेय ह ै और ऐसा करन े के जलए अन्य आधार ह ैं तो िह दकसी व्यजि को इस जनयम के प्रितडन स ेछूट िे सकेगी। 6. जिजर्ल करन े की िजि : िहा ं केन्रीय सरकार की यह राय ह ै दक ऐसा करना आिश्यक या समीचीन ह,ै िहा ं िह उसके जलए िो कारण ह ैं उन्ह ें लेखबद्ध करके तर्ा संघ लोक सेिा आयोग स े परामि ड करके इन जनयमों के दकसी उपबंध को दकसी िगड या प्रिगड के व्यजियों की बाबत, आिेि द्वारा जिजर्ल कर सकेगी । 7. व्यािजृ त्त : इन जनयमों की कोई बात, ऐसे आरक्षण, आय-ु सीमा में छूट और अन्य ररयायतों पर प्रभाि नहीं डालगे ी, जिनका केन्रीय सरकार द्वारा इस संबंध म ें समय-समय पर िारी दकए गए आििे ों के अनुसार अनुसूजचत िाजतयों, अनुसूजचत िनिाजतयों, अन्य जपछडे िगों, भूतपूि ड सैजनकों और अन्य जििेष प्रिग ड प्रोन्नजत द्वारा/ व्यजियों के जलए जिजहत आय ु प्रजतजनयुजि/ आमेलन द्वारा तर्ा जिजभन्न पद्धजतयों द्वारा और िजै क्षक अहताएड ँ प्रोन्नत भरी िाने िाली ररजियों की प्रजतितता । व्यजियों की ििा म ें लाग ू होंगी या नहीं। (8) (9) (10) लागू नहीं होता लागू नहीं होता प्रोन्नजत द्वारा, जिसके न हो सकने पर प्रजतजनयुजि द्वारा[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 3 प्रोन्नजत या प्रजतजनयजु ि/आमले न द्वारा भती की ििा म ेंिे श्रजे णया ँजिनस ेप्रोन्नजत या प्रजतजनयजु ि/आमले न दकया िाएगा । (11) प्रोन्नजत : िेतन मैररक्स के स्ट्तर – 6 (35400-112400 रुपए) में ऐसे कजनष्ठ अनुिाि अजधकाररयों में से जिन्होंने उस श्रेणी में पांच िषड जनयजमत सेिा की ह ैऔर केन्रीय अप्रत्यक्ष कर और सीमा िुल्क बोडड द्वारा यर्ाजिजनर्िष्टड संस्ट्र्ान या संगठन से िो सप्ताह का प्रजिक्षण सफलता पूिडक पूणड कर जलया है। रटप्पण 1 : िहां ऐसे कजनष्ठ व्यजियों के संबंध में, जिन्होंने अपनी अहकड / पात्रता सेिा पूरी कर ली है, प्रोन्नजत के जलए जिचार दकया िा रहा हो, िहाँ उनसे ियेष्ठ व्यजियों के संबंध में भी जिचार दकया िाएगा परंतु यह तब िब दक उनके द्वारा की गई ऐसी अहडक/पात्रता सेिा, अपेजक्षत अहकड /पात्रता सेिा के आधे से अजधक से या िो िषड से, इनमें से िो भी कम हो, कम न हो और उन्होंने अपने ऐस े कजनष्ठ व्यजियों सजहत, जिन्होंने ऐसी अहकड /पात्रता सेिा पहले ही पूरी कर ली है, अगली उच्चतर श्रेणी में प्रोन्नजत के जलए अपनी पररिीक्षा दक अिजध सफलतापूिडक पूरी कर ली हो। प्रजतजनयजु ि : केंरीय सरकार या राज्य सरकारों या संघ राज्य क्षेत्रों के ऐसे अजधकारी :- (क) (i) िो मूल काडर जिभाग में जनयजमत आधार पर सििृ पि धारण दकए हुये हैं; या (ii) जिन्होंने मूल काडर जिभाग में िेतन मैररक्स में स्ट्तर – 6 (35400-112400 रुपए) या समतुल्य पिों में जनयजमत आधार पर जनयुजि के पश्चात उस श्रेणी में पाँच िषड जनयजमत सेिा की ह;ै और (ख) जिसके पास जनम्नजलजखत िैजक्षक अहतड ा और अनुभाि है: (i) दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से जहन्िी में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर अंग्रेिी एक अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या परीक्षा के माध्यम के रूप में रहा हो; या दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से अँग्रेिी में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर जहन्िी एक अजनिाय ड या िैकजल्पक जिषय के रूप में रहा हो या परीक्षा के माध्यम के रूप में रहा हो; या दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ा से जहन्िी या अँग्रेिी से जभन्न दकसी भी जिषय में जहन्िी माध्यम से मास्ट्टर जडग्री और जडग्री स्ट्तर पर अँग्रेिी एक अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या परीक्षा के माध्यम के रूप में रहा हो; या दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से जहन्िी या अँग्रेिी से जभन्न दकसी भी जिषय में अँग्रेिी माध्यम से मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर हहंिी एक अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या परीक्षा के माध्यम के रूप में रहा हो; या दकसी मान्यताप्राप्त जिश्वजिद्यालय या संस्ट्र्ान से जहन्िी या अँग्रेिी से जभन्न दकसी भी जिषय में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर हहिं ी और अँग्रेिी अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या िोनों में से एक परीक्षा के माध्यम के रूप में रहा हो और िसू रा अजनिायड या िैकजल्पक जिषय के रूप में रहा हो; और (ii) जहन्िी से अंग्रेिी तर्ा अंग्रेिी से जहन्िी अनुिाि कायड का मान्यता प्राप्त जडप्लोमा या प्रमाणपत्र पाठयक्म या केंरीय या राज्य सरकार के दकसी कायाडलय में, जिसमें भारत सरकार के उपक्म भी िाजमल हें, अंग्रेिी से जहन्िी में और जहन्िी से अंग्रेिी में अनुिाि कायड का तीन िषड का अनुभि हो । रटप्पण 2 : पोषक प्रिगड के ऐसे जिभागीय अजधकारी, िो प्रोन्नजत की सीधी पजं ि में हैं, प्रजतजनयजु ि पर जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। इसी प्रकार प्रजतजनयुि व्यजि प्रोन्नजत द्वारा जनयुजि के जलए जिचार दकए िाने के पात्र नहीं होंगे। रटप्पण 3: प्रजतजनयुजि की अिजध, जिसके अंतगडत केंरीय सरकार के उसी या दकसी अन्य संगठन या जिभाग में इस जनयुजि से ठीक पहले धाररत दकसी अन्य काडर बाह्र्य पि पर प्रजतजनयुजि की अिजध है, साधारणतया तीन िषड से अजधक नहीं होगी।4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] रटप्पण 4: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 िषड से अजधक नहीं होगी। यदि जिभागीय प्रोन्नजत सजमजत ह,ै तो उसकी संरचना । भती करन ेम ेंदकन पररजस्ट्र्जतयों म ेंसघं लोक सिे ा आयोग स ेपरामि डदकया िाएगा। (12) (13) समहू ‘ख’ जिभागीय प्रोन्नजत सजमजत (प्रोन्नजत के सबं ंध म ें जिचार करन े के जलए) जिसम ें संघ लोक सेिा आयोग से परामिड करना आिश्यक नहीं है। जनम्नजलजखत होंग:े- (i) प्रधान अपर महाजनििे क/ अपर महाजनििे क, जनष्पािन प्रबंधन महाजनििे ालय – अध्यक्ष (ii) अपर/संयुि जनििे क, मानि संसाधन जिकास महाजनििे ालय – सिस्ट्य (iii) उप महाजनििे क, जनष्पािन प्रबंधन महाजनििे ालय – सिस्ट्य (1) (2) (3) (4) (5) (6) (7) 2.कजनष्ठ 162* साधारण केंरीय िेतन मैररक्स लागू नहीं 30 िषड से दकसी मान्यताप्राप्त जिश्वजिद्यालय अनुिाि (2023) सेिा, समूह ‘ख’, में स्ट्तर–6 होता । अजधक नहीं से जहन्िी में मास्ट्टर जडग्री जिसमें अजधकारी (केंरीय सरकार जडग्री स्ट्तर पर अंग्रेिी एक अजनिायड अरािपजत्रत, (35,400- द्वारा समय- या िैकजल्पक जिषय के रूप में रहा * कायडभार अननुसजचिीय। 1,12,400 समय पर िारी हो या परीक्षा के माध्यम के रूप में के आधार पर रुपए) दकए गए रहा हो; या अनुििे ों या पररितडन दकसी मान्यताप्राप्त जिश्वजिद्यालय आििे ों के दकया िा से अँग्रेिी में मास्ट्टर जडग्री जिसमें अनुसार सकता ह।ै जडग्री स्ट्तर पर जहन्िी एक अजनिायड सरकारी सेिकों या िैकजल्पक जिषय के रूप में रहा के जलए 5 िषड हो या परीक्षा के माध्यम के रूप में तक जिजर्ल की िा सकती ह।ै ) रहा हो; या दकसी मान्यताप्राप्त जिश्वजिद्यालय रटप्पण : आय-ु से जहन्िी या अँग्रेिी से जभन्न दकसी सीमा भी जिषय में जहन्िी माध्यम से अिधाररत मास्ट्टर जडग्री और जडग्री स्ट्तर पर करने के जलए अँग्रेिी एक अजनिायड या िैकजल्पक जनणाडयक जिषय के रूप में रहा हो या परीक्षा तारीख के माध्यम के रूप में रहा हो; या कमडचारी चयन दकसी मान्यताप्राप्त जिश्वजिद्यालय आयोग द्वारा से जहन्िी या अँग्रेिी से जभन्न दकसी यर्ा जिज्ञाजपत भी जिषय में अँग्रेिी माध्यम से होगी। मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर हहिं ी एक अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या परीक्षा के माध्यम के रूप में रहा हो; या[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 5 दकसी मान्यताप्राप्त जिश्वजिद्यालय से जहन्िी या अँग्रेिी से जभन्न दकसी भी जिषय में मास्ट्टर जडग्री जिसमें जडग्री स्ट्तर पर हहिं ी और अँग्रेिी अजनिायड या िैकजल्पक जिषय के रूप में रहा हो या िोनों में से एक परीक्षा के माध्यम के रूप में रहा हो और िसू रा अजनिायड या िैकजल्पक जिषय के रूप में रहा हो; और केंरीय सरकार या राज्य सरकार के कायाडलय जिसके अंतगडत भारत सरकार के उपक्म भी ह ैमें जहन्िी से अंग्रेिी अनुिाि में और जिपयडयेन से मान्यताप्राप्त जडप्लोमा या सर्टडदफकेट कोसड या जहन्िी से अंग्रिे ी अनुिाि कायड और जिपयडयेन में िो िषड का अनुभि । रटप्पण 1 : अहतड ाएँ, अन्यर्ा सुआर्हतड अभ्यार्र्डयों की ििा में उन कारणों के जलए िो लेखबद्ध दकये िाये, कमडचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार जिजर्ल की िा सकती ह।ै रटप्पण 2 : अनुभि संबंधी अहतड ाएं उन कारणों के जलए िो लेखबद्ध दकये िाये कमडचारी चयन आयोग या सक्षम प्राजधकारी के जििेकानुसार अनुसूजचत िाजतयों या अनुसूजचत िनिाजतयों के अभ्यार्र्डयों की ििा म,ें तब जिजर्ल की िा सकती ह ैिब चयन के दकसी प्रक्म पर कमडचारी चयन आयोग या सक्षम प्राजधकारी की यह राय ह ै दक उनके जलए आरजक्षत ररजियों को भरने के जलए अपेजक्षत अनुभि रखने िाले उन समुिायों के अभ्यार्र्डयों के पयाडप्त संख्या में उपलब्ध होने की संभािना नहीं ह ै। रटप्पण 3 : केन्रीय अप्रत्यक्ष कर और सीमािुल्क बोडड द्वारा यर्ाजिजनर्िष्टड दकसी संस्ट्र्ान या संगठन से िो सप्ताह का अजनिायड प्रजिक्षण ।6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] (8) (9) (10) (11) लागू नहीं होता । िो िषड सीधी भती । लागू नहीं होता । रटप्पण 1 : पिधारी की प्रजतजनयुजि या लंबी बीमारी या अध्ययन छुट्टी या दकन्हीं अन्य पररजस्ट्र्जतयों के अधीन एक िषड या उससे अजधक अिजध के जलए बाहर रहने के करण हुई ररजियाँ, केंरीय सरकार के ऐसे अजधकाररयों में से प्रजतजनयुजि के आधार पर भरा िा सकती ह ै:- (क) (i) िो जनयजमत आधार पर सरि पि धारण दकए हुए हों; या (ii) जिन्होंने िेतन मैररक्स के स्ट्तर – 5 में छ: िषड जनयजमत सेिा की हो; और (ख) जिनके पास स्ट्तम्भ (7) के अधीन सीधे भती दकया िाने िाले व्यजियों के जलए जिजहत िैजक्षक अहतड ाएँ और अनुभि हों। रटप्पण 2: प्रजतजनयुजि द्वारा जनयुजि के जलए अजधकतम आयु-सीमा आिेिन प्राप्त करने की अंजतम तारीख को 56 III बी] मोहम्मि आजिफ, अिर सजचि[भाग II—खण् ड 3(i)] भारत का रािपत्र : असाधारण 7 MINISTRY OF FINANCE (Department of Revenue) NOTIFICATION New Delhi, the 28th August, 2023 G.S.R. 632(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution and in the supersession of the Central Board of Indirect Taxes and Customs, Senior Translator and Junior Translator, Group ‘B’ Posts, Recruitment Rules, 2019, except as respect things done or omitted to be done before the supersession of the said rules, the President makes the following rules for regulating the method of recruitment to the post of Senior Translation Officer and Junior Translation Officer (Group ‘B’ , Non-Gazetted, Non-Ministerial Posts) in the field formations and Directorates in the Central Board of Indirect Taxes and Customs, Department of Revenue, Ministry of Finance, namely:- 1. Short title and commencement—(1) These rules may be called the Ministry of Finance, Department of Revenue, Central Board of Indirect Taxes and Customs, Senior Translation Officer and Junior Translation Officer (Group ‘B’, Non-Gazetted, Non-Ministerial Posts) Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application- These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules. 3. Number of post, classification, level in pay matrix. —The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the said Schedule. 4. Method of recruitment, age-limit, qualifications, etc.—The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the aforesaid Schedule. 5. Disqualification. —No person, — (a) who, has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Power to relax. —Where the Central Government is of the opinion that it is necessary or expedient so to do, it may by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. —Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
