From the Secretary, APPSC Lr.No.167/RT-I/3/2011, dt.03-01-2012. * * * O R D E R In the reference 1st read above, the General Administration (Vigilance & Enforcement) Department have conducted enquiry on the irregularities committed in Unauthorized construction of several apartments in Guntur & Gorantla Villages of Guntur Municipal Corporation (VGTM-UDA)and submitted a report to the Government. 2. Based on the report of General Administration (Vigilance & Enforcement) Department, disciplinary proceedings have been instituted against Sri T.Shanmukha Reddy,the then Town Planning Supervisor, and others of Guntur Municipal Corporation. 3. Government after examining the statements of defenses and having not satisfied with the explanations, Sri V.Narender Rao,GM(LM)-HMRL, and Sri Lashminarayana, M.C, Tenali Municipality, have been appointed as Enquiry Officer and Presenting Officer respectively vide references 5th and 6th read above. 4. In the reference 7th cited, the Enquiry Officer Sri V.Narender Rao,GM(LM) – HMRL, Hyderabad& Enquiry Officer has submitted enquiry report. 5. In the reference 8th read above, Government, after examination of the enquiry report accepted the findings of Enquiry Officer and a copy of the Enquiry Report has been communicated to the charged officer for his written representation on the findings of Enquiry Officer under Rule 21(2) of APCS (CC&A) Rules, 1991. In response, the charged officer Sri T.Shanmukha Reddy, the then Town Planning Supervisor, Guntur Municipal Corporation, has submitted representation on the findings of Enquiry Officer. 6. After examination of the matter, Government have provisionally decided to impose a penalty of stoppage of two annual grade increments with cumulative effect against Sri T.Shanmukha Reddy, the then Town Planning Supervisor, Guntur Municipal Corporation. (P.T.O)::2:: 7. In the reference 11th read above, concurrence of Andhra Pradesh Public Service Commission has been obtained on the above proposed punishment. 8. Accordingly, under Rule 9 of the Andhra Pradesh Civil Services (CC & A) Rules, 1991, Government hereby impose a penalty of stoppage of two annual grade increments with cumulative effect against Sri T.Shanmukha Reddy, the then Town Planning Supervisor, Guntur Municipal Corporation. 9. The Director & Town and Country Planning, A.P., Hyderabad, shall take necessary action accordingly.
