ABSTRACT CAF & CS Department –Civil Supplies – Allotment of rice to the Hostels being run by Educational Institutions, Voluntary organizations etc., at subsidized rate of Rs. 9/- per kg – Uniform Policy - Orders – Issued. Consumer Affairs, Food & Civil Supplies (CS.I) Department G.O. Rt.No. 19 Dated: 17- 02-2012 Read:- From CCS, A.P., Hyderabad, Note No. PDS-4/23/2012, dt. 11-01-2012. *** O R D E R: In the reference read above, the Commissioner of Civil Supplies have informed that the Director, Ashray Akruthi, Srinagar Colony, Hyderabad has represented that their organization is a non-profit , non-religious organization working for hearing impaired children, running a school for them having 200 children and out of them, 70 children avail residential facility in a residential home run by them. He has also submitted that the organization has started an Early Intervention Centre for hearing impaired babies and a Multimedia Computer Animation Training Centre and apart from this two Centres were started at Yakatpura and Chandrayangutta under the Sarva Shiksha Abhiyaan Scheme, where 100 beneficiaries are being catered. The organisation has requested the Government to provide subsidized rice and other groceries for 300 children of Ashray Akruthi. 2. The Government have reviewed the scheme of providing rice to the various welfare Institutions and decided to have the following uniform policy for providing subsidized rice to the welfare institutions/ Hostels etc:- I Hostels run by Educational and other Institutions and collecting fee and Hostels charges : It is not proper to supply them rice at subsidized rate viz., the economic cost arrived based on the APL or BPL rate FCI, since they are being run by charging students etc. They can be charged the rate of Rs. 15 per Kg which is arrived at based on the OMSS rate. II Institutions run by NGOs, purely with donations from the philanthropists, trusts etc. which do free service to the underprivileged like visually, physically, hearing impaired, dumb etc. with out charging any thing from them for food: They can be charged Rs. 9 per Kg(economic cost, which does not involve any subsidy). 3. In order to ensure that there is no misuse of the above facility by the institutions, the department has to follow the following precautions:- i) The list of names of the inmates enrolled in such institutions should be provided to the Collector(CS) concerned, who should organize physical verification before initial issue of the allotment; ii) If the name of such inmate is found in the White ration card of his family, the family shall forego 4 Kg. of rice on such card. iii) The per inmate entitlement is fixed at 500 gms. per day i.e. 15 Kg. per month as is being allowed to the Government run Social Welfare Hostels. In so far as children below 12 years of age, the entitlement shall be restricted to 10 kgs. per child per month. iv) The Head of the Institution should confirm in writing before release of further quantity that the quantity allotted earlier has been utilized properly for the inmates of the institution. …..2-2- 4. These orders shall come into force with immediate effect. 5. The CCS, A.P., Hyd., shall take necessary further action accordingly.
