From the GA(COI-R) Dept , U.O.Note.No.23/COI-R/2012, dt:04.02.2012 ORDER: It has been brought to the notice of the Government that certain lapses in implementation of ILCS Programme and irregularities committed, which resulted in huge financial loss of Rs.12,65,936/-. Out of which, an amount of Rs.4,03,056/- has been recovered and balance of Rs.8,62,880/- yet to be recovered. In the reference 1st read above, the Commissioner Hindupur Municipality has initiated disciplinary action and issued articles of charges against 12 Delinquent Officials and he has communicated served copies of articles of charges against the following (9) Charged Officers vide reference 2nd read above:- 1. Sri D. Anjaneyulu, Junior Assistant.(Retd.) 2. Sri M. Rajgopal, Sanitary Inspector, 3. Sri K.A.Padmanabha Rao, Ex-Assistant Engineer, 4. Sri S. Fakrudhin, Junior Assistant, 5. Sri B. Ramalingappa, Junior Assistant, 6. Sri N. Narasimhulu, senior Assistant, 7. Sri T. Kristappa, Revenue Inspector (Retired), 8. Sri J. Ramamna, Assistant Engineer(Public Health), 9. Sri T. Lakshminarayana, Junior Assistant, 2. Therefore Government in the reference 3rd above, orders were issued appointing Dr.Subhrendu Bhattacharya, IAS., COI, GAD as Inquiring Authority to enquire into the charges framed against the officers mentioned in the para(1) above under Rule 20 of the APCS (C&A) Rules 1991. 3. Where as in the reference 4th read above, Sri N.Prabhat Kumar, Municipal Commissioner, Hundupur Municipality was appointed as Presenting Officer to present the case on behalf of the disciplinary authority before the Inquiring Authority 4. Where as in the reference 5th read above , General Administration(COI) Department have informed among others, that this case was re assigned to Sri Jitender , IPS,GA(COI) Dept as Inquiring Authority in place of Dr.Subhrendu Bhattacharya, IAS(Retd)., COI, consequent on his retirement from service on attaining the age of superannuation on 31.12.2011 P.T.O.-2- 5. It is further informed that, in respect of (3) Charged Officers Viz., Sri Chenakesavulu, RT (Retd) and Sri G.Ramanjaneyulu, Ex-ME., Sri G.V.V.Satyanarayana TPBO., served copied of charge memo’s will be communicated in due course to the Inquiring Authority. 6. Now, therefore in exercise of the powers conferred by sub-Rules (2) of Rules 20 of APCS (C&A) Rules 1991, the disciplinary Authority hereby appoint Sri Jitender, IPS, GA(COI) Dept as Inquiring Authority in place of Dr.Subhrendu Bhattacharya, IAS.(Retd), COI to Inquire in the charges framed against officer mentioned at para (1) above. The Enquiry Authority will furnish his enquiry report within (3) months 7.
