O R D E R:
In the reference read above, the Commissioner, Greater Hyderabad Municipal
Corporation, Hyderabad has stated that they have proposed Comprehensive
Development of important Arterial & Sub-Arterial Roads in the city for up-gradation
of roads, development and improvement of carriage way with paved shoulders for
footpaths on a planned and scientific basis as per IRC Standards including provision
of side drains for disposal of Storm Water, Ducts for carrying utilities for present and
future expansion works of Cables etc. Initially, it was identified to prioritize major
roads to an extent of 150 to 200 Kms for phase wise development, though the total
road length of Arterial & Sub-Arterial roads is about 800 to 1000 Kms excluding NH
& R&B roads within the jurisdiction of GHMC limits. GHMC has appointed technical
consultants for preliminary study of Inventory and Conditional Survey for the Major
Arterial & Sub-Arterial & Collector Roads of more than three lane width and which
are bus plying routes covering the bulk of traffic of the city. The consultants have
completed and submitted prioritization report for about 660 Kms as part-A of the
project. Out of 660 Kms, to take up the work in a phased manner, M/s.Consulting
Engineering Services (I) Pvt., Ltd., Bombay have been selected and awarded the
work of Preparation of Comprehensive Detailed Project Report along with BOQs for
development of 52 prioritized roads in the 5 Zones of GHMC for a length of 152.10
Kms with consultancy charges amount to `72.00 lakhs. These prioritized roads by
and large cover all the 5 Zones / Constituencies or Assembly Segments of the City.
Any pavement up-gradation or construction has to be done based on technical study
and conforming to the design project period as per the relevant standards, which is
prevalent and adopted in other Metro Cities like Mumbai, Chennai, Delhi, Bangaluru
etc., for construction of new roads and total up-gradation of roads on a large scale.
GHMC is undertaking a similar exercise for the first time to upgrade roads to desired
standards and traffic needs and design period on a scientific basis.
2. In this regard, M/s.Consulting Engineering Services (I) Pvt., Ltd. have
submitted the typical cross section details after preliminary surveys for 10 roads
covering 27.50 Kms at a cost of `115.84 crores and submitted the BOQs and
tentative cost estimates. Further work on other roads is being taken up in a phased
manner and further DPRs are being submitted.
3. The Commissioner, GHMC further stated that it is required to constitute a
Technical Committee for taking the work further to implementation stage, detailed
survey and evaluation of the DPRs submitted by the Consultants for
recommendations and suggestions for suitable modification wherever required with
expert comments and inputs for the proposals being submitted by the consultants for
the development of above roads and requested to approve the Technical Committee
with the following members:-
(a) Engineer-in-Chief, GHMC
(b) Chief Engineer (R&B)
(c) Chief Engineer – HMDA
(d) Professor, Transportation Engineering from JNTU / NIIT.

4. Government after careful examination of the matter, hereby constitute the
Technical Committee with the following members for offering opinion / comments on
further implementation stage, detailed survey and evaluation of the DPRs submitted
by the Consultants for recommendations and suggestions for suitable modification
wherever required with expert comments and inputs for the proposals being
submitted by the consultants for the development of roads in GHMC as per the
proposal for Comprehensive Development of important Arterial & Sub-Arterial
Roads:-
(1) Engineer-in-Chief, GHMC Member –Convener
(2) Chief Engineer (R&B) Member
(3) Chief Engineer – HMDA Member
(4) Professor, Transportation Engineering Member
from JNTU / NIIT
5. The Commissioner, Greater Hyderabad Municipal Corporation, Hyderabad
shall take necessary action accordingly.
