PS –Yemmiganur Municipality -Disciplinary Proceedings Under Rule-20 of the
Andhra Pradesh Civil Service (Classification, Control & Appeal ) Rules, 1991
initiated against Sri.S.Uma Maheswar Reddy, the then Revenue Inspector,
Yemmiganur Municipality – Articles of Charges Issued – Enquiry Conducted
– Stoppage of one annual grade increment without cumulative imposed –
Orders - Issued.

O R D E R
In the reference 1st read above, it was brought to the notice of
Government by the Hon’ble Lokayukta that certain irregularities were
committed in the process of leasing out the canteen as well as shop room by
the Municipal Commissioner and other staff of Yemmiganur Municipality. The
Commissioner & Director of Municipal Administration , Hyderabad, vide
reference 2nd read above has furnished necessary proposals to Government .
After careful examination , Government have issued articles of charges
against Sri.S.Uma Maheswar Reddy, the then Revenue Inspector,
Yemmiganur Municipality under Rule 20 of the Andhra Pradesh Civil Services
(Classification, Control and Appeal ) Rules, 1991, vide reference 3rd read
above and the said Charged Officer has submitted his WSD to the charges,
vide reference 4th read above. On examination of the matter, this case was
entrusted to Inquiry Authority vide reference 5th read above.
2. And whereas, in the reference 6th read above, the Enquiry Officer has
submitted his Enquiry Report to Government. In the reference 7th read above,
the Enquiry Report was communicated to the Charged Officers. In the
reference 8th read above, the Charged Officer, Sri.S.Uma Maheswar Reddy,
the then Revenue Inspector, Yemmiganur Municipality has submitted his
explanation requesting to drop further action.
3. Government after careful examination of the matter, in view of the
findings of the Inquiring Authority, and as this Charged officer has not
submitted the file of about 7 months for entering agreement with the lessee,
have decided to impose a minor penalty of stoppage one Annual grade
increment without cumulative effect against the Charged Officer, Sri.S.Uma
Maheswar Reddy, the then Revenue Inspector, Yemmiganur Municipality.
Accordingly, Government hereby impose a minor penalty of stoppage one
annual grade increment without cumulative effect against Sri.S.Uma
Maheswar Reddy, the then Revenue Inspector, Yemmiganur Municipality in
this case.

4. The Director of Municipal Administrative, Hyderabad shall take
necessary action in the matter.
