ORDER:-
In the reference 1st read above, orders were issued placing
Sri Ch. Raju, Bill Collector, Machilipatnam Municipality, Krishna District
placed under suspension, on the allegation of misappropriation of funds
in Machilipatnam Municipality, until the conclusion disciplinary
proceedings.
2. In the reference 2nd read above, based on the report of the
Director General, Anti Corruption Bureau, Hyderabad, disciplinary action
has been initiated against Sri Ch. Raju, Bill Collector, Machilipatnam
Municipality, Krishna District on the allegation of certain irregularities
committed in misappropriation of municipal funds while he was working in
Machilipatnam Municipality along with others.
3. In the reference 4th read above, after examining the written
statement of defense Sri Ch. Raju, Bill Collector, and others,
Smt. Chandana Khan, IAS, Commissioner of Inquiries was appointed as
Inquiring Authority to conduct the common enquiry against the Charged
Officers.
4. In the reference 5th read above, after examining the
representation of Sri Ch. Raju, Bill Collector, Machilipatnam Municipality
orders were issued revoking the suspension of Sri Ch. Raju, Bill Collector
and reinstating him into duty, pending finalization of disciplinary
proceedings initiated against him.
5. In the reference 6th read above, the Inquiring Authority, after
conducting a detailed enquiry into the charges framed against Sri Ch.
Raju, Bill Collector and others, has submitted her report, wherein she
stated that, the misappropriation was taken place during his predecessor
period. Accordingly, orders were issued exonerating Sri Ch. Raju, Bill
Collector, Machilipatnam Municipality from the charges against him in the
matter, as the misappropriation did not taken during his period and
dropped further action against him vide reference 7th read above.

6. In the reference 8th read above, the Commissioner Machilipatnam
Municipality while forwarding the representation of Sri Ch. Raju, Bill
Collector for regularization of suspension period from 18-02-2003 to
23-02-2008, has requested the Government to issue necessary orders in
the matter.
7. Government after careful examination of the matter and keeping
in view of the instructions issued in Circular Memo No.32818/A/
521/FR.1/ 2008, Finance(FR.I)Department, dated 5.12.2008, have
decide to regularize the suspension period of Sri Ch. Raju, Bill Collector
of Machilipatnam Municipality from 18-02-2003 to 23-02-2008 as spent
on duty for all purposes under FR.54(B)(3).
8. Accordingly, Government hereby treat and regularize the
suspension period of Sri Ch. Raju, Bill Collector of Machilipatnam
Municipality from 18-02-2003 to 23-02-2008 as spent on duty for all
purposes under FR.54(B)(3).
9. The Director of Municipal Administration, Hyderabad shall take
necessary action in the matter.
